무소속 김두관 경남지사 후보자에 대한 정책공약, 자질, 감성적 평가가 유권자의 2010 경남도지사 투표선택에 미친 영향

정책선거 매니페스토 운동이 시민단체와 선거관리위원회를 중심으로 활발하게 전개되어 2010년 동시지방선거의 초점이 후보자 자질문제에서 정책공약으로 변하였다. 연구 문제는 2010년 매니페스토 운동에서 제기된 후보자에 대한 정책공약평가와 2002년 시민단체의 낙천ㆍ낙선운동에서 제기된 후보자 자질요인이 지역주의 정당일체감과 후보자에 대한 감성적 평가인 호감도와 함께 2010년 경남도지사 선거에서 어느 정도 영향을 주었는가이다. 본 연구를 통하여 알게 된 점은 2010년 경남도지사 선거에서 지역주의에 기반을 둔 정당일체감, 후보자간 정책공약을 비교 평가한 정책요인, 그리고 후보자간 자질비교와 후보자간 호감도 비교평가가 유권자의 투표선택에 모두 직접적인 영향을 주었지만, 후보자간 상대적 정책공약평가가 후보자에 대한 상대적 자질평가 보다 더 큰 직접적인 요인이었다. 2010년 영남지역주의에 기반을 둔 경남도 유권자의 한나라당 정당일체감은 매우 약화되었고, 이로 인해 상당수 경남도내 유권자가 무당파로 이동하였으며, 무소속 김두관 경남지사 야권 단일 후보는 상대적인 후보자 자질평가, 정책공약, 호감도에서 무당파로 이동한 경남도 유권자로부터 우세판정을 받았고, 영남지역 최초의 야권 광역단체장인 경남도지사 후보로 당선될 수 있었다. Research question is that to what extent prospective and comparative candidate public policy evaluation and candidate quality evaluation affect 2010 Kyungnam gubernatorial voting decisions, in addition to regionalism-based party identification, feeling thermometer to candidates. The finding is that all of the voting elements mentioned above are valid direct voting determinants in 2010 Kyungnam gubernatorial voting decisions, while comparative candidate policy evaluation is more directly influential than comparative candidate quality evaluation in the gubernatorial election. The number of voters with regionalism-based Grand National party identification in 2010 Kyungnam province somewhat declined, so the united nonpartisan candidate, DooGwan Kim, could win the gubernatorial election due to the support of nonpartisan voters moved away from Grand National Partisanship. 2010 Kyungnam provincial nonpartisan voters' evaluation that DooGwan Kim's public policy pledge, candidate quality and feeling thermometer are superior to Grand National Party gubernatorial candidate, DalGon Lee's caused the former to win the Kyungnam gubernatorial election for the first time in Youngnam Region as an opposition candidate.

미소 비커스경도에 의한 Cr-Mo-V강의 경년열화 평가

Since Cr-Mo-V steel has excellent fracture and creep properties at elevated temperature, they are extensively used as steam turbine components such as the turbine rotor. However, the turbine rotor steel used to suffer material degradation during long term service. Therefore, the assessment of the safety and residual life of the turbine rotor is periodically required during service. One of the most convenient techniques for that is the hardness method mainly due to its simplicity and nondestructive characteristics. In this research, six specimens with different aging times of turbine rotor steel were artificially prepared by an isothermal heat treatment at 630℃. The micro Vickers hardnesses of specimens were measured at room temperature. The relationships between the fracture properties and the hardness ratio were investigated. And also an indirect method to evaluate the residual life of degraded turbine rotor was proposed based on the micro Vickers hardness measurement.

