정부도구론적 관점에서 본 행정학의 토착화

한국 행정학에서 이론이나 제도의 토착화에 대한 논의는 끊임없이 계속되어 왔다. 그러나 토착화 논의에서 자아준거성, 학문의 종속성, 주체성, 한국만의 문제 등의 폐쇄적 개념이 많이 사용되면서 국수주의적이라는 비판도 받게 되었다. 그러나 1980년대부터 새로운 관점으로 연구되고 있는 정부도구론적 시각으로 보면 토착화는 세계적으로 행정학이나 정책학의 연구에 보편화된 현상이다. 국가를 운영하는 거버넌스의 유형이나 그 하부체계로서의 정부도구들도 적용되는 국가의 사회문화, 정치경제적 환경, 지배적 가치 등의 맥락에 적합하거나, 적합화 과정을 거쳐야 한다. 세계화시대에 국가 간 이론이나 제도의 유입은 불가피한 시대적 상황에서 그 사회의 전반적 맥락에 적합화시키는 것은 보편적 현상이다. Naturalization of theories has been a non-stop issue of public administration community in Korea. The advocates of naturalization has insisted that the import of theories from advanced countries is the lost of self-esteem of Korean scholars while the dissenters criticized the advocates view of naturalization as chauvinism. However naturalization of theories is just an universalistic behavior in the view of government tool theorists. Governance is about establishing a society-specific type of relationship between governmental and non-governmental actors in the governing process. Governance model is determined by the culture, the socioeconomic environment, and the ruling value of the society. Determining the government tools is the lower-level activity of choosing a society-specific governance mode. Importing theories from other countries is indispensable in globalization era. Naturalization is just an universalistic behavior in scholar society all over the world.

IT 기술의 혁신과 저변 확대로 모든 조직들이 정보시스템 구축을 통해 업무의 성과창출 및 생산성 제고 등의 효과를 거두고 있으며, 이에 정보시스템의 규모는 점점 방대해지고 투자비용은 지속적으로 증대하고 있다. 상대적으로 정보시스템에 대한 유지·관리 부문의 비용도 급증하고 효율성 측면에서도 문제가 되고 있는 실정이다. 이에 본 연구는 특정기관의 정보시스템 유지·관리 부문 중에서도 특히 아웃소싱에 대한 문제점과 비효율성을 진단하고 개선점을 도출하여 효율화 방안을 제시하였다.

환경변화에 따른 한국정부기능의 새로운 모색

한국정부는 오랜기간 동안 외국의 사례를 답습하는 정도의 행정개혁을 해 왔다. 실제로 한국정부가 접하고 있는 환경에 비추어 현재의 정부기능과 역할을 재조명하는 과정은 늘 생략되어 왔다. 따라서 정부조직개편과 같은 행정개혁은 그 효과가 결코 긍정적으로 나타나지 않았다. 이제 세계적인 환경변화 속에서 국가의 미션과 정부의 미션을 재정립하는 과정이 있어야 할 것이다. 이러한 과정을 통해서 각 부처의 기능이 재정비될 수 있어야 한국 정부는 생산적 조직으로 전환될 수 있을 것이다. The main method of the administrative reform of Korean government has been the copy of foreign government`s reform. They have not tried to review current missions and functions of Korean government in fast-changing environment of the world. Therefore, the administrative reform such as government restructuring has not been productive. Now, it is the time to review the mission of state and each level of Korean government. Functions of Korean government have to be adjusted based on the review of missions of it.

수사적 행정개혁과 문화적 갈등

Administrative reform policies normally have a strong rhetoric flavour. The increased globalization of reform ideas and measures also enhances the rhetoric aspect of reforms. NPM-related reforms are said to be technical global remedies for the inefficiency of the public sector. However, reforms that are compatible with an cultural traditions are more often furthered or accepted than those that are incompatible. Korean society has been centered on hierarchical collectivism which contrasts with the egalitarian individualism of Western culture. NPM bases its ideological background on neo-libertarianism which has strong individualistic culture context while Korean tend to be collectivistic. It is not possible to change organizational culture that is strongly connected to national culture. Therefore, reformers must conduct a culture and structure diagnosis first. Then, they will get the idea about what kind of administrative reform model fits the culture.

