Despite of being the criteria to choose the efficient and reasonable alternatives in actual planning process, the measure of accessibility rarely has applied to practices because each model has unexplicit concept of it and limitations in itself. Accessibility implies transportation system which offers opportunity of movement to overcome spatial separation and, simultaneously, land--use system which represents the location of each activity. Therefore, measures of accessibility have to represent the attractiveness of locations and the interactions of activities, that is, land--use and transportation, with an index. Considering that urban activity is based on the economic efficiency, costs and benefits, accessibility means the economic efficiency of the location of activity and the travel in view of land-use and transport repectively. Combined models that measure accessibility with considering land-use and tranportation simultaneously depend on reasonable concepts, but it is too simple for them to explain the accessibility which resulted from complex interaction of urban activities. Combined urban activity model developed by Kim(1983) and Rho(1989) explains the characteristics of activities in each region and urban structure in economic general equilibrium states in the long term of urban system. This model measures a regional accessibility with a dual variable which means the location surplus. This is a more systematic and comprehensive model for calculating the regional accessibility because it considers the interaction of each activity in urban system. It needs efforts to apply the accessibility index as a criterion in actual planning process through finding and quantitification of other explanatory variables to measure it in combined urban activity model.

교통수요 예측 결과는 교통계획 및 운영과 같은 의사결정 과정에서 매우 주요하게 작용되고 있다. 교통수요 예측시 적용되는 기존 교통수요 예측 4단계 모형은 지정된 기점과 종점 간의 통행만을 대상으로 하며 모형의 특성상 접근성 향상에 따라 유발되는 수요는 고려하지 못하고 있다. 따라서 본 연구는 기존 모형의 한계를 보완하고 모형의 추정력 및 신뢰성을 제고하기 위해 접근성을 반영한 전국 지역 간 통행발생 및 통행분포모형 개발에 목적을 두었다. 접근성을 반영한 통행발생 및 통행분포모형 정산 결과, 접근성 계수의 부호는 양(+)의 값으로 추정되었다. 통행목적 중 업무통행은 타 목적통행에 비해 외부요소의 제약에 가장 둔감한 것으로 나타났으며 여가통행은 통행비용에 가장 민감한 것으로 나타났다. 정산된 통행발생 및 통행분포모형을 관측자료 와의 비교를 통해 검증한 결과, 접근성을 반영한 모형의 가중평균(weighted average) 오차율(%), RMSE(Root Mean Square Error), 총 오차량(total error)등이 기존 모형에 비해 감소하는 것으로 나타남에 따라 모형의 추정력 및 신뢰성이 개선됨을 확인하였다. Traffic demand prediction result is a primary factor for decision making such as the traffic planning and operation. The existing traffic demand prediction 4-stepmodel only covers the trip between the origin and the destination, and not the demand followed by the accessibility improvement, due to the characteristic of this model. Therefore, the purpose of this research is to improve the limitations of the existing model by developing the inter-city trip generation and trip distribution model with more accessibility. After calculating of the trip generation and trip distribution model with more accessibility, the sign of the accessibility coefficient was positive. Commuting was the most insensitive indicator, affected by external factors among the other trip purposes. The leisure trip was the most sensitive, affected by the trip fee. According to the result of comparison with each of estimated model and observational data, it was certain that the reliability and assumption of the model have been improved by discovering the reduced weighted average error rate, Root Mean Square Error (RMSE) and total error through the model with more accessibility compared with the existing one.

현재 도시계획 및 교통 분야에서는 지속가능한 교통체계 구축이 새로운 경향으로 자리 잡고 있다. 하지만 해상교통 분야, 특히 섬을 비롯한 도서 및 낙후지역에 대한 연구는 육상교통에 비해 미흡한 실정이다. 이에 본 연구는 해상교통에 간·지선 항로체계 개념을 활용하여 이동성 및 접근성을 향상시키고 사회적 형평성 제고 측면의 지속가능한 교통체계 구축을 지향하여 이용자 중심 노선체계로 개편하는 방안을 제시하였다. 본 논문의 사례지역인 전라남도 신안군에 간·지선 항로체계를 도입하고 그효과를 분석한 결과, 접근성 지표를 활용하여 유발수요를 고려한 본 논문의 장래 여객수요 연평균 증가율은 기존 연구의 결과에 비해 높게 산정되었으며, 기존 항로의 비효율성이 개선됨을 확인할 수 있었다. 본 논문의 결과는 해상교통의 이용자중심 교통체계 개편 및 낙후·소외지역의 통행 증진에 기여할 것으로 판단된다. In the fields of city planning and transportation, recently, the construction of sustainable transportation systems has been established as a new trend. However, there are not many studies conducted for ferry transportation, especially in studies about islands and undeveloped rural areas. Using the concept of a sea route system with hub-and-spoke, this study suggests a plan to improve the current ferry transportation system to a user-centered sea route system by improving the mobility and accessibility and aiming for a sustainable transportation system in terms of improvement of social equity. As a result of introducing a sea route system with hub-and-spoke to the target area, Shinan-gun, Jeollanam-do, and analyzing its effects, the CAGR(Compound Annual Growth Rate) of future demands, predicted using an accessibility index and considering derived demands, was high and the inefficiency of the existing sea routes was found to be improved. The result of this article is expected to contribute to improvement of the existing ferry transportation system to a user-centered ferry system and the transportation conditions of undeveloped regions and less favoured areas.
