국가균형발전과 지방대학 육성 - 국립대학 육성 방안 -

한국 고등교육은 1953년 한국전쟁 정전 이후 단시간에 세계에서 가장 가난했던 국가를 세계 경제 규모 10위의 선진국으로 진입시킨 발전 동력의 역할을 했다. 21세기 고도화된 지식기반 사회가 요구하는 인재 육성을 위해서는 고등교육 혁신의 필요성이 강조되고 있다. 한국 대학들은 2021년에 본격화된 학령인구 감소로 인한 대학미달사태와 국제경쟁력 추락 그리고 지방대학 몰락이라는 도전에 직면해있다. 본 연구는 국내 대학의 위기 타개를 위한 현실적이고 실현 가능한 방안으로 국립대학 육성정책을 제안한다. ‘국립대학법 제정과 국립대학 예산확충, 국립대학 무상교육, 그리고 국립대학의 자율성 보장’등과 같은 구체적인 정책 대안을 제시한다. Korea"s higher education served as the driving force for the development of the world"s poorest nation into the world"s 10th largest economy in a short period after the armistice of the Korean War in 1953. The need for innovation in higher education is being emphasized to foster human resources demanded by an advanced knowledge-based society in the 21st century. Korean universities face challenges of underachieving universities, falling international competitiveness, and the collapse of local universities due to a full-fledged decline in the school-age population in 2021. This study proposes a policy to foster national universities as a realistic and feasible way to tackle the crisis in Korean universities. Specific policy alternatives such as the enactment of the National University Act, the expansion of the budget for national universities, free education for national universities, and the guarantee of autonomy for national universities are proposed.
저온 주사 레이저 및 홀소자 현미경을 이용한 GdBCO와 YBCO 초전도 선재의 국소적 특성 분석

Distribution of the local properties in GdBCO and YBCO coated conductors was investigated using Low-temperature Scanning Laser and Hall Probe Microscopy (LTSLHPM). We prepared GdBCO and YBCO coated conductors to study the spatial distribution of the current density in a single bridge. Inhomogeneity of the ${T_c}^{max}$ in the bridge was analyzed from experimental results of Scanning Laser Microscopy (SLM) near the superconducting transition. The local transport and screening current in the bridge were also investigated using Scanning Hall Probe Microscopy (SHPM). A series of line scans of SLM of the GdBCO and YBCO sample showed that lines with more inhomogeneous distributions of ${\delta}V$ had more inhomogeneous distributions of ${T_c}^{max}$. The defect of the superconducting layer of the GdBCO sample caused by damage to the substrate affected the current flow. And we could analyze the redistribution of the current density using SLM and SHPM.

Distribution of local critical temperature and current density in $YBa_2Cu_3O_{7-\delta}$ (YBCO) coated conductors was analyzed using a Low-temperature Scanning Laser Microscopy (LTSLM). We prepared YBCO coated conductors of various bridge types to study the spatial distribution of critical temperature and current density in single and multi bridges. An LTSLM system was modified for a detailed two-dimensional scan without shifting of the sample. We observed a spatial distribution of the critical temperature from the bolometric response, which arises from a focused laser beam at the sample near the superconducting transition. Also we studied the relation between the critical temperature and the current density.

본 연구를 통해서 초전도 선재 시료의 국소적인 영역에 대한 전류 밀도의 공간적인 분포를 시료의 손상 없는 비파괴적인 방법으로 LTSHPM을 통해서 1차원 2차원으로 형상화해 보았다. 그 결과 외부자기장에 의한 차폐전류의 흐름을 분석할 수 있었다. 또한 MPMS에서 외부자기장에 따른 자기모멘트를 측정한 결과와 LTSHPM을 통해 전류 밀도 분포를 분석한 결과를 비교해 볼 때 외부자기장에 의한 반자성의 크기와 자기모멘트로 인해 생기는 차폐전류가 100 Oe에서 최댓값을 가지는 일치하는 결과를 얻을 수 있었다. 그리고 세 가지의 평행한 브릿지에 흐르는 차폐전류를 2차원적으로 분석해 본 결과 시료 전체적으로 가장 바깥쪽으로 차폐전류가 흐르는 공통점을 확인해 볼 수 있었다. We have performed measurements of the local magnetic field distribution of YBCO coated conductors using Low-temperature Scanning Hall Probe Microscopy (LT-SHPM). Distribution of stray magnetic field of various types of YBCO coated conductors in the superconducting state was measured in presence of external magnetic fields. We analyzed one dimensional and two dimensional local current distribution using inversion technique from the magnetic field distribution.

LTSLHPM system was modified for detailed linescan or two-dimensional scan both scanning laser and scanning Hall probe method simultaneously. We analyzed the local critical temperature of single and multi bridges from series of several linescans of scanning laser microscopy. We also investigated local current density and hysteresis curve of single bridge from experimental results of scanning Hall probe microscopy.

Low temperature scanning laser microscopy (LTSLM) can be used for a two-dimensional display of bolometric response arising from the localized excitation of a sample by the focused laser beam. In this study, the distribution of critical temperature ($T_c$) and critical current density ($J_c$) in YBCO coated conductor were analyzed using LTSLM. For improving the temperature stability, we have modified the system into a double-shielding type. Through the modification, the temperature stability was successfully improved from ${\pm}10mK\;to\;{\pm}2mK$. The superconducting properties of YBCO coated conductors were measured for the sample of a narrow bridge type using wet etching process. The spatial non-uniformity of the ac voltage response, ${\delta}V(x)$, which is proportional to ${\partial}\rho(x,J_B)/{\partial}T$ in the transition temperature region could be observed and displayed in a two-dimensional image.

To investigate the influence of strip width and inter-strip separation on the ac loss, arrays of parallel strips with different widths and separations were prepared. Studies on the hysteresis-loss characteristics of multifilamentary YBCO films were performed. The local magnetic field due to magnetization currents is measured by a scanning Hall probe microscope. Based on these results a conceptual design for a low loss YBCO coated conductor is suggested.

가돌리늄 박막의 큐리온도를 자기화의 온도에 따른 변화를 측정함으로써 결정하였다. 박막의 큐리온도는 bulk계의 큐리온도보다 낮아지며 이 박막에서의 큐리온도의 이동은 두께가 얇아질수록 커진다는 것이 관측되었다. 이 실험결과를 유한축적 이론의 관점에서 분석한 결과 전이온도의 이동에 관련된 지수 λ는 0.82±0.13로서 이론적인 값의 1.48과 상치한다는 사실이 발견되었다. 이러한 유한계의 실험치와 유한축척이론과 차이는 여러 유한계에서 관측되었다. We determine the Curie temperature of thin gadolinium films by the measurement of magnetizations as a function of temperature. From this measurement, we observe the systematic shift of Curie temperatures for films, that is, the larger the shift is, the thinner the film is. By analyzing the data in light of finite-size scaling theory, we determine the exponent λ to be 0.82±0.13, not equal to the theoretical prediction of 1.48, which is already seen in other experimental works.
