        A Comparative Analysis of Endovascular Coiling and Surgical Clipping of Upper Basilar Artery Aneurysms

        Objective : Despite advances in both operative techniques (endovascular coiling or surgical neck clipping), management of basilar artery aneurysms has not been completed. The goal of this retrospective study is to evaluate endovascular coiling compared with surgical neck clipping of upper basilar artery aneurysms. Methods : From january of 1990 to December of 2001, the authors treated 31 cases of upper basilar artery aneuryms. Among of those upper basilar artery aneurysms, 22 patients received surgical neck clipping and 9 patients recevied non-surgical endovascular coiling. Results from outpatient follow-ups for 12 months after operation were classified with Glasgow outcome scale (GOS) analyzed respectively. Results : Overall, 11(50%) of the surgical neck clipping patients and 6(66.7%) in endovascular coiling patients were showed good outcomes(GOS 4~5). Morbidity of the surgical clipping is about 22.7%(5/22) and the endovascular coiling is about 22.2%(2/9) There were two death in the surgical clipping group due to vasospasm and brain stem infarction, but none in the endovascular coiling group. The major causes of surgical morbidity were direct brain damage, perforator occlusions, vasospasm and meningitis. Endovascular coiling group was shorter hospital stay and lesser hospital expenses than surgical neck clipping group. Conclusion : Non-surgical endovascular coiling of upper basilar artery aneurysms is considered to be useful alternative treatment in improving short-term prognosis(12 months follow-ups) and reducing medical expenses compared to surgical neck clipping although long-term follow-up is needed.

        반순환여과시스템에서 오존 유래 잔류산화물 농도에 따른넙치(Paralichthys olivaceus)의 성장과 생리학적 변화

        This study investigated the effects of ozone-produced oxidants (OPO) on the growth, hematology, and histology of olive flounder Paralichthys olivaceus (average weight 500 g), raised in an ozonated semi-recirculating aquaculture system. The system was ozonated to maintained OPO concentrations of 0.004 (Control), 0.014 (OPO15), and 0.025 (OPO25) mg Cl2/L in culture tanks for 26 days. The specific growth rate, feed conversion ratio, and survival rate did not significantly differ among the groups (P>0.05), while the daily feeding rate decreased OPO-dose-dependently (P<0.05). OPO appeared to affect the gill, hepatopancreas, and kidney tissues of fish from ozonated tanks. Hematologically, OPO affected some blood indices. The levels of chloride, glucose, glutamic oxaloacetic transaminase, and glutamic pyruvic transaminase were significantly increased in the ozonated groups, while the total cholesterol and cortisol decreased dose-dependently. These results imply that long-term exposure of olive flounder to an OPO concentration ≥ 0.014 mg Cl2/L might result in damage to the gill, hepatopancreas, and kidney tissues and cause physiological stress, albeit with no apparent short-term effects on growth or survival.

        Modified Decompressive Craniotomy for Control of Intracranial Pressure

        Objective : Various surgical techniques were developed for control of intracranial pressure such as extraventricular drainage, temporal lobectomy or decompressive craniectomy. We now describe our clinical experience by using the modified decompressive craniotomy. Methods : Modified decompressive craniotomy was performed in 8 patients with severe cerebral edema from July 2000 to April 2001. The indication of this operation was severe intracranial hypertension and edema in operative field. We analyzed the result(Glasgow coma scale, GCS score, Glasgow outcome scale, GOS score) with the variables(age, sex, midline shift on brain computed tomography scan) Results : The overall rate of good recovery(GOS score 4 or 5) was 75%(6 of 8 patients), poor recovery(GOS score 2 or 3) was 12.5%(1 of 8 patients), and mortality rate was 12.5%(1 of 8 patients). All of survived patients had improved GCS score(mean : 10.02) compared to preoperative GCS score(mean : 7.82) Conclusion : The authors would like to recommend modified decompressive craniotomy for the patient of traumatic brain swelling in appropriate indication. This new operative technique has advantages such as decompressive effect and no need of delayed cranioplasty

