        中央行政權限 地方移讓事業 運營體系의 改善方案

        The Purpose of this study is to evaluate the operation of the devolution system in Korea and to develop the alternatives to the current system. This study found the following problems in the operation of the devolution system. Since the collection and selection of the central government's functions to be devoluted to the local governments is relied primarily on local governments' suggestions, systematic management of government functions are very difficult. In addition, the Joint Committee for Devolution did not have the full mandate for its decision. The financial and personnel supports from the central government are not enough for local governments to effectively conduct the functions devoluted. To solve the above problems, this study suggested the following alternatives. The whole functions of central as well as local governments should be surveyed to systematically collect the functions suitable for devolution, and the survey should be performed periodically to be updated. The local government council should participate in the deliberation process of the government functions for devolution. To get compliance from local governments, it is necessary to clearly set up the criteria for the selective devolution.

        Making Policy Analysis More Effective : Critiques on Traditional Policy Analysis

        The basic assumptions of comprehensive and synoptic methods of traditional policy research and analysis have been criticized in many policy analysis literatures. The fundamental problem of traditional policy research is rooted in positivistic epistemology. Due to the value-neutral epistemology, the conventional methods of traditional policy analysis are likely to produce Type Ⅲ error. Furthermore, the empirical analysis based on the reductionism and scientific fragmentation not only ignore the contextuality but also commit errors of omitting unintended effects. Consequently knowledge produced through a process of rational analysis is not as useful as is often supposed. To make policy analysis and research more effective, this paper suggests the following directions: first, minimize Type Ⅲ error through applying the principle of the methodological congruence; second, solve the environmental uncertainty through reasoning called erotetic rationality; third, synthesize quantitative and qualitative perspectives; fourth, escape out of the dilemma of a single best framework perspective and reductionism through multiple-model and multiple-perspective approaches; and finally, overcome the gap between policy researchers and analysts community and policy makers community.

        혁신 확산을 위한 지방행정 혁신역량에 대한 평가

        본 연구의 목적은 혁신의 확산을 위해 지방자치단체의 제반 혁신활동과 연계하여 구체적으로 어떠한 혁신역량이 부족한지를 확인하는데 있다. 이를 위해 본 연구는 2005년 행정자치부에서 9개 지방자치단체 공무원을 대상으로 혁신역량 관련 설문조사를 한 결과를 활용하였다. 조사 결과, 전체적으로 혁신관리역량보다는 혁신기반역량이 더 많이 갖춰져 있는 것으로 나타났다. 혁신역량이 가장 높은 지방자치단체의 공무원들과 혁신역량이 가장 낮은 곳과의 차이가 가장 크게 나타난 것은 혁신활동의 공유와 관련된 것이었으나, 혁신 장애 극복 및 관리나 혁신활동 관리는 상대적으로 그 차이가 가장 적었다. 또한, 전반적인 혁신역량이 높은 자치단체에서는 혁신이 단순히 혁신업무를 담당하는 사람들에게만 국한된 것이 아니라 조직 내부에 확산되고 있으나, 혁신역량이 낮은 자치단체에서는 혁신이 혁신업무를 담당하는 사람들만의 혁신으로 그치고 있는 것으로 나타났다. The purpose of this study is to identify which aspect of innovative capacity is lacking in relation to the local government"s various innovative activities for the diffusion of innovation. This study utilized the results of the 2005 survey on the public servants of 9 local governments by the MOGAHA. The survey results show that, in general, local governments have more innovation base capacity than innovation management capacity. The largest disparity between local government officials with the highest innovative capacity and those with the lowest lies in the sharing of innovative activities. The least disparity was in overcoming and managing the barriers to innovation and managing innovative activities. In the local governmentswith a high level of overall innovative capacity, innovation is not restricted to the personnel in charge of innovative activities, but is disseminated to the entire organization, while in the local governmentswith a low level of innovation capacity, innovation is only limited to the personnel in charge of innovative activities.

        시ㆍ군통합이 지역내 및 지역간 균형성장에 미친 효과

        The main purposes of this study are to examine first, whether city-county consolidation has had the effects of balanced growth between urban and rural areas in consolidated region, second, how different is the degree of balanced intra-regional growth effects among consolidated cities, and finally which characteristics of consolidated cities are mainly related with the balanced intra-regional growth in Korea. To achieve the first purpose, this study analyzes the intra-regional population change between before and after consolidation, and analyzes the growth potentials of consolidated cities. To achieve the second purpose, this study classifies consolidated cities in terms of the balanced intra-regional growth effects using cluster analysis. And to achieve the third purpose, this study identifies the factors related with the balanced intra-regional growth effects utilizing discriminant analysis. The findings from the analyses imply that city-county consolidation in Korea not only has the growth effects for the overall consolidated areas, but also has the effects of even development between urban and rural areas in consolidated areas. Furthermore, city-county consolidation seems to decrease the regional disparities across the nation. However the result that the balanced intra-regional growth effects are not generated consistently in every consolidated city implies that it is necessary to be cautious in selecting areas for future consolidation.

