청동기시대 묘제 연구의 현황과 과제

청동기시대의 사회와 문화 복원을 위한 중요 연구 분야의 하나인 묘제는 당시 사람들의 사회적 관습과 규범에 민감하며, 보수성이 강하면서 매우 제약적인 요소로 작용한다. 그러나 전체 분포 수량에 비해 상대적으로 많지 않은 발굴조사와 주거지 등에 비해 제한적으로 검출되는 출토 유물로 인하여 각 무덤들의 시기차 또는 동시기성의 파악이 매우 까다롭다. 그래서 묘제를 통한 자체적인 편년 및 지역적 다양성 등에 대한 연구에는 많은 한계가 내재되어 있다. 또한, 청동기시대의 묘제 연구와 관련하여 새로운 연구 국면을 이끌어내려는 노력들이 지속적으로 이루어지고는 있지만, 후속 연구에 의하여 완결되지 못하고 있는 실정이다. 그래서 기존의 연구 성과를 보완할 수 있는 방안을 도출하기 위하여 지금까지의 처방적 진단과는 경향을 달리하는 대안을 모색해 보고자 하였다. 지석묘를 중심으로 한 연구에 있어 무덤의 유형분류나 형식 설정이 매우 복잡하여 각 묘제별 변화·발전상을 반영할 수 있는 순서배열법에 입각한 상대편년 연구가 더 이상 진전되지 못하고 있는 실정이다. 그래서 다양하고 복잡한 형식을 보다 단순화할 수 있는 방안을 모색해 보고자하였으며, 나아가 단순화된 형식을 기본형(모델적 형태)으로 전제한 이후 다양하게 나타나는 형태들을 변화·발전의 시간적·지역적 양상에 대입해 보는 방안을 찾아보고자 하였다. 아울러, 군집 및 연접묘에서 개개의 단위 유구별 선후관계를 파악하고, 이에 대한 검토를 점차 주변지역으로 넓혀간다면 이 역시 변화·발전의 양상 또는 경향성을 이해할 수 있는 좋은 방안으로 활용 가능할 것이다. 이로써 지석묘를 중심으로 도출되고 있는 묘제 연구와 관련한 각 무덤 유형의 계통성, 석검과 관련된 묘제의 편년 및 상한문제, 석검·동검 등의 부장품과 무덤 형태의 변화에 의한 계층화 현상이나 지배자의 등장과 같은 상징성 이해 등 현재의 연구경향과 함께 보다 새로운 연구 방안 또는 방법론을 제시할 수 있을 것이다.

Social Quality as a Measure for Social Progress

There is a growing recognition that GDP might not properly measure the real progress of a society. Although it is still a very useful measure, it was not designed to capture the social aspect of development. Accordingly, multiple attempts are being made to come up with a supplementary, or alternative, measure of social progress. As one such attempt, we focus on the concept and accompanying indicators of social quality originally devised by European scholars. Although social quality is a solid theoretical construct, we find that there are ambiguities when it comes to empirical application to the real world data. Analyses of data across 34 mostly OECD countries reveal that a odified concept and accompanying indicators better survive the reality check, but still consistent with the original concept of social quality. Using this modified set of indicators, we show the relative performance of these countries and suggest that there are three different types of social quality regime.

지역산업 경로창출의 장소의존성: 태양광산업 선도기업의 충청북도 솔라밸리 입지 과정을 중심으로

충청북도는 지난 10여 년 동안 솔라밸리라는 명칭의 우리나라 최대의 태양광 셀 및 모듈 생산 지역으로 거듭났다. 이러한 새로운 지역산업 ‘경로창출’에서 현대에너지솔루션, 신성이엔지, 한화솔루션을 비롯한 태양광산업 선도기업의 입지가 중요한 역할을 하였다. 이를 배경으로 태양광산업 선도기업의 솔라밸리 입지 과정에 주목하며 지역산업 경로창출의 장소의존적 성격을 살폈다. 경로창출에 대한 개념적 논의에서는 역사적 ‘우연성’과 지리적 ‘임의성’에만 주목했던 지리경제학과 캘리포니아학파의 관점에 문제를 제기하며, 경제지리사(地理史)와 지역 주체들의 전략적 행위에 주목하여 ‘장소의존성’을 강조하고 인과적 설명을 추구하는 진화경제지리학의 관점을 수용했다. 충북 지역에서 분공장경제 발전 궤적의 지리사와 최근의 정책적 프로그램과 전략이 선도기업 유치와 솔라밸리 형성의 중추적 원동력으로 파악됐기 때문이다. 이에 대한 상세한 기술과 함께 본 논문에서는 이런 형식의 ‘기업가적’ 지역산업 정책의 잠재적 문제점과 함의에 대한 토론도 제시한다. The Province of Chungbuk has risen to the largest photovoltaic industry region, which is called Solar Valley and specialized in solar cells and modules, in South Korea for a decade now. Crucial to the path creation of a new regional industry is attracting and locating industry lead firms including Hyundai Energy Solution, Shinsung E&G, and Hanwha Solution. Against this backdrop, this study examines the place-dependent nature of the new regional path creation in Chungbuk from an evolutionary economic geography perspective focused on such place-dependent processes as economic geohistories and purposeful strategic actions in the region, critiquing geographical economics and California School approaches centered on historical ‘accident’ and geographical ‘randomness’ in their explication of regional path creation. Particular attention is paid to how the geohistorical trajectory of branch plant economy and the unfolding of proactive policy strategies condition and contextualize the formation of Solar Valley. Coupled with detailed explications on the issues, this paper also offers a discussion of potential problems rising from such an ‘entrepreneurial’ mode of regional policy-making, as well as a reflection on the study’s policy implications.

