This paper presents a method for solving receiver misalignment (axial or angular) problems in wireless power transfer systems using a multiple-input single-output system. The optimum magnitudes and phases of the transmitter voltages and receiver load for maximum efficiency are derived in convenient analytical forms when negligible mutual couplings between transmitters. These solutions are validated by genetic algorithm optimization and electromagnetic-simulation results for a design ex-ample of two transmitters and one rotating receiver.
Overview of recent progress in 3D field physics in KSTAR

Various 3D field physics challenges of magnetically confined plasmas arise when the driving source comes from either externally applied non-axisymmetric 3D magnetic perturbations or plasma instabilities inside the plasma. Recently, several key outstanding topics of 3D field physics have been extensively studied in the Korean Superconducting Tokamak Advanced Research (KSTAR), such as edge-localized-mode (ELM) control by resonant magnetic perturbation (RMP), error field (EF) control, 3D field effects on rotation and transport, and RMP-induced alteration of divertor heat flux and detachment. KSTAR has a few physically unique features (i.e., high rotation and long-pulse plasmas with a low intrinsic EF) and machine/diagnostic capabilities (i.e., 3-row in-vessel control coil and state-of-the-art 2D/3D imaging diagnostics), which have been taken advantage of until now to address critical 3D field physics issues relevant to ITER and K-DEMO. Among many remarkable achievements are the robust access to and control of n = 1 RMP ELM suppression, along with a development of its physics basis tools, parameter expansion, optimization, and long-pulse control techniques. Nonetheless, a series of unresolved 3D physics themes, as well as limited coverage of 3D field operating regimes, have also been identified as future works for the 3D field research in KSTAR. In this paper, we provide an overview about the recent progress of KSTAR 3D field physics and present future plans of KSTAR 3D research toward a future fusion reactor.
주민참여예산위원의 활동 경험과 의미: 서울특별시 자치구를 중심으로

본 연구는 서울특별시 자치구에서 주민참여예산 위원으로 활동하고 있는 주민위원들이 위원활동을 통해 어떠한 경험을 하며 여기에 어떠한 의미를 부여하는지 살펴보고자 주민참여예산위원회에서 위원으로 활동해온 주민위원들과 개인 인터뷰를 실시하였다. 연구결과 지자체 전체 예산의 1%에도 미치지 못하는 수준의 예산을 통해 지역사회가 변화하는 모습을 목격하면서 보람을 느끼지만 우리 동네의 이익을 우선하는 이기적 모습으로 이어지기도 한다. 또한 행정 편의주의에 의해 부적합으로 판정된 제안사업이 공무원과의 힘겨루기를 통해 적합한 사업으로 바뀌면서 권한 부여의 의미를 체험한다. 공무원의 업무를 이해하게 되지만 불용예산의 낭비를 어쩔 수 없는 것으로 받아들이면서 ‘공무원화’ 되어가는 자신을 발견하기도 한다. 정책 제안자로서 공공의 일을 하고 있다는 자부심을 느끼지만 집행 이후의 상황에 대한 정보 부족으로 자신의 역할에 의문을 제기하기도 한다. 마지막으로 이들의 경험과 의미를 관통하는 현상으로 양가성을 포착하고 이러한 연구결과가 주민자치 및 주민참여에 시사하는 바에 대해 논의하였다. This study aimed to understand experiences of resident members working in participatory budgeting system in Seoul Autonomous Districts and meaning of such experiences to them. To this end, individual interviews were conducted with six resident members. They experienced attachment to the community and political efficacy as they witnessed a change in community with a budget of less than 1% of the total budget of local districts. However, these experiences led to a dual attitude of prioritizing interests of their own residential area over other areas. In addition, if the project was judged unfit due to administrative convenience, they felt empowerment by reversing results through power struggle. Learning about local finances gave great meaning to the pride of doing “public work.” They sometimes identified themselves with public officials by seeing themselves accepting waste of unused budgets as inevitable. Although they are proud of doing public work as a policy proposer, they sometimes question their roles due to a lack of information on the situation after enforcement. Finally, ambivalence was captured as a phenomenon that penetrated their experiences and meanings. Implications of these research results for residents’ autonomy and participation are discussed.

