In this paper, safety evaluation method simulating battlefield environment was studied to verify military operability of commercial lithium secondary battery. Based on the MIL-STD-2105D and STANAG standards, safety tests of lithium secondary battery module were conducted, such as bullet impact, fragment impact, fast cook-off and slow cook-off. All results satisfied the safety evaluation criteria, founded on military standard. It suggests that the lithium secondary module has high potential to be applied in a military power source. The safety evaluation methods developed in this paper can be valuable to propose the new military standards for commercial lithium secondary batteries.

본 연구의 목적은 재난관리에 있어서 지방정부의 전략적 행태를 재난관리기금의 적립을 통해 규명하는 것이다. 분석을 위하여 2013년을 기준으로 전국 243개 광역 및 기초 자치단체를 대상으로 다중회귀분석을 이용한 실증분석을 실시하였다. 분석결과, 재난관리기금 적립에 있어서 지방정부는 외부재원의 이전가능성이 높을수록 해당 지방정부의 재난예산을 줄이는 전략적 행태가 나타나는 것이 실증적으로 검정되었다. 본 연구는 지방정부의 재난관리기금 적립이라는 현상을 이론적으로 연성 예산제약과 게임이론을 통해 그 실천적 함의를 고찰하였다는 점과 논의하였다는 것과 그동안 논의에만 그쳤던 지방정부 재난관리기금의 영향요인을 실증적으로 검정하였다는 점에서 연구의 의의를 지닌다. The purpose of this study is to analyze the strategic behavior of local governments in disaster management through the accumulation of disaster management funds. For the analysis, we conducted an empirical analysis using multiple regression analysis for 243 local government in South Korea. As a result of the analysis, it is proved that local governments have strategic behaviors that reduce the disaster budget of the local governments as the possibility of transfer of external resources is higher. This study has implications on the fact that the phenomenon of local government s disaster management fund accumulation is theoretically discussed with the practical implications of soft budget constraints and game theory. And this study has significance in that it has empirically tested the influence of the local government disaster management fund which was only discussed in the meantime.

부처별 재난안전 R&D 성과의 관리요인: 조직의 제도적 기반, 자원, 전문기관을 중심으로

최근 재난이 점차 대형화ㆍ복잡화ㆍ다양화됨에 따라 다양한 분야에 끊임없이 발생하는 재난을 사전에 어떻게 효율적으로 대처하고 관리할 것인지에 대한 논의가 중요하게 부각되기 시작하였다. 특히 과학기술의 급격한 성장과 발전에 기반으로 한 재난안전 연구개발(Research and Development; R&D)의 중요성이 부각됨에 따라 이에 대한 정부투자 또한 지속적으로 증가하고 있다. 정부의 이러한 많은 노력에도 불구하고 대규모 피해를 동반하는 각종 재난 및 안전사고가 증가하고 있어 정부 대책의 실효성의 대한 의문이 지속적으로 제기되고 있다. 특히 각 부처별로 안전사회를 조성하기 위하여 많은 예산과 인적자원을 투입하고 있으나, 이러한 노력이 성과로 이어지고 있는지에 관한 실증적 연구가 미흡한 상황이다. 즉, 정부 지원하고 있는 막대한 재정에 견주어 어느 정도 효과를 거두고 있는지와 재난안전 R&D의 성과를 향상시킬 수 있는 방안에 대해 실증적으로 확인할 필요성이 높아졌다. 따라서 본 연구에서는 재난안전 R&D 성과의 관리요인을 규명하기 위하여 법제도, 자원, 전문기관의 분석틀을 재난 안전 R&D를 추진하고 있는 중앙행정기관에 적용하여 실증분석을 실시하였다. 구체적으로 합동 최소자승법과 퍼지셋 결합요인분석을 통해 영향요인과 결합요인을 확인하였다. 합동 최소자승법을 활용하여 분석한 결과, 연구성과, 과학성과, 경제성과에 모두 영향을 미치는 요인은 법제도인 것으로 나타났다. 또한 연구성과와 기술성과가 2차적 성과인 경제성과에 미치는 영향을 확인한 결과, 기술성과가 유의미한 영향을 미치고 있음을 알 수 있다. 퍼지셋 결합요인 분석결과, 연구성과, 과학성과, 경제성과 모두에 필요한 조건으로는 법제도와 전문기관인 것으로 나타났다. 충분조건을 만족시키는 경우는 경제성과에만 해당하며, 법률이 마련되어 있고, 자원이 적으며, 연구관리 전문기관이 있는 경우이다. 본 연구의 주제는 재난환경이 급격히 변화하고, 다양한 위험요소로부터의 안전과 관련된 국민적 관심이 증가하고 있는 현시점에서 시의적절하다. 또한, 재난에 대한 예방, 대응 및 복구 방안을 장기적인 관점에서 마련하는데 있어 조직의 관리적 노력, 즉, 제도적 기반을 마련하고, 자원을 확보하여 적절히 배분하고, 사업단위로 적절히 관리하는 역량이 중요한 요인임을 실증적으로 규명하였다는 점에서 함의를 지닌다. As the government's disaster safety policy becomes more important, the need for research on ways to improve the performance of disaster safety R & D has also increased. In this study, we analyzed the joint least squares method and fuzzy set combining factors by using analysis framework of legal system, resources, and professional organizations to identify the managerial factors of disaster safety R & D performance. The results of the analysis are as follows. As a result of using the joint least squares method, it was found that the factors affecting both research achievement, scientific achievement and economic performance were the legal system. In addition, the results of research and technological achievements have a significant impact on economic performance, which is a secondary outcome. As a result of the fuzzy set-associative factor analysis, it was found that both the research result, the science achievement, and the economic condition were legal and professional. When satisfying a sufficient condition, it is only economic performance, law is prepared, resources are low, and research institute is specialized.