신공공관리 행정개혁의 개혁 : 민간위탁과 책임운영기관을 중심으로

신공공관리제도는 정부실패의 패러다임으로 전통적 Weberian관료제를 개혁하기 위해 시작되 었다. 그러나 2000년 이후부터 신공공관리에 대한 신뢰가 약화되면서 세계적으로 신공공관리를 개혁하는 움직임이 시작되었다. 한국은 신공공관리가 도입되는 시기부터 비판적 시각이 존재해 왔으며 시간이 갈수록 신공공관리적 개혁의 문제점들이 드러났다. 우리나라 민간위탁은 세계적으로 비판되는 문제점과 동일한 문제들을 가지고 있다. 또한 책임운영기관은 우리나라 권력지향적･계층적 행정문화에서 비롯된 문제들을 지니고 있다. 민간위탁은 너무 많이 진행되어 있어서 되돌리기 어렵고 민간위탁에 관한 법률을 제정해서 재검토하고 관리 되어야 한다. 책임운영기관은 아직 공무원의 1.6%정도만 해당이 되고 지정된 기관도 50개 정도이다. 책임운영 기관을 계속 운영해야 하는지 전반적인 재검토가 필요하다. New Public Management(NPM) became paradigm of Administrative Reform after government failure. However as the problems of NPM were revealed it is criticised and reconsidered in many countries. In Korea, contract-out has same problems as the other countries. But executive agency has very different problems. Contract-out can not totally ‘back-in’ to government because various reasons. But a law of contract-out must be made and enacted and total contract-out cases are review based on the law. Korea has only 50 executive agencies and there are only 1.6% of public servants are working in there. It is time to consider if Korean government can executive agencies.

조직문화가 규제 행태에 미치는 영향

  This study intends to investigate whether the organizational culture has an influence on regulatory behavior. Individualism/collectivism (private inclination) and authoritarianism/ democratism (structural inclination) are defined based on Triandis & Gelfand"s views. They are measured by the measurement tool developed by Triandis et al. Psychological restriction is measured with Cable & Judge"s measurement tool as well as Alexandris & Tsorbatzoudis and Lousier"s measurement tools. Regulatory officers were surveyed using the questionnaire. The result has found that the regulatory behavior is influenced by the organizational culture. Structural cultural restriction and private cultural restriction have significant influence on the regulatory behavior with the intermediation of psychological factors.   본 연구는 조직문화가 공무원의 규제 행태에 어떤 영향을 미치는가를 밝혀보고자 하였다. 권위/민주주의, 개인/집단주의 성향은 Triandis & Gelfand의 견해에 따라 정의하였으며, Triandis 등이 개발한 측도를 사용하여 측정하였다. 심리적 제약은 Cable & Judge 의 측도를 이용하였고, Alexandris & Tsorbatzoudis와 Losier 등의 측도를 활용하여 측정하였다. 이 연구를 위해 우리나라 중앙정부에서 규제관련 업무에 종사하는 직원 343명의 응답자를 대상으로 설문조사를 하였다. 본 연구는 규제 행태가 문화의 영향을 받는다는 규제연구의 이론을 뒷받침하였다. 분석결과는 조직의 구조적?개인적 문화제약이 규제 행태에 미치는 영향, 그리고 심리적 요인을 매개로 하여 조직구성원의 규제 행태에 미치는 영향이 높았다는 것을 밝혔다.

