We investigated the outer surface of the permanent dyed hairs using scanning electron microscopy, sampled from 30 year old woman`s virgin hair. The diameter of permanent dyed hair was about 90 μm in diameter. Cuticular cells were arranged overlapped in the surface of the hair and the scales were in uneven shape with sharpe borders. In scanning electron microscopy, scales of the hair surface were partly lifted off and separated. These separated portions of the cuticular cells were shown to be white as the electron density was lower than the neighbor hair tissue. Also, cuticular cells forming scales in the surface of the hair had a wide surface. The wider surface and uneven border of the scale is considered to be due to the separation of the cuticular cells by chemical components of the coloring agent during treatment.

We evaluated the status and problems of golf course developments in the southern coast of Korea. It`s adjacent waters supports nursery and fishing grounds for commercially-important fisheries species, and various sites are designated and protected as marine protection area(MPA), fisheries reserve, or dean area(blue belt) for producing shellfish. We proposed key assessment items for environmental impact assessment(EIA) and checklists in selecting golf course locations. For the protected areas, we suggest that it is essential to limit golf course establishment while setting a minimal distance from the coast to secure a buffer zone for mitigating the environmental impacts. To efficiently utilize existing regional coastal management plans, it is necessary to diagnose how a golf course development will potentially modify geomorphology and scenery, amplify pollutant loads from non-point sources, and disrupt the functions of coastal ecosystem. Especially, continued monitoring and assesssing input loads of hazardous materials originating from agricultural chemicals should be obligatory. Finally, measures for improving the QA/QC analysis were discussed to enhance reliability of environmental data with respect to golf courses and adjacent coastal waters.

Human resource is a essential element for the organizational success because a performance of organization depends on organizational member`s competency. Business enterprises have been interested in human resources long ago and have introduced career development programs, but public sectors have been little interested in career management yet. Human Resource Development is the key theme in the academic world from 1970`s and Organizational Career Development field occupies a important position in HRD. But there are not enough systematic theories and experimental researches especially applying to public sectors and local governments. It is necessary that Seoul city is concerned about career development of public officials and map out career enhancing strategies for organizational performance. A purpose of this study is to come up with a introduction direction, design and strategy for Career Development Program in Seoul Metropolitan City. This study checks theories about a career development and analyzes the present state of career management in Seoul. We investigated public application principles of career development program for local governments as Seoul. We researched the career management state in Seoul by analyzing raw datum of Seoul. And We carried on survey and interview with Seoul city officials for their inner desire for career development. For comparing with Seoul and other cities we studied career development program cases such as central government agencies, 16 wide provincial government, and foreign countries including USA, UK, and so on. As a results, this study proposed introduction directions and strategies for career development program as below. First, there is a great difference between organizations in organizational goal, vision, and human resource conception so that career development programs are designed in consideration of organizational characteristics. Seoul Metropolitan City should follow public principles as like equality idea and design for the social weak. Second, Seoul Metropolitan City have ideas and visions for human resource development but have no clear strategy for career development at present. Inter transference between officials is too much frequent and effectiveness of specialty enhancing system become low. Third, Seoul city officials have diverse competencies in according to their positions and a design of career development program have to match up them. We propose a plan to divide positions and duties into 5 fields and to manage careers of officials according to their competencies. Forth, Seoul Metropolitan City have to establish career enhancing strategies and then drive detail projects based on them as like individual career development plans, career mentor system, career counselling center, job posting and so on. We hope results of this study will help to introduce career development programs into Seoul and to upgrade a level of official career management system in Seoul.

본 연구에서는 현대 사회에서 여성의 경제 활동 참여율 증가에 따른 군 내에서의 여군 비율 증가 추세와 그에 상응한 여군 복지 정책의 변화를 점검 및 분석을 통해 효과적이고 경제적인 발전방향을 제시하고자 하였다. 이를 위해, 여성 친화 기업 및 군의 여성 복지 실태에 대한 선행 연구를 실시하고, 민간 여성 및 여군을 비교 대상으로 하여 직업 선정 가치관 및 여성 복지 분야 선호도에 관한 설문 조사를 통해 AHP 분석을 실시하였다. 그 결과 민간 여성과 군의 여성들은 모두 직업 선정 가치관과 상반되는 복지 분야에 대한 선호도가 높은 결과를 보였다. 여성들은 자신이 선택한 직업에서 추구하는 가치관을 잘 실현할 수 있는 분야뿐만 아니라 여성 복지 분야에 있어 전반적인 사항에 대한 혜택을 누리고자 하는 욕구가 있었다. 이에 따라 해 조직이 부족하게 시행되고 있는 분야에 대해 높은 선호도를 보이는 것으로 나타났다. 이를 통해 군에 비해 비교적 효율적으로 시행되고 있는 민간 기업의 사례를 적용함으로써 정책의 실효성 제고가 가능함을 시사 하였다. The purpose of this study is to propose an effective and economical development direction by examining and analyzing the trend of women 's participation rate, selection rate of female soldiers in the Army and the corresponding changes in women' s welfare policy in the modern society. For this purpose, AHP analysis was conducted by conducting a preliminary study on the welfare status of women - friendly enterprises and military, and by surveying the selection criteria of job selection values and women 's welfare preference in comparison with civilian women and female soldiers. The results of this study are as follows: Women in each groups showed high preference for the welfare field which is contrary to the job selection value. This implies that they have a desire for the overall female welfare regardless of their professional values, so even though the field of it which is highly relative to job selection values is well performed, they are still dissatisfied about the field which is insufficient and prefer it as the first. This suggests that the effectiveness of the policy can be improved by applying the case of the private company which is relatively efficient compared with the military. In addition, unlike previous studies comparing military cases in foreign countries, it is possible to apply the creative welfare policies of women selected as women-friendly enterprises more effectively to the military by comparing the characteristics of women engaged in business and female soldiers.
