In the travel industry, travel consumers participate in the travel agency's planned travel under a travel contract. Travel consumers sign travel contracts at the incentive of travel agencies to subscribe, travel consumers pay travel expenses, and travel agencies are obligated to perform travel benefits. In the practice of the travel industry, travel consumers recognize travel agents as travel agents or agents of travel agents and sign travel contracts. From the perspective of travel consumers, it is understood that travel contracts signed with travel agencies belong to travel agencies. In order to do so, it is necessary to be granted the agency right of the travel agent. However, in reality, various problems arise because the legal status of travel agents is not clearly stipulated. Since a travel agent is a merchant who runs a travel business, he/she must be a travel agent registered as a travel agent as prescribed by law. In addition, a consignment sales contract shall be concluded with the affiliated travel agency as a representative of the sales of travel products of the affiliated travel agency. In addition, a travel agency shall provide travel affairs and travel benefits separately to achieve travel purposes for travel consumers as a travel agency while representing the sale of travel products by its travel agency. This study examines the registration and work of travel agents through Japan's Travel Business Act, which has a legal system similar to ours, in order to clarify the legal status of travel agents without prestigious regulations under the current law. Through this, we would like to clearly present the legal status of travel agents from a legal policy perspective on the registration of travel agents that meet the reality of Korea, the conclusion of fair consignment sales contracts, the scope and restrictions of travel agents.

Travel industry is an integration of human services of tourism professionals and tangible tour resources. Qualified travel workers can determine the quality of travel benefits by providing direct personal services. Moreover, they are responsible for travel administration and guidance. Article 13 of the Tourism Promotion Act regulates overseas tour conductors. The conductors, as the chief agent, provides various services from guidance to management of itinerary in order to ensure safety and convenience. However, one faces difficulties in employment and training of these conductors as the regulation pertaining to guidance is a non-mandatory law, leaving the task to the travel agency’s discretion. Thus, it is necessary to establish standards for rights and obligations of tour guides so as to ensure proper professional education and protect legal interests of travel consumers. In addition, it is essential to restructure certification exam to make sure that tour conductors have expertise and practical knowledge, and revise the existing system into a compulsory provision. This research focuses on the problem of international conductors and its improvement measures. In specific, it dives deep into the necessity of an amendment regarding training of overseas tour conductors through stable job security and legal responsibilities. 여행업은 유형의 관광자원과 전문성을 갖춘 여행업종사원의 인적 서비스가 결합한 산업이다. 업무와 관련하여 자격을 갖출 것을 요하는 여행업종사원은 고객에게 직접적인 인적서비스를 제공하여 여행급부의 품질을 결정짓게 하는 종사원으로 여행 행정업무와 여행지 안내 업무를 담당하는 종사원이다. 국외여행인솔자에 대하여 「관광진흥법」은 제13조에서 규정하고 있다. 국외여행인솔자는 내국인의 국외여행을 실시할 경우 여행소비자의 안전 및 편의제공을 위하여 당해 여행을 인솔하며 출국에서 귀국까지의 여행일정을 동행하여 제반업무를 수행하는 총괄 책임자이다. 국외여행인솔자의 인솔업무를 여행업자의 재량에 의한 임의규정으로 되어 있어 그로 인한 고용문제와 전문성을 갖춘 국외여행인솔자 양성에 어려움이 있다. 국외여행인솔자를 전문성을 갖춘 권한 있는 총괄책임자로서의 여행업종사원으로 양성하고 여행소비자의 법익보호를 위해서 국외여행인솔자의 권한과 의무에 대한 기준을 마련할 필요가 있다. 또한, 전문성과 실무능력을 구비한 국외여행인솔자 양성을 위한 자격시험의 개편과 인솔업무를 강행규정으로 하는 법령의 개정도 필요하다. 이 연구는 여행업종사원 중 국외여행인솔자의 제도상 문제점과 개선방안으로 한정하여 연구하였다. 여행업종사원으로서 안정적인 고용보장에 의해 전문성을 갖춘 국외여행인솔자의 양성과, 법적 책임에 대한 법령 개정이 필요하다는 점에 대해 고찰하였다.

KC-100 항공기와 유사한 KAS(Korea Aviation Standard)/FAR(Federal Aviation Regulation) Part 23 소형항공기의 엔진계통에 일반적으로 적용되지 않는 FADEC(Full Authority Digital Engine Control)의 전력공급과 관련하여 TC(Type Certificate)를 받은 엔진의 제작사 기술자료를 토대로 KC-100 항공기에 적용할 수 있도록 전력계통 개념을 설계하였다. 설계가 적절함을 항공기 상에서 시험을 통하여 확인하였다. FADEC(Full Authority Digital Engine Control) is not common in engine system of KAS/FAR Part 23 as KC-100 small airplane, but KC-100 airplane has FADEC system in accordance with installation manual of engine manufacture and appropriate design. The FADEC system of KC-100 was verified by tests on the airplane.

KC-100 is a 4 seats, single piston engine, civil aircraft whose type certificate is applied for KAS 23 (FAR 23) for the first time in Korea. Its system safety assessment and analysis have been conducted to meet the minimum safety requirement in KAS 23 and to verify the safety of equipment, system, and installation in accordance with the requirement of ${\S}$23.1309 and the guidelines in FAA AC 23.1309-1D and SAE ARP 4761. This safety assessment begins with the FHA (Functional Hazard Assessment) at aircraft and system level in preliminary design phase, and all of the safety assessment and analysis reports including the preliminary version of SSA (System Safety Assessment) have been prepared during detail design phase. The revised version of these safety reports will be approved by Airworthiness Authority through the ground and flight test phases. In this paper, the safety assessment requirement in ${\S}$23.1309, safety assessment guideline in AC 23.1309-1D, and safety assessment and analysis methods in ARP 4761 will be explained based on the application example for KC-100 development. The experience and knowledge of this system safety assessment for civil aircraft can be applied to commuter aircraft of FAR 23 class or large transport airplane of FAR 25 class.

Accurate measurement of speed and altitude of flying vehicles in air data system remains a critical technical issue. A highly reliable Pitot-static probe is required to obtain air data such as total pressure and static pressure. In this study, an analysis of the characteristics of flowfield around the Pitot-static probe was performed by using a Navier-Stokes CFD code. In addition, for the purpose of finding an optimal configuration, a technique based on the response surface method is applied to the problem with design parameters including shape of the nose section and cone angle. It is shown that the optimal configuration fulfills the MIL specification in wider range of high angles of attack.
