대학의 자주성과 책임성이 학문적 성과에 미치는 영향분석: 대학 구조조정 정책을 중심으로

본 연구의 목적은 현재 우리나라 대학 구조조정 정책이 각 대학에 부여하는 자주성과 책임성 수준을 확인하고, 이것이 각 대학의 학문적 성과와 어떤 관계를 맺고 있는지를 실증적으로 분석하는데 있다. 이를 위해 자주성과 책임성 수준 측정 자료는 전국의 154개 일반 사립대학에서 기획·평가 업무를 담당하고 있는 경력 15년 이상의 교직원을 대상으로 한 설문조사를 통해 이루어졌다. 이어서 학문적 성과는 대학구조조정 정책이 시행된 2014년도 이후부터 현재까지 공시된 자료인 2015~2016년도 자료를 통해 측정하였다. 분석결과, 현재의 구조조정 정책 하에서 각 대학은 낮은 수준의 자주성을 지니고 있고, 학사 자주성이 높을수록 학문적 성과가 증가하는 현상을 확인할 수 있었다. 책임성의 경우 학문적 성과에 대한 직접 효과는 크지 않았지만, 연구 지원비가 성과에 미치는 영향에 부정적 조절 효과를 지니는 것으로 나타났다. 따라서 자주성·책임성과 학문적 성과의 관계는 상당한 정도의 상관성을 지닌다는 점에서 향후 대학이 학사 운영 과정에서 자주성과 책임성 중 어느 측면을 강조하느냐가 고등교육정책의 성패를 좌우하는 주요 기준이 될 수 있다는 시사점을 얻을 수 있다. The purpose of this study is to explore empirically the impact of autonomy and accountability of the universities in Korea on the academic achievement based the data of the University Restructuring Policy implemented in 2014. To measure the degree of the university autonomy and accountability, the study utilized survey data collected from the university administrators with at least 15 years of experience in university planning and evaluation field in 154 universities nationwide. For the academic achievements data, the study utilizes 2015-2016 academic performance indicators published by the government based on the 2014 University Restructuring Policy implementation. The study found that under the current policy, universities generally face with low levels of autonomy, and that the higher the university autonomy became, the better the academic achievement became. As for the accountability, it did not show much impact on academic achievement. However, the study found that the size of research funds had controlling effects negatively on academic achievement. Given the relationship between autonomy and accountability, and academic achievements, the study implies that both the university policies of the Korean government and the university adminstration itself should carefully consider the close relationships of the university autonomy and accountability vis-a-via the university achievement.