뉴 노멀 시대에 주력 기업의 지속성장을 위한 전략적 위치에 대한 연구 : 스마트폰 사례를 중심으로

한국 기업은 그동안 미국·일본·EU 등 선진국 기업들을 벤치마킹하면서 양적 성장 전략을 추구하여 세계시장에서 놀랄만한 성공을 거두었으나, 최근 세계경제가 저성장의 뉴 노멀(New Noraml)시대로 접어든 데다 중국 ·인도 등 신흥국들의 경쟁압력도 더욱 거세짐에 따라 세계시장에서 입지가 좁아지고 있다. 따라서 본 연구에서는 한국 기업이 앞으로 세계시장에서 후발 추격자를 따돌리고 경쟁우위를 확보, 유지하기 위해서 어떤 전략적 선택을 해야 할지 분석하였다. 또한 한국·미국·중국이 세계시장에서 치열한 경쟁을 벌이고 있는 스마트폰 산업을 대상으로 Porter의 다이아몬드 모델(Diamond Model)과 생산성 곡선(Productivity Frontier)이라는 분석의 틀을 사용하여, 선도자인 애플, 추격자인 삼성전자, 새로운 후발 추격자인 중국 기업의 경쟁력을 비교 분석하여 향후 스마트폰을 비롯한 주력 산업별 기업들이 세계시장에서 취해야 하는 전략적 포지셔닝을 제시하였다. For several decades, Korean corporations have achieved remarkable success in the world market pursuing a quantitative growing strategy by benchmarking developed countries such as the United States, Japan and European Union. Recently, however, since not only the world economy enters into low growth age of New Normal, but the continuously increasing pressure of emerging countries like China and India, the global position of Korean corporations has ruffled. For these reason, the purpose of the study based on searching the strategy for Korean corporations to promote sustainable growth while gaining a competitive advantage in the world market. The study uses two analytical tools, Porter’s Diamond Model and Productivity Frontier by analyzing the smart phone industry where Korea, the United States and China are competing desperately. The study is aimed at analyzing and comparing the global competitiveness among Apple as a leader, Samsung Electronics as a follower and Chinese corporations as newcomers in the smart phone industry. Based on the analysis and comparison, the study focuses on searching the strategic decision of Samsung Electronics, and suggests the future strategic positioning of major corporations in different industries in the world market.

다면 AHP 방법론을 활용한 역량 모델링과 국가기술자격제도 개선 방안 도출

The purpose of this study is to develop an engineer competency model using Analytical Hierarchy Process (AHP) to improve the national technical qualification system. Korea has managed technical human resources at the government level through the operation of a national technical qualification system that certifies engineers with national certificates or technical grades by laws. However, there have been increasing concerns that the government system is separated from global standards and does not reflect an engineer’s comprehensive capabilities. For these reasons, the new architecture of the system has been continuously discussed and becomes a major policy issue of the Korean government. For the development of the engineer competency model, domestic and global models were separately structured using 554 valid questionnaires with a consistency ratio (CR) of 0.1 or less. The relative importance of engineer competency factors in a domestic model was career (0.383), qualification (0.253), academic degree (0.195), and job training (0.169) whereas the order in the global model was career (0.308), global ability (0.237), job training (0.175), domestic qualification (0.147), and academic degree (0.134). The results of AHP analysis indicated that the evaluation factors and methods recognized by engineers were different from a current government model focusing on domestic qualifications. There was also perceptual difference in the importance of engineer evaluation factors between groups depending on the type of organizations and markets. This means that it is necessary to reflect the characteristics of organizations and markets when evaluating engineer competency. Based on AHP analysis and literature reviews, this paper discussed how to develop a new engineer competency index (ECI) and presented two effective index models verified by simulation test using 59,721 engineers’ information. Lastly, the paper discussed major findings of our empirical research and proposed policy alternatives for the improvement of a national engineer qualification system. The paper contributes to the management of technical human resources since it provides quantitative competency models that are objectively developed by reflecting market recognition and can be effectively used by the policy makers or firms.
