        The purposes of this study are three-folds. First, it introduces the globally discussing concept of ‘Inclusive Innovation’ to Korean policy arena and tries to enhance its concept. For this purpose, it reviews various international and domestic literatures on innovation policies for inclusive growth in the context of various global initiatives including UN SDGs. It also analyses possible working mechanism on how innovation can achieve both inclusiveness and growth. Second, this study reviews diverse Korean policies from the angle of ‘Inclusive Innovation’ and develop several successful policy cases that can be contributed to the global discussion. It overviews past and current Korean polities in four different aspects including social, territorial, industrial and gender inclusiveness. It identifies five prominent policy cases and contributes them to the OECD’s Policy Toolkit for inclusive innovation, which are presented in the appendix. Third, this study extends the scope of ‘Inclusive Innovation’ to the global dimension and tries to develop innovation strategy that can enhance global inclusiveness. It argues that global society should pay more attention on widening North-South gaps, which are largely resulted from widening innovation capacities, and need to develop effective innovation strategies that help low-income and developing countries in promoting their innovation capacities. It proposes several specific programs that global society can deliver together including expansion of Appropriate Technology Centers for helping especially low-income countries, programs for strengthening STI related institutional and policy capacities of developing countries, and sustainable operation of educational and training programs. There are a couple of remaining challenges or future tasks. One is conceptual elaboration of ‘Open and Inclusive Science’ framework and its application to the global inclusive innovation efforts. Another is innovation policy for generation inclusiveness - i.e., reducing gaps between generations possibly caused by current innovation policies.

      • [디젤엔진부문] 투명 아크릴 모델을 이용한 디젤 인젝터 노즐에서의 캐비테이션 유동에 관한 연구

        Experiment was conducted in transparent acrylic nozzle model which was scaled up by 10 times in order to study the behavior of cavitation flow inside the nozzle holes. High speed CCD camera was used to visualize the flow inside sac chamber and holes. Refractive index matching technique was also used to prevent distortion of images. Reynolds number and Cavitation number was simultaneously matched in the same range of the real injector by means of controlling the flow rates and pressures.<br/> The experimental results shows that the difference between cavitation layer and liquid layer causes very turbulent flow inside the nozzle hole and the effect of needle lift is the dominant factor that determines the behavior of the cavitation flow pattern.<br/> In the low lift case. due to the transient nature of turbulent flow within the sac volume. string cavitation from one hole to another hole occurred in intermittent way<br/>

At hole entrance the cavitation film firms a thin layer and grows along hole perimeter maintaining its croissant shape with increasing cavitation number. Also, the relation between cavitation inside the hole and the spray cone angle of injected spray was clarified. Using the 3 dimensional computational code, the location of cavitation was investigated.

        Global challenges are difficult to be addressed by any government or institution acting alone. They required collaborative action among governments, international organizations, firms. universities and NGOs etc. This research aims to examine how Science, Technology and Innovation (STI) Cooperation have an important role in the international society in terms of rising global challenges issue. This research considers three global challenges; 1)Water-Energy-Food(WEF) Nexus, 2)Biodiversity, 3)Emerging Infectious Diseases to be selected with references of World Economic Forum(WEF), UN SDGs and the concept of Global Public Goods from OECD. In addition, this research tries to find the policy implication each modules and proposes the scientific strategies to Korean government with analysis of STEEP and SWOT. Firstly, WEF NEXUS focuses on the role of stakeholder in international society and considers the various space scale with perspective of the Nexus. This issue related to achieve of enhancing the efficiency on resources(water, energy and food), and support the sustainable development in the city, that is called the Urban Nexus. The Korean government needs to design ODA program with the viewpoints of WEF Nexus and encourage R&D policy activities to the stakeholder. The results of five policy orientations are knowledge network advancement in the international level, enhancement of basic research with based on data, settlement of international initiative and leadership in Asia, adoption of core national policy based on nexus and interconnection between ODA program and WEF Nexus. Secondly, there are two core issues in the module of biodiversity; 1)application on biological resource related to Access and Benefit Sharing(ABS) and 2)information resources(DNA and RNA). In the issue of biodiversity, it results with five policy orientations; 1)foundation of biological resources industry innovation committee under presidential office, 2)protection of biological resources with intellectual property rights, 3)secure the biological resources with ODA program, 4))establishment on biological resources collaborative system between Korea and China and 5)settlement of strategic STI cooperation. Lastly, the issue of Emerging Infectious Diseases has been to consider internationally with the emergence of Evola in 2014. Domestically, after Mers syndrome in 2015, STI approaches has been embraced to solve the unpredictable diseases in all over the world. Thus, it needs to significantly consider to invest R&D activity and develop a monitoring and evaluation of quarantine system. 1)Enhancement of R&D activity in the field of infectious disease into global market, 2)Strengthen network with establishment of oversea local lab, 3)Interconnection between ODA program and infectious disease R&D project, 4)Foundation of data use and 5)Enhancement of Infectious disease modelling and scenario research are five policy orientations. In regard to the ‘global challenges’, what is important here is that ‘Science, Technology and Innovation(STI) cooperation’ could be answer which considers any approaches and its role for questioning and for ‘solving’ in general. Applying STI cooperation approach to policymaking is an essential tool considering important qualities of the policy process, including complexity and interconnectivity.

