Invisible resources have been utilized in various aspects for the management of public organizations. Knowledge asset has powerful potentiality for the public management especially in the era of small government. This article attempts to diagnose the level of knowledge management adopting the knowledge management index. It is described that how the knowledge management index has been developed and what it means. As the results of quantitative analysis, it is observed each agency in the central government has achieved different level of knowledge management since it launched the efforts toward effective knowledge management. Effective strategies for knowledge management for the public sector are suggested based on the results of diagnosis.

한국인사행정학회가 우리나라의 인사행정 관련 연구에서 핵심적 역할을 수행하고 있음에도 불구하고, 이에 대한 체계적인 접근이 그동안 부족했다. 본 연구는 한국인사행정학회에서 발표된 지난 10년간의 논문 키워드를 바탕으로 네트워크 분석을 실시하여 연구경향을 파악하였다. 분석결과, 크고 작은 60개의 하위 네트워크로 구성되어 있음을 파악할 수 있었다. 정권별 연구경향의 경우, 노무현 정부에서는 ‘개혁 혁신’ 등의 의미와 관련있는 키워드가 중심성이 높았으며, 이명박 정부에서는 ‘성과 정실주의’ 등의 의미와 관련있는 키워드가 중심성이 높게 나타났다. 또한 인사행정과 관련된 연구들이 대부분을 차지했으며, 타 학문분야와의 융합연구는 더욱 활발히 이루어져야 한다는 점을 파악하였다. This study also found that the previous studies have mainly dealt with public personnel administration, suggesting the need to actively conduct more interdisciplinary convergence researches.

This research is intended to empirically analyze the factors influencing the scales of governmental organization and human resources. In this research, the author selected and analyzed three multiple regression models based on 25 years of time-series data in Korean Government. As the results of the analysis, it appeared that factors influencing the size of governmental organization are real GNP growth rate, the increasing rate of municipal public service needs, the increasing rate of unemployed people, and pay increase rate of civil service. The influential factors upon human resources include real GNP growth rate, the increasing rate of municipal public service needs, the increasing rate of unemployed people, pay increase rate of civil service, and union members increase rate. In the regression models, such factors as total population increase rate and financial expansion rate are treated as control variables. Based on the results of analysis, the author induced and suggested implications for theory development and policy making concerning the scale and management of governmental organization and human resources.
공공노조의 효과성 인식 결정요인 연구: 한국정부 공무원의 인식을 중심으로

This thesis is aimed at analyzing empirically the influences of various union related factors upon the effectiveness of public union. This research tested the impacts that eleven independent variables such as institution, operation, management, perception, attitude, culture, and participation bring forth toward instrumental utility and public effectiveness. Instrumental utility includes welfare and job environment, and public effectiveness comprehends democratization, anti-corruption, and government innovation. As the results of analysis, the perceptual, attitudinal and cultural factors appeared as representative variables that have most strong impacts on both instrumental utility and public effectiveness. The operational and managerial factors also bring about utilitarian and symbolic effects. The institutional variables have positive-negative mixed impacts, and the activity and participation factors disclose no significant impacts. Based on these results, the author presented theoretical examination and policy implications.

이 연구에서는 최근 정부에서 도입한 자기주도적인 상시학습체계의 효과성에 영향을 미치는 요인들과 그 영향의 성격에 관하여 실증적인 조사·분석을 수행하였다. 자기주도적인 상시학습체계에 관한 기본이론을 통하여 이 제도의 성과향상에 영향을 줄 것으로 추정되는 변수들을 발굴해 내고, 그러한 변수들이 상시학습체계의 효과성에 실제로 어떤 영향을 미치는지를 검증하였다. 요인분석 및 다중회귀분석에 의한 실증적 분석결과, 상시학습체계의 효과성에 통계적으로 유의미한 영향을 미치는 독립변수는 (i) 기관장의 비전과 전략, (ii) 자기주도의식, (iii) 학습팀 구성, (iv) 교육예산 지원 및 보상, (v) 학습유형의 다양성, 그리고 (vi) 외부학습 참여기회인 것으로 나타났다. 이러한 분석결과를 바탕으로 상시학습체계의 효과성을 높이기 위한 요인에 관한 이론적 함의를 제시하였다. In this study, the author performed an empirical survey and analysis about the factors that have influences upon the effectiveness of self-directed constant learning system introduced recently by Korean government. The author explored variables assumed influencing performance improvement of the self-directed constant learning system through basic theories on the system, and tested actually how the variables affect the effectiveness of the self-directed constant learning system. As a result of the empirical analysis including factor analysis and multiple regression analysis, it is appeared that independent variables having statistically significant influences on the effectiveness of self-directed constant learning system are: (i) CEO`s vision and strategy, (ii) conciousness on self-direction, (iii) construction of learning team, (iv) support of education budget and compensation(incentives), (v) variety of learning programs, and (vi) opportunity of participation in external learning. Based on the result of the analysis, the author suggested theoretical implications about the factors that would improve the effectiveness of self-directed constant learning system.

It is a widespread phenomenon that local communities are involved in producing and delivering public services as policy partner of government in many western countries, But the west-oriented model of the partnership between government and local communities should be Put into a self-reflective study to make sure if the model would fit for the relationship between government and local communities in Korea. This study introduces the theory and best practices of community building in western countries. Based on the preliminary research, this study attempts to draw out core factors of community building to find a possibility of adjusting the theory and practices to Korean situation. Upon the premise that the citizen community center could play a significant role in stimulating local communities to grow as policy-partners of government this study suggests a plausible model of managing the citizen community center. Through the effort, this study aims to establishing a Peculiar model of community building in the korean society. An extensive literature review and case study on community building are conducted and the research conclusion and policy implication arc constructed via three-round policy delphi survey
