        Deliberative Democracy On-line

        Is the Internet advancing democracy? As the Internet has been instrumental in gathering information and public support all over the world, many debates take place regarding the impact of information technology on civil participation and democracy. However, evaluations on the impacts of the Internet as the major causes for the demonstrations run the extremes. This paper analyzes the content of Internet bulletin boards involved in the 2008 protest against U.S. beef imports in Korea. Are debates in public opinion formation on the Internet being communicated in a rational and reasonable manner? How has democracy been realized through the debates that were actively carried out through online channels? This paper will explore the possibility of forming public opinions using the Internet through the qualitative analysis of how the Internet was used in citizens" political participation. This research seeks to examine how debates through the Internet are carried out in view of deliberative democracy using three aspects - information provision, the diversity of participation groups and the exchange of ideas. The level of deliberation is assessed through content analysis of cyber bulletin boards of ‘Agora Political Discussion Forum’ over the 2008 demonstrations against U.S. beef imports.

        트위터 팔로잉 관계에 대한 대표성과 양극화에 대한 논의 검증

        본 연구는 미국과 한국의 사례를 비교하여 트위터내 정치적 네트워크의 대표성과 양극화 현상을 분석하였다. 트위터 팔로잉 관계를 이원네트워크(bipartite network)로 설정하고 미국의 111대 상원의원들과 한국의 18대 국회의원들을 팔로잉하는 트위터 사용자들의 네트워크를 살펴보았다. 양 국가를 비교분석한 결과, 트위터는 주류 언론에 대한 대안 언론적 성격을 보이고 있었다. 또한, 한국 트위터 사용자들의 팔로잉 행태가 미국보다 상대적으로 뚜렷한 이념적 분극화 형태를 보여 이견에 대한 노출이 제한적인 것으로 밝혀졌다. 양국 의원구성원들의 표결행태에 준거한 분석에서는 한국 트위터 팔로워들의 네트워크에 존재하는 분극화가 국회의원들의 표결 행태보다 극심한 것으로 나타난 반면 미국의 경우 후자가 전자보다 더 심한 정도의 이념적 분극화를 보였다. 이러한 결과들은 트위터상의 정치적 네트워크에 존재하는 이념적 편향성은 기성언론이 균형감을 찾아감에 따라 호전될 가능성을 제시하는 반면 정치적 분극화를 극복하기 위한 노력이 절실히 필요하다는 것을 시사한다. In this analysis, we addressed the validity of various popular conjectures concerning representativeness and polarization on social network sites (SNS), using the U.S. and South Korea as test cases. In doing so, we modeled Twitter followership as a bipartite network and examined individual Twitter users’ “followership” of the 111th U.S. Senate and the 18th Korean National Assembly. Our cross national comparison reveals that Twitter is regarded as an alternative to mainstream news media. Our findings also show that South Korean Twitter users are particularly polarized in terms of their followership pattern limiting their exposure to cross-cutting views. When using the legislators in the respected countries as a baseline, our results reveal that Korean Twitter users were more polarized than their political elites whereas this pattern was reversed in the case of the U.S. We discuss the implications of our findings.

        한국인의 친 · 반이민적 태도

        최근 한국사회는 빠른 속도로 다문화·다인종 사회로 나아가고 있다. 하지만 이민 문제에 대한 경험적 연구는 매우 제한적이다. 본 연구에서는 대표성 있는 대규모 온라인 표본에 근거하여 이민문제에 대한 한국인들의 태도를 살펴보았다. 먼저 기존 연구에 근거하여, 개별 이민자에 대한 태도가 전반적인 이민정책이나 개별 이민자에 속한 집단에 대한 태도보다 긍정적일 수 있다는 ‘개인선호 편향(person positivity bias)" 가설에 주목했다. 본 연구의 참여자들은 일반적으로 이민자 유입을 허용하는 정책에는 반대하는 입장을 보였으나 개별 이민자에 대해서는 상대적으로 긍정적인 평가를 내렸다. 가설을 지지하는 결과다. 다음으로 개인이 다른 인종에 대해 가지는 내재적 태도가 개별 이민자에 대한 평가에 영향을 미치는지 살펴보았다. 최근 관련 연구들은 자기기입식 설문을 통한 측정으로는 개인의 실제 태도를 측정하기 어렵다는 것을 보였다. 따라서 본 연구에서는 암묵적 연합검사(implicit association test)를 통해 내재적 인종태도를 측정하였다. 이를 통해 다른 통제변수들의 영향을 고려하더라도 참여자의 내재적 인종태도가 개별 이민자에 대한 평가에 유의미한 영향을 미친다는 결론을 내렸다. Although Korea has rapidly transformed into a multicultural society, little empiricial research has examined Koreans" attitudes toward the issue of immigration. In the current study, same survey respondents were asked about their policy preferences concerning immigration, attitudes toward immigrant groups as well as individual immigrants. By doing so, we document that opinions concerning immigration policy diverge from opinions concerning individual immigrants: our results clearly suggest that person positivity bias affects respondents" opinion on immigration. We also tested to what extent the evaluation of individual immigrants was affected by the so-called implicit racial preference. Our findings show that, even after accounting for a variety of control variables including their policy preference and explicit racial attitudes, implicit racial preference significantly influenced how participants evaluated individual immigrants.

