We have studied and utilized External Control mechanism(control by the court, congress, and citizen) and all sort of rules and outlines to promote administrative responsibility for a long time. We, however, faced new era. At this point, we need to scrutinize the behavior of administrative bureaucrats. Today, bureaucrats show more different behavior than that of last decades. Since 1980's democratizing movements, most of civil serviceman have begun to act very progressively and actively. They have struggled against the allurement of corruptions. It can be said that administrative corruption will be specified internal-corruptions and external-corruption of administrative system. It is not difficult to control internal-corruption with existed control mechanism. But external-corruption which is affected by political realm and happened within administrative realm needs to be controled by different mechanism. At this context, we need to consider the trend of discussing whistle-blowing as efficient control mechanism against both internal bureaucratic corruption and external political corruption which affected by political elements. Whistle-blowing is divulging intraorganizational misbehavior to outside by whom has witnessed it within organization. By using the whistle-blowing, we can promote the administrative responsibility as well as control internal-corruption and defend external corruption.