        대도시 세원 재배분에 관한 연구

        본 연구의 주된 목적은 사무와 재원의 적합도의 제고를 통해 특별시ㆍ광역시와 자치구간에 세원을 조정하는 방안을 도출하는데 있다. 현행 특별시ㆍ광역시와 자치구간 세원배분이 적정한지의 여부는 사무배분과 결부시켜 생각해 볼 수 있다. 본 논문에서 분석한 결과는 특별시ㆍ광역시와 자치구간에 세목을 조정함에 있어서 단지 세목의 성질에 따른 재조정 뿐 만 아니라 실제 행정기관이 수행하고 있는 사무에 드는 비용을 산정하고 이를 자체재원으로 충당할 수 있는지를 검토한 후 자체재원으로 충당하고 있지 못하다면 특별시ㆍ광역시와 자치구간에 세목 조정을 통해 자체재원을 확충해야할 필요가 있음을 보여주고 있다. 또한 본 논문의 분석 결과는 세목별 세원의 문포가 특별시ㆍ광역시별로 자치구간에 상이하게 나타나고 있음도 보여주고 있다. 이는 특별시ㆍ광역시와 자치구간의 세목 조정에 대한 논의가 획일적으로 이루어져서는 안 되고 특별시ㆍ광역시별로 세목조정이 차별화되어야 힘을 시사해주는 것이다. The main purpose of this study is to derive a policy alternative to reallocate tax bases between metropolitan governments and their autonomous district governments through matching functions and tax bases. The properness of tax base allocation between metropolitan governments and their district governments should be analyzed with the distribution of functions between two. The findings from simulations for tax base re-allocation not only show that tax bases need to be reallocated by the nature of taxes. However if own revenues of each government cannot meet the costs of implementing own functions of each government, it also means that it is necessary to expanding own revenues through tax base reallocation between metropolitan governments and their district governments. These findings imply that tax base reallocation should not be applied uniformly to every metropolitan areas, but it should be applied differentially to each metropolitan areas.

        원전 입지가 지역경제에 미치는 효과

        The main purpose of this research is to analyze the effects of nuclear power plants on regional economy infour nuclear power plant sites such as Kori, Youngkwang, Uljin, and Wolsong. To estimate net effects ofnuclear power plants, this paper analyzes not only the areas where nuclear power plant locates but alsoadjacent areas. The analysis of effects of nuclear power plants on regional economy is based on economicbase model, utilizing the measurement of basic employment proportion through location quotient analysis,the projection of employment growth through shift-share analysis, and the estimation of basic employmentmultiplier through short-term impact analysis. The results show that the nuclear power plant sites havebrought positive impacts on the regional economy and are expected to bring them continuously in the future.However, unless nuclear plants are interconnected to other industries in the region, their impacts on theregional economy could be limited.

        도심지에 대한 경제적 의존도가 도시 내 지역 간 경제적 격차에 미치는 영향

        본 연구의 목적은 첫째, 『2030 도시기본계획』상 서울 3도심에 해당하는 지역들에 대한 서울 자치구들의 경제적 의존도가 이들 간의 경제적 지역격차에 어떤 영향을 미쳤는지에 대해 규명하고, 둘째, 이러한 영향이 시간의 흐름에 따라 그리고 지역별(구도심, 강남권 및 영등포권)로 어떻게 바뀌는지를 살펴보는데 있다. 이를 위해 본 연구에서는 종속변수로 생활수준(소득수준, 소비수준)과 재정력 격차를 설정하였고, 독립변수로 통근통행량을 측정되는 경제적 의존도를 설정하였으며, 통제변수로 내생적 성장이론과 신고전파성장이론에 의한 경제성장요인들을 설정하였다. 분석 결과, 구도심에 대한 여타 지역의 경제적 의존도는 지역격차에 통계적으로 유의미한 영향을 주지 않았던 반면, 강남ㆍ영등포권에 대한 경제적 의존도는 지역격차에 큰 영향을 주는 것으로 나타났으며, 시간의 흐름에 따라 영향의 정도가 대체로 더 커져왔음을 보여주었다. 이러한 분석결과는 서울 구도심뿐만 아니라 강남ㆍ영등포권에 대한 중심지 기능의 강화가 서울시의 3도심 체제로의 개편이 다핵중심도시로의 변화 및 자치구들 간 균형발전이라는 목적이 달성되기 보다는 자치구들 간 경제적 격차를 오히려 심화시킬 수 있음을 보여주고 있다. The purpose of this study is to find out, first, what impacts economic dependency of districts in Seoul on city center areas did on regional economic disparities, and second, how these impact have changed over time and by areas (old city center and new city centers). For this analyses, this study employs living standards (income and consumption) and fiscal capacity as dependent variables, economic dependency measured by commuting ratio as an independent variable, and various economic growth factors based on indigenous growth theory and neoclassical growth theory. The results show that economic dependency on old city center did not have statistically significant influence on regional disparity, while economic dependency on new city centers did have very strong influence on regional disparity and its influence has been increased. These results imply that transforming to multi city center system in Seoul does not benefit to the balanced growth among districts, rather it could worsen regional economic disparities among districts.
