To improve reliability and availability, the railway system, which requires high safety, is composed of ahardware redundant system structure and hot-standby sparing system structure, which changes over the whole systemunit. As the railway system becomes bigger and the SIL certified standard controller platform is introduced, the designmethod is changed by constructing the system into independent subsystems. Although each subsystem is operated independently,and the overall system switches to failed sub-system units, the reliability and reliability improvement effectshave not been analyzed. In this paper, reliability of the system considering common cause failure has been analyzed andimprovement of system has been evaluated compared to existing hot-standby sparing system, which changes over thewhole system. For the reliability analysis, Markov model is used and reliability is compared with the failure rate ratioof sub-system.
Satisfaction with Online and Face-to-Face Learning: HRD Practices in Times of Crisis and Opportunity

This study investigated the determinants of public officials' satisfaction with learning effectiveness in Korea during the COVID-19 pandemic, when an unprecedented amount of learning began to take place online due to the closure of traditional educational settings. Thus, this study aims to understand employees' satisfaction with online learning compared to face-to-face learning. A survey was conducted about perceptions of differences in goal management, learning needs, and satisfaction with learning in different settings in the public sector. The findings show that employees' satisfaction with face-to-face learning is impacted by goal management and learning needs while program length is associated with employees' satisfaction with online learning. The current study has found that online learning has a limited impact on satisfaction and some types of face-to-face learning programs cannot be replaced by online learning methods. Based on the result, this study provides several implications for HRD professional to develop online and face-to-face learning curriculum.

A Study on the Perceptions of Learning Korean andThesis Writing Among Foreign Graduate StudentsEunkyung Chae Abstract: This study purpose to examine foreign graduate students attending a graduate school in South Korea for their situations of learning Korean and their Korean abilities and investigate the abilities required to write a paper and the need for lessons on writing a thesis. For these purposes, the investigator reviewed previous studies on paper writing, conducted a survey, and put together and analyzed the results. The present study it examined the most required abilities in the process of writing a thesis in Korean and the need for lessons on writing a thesis. The results show that foreign graduate students felt a considerable burden of writing a thesis in Korean despite their advanced level of Korean command. The findings raise a need to add Korean lessons linked to their departments so that they can study the Korean language systematically at a graduate school and open a course on how to write a thesis in Korean for foreign graduate students that have difficulties with writing a thesis with strong genre characteristics. 한국어 학습자를 위한 유의어 교육 연구 - ‘아깝다’, ‘아쉽다’, ‘안타깝다’를 중심으로 -

As recognizing that Korean language learners often have difficulties in using the three words, '아깝다', '아쉽다', and '안타깝다' that have a synonymous relationship, this study aims to present methods of teaching and learning to Korean language learners so that they can choose the right vocabulary according to each situation they face by comparing, analyzing the three words, ‘아깝다’, ‘아쉽다’, and ‘안타깝다’ and by clarifying their meanings. To this end, we first figured out the exact lexical meanings of the three words, and analyzed the appearance patterns of ‘아깝다’, ‘아쉽다’, and ‘안타깝다’ in Korean textbooks. Next, through the data analysis on the corpus and the survey conducted for intermediate and advanced Korean language learners, we closely examined the usage and error patterns of ‘아깝다’, ‘아쉽다’, and ‘안타깝다’. We arrived at the conclusion that Korean language learners tend to use ‘아깝다’ with ‘아쉽다’ and ‘안타깝다’ after closely analyzing the results from the corpus and the survey and this appears to be due to the inability to accurately understand the subtle difference in meaning of the three words in a synonymous relationship. We should, therefore, by giving them a situation in which each word is used, guide Korean language learners to refer to each situation and finally discriminate the exact meaning of them. In addition, it is necessary to teach them to correctly discriminate the meaning of three words by letting them to make the most use of similar example sentences which are full of lots of errors many Korean language learners have struggled with.

The RAMS standard in railway applications recommends defining and verifying reliability objectives of the system, and uses mean time between failures (MTBF) and so on. Generally, the railway system uses hot-standby sparing systems to improve reliability and availability. Recently, railway system switching has been changed from system unit to sub-system unit, and existing papers have been analyzed to compare the reliability and the MTBF using the Markov model. However, because the system structure becomes complicated, it is difficult to analyze the reliability function using the Markov chain to analyze various hardware redundant systems. In this paper, MTBF has been analyzed in the time domain using the Markov chain for the various hardware redundant systems, without analyzing complex reliability functions. By comparing MTBF as analyzed by reliability function, the proposed method is found to be valid.

Eco-friendly energy research is being actively conducted to reduce carbon dioxide and fine dust, and hydrogen fuel cells, which can be charged through renewable energy, have been commercialized in transportation areas such as cars and buses. In the railway sector, a hybrid power system that combines a hydrogen fuel cell and a secondary battery is applied to satisfy the load conditions required by a railroad vehicle. The driving distance is determined for a single charge of the hydrogen fuel cell, an eco-friendly energy source that is more efficient than existing internal combustion engines. Research for application of hydrogen fuel cells to domestic railways is being conducted for the first time. Gaseous hydrogen is a flammable gas and there is a risk of fire and explosion, and as such safety evaluation is required. In this paper, for initial safety analysis, qualitative preliminary hazard analysis is performed based on functional requirements in the system concept design stage of the hydrogen fuel cell railway vehicle. Major hazards are identified and then safety measures are established to control the identified hazards.

Local governments in South Korea are making efforts to promote highly effective policies through activating communication with citizens as a major innovation strategy. The performance evaluation system includes new performance indicators related to communication with citizens. This is a change to build a consumer-centered performance management system. The purpose of this study is to present guidelines when developing and applying the communication indicators promoted by local governments with interest. For this purpose, the development scope and management methods of the communication performance indicators are presented. For communication performance management, this study emphasized building a strategy planning based performance management system, presenting information that can be understood by citizens, complying with the development procedures of performance indicators, and improving qualitative indicators. In addition, for effective performance management, this study presented the decision-makers' strong willingness, gradual expansion of communication evaluation, establishment in organizational performance culture, and so on.

This study aims to examine speaking and writing anxiety of Korean learners and the relationship between speaking and writing anxiety. A questionnaire was administrated to 103 learners. An in-depth interview was conducted to eight of them. This study described gender difference (in performance) related to four major causes of language anxiety: cognitive anxiety, affective anxiety, social-context, physical anxiety. It also described the relationship between reported causes of anxiety and oral and written performance. Results showed a significant relationship among the four major causes of language anxiety when learners spoke and wrote in Korean. Results also revealed that Korean language learners were anxious about oral and written performance while more advanced learners were more anxious. This study suggests that the teacher needs to help learners reduce speaking and writing anxiety in Korean language classes and let them communicate with native speakers in authentic situations. 본 연구의 목적은 남녀 한국어 학습자들을 대상으로 말하기를 할 때 느끼는 불안 요소와 쓰기를 할 때 느끼는 불안 요소를 살펴보고, 그 불안 요소의 상관성을 알아보는 데에 있다. 103명의 한국어 학습자를 대상으로 말하기와 쓰기 불안에 대해 조사한 결과를 보면 말하기와 쓰기에 대한 경험과 주제에 대한 관심 정도, 문법 사항, 내용 전달에 대한 불안감이 말하기와 쓰기 불안에 영향을 미치는 것으로 나타났다. 그리고 남녀 학습자 중 한국어로 표현을 할 때 남학생이 여학생보다 더 많은 불안을 느끼는 것으로 나타났다. 그리고 말하기 불안과 쓰기 불안은 서로 연관성이 있는 것으로 나타났다.