사회정책에서 복지국가와 복지사회의 관계전환

복지국가와 복지사회는 대립되는 개념으로 알려져 있지만 복지사회와 복지국가는 공존의 관계다. 선진 복지국가는 산업화 과정에서 가족, 지역사회, 종교 등에서 제공하는 사회복지의 한계를 극복하기 위해 국가가 개입하면서 탄생했다. 그러나 국가가 개입하면서 점차 시민사회는 주변화 되었다. 이런 현상은 결국 국가에 큰 재정적 부담이 되었고 1970년대 오일파동으로 대부분 복지국가의 심각한 적자재정이 표면화되었다. 이후 선진복지국가에서는 자연발생적으로 시민사회가 다시 활발해지고 있으며 국가와의 공조로 복지사회가 다시 발전하고 있다. 한국은 복지국가 후발주자로 굳이 선진복지국가와 같이 복지국가를 넘어서 복지사회로 갈 이유가 없다. 지금부터 시민사회의 문제점들을 개선해서 복지국가와 복지사회의 공조시스템으로 가는 것이 바람직하다. Welfare state and welfare society should be harmonized. They need each other. States started to deliver social welfare where families, communities, and churches could not provide enough welfare during industrialization era. After World War the Western states began to monopolize social welfare. And welfare state without welfare society resulted in significant deficit finance. After welfare state crisis civil society became more active. Welfare states began to recognize the need of welfare society. Korea don’t have to follow Western welfare states’ example. Korea has to combine welfare state and welfare society before it is too late.

Sharing용 ESS의 CMV 발생 메커니즘 및 모델링에 관한 연구

최근, 전기자동차의 폐배터리를 재활용한 Sharing용 ESS 서비스 실증사업이 활발하게 진행되고 있는데, 이러한 Sharing용 ESS는 빈번하게 이동하여 수용가 계통에 연계되므로 CMV를 포함한 전기적 위해요인의 안전성에 대한 대응 방안이 요구되고 있다. 따라서, 본 논문에서는 Sharing용 ESS를 대상으로 다양한 요소에 의한 CMV 발생 메커니즘을 제시하고, 이를 바탕으로, 배전계통 상용해석 프로그램을 이용하여 Sharing용 ESS의 CMV 모델링을 수행하고, 각 CMV 발생메커니즘에 따른 특성을 평가한다. 상기에서 제시한 메커니즘과 모델링을 바탕으로 시뮬레이션을 수행한 결과, Sharing용 ESS의 PCS에 설치된 IGBT와 방열판 사이의 기생커패시턴스가 증가할수록 IGBT 스위칭에 의한 CMV의 크기가 증가하고, 배터리측의 보호기기가 동작하면 매우 큰 CMV가 서지 형태로 발생하여 ESS 구성품의 절연을 파괴할 가능성이 있으며, 연계용 변압기 2차측의 결선방식이 Y결선일 경우, CMV의 크기가 전기설비기준의 절연레벨을 초과하여 배터리측의 절연레벨에 악영향을 미칠 수 있음을 알 수 있다. 또한, 연계용 변압기의 결선방식에 대하여 외함접지를 고려할 경우, 외함접지를 고려하지 않은 경우보다 CMV가 약 16배 정도 더 크게 발생함을 알 수 있고, 높은 뇌서지에 장기간 노출될 경우, 배터리측의 절연성능에 악영향을 줄 가능성이 있음을 알 수 있다. Recently, a demonstration project of a shared ESS service using re-used EV(electric vehicle) batteries has been actively promoted. Countermeasures for safety hazards including CMV are required since a shared ESS frequently interconnects with a customer system. Therefore, this paper presents mechanisms of CMV due to diverse factors in a shared ESS. Based on the proposed mechanisms, we performed modeling of CMV in a shared ESS and evaluated the characteristics of CMV. From the simulation result based on the proposed mechanisms and modeling, it was confirmed that the CMV due to IGBT switching increases along with the magnitude of stray capacitance between an IGBT and heatsink in PCS. CMV may also breakdown the insulation of ESS components when protection devices on the battery side are operated. When the wiring method of the secondary side of a grid-connected transformer is a Y connection, the CMV may negatively influence the insulation level of the battery. Furthermore, it was confirmed that the CMV with consideration of enclosure grounding was 16 times more than that without the consideration, and the insulation on the battery side may be negatively influenced when the battery is exposed to the CMV caused by a lightning surge for a long time.
