        무인화로 인한 제주 산지 등대의 유휴시설 활용 방안

        With the introduction of unmanned lighthouses, which have played an important role in marking sea routes, due to the development of technology, crisis of existence and abolition of existing lighthouses and auxiliary buildings has been arisen. The purpose of this study is to transform the lighthouse into a new cultural space rather than to close it due to unmannedness, to revive the historical value of the lighthouse and to develop it into a cultural space that the people can relate with. This study aims to investigate Sanji lighthouses in Jeju Island among the cases of unmanned lighthouses. Jeju Sanji lighthouse is a place with 100 years of history and has cultural value only when it is with the sea view. As a method of this study, a literature survey was conducted priorly on the historical background of Sanji lighthouses and how to utilize unused facilities abroad. In addition, we visited the Sanji Lighthouse in person to investigate the current status, and also visited the Jeju Regional Maritime Management Office to conduct interviews. Various opinions were also collected by conducting a survey on managers, local residents, and visitors of the Sanju lighthouse to study specific applications. Through this process, this study proposes a plan for a cultural space that can be therapeutic for residents and visitors by transforming the Sanji lighthouse into a new cultural space due to unmannedness, First, an exhibition hall, which that functions as a historical education and exhibition, can be planned so that the historical value of the Sanji lighthouse is sympathized with. Second, the area can be a marine cultural space where you can see the sea and have a time for healing. Third, exhibitions related to high-tech and art and culture spaces for local artists can be created with the introduction of cutting-edge technology. Therefore, it aims to contribute to the formation of a new cultural space where lighthouses can be activated as a cultural space beyond just marking sea routes by introducing new functions such as exhibitions, museums, and cafes so that everyone can enjoy the old space.

        아파트 저층부 외관의 시기별 변화와 요인에 관한 연구

        Recently lower-level exterior, which is one of important features among physical elements in apartment buildings has continuously been changed in its shape and use. Today, it is a very important part to make a new apartment complex and give identity to apartment residents. The purpose of this study is to analyze the changing trend and the causing factors of the apartment lower-level exterior according to the physical shapes from the past to the present. The time span of this study is about 30 years from the middle of 1970s to the present during which the supply of the apartment gets down to be developed mainly by private industry. For the time distinction, it is divided by total 7 stages, 5 years each to observe the progressive changes. The apartment samples for the study were selected in Seoul. Then, 10 apartments were collected for each time period so that total 70 apartments were analyzed for the time feature. The results of this study showed that the lower-level exterior were affected by government regulations, technical improvements and socio-economic influences. Among these, socio-economic factor is the most influencing one for the changes. However, it can be said that the physical shape of the apartment has been the reflection of the feature of their time.

        델파이기법을 활용한 민군간 공용 시설유형 및 고려요소 판단 연구

        When developing projects to build facilities to be shared by both military bases and surrounding communities, strategies are needed to achieve two objectives: 1) minimize missteps and opposition from local communities in the process of developing and implementing such projects, and 2) promote cost-benefit optimization and user-satisfaction. With aim of promoting co-operation and co-existence between military bases and adjust communities, this research proposes esthetical factors to be considered in conceiving civil-military sharing facilities. It seeks experts’ opinions on the development of civil-military sharing facilities, and examines critical factors (economic feasibility, security, and satisfaction, etc.) for project development as well as building types suitable for shared-use between military bases and local residents. It then establishes a method to prioritize facility-type and narrow down design factors (considerations and restrictions) in project development by applying quantitative analysis. The methodological approach of the research employs the Delphi survey method to quantitatively analyze qualitative information drawn from experts’ opinions. At the first round of the survey, facility types, items for consideration and restrictions are drawn, and then at the second round of the survey, criticality of each item is analyzed. Finally, it reaches a conclusion on suitability of facility types for civil-military sharing facilities, and selects project considerations and restrictions when developing this kind of project

        민군 시설공용 확대 및 활성화 방안에 관한 연구

        A civil-military facility sharing project is a part of mutual cooperative efforts, which enables the military to use any civilian (local government or company) or a civilian to use any military facility. Such facility sharing project may reduce or clear possible conflicts with the local residents in the surrounding area of a military facility while being available to save budgets for new construction or maintenance of a defense or military facility. Various measures have been proposed for institutional resolutions on conflicts with the local residents in the surrounding area of a military facility. This study collects and organizes previous cases of the civilian-military facility sharing projects, and analyzes the characteristics of such cases based on the project types. In addition, by organizing and proposing the project characteristics, plans (ideas) and determination criteria to expand and vitalize are presented regarding the project types having restrictions. AHP technique is employed to research on the matrix for the project feasibility determination. Also, the opinions organized through the cause analysis are categorized and presented as a project for the expansion and vitalization of future project. According to the rearch result, Type I, II and III are determined to be projects that can be implemented without difficulties. Type IV, on the other hands, is determined as not illegal, yet inadequate so that some legal and institutional complements are required to expand and vitaliza this facility sharing project.

