저소득층 노인복지를 위한 의료사회사업의 연계 : 관동대학교 의과대학 부설 덕양노인종합복지관을 중심으로

노인복지(the aged welfare)는 노인의 복리적인 상태를 유지하도록 하는 사회적 활동이며 사회복지실천의 한 분야이다. 우리나라는 1999년에 이미 고령화 사회(aging society)에 진입하였고 2020년에는 고령사회(aged society)가 예상된다. 노인의 고통 중에서 가장 큰 고통이 불건강 문제이다. 불건강 문제가 해결되면 경제적인 빈곤문제와 심리 사회적인 고독감 문제, 역할상실 등 다른 문제도 긍정적으로 접근된다고 본다. 노인 불건강 문제는 의료사회사업과 연계가 된다. 의료사회사업은 특수한 사회복지실천 분야 중에서 CASE WORK나 GROUP WORK를 통해서 환자의 질병과 치료에 영향을 주는 사회적·정서적 문제를 원조함으로써 질병의 예방과 건강관리 회복 재생의 문제를 전체적으로 다루는 특수한 분야이다. 본 연구에서 문헌연구와 덕양노인종합복지관의 실중적 사례를 토대로 한국의 노인종합복지관의 client의 의료복지욕구를 충족시켜 주기 위한 개선점은 다음과 같다고 결론을 맺는다. 첫째, 보건복지부에서는 노인의 의료복지 욕구를 충족키 위한 법적 대안을 마련하여 노인종합복지관에 의무적으로 의원개설이 가능하도록 하여, 전국의 노인 종합복지관에서는 노인분들 누구나가 자유롭게 의료복지 서비스를 받을 수 있도록 해야 한다. 둘째, 현재 국민건강보험공단은 기금고갈 문제로 국가적 어려움에 처해 있다. 이것은 국가의 성급한 의약분업의 실시로 야기된 문제이며, 이를 노인의원 개설의 탓으로 돌려 개설을 유보해서는 안되며, 오히려 일본의 경우에서처럼 별도 개호보험 등의 형태로 노후에 발생할 수 있는 건강상의 문제에 대한 대책 마련을 해야 한다. 셋째, 일부 복지관에서는 의원개설을 통해 무분별하게 수가보험료를 청구하여 사회적 물의를 일으키고 있으며, 그 보험료를 법인의 배만 채우는 사업 정도로 여기는 경우가 있다. 이에 보건복지부는 이런 악덕 법인에게는 법적 제지와 법인 취소의 강경책을 마련하여 보험료 수가적용 전액이 다시 복지관의 대상자에게 재투자되어 고급의 복지 서비스 제공으로 이어지게 해야 한다. The aged welfare is a social activity to maintain high level of seniors' welfare as a practise of social welfare. Korea has turned into an aging society by 1999 and has been anticipated to be an aged society by 2020. A current issue facing seniors is a health problem. As long as the health problem is resolved, other issues, such as economical poverty, psycho(1ogical)-socialloneliness(isolation), losing social role due to retirement and so on, can be approached in positive way. The health issue is closely related to social-medical work Social-medical work is a special practise which deals with prevention and treatment&rehabilitation thru case work or group work dealing with emotional and social challenge influencing the treatment as a whole. In this research, number of issues have to dealt in oder to improve the client service of Seniors' Synthetic Welfare Center in Korea based upon the documentation and case report from Duck Yang Seniors' Synthetic Welfare Centre. The conclusions are following: 1. The department of health has to legally require seniors' synthetic welfare centers to open their own medical centre as a requirement. It will allow any senior to be treated for any medical need. 2. Currently, National Health Plan Funding is facing the fund depriving at the national level. I t has been due to premature separation of medical system not due to opening of senior only medical center which must not delay the opening of additional senior only medical centre. It is strongly advised to study Japanese model of Care insurance to develop the most suitable to the current situation. 3. Some Seniors' Welfare Center open medical centers to practise illegal billing misusing the grey area of the current billing system. Upon such a practise, Health-Welfare Department must take strong legal action to stop such practise and, further more, confiscating the medical license in case of serious violation. Therefore, the illegally paid amount can be collected and reinvested into the medical insurance system, ensuring high level of welfare service.

코스닥 상장 중소벤처기업의 특허취득 공시가 기업가치에 미치는 영향에 관한 연구

This study analyzes the influence on enterprise value of public announcement of obtaining a patent for 172 small venture business listed in KOSDAQ market during the period from January 1st 1999 to June 30th 2010. Summarizing the analysis results, first, public announcement of obtaining a patent leads a value of the company in a positive direction. Second, it is found that the variables such as venture company, IT company, R&D investment to total asset ratio, stake portion of major shareholder have a meaningful positive influence on cumulative average residual(CAR) during the period from 1 day prior to the patent announcement date to 1 day after the date. It can be judged that those variables influence on the decision of the enterprise value during the period. 본 연구는 1999년 1월 1일부터 2010년 6월 30일까지 11년 6월 사이 코스닥시장에 특허취득 공시한 172건의 중소벤처기업을 연구표본으로 R&D투자 활동의 성과인 특허취득 내용을 코스닥시장에 공시하면 해당기업의 주가가 어떠한 반응을 보여주는지 분석하였다. 분석한 결과를 정리하면 첫째, 특허취득 공시가 해당기업의 가치를 긍정적인 방향으로 유도하고 있다. 이는 투자자가 특허취득에 대해 경제적 효익을 누릴 수 있는 가치극대화 지지를 시사한다고 판단된다. 둘째, 특허취득 공시를 할 때 벤처기업, IT기업, 총자산에 대한 R&D투자 비율, 대주주 지분율 등의 변수가 특허공시 이전 1일부터 특허공시 이후 1일까지 구간의 누적초과수익률(CAR: Cumulative Average Residual)에 유의한 양(+)의 영향을 미치고 있음을 발견하였다. 이들 변수가 특허공시 이전 1일부터 특허공시 이후 1일까지 구간의 기업가치 결정에 영향을 미치는 주요 변수임을 설명한다고 판단할 수 있다.

본 연구는 시설 내 생활재활교사들을 대상으로 현재 생활시설에 거주하고 있는 정신지체인의 성문제 실태를 조사하여 그들의 성적행동 특성을 파악하고 성문제를 분석함으로써 이를 바탕으로 정신지체생활인이 성적존재로 인정받는 서비스를 제공받고 기관, 사회, 정부의 인식을 변화시켜 그들의 삶의 질을 높일 수 있는 정책방향 제시와 실천적 토대를 위한 기초 자료를 제공하고자 시도하였다. 이에 본 연구는 2004년 11월 20일부터 12월 20일까지 보건복지부에 등록되어 있는 전국 정신지체생활시설에 근무하는 생활재활교사들을 대상으로 실시한 조사연구를 분석 결과를 토대로 정신지체생활시설인의 성문제 대처방안을 제시하였다.