        지능정부에 대한 인식이 정책만족도와 정책인지도에 미치는 영향 분석 : 정책홍보의 조절효과를 중심으로

        4차 산업혁명 과학기술의 도입으로 정부의 형태와 정책 서비스의 지능적 변화가 발생하고 있다. 지능정부의 등장과 변화된 정책 서비스 제공 방식은 국민들의 정책만족도와 정책인지도를 바꿀 수 있다. 본 연구는 지능정부에 대한 인식이 국민들의 정책만족도와 정책인지도에 미치는 영향과 정책홍보의 조절효과를 실증적으로 분석하여 지능정부로의 전환에 필요한 시사점을 도출하고자 하였다. 연세대학교 미래정부연구센터에서 일반 국민을 대상으로 2021년에 실시한 ‘초변화 사회의 미래정부에 관한 설문조사’ 자료를 분석하여 다음과 같은 결과와 정책적 함의를 확인하였다. 첫째, 지능정부 수준에 대해 긍정적으로 인식할수록 정책만족도는 높아지며, 정책홍보를 효과적으로 인식할수록 정책만족도와 정책인지도는 향상되었다. 정부의 지능화 수준이 국민들의 정책만족도와 정책인지도로 이어질 수 있는 효과적 설계가 요구되며, 지능정부의 장점을 살린 정책홍보 방식이 필요함을 의미한다. 둘째, 정책홍보에 대한 인식은 지능정부 수준에 대한 인식과 정책만족도 및 정책인지도 간의 긍정적 관계를 강화하는 조절 효과가 있는 것으로 밝혀졌다. 각 중앙부처 및 지방정부가 추구하는 지능정부 특색에 맞는 적실한 기술을 활용한 정책서비스의 차별화 노력과 함께 지속적인 정책홍보가 필요함을 시사한다. Intelligence government services are changing intelligently in response to the scientific and technological developments of the Fourth Industrial Revolution. These changes can change the public’s awareness of and satisfaction with public policies. Thus, this study empirically analyzed the effect of Intelligence government services on policy satisfaction and awareness and the moderating effect that public relations has on this relationship. The results showed that recognition at the Intelligence government level was positively correlated with policy satisfaction and the effectiveness of public relations regarding policies was positively correlated with policy satisfaction and awareness. Public relations have been shown to strengthen the positive relationship between Intelligence government level and policy satisfaction and between Intelligence government level and policy awareness. This study’s results indicate that governments should differentiate services and engage in public relations about policies using technology that matches their characteristics.

      • STI for SDGs 역량분석 및 글로벌 협력전략 -국가연구개발사업 분석 중심으로-

        Given all countries’ commitment to the Sustainable Development Goals (SDGs), it has been emphasized that countries should try to accelerate the achievement of the SDGs by utilizing Science, Technology, and Innovation (STI) as a key tool. Korea has lagged in setting the national-level STI for SDGs directionality and integrating STI and SDGs. In contrast, major countries such as Japan, Germany, and China have proactively framed their STI R&D investment in the SDGs and actively promoted their contribution to solving global challenges in the international community. Considering the urgency of the STI for SDGs strategy development, this research conducts a quantitative analysis on STI for SDGs activities in Korea, mainly focusing on the national R&D programs for the recent three years. Despite quite a low level of understanding about SDGs among Korean scientists and engineers, it finds out that most public research in Korea shows a high level of STI relevance to solving the SDGs targets. Among the 17 SDGs, research on the SDGs 8 (energy), 9 (industry, infrastructure, and innovation), and 11 (sustainable city) are the most popular in Korea, while research on the SDGs 1 (poverty), 4 (gender equality), and 10 (inequality) are the least. The most general-purpose research and technology, which can be defined as a multi-SDGs contributor with a potentially high impact on the SDGs achievements, are disaster and safety research, climate, renewable energy, agriculture and fisheries, big data, and artificial intelligence, etc. This research develops four types of STI for SDGs strategies based on the SDGs implementation level and STI capacity defined as R&D inputs and outputs of Korea. Its results suggest that the Korean government seeks strategically a selective approach rather than a comprehensive approach to deal with all 17 SDGs. As for the weak areas such as SDGs 5 (gender equality), 10 (inequality), 13 (climate change), 14 (ocean ecosystem), 15 (land ecosystem), and 17 (global partnership), the government is recommended to take the “Global Inbound Strategy” for fostering STI for SDGs capacity through accelerating international STI collaboration. On the other hand, the “Global Outbound Strategy” is recommended for the strong areas such as the SDGs 4 (education), 9 (industry, infrastructure, and innovation), and 11 (sustainable city) to utilize so-called “Korea-made STI” for contributing to the SDGs achievement of other countries and the international community as a whole. In conclusion, the research calls for timely action for the national-level STI for SDGs strategy development, keeping in mind that the domestic challenges are eventually universal challenges facing all countries.

      • 다단계 AAM 기반 얼굴 윤곽 추출

        AAM (active appearance model)를 이용한 얼굴 윤곽 추출 방법은 매우 효과적이지만, 초기 값에 매우 민감하다. 초기값이 전역최소값(global optimum)과 많은 차이가 있는 경우에 AAM 기반 알고리즘은 국부최소값(local optimum)으로 수렴할 가능성이 높다. 본 논문은 얼굴 내부의 주요 부위만 포함하는 영역의 특징은 상대적으로 변화가 적고 또한 내부 특징을 AAM으로 찾는 경우 배경 화면의 영향을 적게 받는다는 점에 착안하여 다단계로 얼굴의 특징을 찾는다. 이를 위하여 얼굴 내부 영역만으로 구성된 AAM 모델과 얼굴 전체 영역으로 구성된 AAM 모델을 각각 형성한다. 우선 내부 얼굴 AAM 모델을 이용하여 내부 얼굴 특징 변수와 얼굴의 자세 변수를 추정하고, 추정된 변수 값들을 이용하여 전체 얼굴 특징 변수와 자세 변수 값을 예측한다. 예측방법은 최소자승법(least square method)을 적용한다. 예측된 변수 값들을 전체 얼굴 AAM 모델 변수의 초기값으로 사용하여 전체 얼굴 특징 변수와 자세 변수를 찾는다.