EU의 중ㆍ동유럽으로의 확대와 공동농업정책

EU의 중, 동구 확대는 냉전체제가 공식적으로 소멸된다는 상징적 의미를 담고 있으며, 유럽에서의 항구적 평화를 위한 중요한 진전이라고 평가할 수 있다. 반면에 EU확대는 신규 가입국에 많은 변화를 요구하고 있다. 가입협상이 시작된 1997년 이후 신규 가입국은 국내경제제도의 변화를 요구받아 왔고 이에 따라 고통스러운 개혁의 과정을 거쳤다. 한편, 중, 동구 국가들의 EU 편입으로 인해 기존회원국과의 경제적 이해관계가 상충되었다. 그 동안 EU의 각종 구조기금이나 지원금의 최대수혜국이었던 스페인과 포르투갈 등과 신규가입국간의 지원금 분배를 두고 갈등이 적지 않았다. 특히 현재에도 문제 되고 있는 농업보조금을 둘러싼 공동농업정책은 소득수준이 낮고 농업비중이 높은 중, 동구 국가들의 가입으로 더욱 시급한 해결 과제가 되고 있다. 물론 이전에도 EU는 공동농업정책에 대한 개혁을 연이어 시도하였다. EU는 개입가격 인하, 소득보상 직접지불의 디카플링화, 농촌개발 강화 등의 방향으로 개혁을 진행하였다. 이를 통해 과잉생산문제 해결과 국내보조 감축이라는 두 가지 목적을 일관되게 노리고 있는 점이 EU공동농업정책 개혁의 특징이라 할 수 있다. 어쨌든 농업경영기반과 재정기반이 약한 신규회원국들을 포용한 EU는 새로운 확대와 발전을 목표로 발을 내딛고 있다. 공동농업정책의 개혁은 앞으로도 계속될 것이나 보조금 문제를 포함하여 향후 동향을 주목해야 할 것이다. The expansion of EU to central and eastern European countries symbolically implies that the cold system has officially disappeared, and it is evaluated as a critical development in founding permanent peace in Europe. However, it requires a lot of changes, especially on the part of new members. Since 1997 when the entrance negotiation was launched, new members have been demanded to change domestic economic systems and they have accordingly gone through the painful renovation procedures. The entrance of central and eastern European countries into EU has caused economic conflicts among members. There was not a little conflict with regard to the division of supporting funds among new members and Spain and Portugal which had been the biggest recipients of various kinds of survival funds and supporting funds. How to divide agricultural subsidies among members, especially between those countries which record low GNP's while having relatively big agricultural sectors, is regarded as a pending issue in EU. Before having new members, of course, EU has tried a series of renovations on common agricultural policies. It has pushed its renovation toward price discount. income compensation, decoupling of direct payment, rural development, etc.. One dominant characteristic feature shown from EU agricultural policies is that it has consistently aimed at the resolution of oversupply of agricultural products and the reduction of domestic subsidies. At any rate, EU has started to go forward for the purpose of expansion and development, while embracing new members which are weak in many ways, especially in agricultural infra-structure and financial ground. It is expected that the renovation of common agricultural policies will continue for the time being, but there will be some variations in terms of future directions, including the issue of subsidies, which may draw our attention.