        아파트 지붕 및 옥탑 형태의 시기적 변화와 변화요인에 관한 연구

        The roof together with the roof-top, which is one of the most important features among physical elements in apartment buildings has been changed in its shape and use. The physical shape of apartment roof with the roof-top structure has been changed throughout the history. It means that it has been a very important part to make skyline in the city and gives identity to the residents living in their apartment. The purpose of this study is to analyze the changing trend and the causing factors of the apartment roofs and the roof-top structure according to the physical changes of apartment shapes from the past to the present.         국방 군사시설의 BIM적용 및 활성화 방안 연구

        Since its beginning the military has continued updating its equipments and facilities by modernizing and expanding them. However, with rapidly growing technologies and business management skills, the time for military facilities evolvement seems unavoidable. The Defense Installations Agency (DIA) has come to a conclusion that application of BIM is necessary. Since its decision, the DIA has been researching the use of BIM and developing guidelines for its application. Nevertheless, the speed of instructions and practical implementation of its model have been behind its plan due to various reasons. To overcome its limitations, the DIA has come up with three-step-solution: basic experience, budgeting, and expansion. Due to numerous number of projects of BIM, it is almost impractical to implement all of them concurrently. The methodological approach of the research employs the Delphi survey method to quantitatively analyze qualitative information drawn from experts’ opinions. By applying the Delphi survey method, the first round of the survey drew lists of constraints, BIM application scenarios as well as BIM promotion measures. Afterwards, at the second round of the survey, criticality of each item collected at the 1st round was analyzed to reach a conclusion. Finally, constraints against BIM application were analyzed, and BIM application scenarios and promotion measures for the BIM were introduced.

