800㎿급 발전소 복수기의 최적 운전점 및 운전방법에 대한 연구

Along with the recent construction of a 800㎿ thermal power plant it is necessary to check the soundness of the current operation of the condenser, and to investigate the effects of vacuum level of it on the turbine efficiency for the power plant. In this study, the performances of the condenser and the turbine for the 800㎿ thermal power plant were tested based on the ASME PTC 6 and ASME PTC 12.2 with the variation of the vacuum level. When the condenser vacuum levels were 719.91 ㎜Hg, 724.5 ㎜Hg, and 729.6 ㎜Hg, the turbine efficiencies were 47.36%, 47.47%, and 47.55%, respectively. From the regression analysis of the present data, it was estimated that the optimal vacuum point is between 729 ㎜Hg and 731 ㎜Hg. When this optimal point is to be applied to the condenser, the profit of 5.5 billion won/year is expected based on the '09 caloric cost.

관절면을 침범한 경골 외과 골절의 관절경적 정복 및 내고정술

목적: 본 연구는 관절면을 침범한 경골 외과 골절 환자의 관절경적 정복 및 내고정술 후 임상 결과와 방사선적 결과를 분석하고자 하였다. 대상 및 방법: 2000년 3월에서 2004년 8월까지 본원 정형외과를 방문한 관절면을 침범한 경골 외과 골절 환자 중 관절경적 정복 및 내고정술을 시행한 13례를 대상으로 하였다. 정확한 골절의 양상 및 함몰의 정도를 파악하기 위하여 단순 방사선 사진 및 전산화 단층 촬영 또는 자기 공명 영상 촬영을 같이 시행하여 분석한 Schatzker 골절 분류상 전례가 제 2형에 해당하였으며, 9례에서는 골결손이 심하여 자가골 및 동종골을 이용한 골이식을 시행하였다. 평균 연령은 $48(31{\sim}66)$세였고, 평균 추시기간은 $38(13{\sim}65)$개월이었다. 동반손상은 후방 십자 인대 손상 1례, 반월상 연골 손상 4례, 내측 측부 인대 손상 2례가 관찰되었다. 방사선학적 평가는 술전, 술후 및 최종 추시시 단순 방사선 사진에서 관절면 정복의 정도를 비교하였고, 기능적 평가는 IKDC 점수와 Lysholm 점수를 후향적으로 분석하였다. 결과: 최종 추시시 단순 방사선 사진상 전례에서 관절면의 정복이 잘 유지되고 있었고, 함몰이나 골절 정복 소실, 각 변형, 부정유합 등의 합병증은 관찰되지 않았다. Lysholm 점수는 평균 $87(65{\sim}97)$점이었고, Lysholm 분류상 우수(exellent) 8례, 양호(good) 3례, 보통(fair) 1례, 불량(poor) 1례이었으며. IKDC 점수는 평균 $92(82{\sim}99)$점이었다. 결론: 경골 외과 골절시 관절경적 정복은 관절면의 정확한 정복을 얻을 수 있을 뿐만 아니라 관절경을 통한 슬관절 동반 손상의 진단 및 치료를 위한 좋은 술식으로 사료된다. Purpose: This study is to analyze the clinical and radiological results after arthroscopic reduction and internal fixation of intra-articular fractures of lateral tibial plateau. Materials and Methods: The subject of the study are the 13 cases of the patients visited orthopedics surgery during March year 2000 to August year 2004 because of intra-articular fractures of lateral tibial plateau and were treated with arthroscopic reduction and internal fixation. X-rays and CT or MRI were both carried out to identify the precise pattern of fracture and the degree of depression which showed out to be all type 2 by Schatzker fracture classification. And in 9 of the cases, autogenous and allogenous bone grafts were given as bone loss were severe. The average age was 48, age group between 31 and 66, and average follow up period of about 38 months ($13{\sim}65months$). Radiological ratings were given by comparing the X-rays of degree of joint congruency before and after the operation, functional ratings by analyzing IKDC score and Lysholm score. Combined injuries observed after arthroscopy were posterior cruciate ligament injury in 1 case, meniscus injury in 4 cases and medial collateral ligament in 2 cases. Results: During follow up, X-rays showed well-maintained reduction of articular surface in all cases and no complications such as joint depression, fracture reduction loss, angular deformity or malunion were found. Average Lysholm score at last follow up was 87 points ranging from 65 to 97, in 8 of the cases excellent, 3 good, 1 fair and 1 poor according to Lynsholm classification. Average IKDC score was 92 (from 82 to 99). Conclusion: Not only does arthroscopic reduction of lateral tibial plateau fracture bring exact reduction of articular surface, but also, is considered to be a good way of operation to diagnose and treat combined injuries of knee joint using arthroscopy.

