Facilitated olefin transport membrane, containing positively charged silver nanoparticles (AgNPs) as olefin carriers dispersed in poly(vinyl pyrrolidone) (PVP), leads extremely high separation performances for propylene/propane mixtures. In this study, as representatives of electron withdrawing nitrobenzene compounds, 1,2-dinitrobenzene (DNB) and 3,4-dinitro toluene (DNT) were used for PVP/AgNPs membranes. The correlation between the surface charge density of AgNPs and the separation performance was investigated with X-ray photoelectron spectroscopy (XPS). A fairly good linear correlation between the surface charge density and the separation performance was confirmed, which meant that the positive charge density on the surface of AgNPs may be a key factor in determining the separation performance of facilitated olefin transport membranes.
미세플라스틱에 의한 한반도 해양오염 방지를 위한 남북한 법적 협력 방안 - 남북한 통합 해양오염관리법제를 중심으로 -

The emerging marine environment issue cannot be confined to single states yet requires transnational cooperation. The fluidity and scope ambiguity of marine environment thus justify inter-Korean cooperation in marine environment protection. In particular, microplastics have been increasingly recognized as a potential pollutant that may adversely affect the marine environment. Yet until now, there are no prior studies on microplastic issues in North Korea compared to South Korea, and neither South nor North Korea has a specific and efficient marine microplastic pollution management act. Therefore, tentatively named ‘Integrated Modification of Marine Pollution Management Act’ can be suggested as inter-Korean legal cooperation to control marine environment pollution in the Korean peninsula. While past inter-Korean cooperation on the marine environment has been limited to superficial discussions and non-binding declarations, the enactment of the Integrated Modification of Marine Pollution Management Act has both high feasibility and legitimacy in that it is timely and ideologically less conflicting, and that it can be the beginning of integrated legislative system in the preparation of unification. ‘Integrated Modification of Marine Pollution Management Act’ can be prepared through a step-by-step process under the unification policy for global Korean community. In the first stage, joint research should be conducted to investigate marine pollution level of the Korean peninsula, and basic environmental infrastructure can be prepared. After that, specific level of regulation can be agreed based on the results of the joint research. By the last stage, the Management Act should aim to improve its effectiveness and compensate for the shortcomings of the two Koreas’ current marine pollution regulation, with the long-term goal of conservation of the marine ecosystem on the Korean peninsula. Specifically, the ‘Marine Environment Management Committee’ can be separately formed to systemically implement the regulation. Specific discussions can proceed through the Marine Environment Management plan, and Marine Environment Infrastructure will be established to improve the effectiveness of the Management Act. Further, the Integrated Modification of Marine Pollution Management Act includes legal grounds for future joint inter-Korean research cooperation on marine pollution and environmental cooperation through international organizations. It is expected for the Integrated Modification of Marine Pollution Management Act to function as a means to achieve a common goal of managing marine pollutants and contributing to improve the marine condition in the Korean peninsula, thereby serving as a cornerstone of eco-friendly peaceful unification that can be passed on to the next generation. 현재 국제적으로 떠오르는 해양환경 문제는 그 유동성과 영역 불명확성으로 인해 개별 국가만의 영역으로 한정될 수 없으며 국가간 협력이 요구된다. 이는 직접 영해를 마주하는 남북한의 해양환경보전 협력에 당위성을 부여한다. 특히 ‘미세플라스틱’은 대표적인 해양환경오염원으로 거론되고 있으나, 남한에 비해 북한에서는 미세플라스틱에 의한 해양오염 관련 선행연구가 전무하고, 남북한 어느 측에도 효율적인 미세플라스틱에 의한 해양오염관리 방안이 마련되어 있지 않다. 이에 본 논문은 한반도 해양오염 방지를 위한 법적 협력 방안으로 ‘남북한 통합 해양오염관리법’을 제안한다. 과거 피상적이고 구속력 없는 남북한 해양환경 협력에 비해 남북한 통합 해양오염관리법의 도입은 비교적 비이념적이며 시의성 또한 높다는 점에서 실현 가능성이 충분하며, 통일을 준비하는 본격적인 법통합의 시작이라는 정당성 또한 인정된다. 남북한 통합 해양오염관리법은 ‘한반도 해양오염 방지’라는 거시적 공통 목표하에 단계적 계획을 통해 마련하는 것으로 한다. 우선 1단계에서는 남북한이 공동으로 한반도 해양오염 실태를 연구조사하고, 기본적인 인프라를 마련한다. 그 후 조사결과를 토대로 규제기준이나 법적용 유보기한을 합의하고, 마지막 3단계에 이르러서는 단순히 북한의 규제 수준을 남한의 해양오염 규제 수준으로 끌어올리는 것뿐 아니라, 한반도 해양생태계 보전을 목표로 실효성을 보완하고, 남북한 해양오염 규제 현안의 부족한 점을 보완하도록 한다. 구체적으로 해양환경평가는 남한의 현행 ‘환경영향평가법’을 확장 적용하고, 북한의 해양환경실태 데이터 공백 해소를 위해 남북한의 협력 연구가 이뤄지도록 한다. 미세플라스틱 관련 구체적 규정을 따로 마련하며, 체계적 법안 실행을 위해 별도의 ‘해양환경관리위원회’를 구성하도록 한다. 구체적 논의는 해양환경관리계획을 통해 진행하며, 실효성을 위해 해양환경 인프라를 구축하도록 한다. 마지막으로 남북 연구협력 및 국제기구를 통한 환경협력을 할 수 있는 법적 근거를 포함하였다. 남북한 통합 해양오염관리법이 한반도의 해양오염 발생원을 관리하고 한반도 해양환경 개선에 기여한다는 공동의 목표를 달성하기 위한 수단이자, 다음 세대에 물려줄 수 있는 친환경 평화통일의 초석이 될 것으로 기대한다.

The positive charge on the surface of Ag NPs was induced by electron acceptors which plays a vital role in determining the olefin carrier activity and consequently the separation performance. In this study, as representatives of electron withdrawing nitroaromatic compounds, 1,2-dinitrobenzene (DNB) and 3,4-dinitro toluene (DNT) were used for PVP/Ag NPs membranes. The correlation between the surface charge density of Ag NPs and the separation performance was investigated. A fairly good linear correlation between the surface charge density and the separation performance was confirmed, which meant that the positive charge density on the surface of Ag NPs is a key factor in determining the separation performance of facilitated olefin transport membranes.
이산화탄소 촉진수송 분리막에서의 KTF2N 이중 이산화탄소 운반체

CO2 capture technologies have been highlighted over the past decades because of global warming. Among the various technologies for CO2 capture, facilitated CO2 transport membranes show high CO2 selective performance by introducing carrier which interacts with CO2. In this presentation, we prepared and investigated facilitated CO2 transport membrane comprising potassium bis[(trifluoromethyl)sulfonylimide] (TF2N) dissolved in a polymer matrix of Pebax1657. Adding potassium salt to the membrane shows further improvement in gas permeabilities while maintaining or even improving the gas selectivity, compared to the corresponding neat polymer membrane. Therefore, we have demonstrated that KTF2N can act as dual carrier for CO2 and its facilitated transport membrane could be very effective in enhancing the CO2 separation performance.
