        군인의 인권과 군인권보호관제도

        군인권보호관 제도는 2015년 군인복무기본법 제정을 통해 법률상 근거를 마련하였고, 2022년 국가인권위원회법 개정을 통해 시행되었다. 하지만 군인권보호관이 군인 기본권 보장 및 기본권 침해에 대한 권리구제에 있어서 어떤 역할을 해야 하는지, 이미 국가인권위원회 진정 절차가 존재하는 상황에서 군인권보호관을 추가적으로 설치하는 것이 어떤 의미를 갖는 것인지에 관해 명확하게 설명되지 않고 있다. 본 연구는 이러한 문제의식을 토대로 군인권보호관의 필요성을 논증하고 이에 대한 헌법적 요청을 밝히고 하며 현행 군인권보호관 제도에 관한 국가인권위원회법 규정 내용을 비판적으로 분석하여 그 문제점을 제시한다. 그 결과 군인권보호관 제도에 대한 헌법적 요청은 국가안전보장을 위해 헌법 직접적 제약을 받고 있는 군인 기본권의 실현을 위한 보완적 수단으로 도입된 것으로 이해해야 하며, 이러한 전제에서 군인권보호관의 기능을 인식해야 한다고 할 수 있다. 또한 현행 군인권보호관제도는 이와 같은 제도 자체의 규범적 기능에 관한 인식이 충분하지 않다는 점, 구성 및 조사대상 범위에 있어서도 일정한 문제가 있다는 점을 지적하였다. 국군은 예외적 존재들로 구성되는 집단이 아니라 국민으로 구성되고, 국민을 위해 존재하는 국민의 군대이다. 이들의 사명과 헌신의 무게를 생각하면 우리 공동체는 군인들의 위상을 제고하고, 그들의 자유와 권리 증진에 더 많은 관심을 가져야 할 필요가 있다. 군인권보호관은 군에서 인권에 관한 사안의 대표자로서 군 인권의 실태와 문제를 정확하게 분석하고, 이를 군과 국민 모두에게 알려 개선책을 논의하며, 군인이 이 공동체에서 자신의 사명과 책임을 다할 수 있도록 자유롭고 평등한 국민의 한 사람으로서 존중받는 지위에 있도록 보장하는 역할을 수행해야 할 것이다. 이를 위해서 현행 군인권보호관 제도는 전면적으로 재검토될 필요성이 있다. The System of Military Human Rights Protection Officer was established through the enactment of the Framework Act On Military Status And Service in 2015 and implemented through the amendment of the National Human Rights Commission Act in 2022. However, it is not clearly explained what role the Military Human Rights Protection Officer should play in ensuring the fundamental rights of soldiers and providing redress for violations of fundamental rights, and what the implications of establishing an additional Military Human Rights Protection Officer would be in the context of the existing complaint procedure of the National Human Rights Commission. Based on these issues, this study argues the need for The System of Military Human Rights Protection Officer, identifies the constitutional requirement for one, and critically analyzes the provisions of the National Human Rights Commission Act on the current System of Military Human Rights Protection Officer to present its problems. As a result, the constitutional request for a Military Human Rights Protection Officer should be understood as a complementary measure for the realization of the fundamental rights of military personnel under direct constitutional constraints for the sake of national security, and the function of the Military Human Rights Protection Officer should be recognized in this premise. It was also noted that the current the Military Human Rights Protection Officer system has certain problems in terms of its composition and scope of investigation, including insufficient recognition of the normative function of the system itself. A national army is not a group of exceptional beings, but an army of the people, made up of the people and for the people. Given the weight of their mission and dedication, our community needs to raise the profile of our military and take a greater interest in promoting their freedoms and rights. As a representative of the military on human rights issues, the Military Human Rights Protection Officer will be expected to accurately analyze the status and problems of human rights in the military, communicate them to both the military and the public to discuss ways to improve them, and ensure that service members are in a position of respect as free and equal members of the public to fulfill their mission and responsibilities in this community. To this end, the current system of Military Human Rights Protection Officer needs to be completely overhauled.