정책으로서의 의원입법 - 의원입법 평가기준에 관한 탐색적 연구 -

민주화 이후 정책과정(policy process)에서의 국회의 영향력은 지속적으로 강화되고 있다. 이러한 추세는 정책결정 단계에 해당하는 입법활동에서 특히 두드러지는데, 대(代)를 거듭할수록 전체 발의법안 대비 의원발의 법안의 비율과 의원발의 법안 수가 급격히 증가하고 있다. 그러나 한국의 의원입법은 입법절차상의 문제와 전문성 부족, 정량평가 중심의 의원활동 평가 관행 등으로 인해 입법의 품질에 상당한 비판이 제기되고 있는 것이 현실이다. 본 연구는 의원입법의 품질에 관한 기존의 논의를 종합적으로 검토하고, 그 결과를 이론적 관점에서 정리하여 양질의 입법에 필요한 지침을 제시함과 더불어 의원입법의 우수성을 평가하는 데 필요한 기준 정립을 지향한다. 이를 위해 본 연구는 기존의 공식적·비공식적 입법평가 항목을 종합하고 체제이론을 통해 체계화함으로써 평가기준표를 도출했다. 실제 모범적인 것으로 평가되었던 의원입법 사례를 선정하여 적용한 결과, 본 연구의 평가기준표는 입법이 이루어지는 투입-과정-산출/결과의 전 단계에서 성공적인 입법에 필요한 기준을 제시하는 한편, 가결 이후 문제가 발견된 입법에 대해서는 정책 과정의 환류 측면에서 보완 입법에 필요한 방향을 제공할 수 있음이 확인되었다. 본 연구는 실무적으로는 의원과 의원보좌진에게 입법품질 제고에 필요한 실용적 지침을 제시하고, 의원입법의 평가자에게는 구체적인 평가기준을 제공하는 한편, 학문적으로는 그동안 정책학·행정학에서 관심과 연구가 상대적으로 저조했던 ‘정책’으로서의 의원입법 품질에 관한 연구를 다학제적 관점에서 본격화하였다는 점에서 그 의의가 있다. The relative influence of the National Assembly in the policy process has been steadily strengthening since democratization. This trend is prominent in legislative activities as a policy-making stage. As the number of bills increases, the ratio of bills initiated by lawmakers to the total bill proposed and the number of bills initiated by lawmakers are increasing rapidly. However, the bill proposed by lawmakers is criticized for the quality of legislation due to problems in legislative process, lack of expertise, and quantitative-oriented evaluation practices. The purpose of this study is to provide guidelines necessary for quality legislation to improve the legislative quality. Especially, this is proposed form the perspective of policy and administration. To this end, this study integrates and systematizes evaluation items that have been used in formal and informal legislative evaluation through system theory. Moreover, we identify the external validity of the evaluation items, it applied to the bill selected as excellent law. As a result, the evaluation items presented in this study provided the necessary creteria for successful legislation at all stage from input to output, but also the direction for supplementary legislation after adoption. This study is meaningful in that it provides practical guidelines for improving legislative quality to lawmakers and aides, provides specific evaluation criteria to evaluators of legislation, and has begun research on legislative quality from a multidisciplinary perspective.

The Rights-Based Approach (RBA) to Korea's Education ODA

근래에 인권이 개발 담론에 들어오게 되면서, 국제개발협력 분야에서 인권을 주류화하려는 노력들이 활발히 전개되고 있다. 이미 많은 국제개발관련 기관들이 인권에 기반한 접근 (Rights-based Approach)을 다양한 방식으로 적용하고 있다. 이러한 국제적 흐름과 날로 더해지는 인권에 기반한 접근의 중요성에 비추어, 한국의 교육 ODA는 얼마나 인권에 기반하고 있는지를 살펴보는 것이 본 연구의 목적이다. ‘인권에 기반한 접근’이라는 관점으로 한국의 교육 ODA를 봄으로써, 현재 인권에 기반한 한국 교육 ODA의 현 위치와 앞으로 나아갈 방향을 알게 될 것이다. 연구 결과, 아직 한국 교육 ODA는 인권에 기반한 프로그래밍 요소 중 소수 몇 개만을 충족하는 것으로 나타났다. 참여와 책무성과 같은 인권적 원칙과 가치가 교육 ODA 사업에 녹아들기 위해서는, 현지 사람들과 개발협력기관을 바라보는 관점 자체와 교육 ODA에 대한 철학과 방향이 재정립되어야 함을 시사한다. Recently, the rights-based approach to development has received a wide attention from the field of international development. Many development agencies have been adopting the frameworks of the rights-based approach in the process of implementing their own projects and programs. In this context, the article tries to examine how much human rights principles and values are embedded in Korea’s education ODA by analyzing one of the education ODA projects implemented by KOICA, an agency responsible for Korea’s grant aid. Through this analysis, the current state of Korea’s education ODA in relation to the rights-based approach and, further, what is needed for mainstreaming human rights in Korea’s education ODA can be identified.