본 논문은 주민참여가 정부 부패에 미치는 영향을 고찰하였다. 이를 위하여 주민참여를 선거참여와 비선거참여로 구분하고 각각의 주민참여가 정부 청렴도에 미치는 영향을 실증적으로 분석하였다. 실증분석을 위하여 226개 기초자 치단체를 분석대상으로 하고 국민권익위원회의 2020년 공공기관 청렴도 조사자료를 이용하였다. 기초자치단체의 청 렴도를 종속변수로 사용하였으며, 독립변수로 선거참여를 대표하여 지방선거 투표율, 국회의원선거 투표율을, 비선거 참여를 대표하여 위원회 수, 주민참여예산제도의 주민제안 건수와 예산반영비율, 그리고 정보공개를 사용하였다. 기 초자치단체장 특성과 기초자치단체의 사회, 경제적 특성을 통제변수로 사용하였다. 순서형 로짓분석을 이용하여 기초 자치단체 청렴도에 미치는 요인을 분석한 결과 주민참여가 기초자치단체의 청렴도에 영향을 미치는 것으로 나타났으 며 주민참여 유형에 따라 영향의 정도와 성격이 달랐다. 선거참여는 기초자치단체 청렴도에 영향을 미치지 않았으며, 비선거참여는 영향을 미치는 것으로 나타났다. 비선거참여 중 위원회 수, 주민참여예산제도의 예산반영비율, 정보공 개는 긍정적 영향을 미치며, 주민참여예산제도의 주민제안 건수는 부정적 영향을 미치는 것으로 나타났다. This paper examined the effect of residents’ participation on local government corruption. Residents’ participation was divided into election participation and non-election participation, and the effect of each resident participation on the integrity of the local governments was empirically analyzed. For the empirical analysis, the 2020 integrity survey data from the Anti-Corruption and Civil Rights Commission were used. The level of integrity of the local governments was used as a dependent variable. As independent variables, local election turnout and National Assembly election turnout were used to represent election participation, and the number of committees, the number of resident proposals and budget reflection ratio of the participatory budgeting system, and information disclosure were used to represent non-election participation. The characteristics of the heads of the local governments and the social and economic characteristics of the local governments were used as control variables. According to an analysis of factors affecting the integrity of local governments using ordinal logit analysis, residents’ participation affected the integrity of local governments, and the degree and nature of influence were different depending on the type of residents’ participation. While participation in elections did not affect the integrity of local governments, participation in non-elections did. Among non-election participation, the number of committees, the budget reflection ratio of the participatory budgeting system, and the information disclosure have a positive effect on the integrity, while the number of residents’ proposals for the participatory budgeting system has a negative effect.
저항성 십자 표면 구조를 이용한 광대역 박형 흡수체 설계

본 논문에서는 저항성 sheet를 이용한 광대역 박형 흡수체 설계법을 제안한다. 제안된 흡수체의 등가회로는 직렬 RLC 공진회로와 종단이 단락된 전송선으로 이루어진다. 이 등가회로를 바탕으로 임의의 설계주파수에서 흡수체가 λ/4보다 얇은 두께를 가지면서도, 광대역 흡수율 특성을 가지는 세가지 조건을 정리하였다. 수치해석을 통해 이를 동시에 만족하는 R, L, C 소자 값을 구했다. 구한 등가 R, L, C값은 특정한 chip 저항이나 표면저항을 가지는 십자 모양의 구조로써 구현이 가능하다. 이러한 설계법을 설계 중심주파수 3 GHz에서 적용해서 두께가 18.75 mm(전기적 길이 67.5°)이고, 90% 흡수율 기준으로 116 % 대역폭을 갖는 광대역 흡수체를 설계하였다. This paper presents a design method for thin but wideband absorbers using resistive sheets. Its equivalent circuit consists of a series RLC resonant circuit and a short-terminated transmission line. Based on this equivalent circuit, we presented the three conditions for an electromagnetic absorber which has a thickness less than a quarter wavelength and wide absorption bandwidth at center frequency. By using an root-finding algorithm, the equivalent resistance, capacitance, and inductance of the absorbers are obtained. These equivalent circuit values for the absorber surface can be realized by a 2D periodic cross-shaped structure which has required surface resistance. Using the design method, we have designed the absorber which has 18.75 mm(67.5° electrical length) thickness and 90 % absorption bandwidth of 116 % bandwidth at 3 GHz.
