발주자의 요구사항과 가치항목, 프로젝트의 특성 등을 고려한 발주방식 선정 방법에 관한 연구

현행 공공공사에서는 예산에 맞추어 공사를 진행하는 방식을 취하고 있기 때문에 발주자(발주기관)의 요구사항을 충분히 만족시키지 못하고 있다. 따라서 발주자의 요구사항에 맞춘 발주방식 선정에 관한 연구가 필요하다. 이에 본 연구에서는 우선, 미국, 영국, 일본 등 국내ㆍ외의 발주시스템을 고찰하였다. 이를 통해 발주방식을 선정하기 위해서는 최고 가치를 지향해야 된다는 결론을 도달하였다. 또한 본 연구에서는 발주자의 요구사항 분석을 통해 발주자의 가치항목(비용, 품질, 일정), 프로젝트의 특성, 발주자 조직의 특성, 제도적/환경적 요인으로 분류를 하였다. 그리고 발주자의 요구사항 중 가치항목을 통해 발주방식의 주요선정요인으로 분류하였다. 이에 본 연구에서는 발주자의 주요요구사항인 가치항목의 상관관계 분석을 통해 발주방식 선정 방법을 제시하였다. Currently, public construction projects are typically restrained by the limited budget, which makes it hard to satisfy a owner’s requirement. Thus, a study is called for to identify a procurement system that caters to owner’s requirement. This study is that considered to procurement system of Korea, USA, England, Japan and also definition and character of procurement system. To select a procurement system, it is important to identify and pursue the best value. The analysis identified factors of owner’s requirement that value-item(cost, quality, schedule), character of project, character of owner’s organization, law/environment factor. And The analysis identified cost, quality and schedule of a project as main factors that determine a procurement system. This study suggests a Method to identify a procurement system that analyzes the relationships among the owner’s main requirement that impact on the cost, quality, and schedule of a project.
Cu 에 대한 Sn-3.5Ag 계 땜납의 젖음성 및 계면반응

The wettability and interfacial reaction between Sn-3.5Ag solders and Cu-substrate were examined as a function of alloying element (1Pb, 1Sb) and soldering time. Cu/solder joints were subjected to aging treatments for up to 60 days at 150˚C to observe interfacial compounds and changes of microstructure by optical microscopy, SEM and EDS. The addition of 1Pb to the Sn-3.5Ag solder improves the wetting characteristics of the alloy and lowers the melting temperature. The growth rate of the Cu_6Sn_5 layer in the Sn-3.5 Ag solder/Cu was faster than that in the Sn-3.5Ag-1Sb solder/Cu. The activation energy for Cu_6Sn_5 growth was estimated as 31∼35 kJ/mole. Purpose It is intended to improve the management efficiency of personal dosimeters by analyzing and sharing personal dosimeter loss cases and loss prevention measures. Materials and Methods From 2017 to 2021, data on the number of lost personal dosimeters were collected at large hospitals, and the number of personal dosimeters issued and lost were investigated. Results In order to prevent loss by institution, methods such as the use of auxiliary rings, contact stickers and dosimeter necklaces were implemented. Conclusion Hospitals are a business that frequently changes clothes, such as surgical gowns and work clothes, so there is a lot of loss. In addition, it was confirmed that the loss rate increases as the number of personal dosimeters issued increases.