      • 경기도 농어촌 외국인 노동자 주거모델 개발을 위한 정책연구

        2020년 말 포천 비닐하우스 내 가설건축물 숙소에서의 외국인노동자 사망사건 및 올해 전남 광주시 비닐하우스 화재 사건 등과 관련하여 외국인노동자의 주거환경 개선에 대한 필요성이 강하게 제기되고 있다. 고용노동부는 2021년도 1월1일부터 외국인노동자 고용 허가 신청 시 비닐하우스 내 컨테이너나 조립식 패널 등의 숙소에 대해서는 고용 허가를 불허하고 있어 미허가 가설건축물이 아닌 허가 받은 시설의 외국인노동자 숙소를 마련하여 이전해야 하는 상황이다. 정부가 농민들의 어려움을 고려하여 최장 1년의 유예기간을 주어 올해 말까지 시행하도록 하고 있으나 농민들은 현행법상 농지에는 주거용 건축물을 짓지 못하기 때문에 일반건축물에 숙소를 마련하는 것은 경제적으로 부담이 크고, 이를 준비하는 과정에도 시간이 걸려 농민들의 농업 활동의 인력수급에도 상당한 어려움이 있다. 경기도에서도 농어촌지역 외국인노동자 고용사업장에 대한 거주시설에 대한 실태조사 추진하였으며, 상당수가 안전 및 인권에 취약한 것으로 나타났다. 장기적으로 외국인 노동자들의 근로환경을 바람직한 방향으로 개선해 나가는 건 필수 불가결한 변화이다. 농어촌지역의 노동력 확보와 외국인노동자의 권익 보호를 할 수 있는 주거시설 마련을 위한 경기도 차원의 정책 방안 도출이 필요한 시점이다. 본 연구는 고용노동부와 경기도가 수행한 경기도 농어촌 외국인 노동자의 실태분석을 기반으로 현실 가능한 관리와 대응 방안을 마련하여 적시에 대응할 수 있는 전략을 제시하였다. 또한, 경기도 내 농업의 외국인 노동자 현황 및 안전사고 현황 등 최근 이슈를 검토하고, 관련 국내외 정책 및 거주시설 사례분석을 위해 현실적인 문제진단과 대안을 제시하여 농업인과 외국인노동자의 상생이 가능한 경기도형 모델 세 가지를 제시하였다. 외국인노동자 주거모델은 3가지는 모델1) 거점형 신축, 모델2) 직주근접형 모듈러 주택, 모델3) 빈 건물 활용으로 제안하였다. 모델1 거점형 신축은 외국인 노동자의 분포 및 현재 숙박시설의 분포를 고려하여 위치를 결정하고 지역 내 외국인노동자를 위한 공동시설을 함께 고려할 필요가 있다. 모델2 모듈러 주택은 증축 확장성 및 수요변화에 대한 빠른 대응 등의 장점이 있어 변화하는 농어촌 외국인노동자 수에 적합한 형태이다. 모델3 빈 건물 활용은 농지와 매우 인접한 곳에 위치하거나 여러 농지의 중심 위치에 있는 빈집 및 빈 상가, 빈 창고 등 빈 건물을 대상으로 한다. 주민을 위한 복리시설 등의 공공, 공익시설이어야 사업 추진이 가능하므로 지역 농민 생활편의시설을 복합한 상생형 거주시설이 되어야 한다. 외국인노동자의 주거환경 관리를 위해서는 범정부 TF 구성하여 실효성 있는 대응 방안 및 제도개선 방안을 마련하고 효율적인 업무처리 체계를 마련해야 한다. 그 외 외국인노동자의 합법적 양성화를 위한 데이터베이스 구축, 외국인노동자 숙소 등록제 도입, 합법 외국인노동자 등록제 및 공공파견제 도입 등 추진을 제안하였다. The need for improving the residential environment of foreign workers is strongly raised with the death of migrant farm workers at the accommodation of temporary vinyl house in Pocheon at the end of 2020 and the fire at Gwangju vinyl house this year. Starting from January 1st, 2021, the Ministry of Employment and Labor has not allowed employment permits for accommodations such as containers and prefabricated panels in vinyl houses. The government gives farmers a grace period up to one year to implement it by the end of this year, but current law strictly abandon the temporary houses in farmland under the current law with the issue of safety and farmers have to arrange another land to provide the proper housings to migrant employees. So, it is economically burdensome to prepare for it, and it takes risk to supply workers in time. Gyeonggi Province conducted a survey on residential facilities for migrant foreign workers in rural areas, and many were found to be vulnerable to safety and human rights. In the long run, improving the working environment of foreign workers is an indispensable change. It is time to draw up policy measures at the Gyeonggi-do level to secure labor in rural areas and to establish residential facilities that can protect the rights and interests of foreign workers. Based on the analysis of foreign workers in farmland and fishing villages in Gyeonggi Province conducted by the Ministry of Employment and Labor and Gyeonggi Province, this study proposed a strategy to prepare realistic management and countermeasures in a timely manner. In addition, it reviewed recent issues such as the status of foreign workers and safety accidents in Gyeonggi-do, and presented realistic problem diagnosis and alternatives to analyze related domestic and foreign policies and some ex residential facilities. Three models of foreign workers" accommodation were proposed as 1) Model 1: new building 2) Model 2: utilization of vacant buildings, and 3) Model 3: modular housing close to the workplace. Model 1 new hub type needs to be determined by considering the distribution of migrant farm workers and the distribution of current accommodations and considering joint facilities for foreign workers in the region. Model 2 Utilization of empty buildings shall be for empty buildings, such as empty houses, empty hotels, empty shops, empty warehouses, etc. located very close to farmland or located at the center of various farmland. Under the law of vacant house, since it is only possible to promote the project when it is a public and public utility facility such as welfare facilities for korean residents, it should be a win-win residential facility that combines local farmers" living facilities and local korean farmers. Model 3 modular housing is suitable for the seasonal changing situation in number of foreign workers in farmland and fishing villages because it has advantages to demolish and rebuild again with expandability and rapid response to changes in demand. In order to manage the residential environment of foreign workers, the government should form a pan-government task force team to prepare effective countermeasures and system improvement measures and prepare an efficient business processing system. In addition, the government proposed to establish a database to legally train migran farm workers, introduce a registration system for migrant farm workers, and introduce a registration system for legal migrant farm workers and a public dispatch system.

