지역노사민정 협력 활성화 지원사업의 평가: 경기도를 중심으로

This study aims to analyze the effects which a youth employment policy has on employment and wage. Specifically, it analyzed the effects which participation experience, participation frequency, participation period and participation type in a youth employment policy have on employment and wage by utilizing the survey on university graduates’ job movement path (GOMS) by the Korea Employment Information Service in 2015. As a result of the analysis, first, as for the effects of a youth employment policy on employment, participation experience, participation period and all types of participation showed positive (+) effects but participation frequency showed a negative effect (-). Second, as for the effects of a youth employment policy on wage, participation frequency showed a positive effect (+). A youth employment policy had a limit in enhancing both employment and wage effects. Therefore, it is necessary to make efforts to improve the policy through regular consumer analysis, business effect analysis and feedback. On the other hand, to achieve the optimal policy effects with limited budget, it is also necessary to provide a comprehensive program integrating consulting, job training, direct job creation, public employment service and administration etc., rather than individual programs 본 연구는 지역의 고용, 노동현안을 해결하기 위해 고용노동부가 국고보조하는 경기도 노사민정 협력 활성화 지원사업에 대한 평가를 통해 지원사업의 효과성을 확인하고 집행과정상의 문제점을 도출하여 향후 지원사업을 수행함에 있어 개선방향을 제시하는데 목적이 있다. 분석결과 지원사업은 지역노사민정 파트너십 구축, 고용창출, 노사관계 안정 순으로 긍정적으로 평가되었다. 사업의 개선방향으로 경기도 지역노사민정협의회에 민주노총 참여, 사무국에 전담인력 배치, 사업계획서 작성시 경기도의 역할 강화, 예산편성시 사업성 예산 증액, 예산집행시 관리감독 강화, 분과위 기능 활성화 및 기능 재정립, 분쟁조정단의 사적 조정 강화, 워크숍 또는 교육에서 노사 동수 참여, 예산 집행시 법령 준수 등이 제시되었다.

This study examines constraints of public policy making. Specific research questions are as follows. First, what is theoretical background in the analysis? Second, what are constraints of public policy making? Third, what are policy implications? The major findings of this study are summarized as follows. First, Theoretical background in the analysis are Simon's bounded rationality and information processing theory. According to literature review, policy constraints are studied by Tetlock, Janis, Barzini and George. But these studies are introductory in our perspectives. Second, policy constraints have three dimensions: cognitive, affiliative and ego-centric. Affiliative constraints related to time pressure, responsibility, task complexity and scant information. Ego-centric constraints related to personal motives, emotional desire and stress. Finally, policy implications are discussed. Policy constraints model constructed in this papers clues 'good' public policy making.

People have suffered much inconvenience because the system of lan public announcement is dual : a cadastre system of the Executive and a registration system of the judicical authorities. This papers studies the registration process of land ownership transfer by dealing. It analyzes the subject unit, goal & time required of registration process activities using PERT technique and grasps problems of registration process. To reform current system it presents short-term reform measure by simplication of application papers and middle & long-term reform measure by using computer and the integration of land registration system. And it analyzes the effectiveness of reform measures.

It is unavoidable to select outsourcing as effective driving strategy of administration computerization. This paper studies the outsourcing process of administration computerization and analyzed problems of outsourcing process. As problems of outsourcing it points out a shortage of experts, a lack of control function over individual administrative department, a lack of competition among outsourcing vendors, etc. To reform current system it presents the reengineering of outsourcing system by the establishment of fully responsible agency of outsourcing and general control committee.