        Public Diplomacy and North Korea Policy: Diverging Effects of U.S. Messages in the United States and South Korea

        The Bush administration has pursued a new, hard-line approach to the current nuclear stand-off with North Korea. In efforts to build public support from the American public as well as that from its allies in the region, the Bush administration has carefully framed the nature of the crisis and the grounds for an appropriate response to North Korea’s nuclear brinkmanship in distinctive ways. We assess the effects of these U.S. messages designed to build public support for its hard-line approach in a short experimental study conducted in the United States and South Korea. Our results indicate that many of these messages induce diverging responses in the two countries, implying that the Bush administration’s rhetoric designed to build domestic support does not have comparable effects in South Korea

        Statistical Properties of News Coverage Data

        In the current analysis, we examine news coverage data widely used in media studies. News coverage data is usually time series data to capture the volume or the tone of the news media's coverage of a topic. We first describe the distributional properties of autoregressive conditionally heteroscadestic(ARCH) effects and compare two major American newspaper's coverage of U.S.-North Korea relations. Subsequently, we propose a change point detection model and apply it to the detection of major change points in the tone of American newspaper coverage of U.S.-North Korea relations.

        Who Becomes Exposed to Celebrity Activism on Twitter?

        Twitter has significantly amplified celebrity presence on civic affairs. Although celebrities hold little expertise on policy affairs, they can be quite influential since their popularity allows them to reach large audiences. There is an ongoing debate concerning the democratic implications of increasing celebrity influence in policy affairs. In the current study, taking Oisoo Lee as a test case, we investigate the political implications of celebrity following on Twitter. We first compare Lee’s followers with those of ten news outlets, based on the co-following pattern among 1,442,317 Twitter users. We also had access to supplementary survey data on 11,725 members of an online survey panel who had provided their Twitter screen names. For these survey participants, we are able to match their following behavior with individual level attributes. Our results reveal that Lee’s followers are not ideologically skewed in either direction. Indeed, our survey findings confirmed that a vast majority of Lee’s followers identified themselves as independent. On the other hand, survey results show that Oisoo Lee is more likely to attract those lacking the ability to process one-sided information in a balanced manner. This raises a concern that they could be easily misinformed or misled.

        Interval prediction on the sum of binary random variables indexed by a graph

        In this paper, we propose a procedure to build a prediction interval of the sum of dependent binary random variables over a graph to account for the dependence among binary variables. Our main interest is to find a prediction interval of the weighted sum of dependent binary random variables indexed by a graph. This problem is motivated by the prediction problem of various elections including Korean National Assembly and US presidential election. Traditional and popular approaches to construct the prediction interval of the seats won by major parties are normal approximation by the CLT and Monte Carlo method by generating many independent Bernoulli random variables assuming that those binary random variables are independent and the success probabilities are known constants. However, in practice, the survey results (also the exit polls) on the election are random and hardly independent to each other. They are more often spatially correlated random variables. To take this into account, we suggest a spatial auto-regressive (AR) model for the surveyed success probabilities, and propose a residual based bootstrap procedure to construct the prediction interval of the sum of the binary outcomes. Finally, we apply the procedure to building the prediction intervals of the number of legislative seats won by each party from the exit poll data in the $19^{th}$ and $20^{th}$ Korea National Assembly elections.
