Ultra-precision machining technology for metal optics has recently become important in response to demands for high energy laser equipment and magnetic memory disk. In order to realize such precision machining it is necessary to pay special attention to the workpiece fixture. Conventional fixture techniques, such as vacuum or multi jaw, tend to provide adequate support. But they can also introduce unacceptable levels of partial distortion. In this paper, therefore, distortion free workpiece techniques for the metal mirrors are proposed, simultaneously clarifying both characteristics and beneficial features.

The machinability of ceramics has been experimentally studied. The experiments were conducted on alumina cernmics of various purity, quartz, and cordierite using the sintered diamond tools and CBN tools. Tool wasre, surface roughness, and cutting resistence were measured and analysed. It was found that the workpieces could be machined with the diamond and CBN tools, but the sintered diamond tools were more efficient for the machining of the high strength ceramics. The machining of alumina ceramics with sintered diamond tools showed that (1) wet machining prolonged tool life comparing with dry machining, (2) workpiecewith higher purity had better surface roughness, (3) severe cutting conditions led to the chipping and fracture of tool and increase of the surface roughness and cutting resistance, (4) 20~40m/min of cutting speed, 0.01~0.02mm/rev of feed, and 0.1~0.2mm of cutting depth are suggested as proper cutting conditions for the high strength ceramics.

The purpose of this paper is to seek out the problems influencing on the operation of Institution Evaluation(IE) in Korea and suggest a better way for the evaluation based on the findings, expecially focusing on Government Research Institute(GRIs) in the field of Science and Technology. Unlike previous studies on IE of GRIs, this research is more oriented toward actual practices than design and theories of IE. Three categories are 1) purely system aspect, 2) system-operation aspect, and 3) environmental aspect. These three categories are classified into eight subcategories: 1) the legal support and the legally enforceable provision, 2) the target area of evaluation, 3) the means and process of evaluation, 4) the criteria and indices for evaluation, 5) the expertise of evaluators, 6) the use of evaluation findings, 7) GRIs' support for IE, and 8) public support for IE. Summing up the findings of this study, the main factors that hamper the successful operation of the existing IE of GRIs in the field of Science and Technology was illuminated and the better way for the operation of IE was suggested.