        Antioxidative Effect of Phycoerythrin Derived from Grateloupia filicina on Rat Primary Astrocytes

        Astrocytes, which support neuronal tissue and activity in the brain, are receiving attention as a possible target for treating neurological damage. Phycoerythrin extract, a pigment protein of red algae, is known to have anti-inflammatory, anti-cancer, and anti-viral effects. In this study, Phycoerythrin extract from Grateloupia filicina (GfPE) was used to treat astrocytes and then assessed for its ability to protect against physiological changes under oxidative stress via H2O2. GfPE had a good effect on viability and proliferation of astrocytes that were downregulated under oxidative stress. Accordingly, GfPE alleviated the increasing effect of H2O2 on ROS of astrocytes.

        공공기록물법의 전부 개정 필요에 대한 논의: 디지털플랫폼정부를 중심으로

        According to the results of the 20th presidential election, the Yun Seok-yeol government was officially launched on May 10. With the launch of the Yun Seok-yeol government, 110 national tasks have been confirmed, and the 11th task is the ‘Digital Platform Government’. The Moon Jae-in government promoted data-oriented digital government innovation due to the national disaster of the COVID-19 pandemic. As it emphasizes the necessity of redesigning the administrative process, I would like to discuss the impact it will have on the Public Records Act. In addition, I would like to examine the limitations and problems of the current Public Records Act following the progress of the digital platform government’s promotion of the digital platform government as well as the enactment of data preservation legislation closely related to the Public Records Act and the promotion of digitalization of electronic documents. In addition, it was suggested that all revisions of the Public Records Act are necessary to meet this data-oriented administrative environment. 제20대 대통령 선거 결과에 따라 지난 5월 10일 윤석열정부가 공식 출범하였다. 윤석열정부는 출범과 함께 110대 국정과제를 확정하였는데 이 중 11번째 과제가 바로 ‘디지털플랫폼정부’이다. 문재인정부가 코로나19 팬데믹이라는 범국가적 재난 상황에 의해 데이터 중심의 디지털 정부 혁신을 추진하였고, 더 나아가 윤석열정부의 디지털플랫폼정부는 특별법 제정을 추진하는 한편, 정부 데이터의 연계·공유 확대는 물론 새로운 행정 프로세스 재설계의 필요성까지 강조하는 만큼 공공기록물법에 미치게 될 영향을 논의해 보고자 한다. 또한 디지털플랫폼정부의 추진은 물론 공공기록물법과도 밀접한 관련이 있는 데이터 보존 법제화와 전자문서의 데이터화 추진 경과에 따른 현행 공공기록물법이 지니고 있는 한계와 문제점을 살펴보고자 한다. 그리고 이러한 데이터 중심의 행정 환경에 부합하기 위한 공공기록물법의 전부 개정이 필요하다는 점을 제안하였다.

        교육자치의 이념에 토대한 지방아카이브 논의 공공기록물법 제11조의 개정 필요성을 중심으로

        최근 경상남도기록원과 서울기록원의 개원에 이어 시·도의 지방기록물관리기관 설치를 위한 업무가 활발하게 진행되고 있다. 이 과정에서 시·도 지방기록물관리기관의 등장에 따른 기록물관리 업무에 직· 간접적으로 영향을 받는 기관이 있으니 바로 시·도교육청이다. 현행 공공기록물법 제11조는 시·도지사에게만 지방기록물관리기관설치 의무를 부여하는 등 시·도 중심으로 규정되어 있는 반면, 시·도교육청은 기관 설치 의무로 갖고 있지 않을뿐더러, 시·도 지방기록물관리기관이 설치될 경우 소관 기록물 중 보존기간 30년 이상의 기록물을 이관해야 하는 의무 등만 명시되어 있다. 이는 시·도교육청과 시· 도가 헌법과 법률에 따라 각자 시·도 단위에서 고유의 업무와 역할을수행하는 것을 고려할 때 적절하지 않다. 따라서 이 연구는 시·도교육청과 시·도가 기본적으로 지방교육자치와 지방자치를 실현하는 핵심 기관으로서 각자 관할 지역에서 독립적으로 고유 사무를 담당하는 대등한 행정기관이라는 점을 법적·제도적 및 역사적으로 비교하여 살펴보고, 지나치게 시·도 중심으로 구성되어 있는 현행 공공기록물법 제11조의 개정 필요성과 함께 시·도교육청의 지방기록물관리기관 설치에 따른 기대효과를 제시하였다.