신제도주의적 관점을 통해 살펴본 다문화 정책의 제도화 과정에 관한 연구

본 연구에서는 신제도주의적 관점에서 한국의 다문화정책의 제도화 과정에서 다음과 같은 연구질문을 제기할 수 있다. 첫째, 2007년 5월에 제정된 「재한외국인 처우 기본법」이 존재하고 있음에도 불구하고 1년도 채 되지 않은 단시간에 「다문화가족지원법」을 제정한 이유는 무엇인가? 둘째, 역사적 시간의 변화에 따라 제도가 변화될 경우 기존 제도의 문제를 보완하여 보다 성숙한 제도가 형성되어야 함에도 불구하고 재한외국인 처우 기본법의 문제가 다문화가족지원법에서도 그대로 유지되는 이유는 무엇인가? 셋째, 다문화문제를 해결하기 위한 다문화정책의 효과성을 위해 향후 제도의 변화 방향에 대해 정책적 제언을 하고자한다. 연구의 결과 ‘다문화가족지원법’ 제정 시 ‘재한외국인 처우 기본법’에서 나타난 문제를 해결하지 못하는 방해 요인으로는 한국사회에 만연한 배타주의적 문화와 정부 부처간 조직 및 업무영역을 유지·확장하려는 이해관계가 주요 요인으로 작용한 것으로 볼 수 있다. 향후 다문화정책의 효과성을 위한 제도변화의 방향으로는 단기적으로는 ‘재외한국인 처우 기본법’과 ‘다문화가족지원법’의 범위에서 제외된 난민, 재외국적 동포 및 기타 다양한 경로로 한국에 거주하고 있는 외국인 또는 그들의 가족까지 포용하여 그들의 처우와 사회적응 및 가족생활을 영위할 수 있는 법·제도적 장치가 마련되어야 할 것이다. 중기적으로는 부처간 고유 영역과 별도로 업무 및 정책의 정복문제와 예산의 낭비를 해소하기 위한 다부처간 통합 운영체계를 마련하는 것이 필요할 것이다. 마지막으로 장기적으로는 재한외국인 처우 기본법과 다문화가족지원법의 중복성 문제를 해소할 수 있는 상위 법령이 마련될 필요하겠다. This study suggests the following research questions in the institutionalization process of Korea "s multicultural policy from a new institutional perspective. First, despite the existence of the 「Basic Act on the Treatment of Foreigners in Korea」 enacted in May 2007, why did the 「Multi-Cultural Families Act」 be enacted within a short period of less than one year? Second, if the system changes according to the change of historical time, it is necessary to complement the problems of the existing system to form a more mature system. What is the reason why the issue of the Basic Law of Foreign Residents is maintained in the Multi-Cultural Families Act? Third, I will make a policy suggestion about the future direction of the system for the effectiveness of multicultural policy to solve multicultural problems. As a result of the study, the obstacles that can not be solved in the Framework Act on the Treatment of Foreigners in the Establishment of the 「Multi-Cultural Families Act」 include the interests of the exclusivist culture in the Korean society, This can be seen as a major factor.

The flow pattern inside the power condenser is generally known to be very complicated due to the phase change and turbulence effects as well as the effect of condenser geometry. In the present study, the flow pattern inside the power condenser was numerically simulated with a personal computer. The widely known CHAMPION 2/E/FIX(Concentration, Heat and Momentum Program Instruction Outfit, 2D/Elliptic/Fixed grid) computer code was modified for this purpose. The flow was asssumed to be two-dimensional and steady-state, and the tube bank was considered to be homogeneous porous medium. Simple turbulent diffusion coefficients based on the appropriate experiments were obtained for the computation. Through this analytical approach, the flow pattern could be predicted fairly well. The computational results also show that the location of the air vent plays an important key role in determining the efficiency of the condenser.