지역주의를 극복한 무소속 김두관 경남지사 후보자에 대한 정책공약, 자질, 감성적 평가가 유권자의 투표선택에 미친 영향

현직 공직자가 출마하지 않은 집행부 수장 선거에 대한 유권자의 투표선택에 관한 기존 이론에 의하면 지역주의와 같은 집단요인, 정당일체감, 후보자요인(후보자에 대한 호감도, 후보자 자질), 후보자가 제시한 정책공약에 대한 전망적 평가가 직접적인 투표선택요인이다. 2010년 동시지방선거에서는 매니페스토 운동이 시민단체와 선거관리위원회를 중심으로 활발하게 전개되어 선거의 초점이 후보자 자질문제에서 정책공약으로 변하였다. 연구 문제는 매니페스토 운동에서 제기된 후보자에 대한 정책공약평가와 2002년 시민단체의 낙천 낙선운동에서 제기된 후보자 자질요인이 지역주의 정당일체감과 후보자에 대한 감성적 평가인 호감도와 함께 2010년 경남도지사 선거에서 어느 정도 영향을 주었는가이다. 본 연구를 통하여 알게 된 점은 2010년 경남도지사 선거에서 지역주의에 기반을 둔 정당일체감, 후보자간 정책공약을 비교 평가한 정책요인, 그리고 후보자간 자질비교와 후보자간 호감도 비교평가가 유권자의 투표선택에 직접적인 영향을 주었다는 점이다. 또한 경남도 유권자의 경남도지사 투표선택 결정에 있어서 직접적인 영향력은 후보자간 상대적 정책공약평가가 가장 큰 요인이었던 것으로 나타났으나, 종합적 영향력은 후보자에 대한 상대적 자질평가가 더 컷 던 것으로 보인다. 2010년 영남지역주의에 기반을 둔 경남도 유권자의 한나라당 정당일체감은 매우 약화되었고 이로 인해 한나라당 일체감을 갖고 있었던 상당수 경남도내 유권자가 무당파로 이동하였던 것으로 보이며, 무소속 김두관 경남지사 야권단일 후보는 상대적인 후보자 자질평가, 정책공약, 호감도에서 무당파로 이동한 경남도 유권자로부터 우세판정을 받았다. 이 결과 무소속 김두관 후보가 지역주의에 기반을 둔 한나라당 정당일체감이 높은 영남지역에서 최초의 광역단체장인 경남도지사 후보로 당선될 수 있었다.

우루과이라운드 이후 유럽공동농업정책의 변화

European common agricultural policy, implemented in order to increase farmer`s incomes and stabilize food supplies, has shown problems in many aspects, although it has achieved part of its initial goals. In particular, in has been criticized abroad by the third party nations because it has supported protectionism in trading with the third party nations. Internally, it has faced with ever increasing financial pressure resulting mainly from over production of many crops and incremental budgets allocated to control agricultural products. In order to resolve these problems, EU launched fundamental reforms for agricultural policy in 1985, 1988 and 1991. It is also expected that EU will go further to change its agricultural policy when U.R. agreement becomes valid in the world market. It seems inevitable for EU to change its agricultural policy which is sustained up to this point on domestic subsidiaries and export subsidiaries. This line of changes are anticipated because EU and America hammered out a special agreement from U.R. agreement. It is indicated in the agreement that EU and America will realize in the agricultural sector such things as free trading supported by non exception based taxation, 6 year`s tax discount on the average of 30% with minimum of 15%, 6 year`s quantity based 21% decrease of export subsidiaries, 6 year`s 21% decrease of domestic subsidiaries, and the like. A series of agricultural policy reforms conducted by EU deliver an important policy message when we consider agricultural problems residing in the current state of Korea. Seen from the structural level, the simple expansion of arable land per family will not allow us to have a competitive position in the international market. On the other hand, there is a high risk for price sustaining policy to decrease farmers` incomes because the policy may instabilize demand and supply of agricultural products. It is oxpected that `92 agricultural policy reform made by EU since U.R. agreement not only give us an important policy implication, but also has a great deal of influence abroad.

The main purpose of this study is to seek better approach which explains reciprocal causality associated with factors causing social conflict and improving social integration respectively. Throughout this study, there are several important implications how social conflict can be solved in South Korea. In particular, government and policy makers in political sector should create an environment of social integration through political reforms by switching from vertical structure to horizontal structure and by encouraging ordinary people to actively participate in the policy-making processes and political activities. In economic sector, government and stakeholder associated with a certain economic issue should induce a change in the economic environment for social integration, focusing on distribution of wealth and employment stability. In social and cultural sectors, it is necessary to solve social and cultural problems (e.g., generation gap and conflict between the young and the old, multi-ethnic families, and lack of communication) by exploring better ways to establish an altruism and to interact with each other. In psychological sectors, PsyCap(Positive Psychological Capital) will help ordinary people to crate positive thinking and lead to social integration. For instance, political leaders having PsyCap are able to communicate with the people and can help the people to build positive main influencing on social integration. Finally, the improvement of the system is required because the improvement of insufficient system is the basis for reasonable and equitable social integration.