        Microanatomical Study of the Extradural Middle Fossa Approach for Preventing Cochlear Damage

        Objective : The objective is to describe the relationship of anatomical landmark required for the middle fossa approach to preservation of hearing. Methods : Dissection of 16 fixed human cadaveric heads was performed. we identified a rhomboid-shaped middle fossa landmarks that serve as a guide to minimize cochlea injury. The points of this construct are as follows ; 1) the junction of the greater superficial petrosal nerve and the trigeminal nerve ; 2) the lateral edge of the porus trigemius ; 3) the intersection of the petrous ridge and arcuate eminence ; and 4) the intersection of the lines extended along the axes of the greater superficial petrosal nerve and arcuate eminence. Mean, minimum, and maximum measurements of all distances were determined. Results : The average cochlea-geniculate ganglion distance measured in the dissected specimens was 3.0mm± 0.8 with a range of 1.2 to 4.1mm. The average cochlea-petrous carotid genu distance was 2.9mm±0.9 with a range of 1.2 to 4.0mm. The average cochlea-internal acoustic meatus distance measured in the dissected specimens was 9.0mm±0.5 with a range of 7.8-10.9mm. The average cochlea-mandibular nerve distance measured was 9.4mm±0.4 with a range of 7.6-11.3mm. Conclusion : The middle fossa approach requires special knowledge of the anantomy to reduce the risk of damage to cochlea. It is important that the surgeon understand the surgical anantomy. The present study describes the simple geometric construct that proposes to assist in locating the cochlea.

        국정과제로서의 디지털플랫폼정부 추진과 대응 방향 공공기록물 관리에 미치게 될 영향을 중심으로

        As the Yoon Seok-yeol administration enters its second year in office, it is beginning to vigorously promote policies related to the "digital platform government," which is the 11th of the 120 national tasks. Accordingly, the Digital Platform Government Committee established and reported the 'Digital Platform Government Realization Plan' to the President in April 2023, and the 「Act on Provision and Use of Public Data」 and 「Data An amendment to the Act on the Vitalization of Infrastructure Administration" was submitted to the National Assembly in June 2023. In addition, the 「Regulations on the Promotion of Administrative Efficiency and Collaboration」, which is a Presidential Decree, was revised to 「Regulations on Operation and Innovation of Administrative Affairs」, including the name change, to effectively promote innovation in administrative work, and was completed on June 27, 2023. Therefore, this study aims to examine the trends of public institutions related to the digital platform government as a government task, and discuss whether the recent trends will affect the management of institutional records. Indications to respond to the government's digital platform, which is leading the way, it was emphasized that the operation of the current Medical Records Act is strange.

        분사주조법에 의한 al-Ni-Ce-Mg 계 비정질합금의 제조와 특성

        The optimum composition of Al-Ni-Ce-Mg alloys forming the amorphous and amorphous plus fcc-Al phase was investigated by the measurement of both hardness, maximum bending strain at fracture(ε_(Bf)), Differential Scanning Calorimetry(DSC) and X-ray diffraction for the as-quenched ribbons produced by melt-spinning. As a results, the alloy ribbon with optimum composition and a mixed phase was Al_(86)Ni_6Ce₄Mg₄. Al_(86)Ni_6Ce₄Mg₄ bulk alloy was produced by extrusion at different temperature of the rapidly solidified powders produced by helium gas atomization. The tensile strength and elongation at room temperature for Al_(86)Ni_6Ce₄Mg₄ bulk alloy extruded at 450℃ were 750MPa and 7.5%, respectively.