        A dramatic increase of data produced by simpler methods of nucleic acid sequencing has needed the fast analysis of sequence data in research of gene organization. A computer program was developed for search of tRNA genes from linear DNA sequences. This program was based on the property that the DNA sequences reflect the tRNA secondary structure that has the clover leaf shape. And this program was designed to be able to work where an intervening sequence (IVS) may or may not be present. The program has been successfully applied to tRNA genes of yeast where an IVS may or may not be present.

        Anti-corruption drive and Guanxi in China - the case of GlaxoSmithKline -

In June 2013, GlaxoSmithKline of a British drugs giant were implicated in a big scandal due to accusations of offering almost $500m in bribes to doctors and officials for sales of the firm’s treatments. How can this anti-corruption accident be understood on the perspective of the impact of the prevalence of corruption in China?The local people’s guanxi is a crux resource for foreign firms in China, thus guanxi is still necessary.       • 캐쉬를 이용한 RAID5상에서 작은 쓰기 문제의 성능 분석

        In this paper we evaluate the performance of the cached RAID5 which uses the parity cache and the data cache to overcome the small write problem. From the result of the simulation study we show that the cached RAID5 provides performance improvement with reasonable cache size.

        The authors have studied the subcellar distrubution of glutamic- pyruvic transaminase (GPT) activities in the normal and cortisone treated rat liver.The GPT activities in each fraction increased in the cortisone treated group. According to the autors' result the relative increment of the GPT activitity in the mitochomdrial fraction compare to that of in other fractions was not remarkable. The possible interpretation of this resrult was such that the effect of cortisone on mitochondrial fraction was less than on the other fractions, the reactien. alanine+α-glutamic acid-pyruvic acid+ glutamic acid was less active in this fraction.

        수도의 염해와 대책

        Salt injury in rice is caused mainly by the salinity in soil and in the irrigated water, and occasionaly by salinity delivered through typhoon from the sea. The salt concentration of rice plants increased with higher salinity in the soil of the rice growing. The climatic conditions, high temperature and solar radiation and dry conditions promote the salt absorption of rice plant in saline soil. The higher salt accumulation in the rice plant generally reduces the root activity and inhibits the absorption of minerals of rice plant, resulting the reduction of photosynthesis. The salt damages of rice plant, however, are different from different growth stage of rice plants as follows: 1. Germination of rice seed was slightly delayed up to 1.0% of salt concentration and remarkably at 1. 5%, but none of rice seeds were germinated at 2.5%. This may be due to the delayed water uptake of rice seeds and the inhibition of enzyme activity, 2. It was enable to establish rice seedlings at seed bed by 0.2% of salt concentration with some reduction of leaf elongation. The increasing of 0.3% salt concentration caused to the seedling death with varietal differences, but most of seedlings were death at 0.4% with no varietal differences. 3. Seedlings grown at the nursery over 0.1% salt, gradually reduced in rooting activity after transplanting according to increasing the salt concentration from 0.1% up to 0.3% of paddy field. However, the seedlings grown in normal seed bed showed no difference in rooting between varieties up to 0.1% but significantly different at 0.3% between varieties, but greatly reduced at 0.5% and died at last in paddy after transplanting. 4. At panicle initiation stage, rice plant delayed in heading by salt damage, at meiotic stage reduced in grains and its filling rate due to inhibition of glume and pollen developing, and salt damage at heading stage and till 3 weeks after heading caused to reduction of fertilization and ripening rate. In viewpoint of agricultural policy the overcoming strategy for salt injury is to secure sufficient water source. Irrigation and drainage systems as well as underground drainage is necessary to desalinize more effectively. This must be the most effective and positive way except cost. By cultural practice, growing the salt tolerant variety with high population could increase yield. The intermittent irrigation and fresh water flooding especially at transplanting and from panicle initiation to heading stage, the most sensitive to salt injury, is important to reduce the salt content in saline soil. During the off-cropping season, plough and rotavation with flooding followed by drainage, or submersion and drainage with groove could improve the desalinization. Increase of nitrogen fertilizer with more split application, and soil improvement by lime, organic matter and forign soil addition, could increase the rice yield. Shift of trans-planting is one of the way to escape from the salt injury.

        The author reports on the personnel radiation dose accumulated during the past years in the Atomic Energy Research Institute, No one has recieved over the maxi-mum permissible dose. Same time the hematological findings are reviewed statistically. Some leucopenic status have been found but non of them seemed to be radio-logically significant.
