Closing achievement gaps and beyond: teachers’ reactions to the remedial education policy in Taiwan

Educators have increasingly implemented remedial education in elementary and secondary schools throughout Taiwan as a systemic approach toward closing achievement gaps. However, students from lower socioeconomic backgrounds and those in remote areas have shown little improvement in academic achievement. This issue raises the question of how educators are providing needed learning support to disadvantaged students in school and classroom settings. Thus, this study applies grounded theory to investigate teachers’ reactions to the remedial education policy in Taiwan, to have a reflective assessment on the policy, and to provide suggestions for policy implementation. The findings suggest that teachers’ responses to this government-imposed, centralized approach—classified as “cosmetic compliance,” “professional commitment,” and “try-out participation”—vary widely based on whether their ideological underpinnings are consistent with the government’s policy intent to close achievement gaps, and on whether they are equipped with professional knowledge and practical strategies to support the effective implementation of remedial education. Based on the findings, this study develops an interactive systemic model for more effectively implementing the remedial education policy, which illustrates a conceptualization that educational practitioners can hold professional autonomy while improving teaching and learning for low-achieving students.

Spontaneous intracranial hypotension (SIH) is caused by single or multiple cerebrospinal fluid (CSF) leaks in the spine with the prototypical symptom of postural headache. One of the characteristic MRI features in SIH is intracranial venous engorgement. This report presents a case of SIH with engorgement of the bilateral superior ophthalmic veins (SOVs) which resume their normal diameters by the third day of successful epidural blood patches (EBPs). We define this phenomenon as the “reversal of the SOV” sign.
Effect of under-bump-metallization structure on electromigration of Sn-Ag solder joints

The effect of under-bump-metallization (UBM) on electromigration was investigated at temperatures ranging from $135^{\circ}C$ to $165^{\circ}C$. The UBM structures were examined: 5-${\mu}m$-Cu/3-${\mu}m$-Ni and $5{\mu}m$ Cu. Experimental results show that the solder joint with the Cu/Ni UBM has a longer electromigration lifetime than the solder joint with the Cu UBM. Three important parameters were analyzed to explain the difference in failure time, including maximum current density, hot-spot temperature, and electromigration activation energy. The simulation and experimental results illustrate that the addition 3-${\mu}m$-Ni layer is able to reduce the maximum current density and hot-spot temperature in solder, resulting in a longer electromigration lifetime. In addition, the Ni layer changes the electromigration failure mode. With the $5{\mu}m$ Cu UBM, dissolution of Cu layer and formation of $Cu_6Sn_5$ intermetallic compounds are responsible for the electromigration failure in the joint. Yet, the failure mode changes to void formation in the interface of $Ni_3Sn_4$ and the solder for the joint with the Cu/Ni UBM. The measured activation energy is 0.85 eV and 1.06 eV for the joint with the Cu/Ni and the Cu UBM, respectively.

Introductions: Pneumothorax is the most frequent severe acupuncture-related adverse event occurring at the GB 21 acupoint. This study used ultrasonography (US) to measure the depth of the GB 21 acupoint in adults and assessed its applicability for ensuring safe acupuncture practices. Materials and methods: A US probe was used to measure the vertical depth from the skin to the pleural line of the apex of the lungs at the right and left GB 21 acupoints. The sex, age, body weight, height, and body mass index of each person were recorded. Student t test and generalized estimating equations were used for statistical analysis. Results: Sixty women and 41 men with a median age of 29 years were included in this study. The depth of GB 21 increased with body weight, height, and body mass index (p < 0.001). The mean depth of GB 21 in men (17.4 mm) was greater than that in women (14.6 mm;p < 0.001). The depth difference between the right and left shoulders was significant in men (p < 0.001) but not in women. Conclusions: US can be used to measure GB 21 acupoint depth. Further control studies on its use to ensure safe clinical practices, including preventing acupuncture-related pneumothorax, are warranted.
Language in Music Creativity with Kodály

Creativity is an important domain in music teaching and learning and also recognized as the most difficult discipline to teach. Music educators in Taiwan recently reevaluate the status of music creativity and let it take place in music teaching and learning, although "what to teach" and "how to teach" are still the problems for the teachers. Among various elements in music creativity, language plays a significant role by its unique characteristic. Chinese is known as "one word, one syllable" and belongs to the family of tonal languages therefore the intonation of Mandarin or Taiwanese usually implies intervals and melodies while inappropriate words in a melody can cause misunderstanding. From musicians' point of view, the application of Mandarin could be a road leading to music creativity, and Kodaly approach makes a logical procedure to help music learners foster their comprehensive musicianship. From cultural context to music literacy, from part to whole, music educators start with Mandarin words and intervals, and step further to phrases in musical form, eventually achieve a complete song in music writing. Mandarin and music play a perfect match in music creativity. This paper presents step-by-step Kodaly teaching procedure in music creativity while characteristics of Mandarin are emphasized.
Political Economy of Cross-Strait Investments : The Taiwanese High-tech Industry as an Example

The data analyzed in this paper revealed that Taiwanese hightech companies that invested in China have grown larger. Industrial clusters have been established in the Greater Shanghai area and to a lesser extent, along the Shenzhen-Dongguan-Guangzhou corridor. These clusters were established along the principles of vertical differentiation. Will the post-ECFA China-Taiwan relations create the "Chiwan" phenomenon or will it present Taiwan with a "prisoner's dilemma"? The paper proposes that in taking advantage of China's huge domestic market, Taiwanese high-tech enterprises should maintain their comparative advantage in the world ICT market. In terms of production functions, aside from capital, innovation-driven human resource is perhaps equally, if not more, important in maintaining enterprise profitability and sustainability.

The strength of hydrogen bonds (HBs) decides water’s properties and activities. It is recognized that the properties of confined liquid water, or liquid water in contact with hydrophobic surfaces, significantly differ from those of bulk liquid water. However, these unique properties of water are only found within the interfacial phase and a confined environment; thus, their applications are limited. Nowadays, environmentally friendly science, health and energy are main concerns in the world. In this review, an innovative and facile method for preparing mass-produced plasmon-activated water (PAW) with reduced HBs by letting bulk water flow through gold-supported nanoparticles (AuNPs) under resonant illumination at constant temperature is reported. The resulting stable PAW exhibits distinct properties and activities, which significantly differ from those of untreated bulk water. In addition, this PAW has the obvious advantages in environmentally friendly science, green energy, water saving and medicine.