      • 경기도 산업안전트레이닝센터 건립방안

        Recently, there have been many industrial disasters in Gyeonggi-do. Mainly most of accidents were caused by human carelessness and an accident that could be prevented if safety education was properly conducted. The number of industrial accidents in Gyeonggi Province is 23.3 percent of the nation"s total, the largest among all industrial accidents in the country. The number of deaths from industrial accidents also accounts for 19.3 percent of the nation"s deaths. In addition, however, most of the educational approach related to industrial safety are simple theoretical education, and professional industrial safety education program are very insufficient and limited. Therefore, industrial safety education facilities adjusting field work with expertise are inevitably needed in order to reduce the real numbers of industrial accidents. The Gyeonggi-do Industrial Safety Training Center, which we suggest, aims to support the education of industrial workers vulnerable to disasters and the reduction of industrial disasters in Gyeonggi-do. Education programs were organized focusing on major industries such as construction and manufacturing. Locations are suggested in consideration of the distribution of industrial facilities and regional balance. A Main building for giving lectures and nine training spaces were proposed to provide both theoretical and practical education. In addition, We proposed the Gyeonggi-do safety manager certification system according to this Gyoenggi-do Industrial Safety Traning Center’s education program. It fosters safety managers and practical training reducing industrial disasters in the way that more laborers, who are exposed to the danger of industrial accidents, can be involved. Since 74% of construction disasters occurred at small construction sites, the treatment caring laborers who are working in small and scattered construction sites will be the efficient way to reduce the industrial disasters. In order to proceed with the project, it is necessary to distinguish appropriate roles, such as funding from central ministries and conducting practical operations in Gyeonggi-do. Also, since it is a large-scale project, the project should be carried out step by step, divided into short, medium and long-long periods.

      • 평택시 지역발전 전략 연구

        평택시는 1995년 평택시, 송탄시, 평택군 등 세 개의 시군이 통합되고, 택지개발이 증가하면서 지속적으로 인구가 증가하고 있다. 갑작스러운 대규모 택지개발사업에 따라 신도시와 구도심간이 갈등이 대립하고 있으며, 균형발전에 대한 목소리가 커지고 있다. 특히 2006년부터 시작된 주한미군기지 이전사업이 마무리되면서, 평택시에 거주하는 미군 및 가족, 관련기술자들을 위한 도시기반시설 및 편의시설 확충에 대한 수요가 증가하고 있다. 본 연구의 목적은 크게 평택시 지역현황 및 기존계획 분석을 토대로 구도심의 주요 이슈와 문제점을 분석하여 분야별 구도심 재생을 위한 전략을 도출한다. 또한, 미군기지 이전과 관련한 주택현황 및 수요를 추정하고, 분야별 수요를 통합적으로 고려하여 권역별 구도심 전략을 제안하고자 한다. 이에 본 연구에서는 평택시의 지역현황 및 기존계획에 대해 파악하기 위하여 인구, 주택, 토지, 건축물, 산업 등의 일반 현황을 조사하고, 도시환경 분석 및 평택시 진행사업과 관련 장기발전계획에 대해 검토하였다. 언론, 상위계획 등을 통해 구도심 주요 이슈 및 문제점을 도출하였으며, 미군기지 이전으로 인해 대량으로 유입되는 미군 관련 인구 수를 추정하였다. 이후 자연ㆍ생태, 군사, 산업, 복지, 국제교류ㆍ교육, 도시재생으로 분야를 나누어 각 분야별로 현황 및 문제점을 도출하고 이를 바탕으로 구도심 재생을 위한 분야별 핵심사업을 도출하였다. 도시-자연 생태계 연계를 위한 핵심사업으로 조화로운 시가지·전원·녹지 상생구조 구촉, 농업 생태공원 조성 및 도시녹화, 생태하천 복원을 통한 세갈래 물길 경관 정비, 강줄기와 산줄기 연계를 제시하였다. 군사지역과의 상생적 도시구조 재조직을 위한 핵심사업으로 미군공여지역 주변 주민과의 상생구조 재정비를 제안하였으며, 미래 성장동력 산업 창출을 위한 핵심사업으로 농업의 6차산업화, 지역특화형 MICE 산업 활성화, 노후산업단지 경쟁력 강화를 제시하였다. 지역사회 복지 발전을 위한 핵심사업으로 보건복지서비스 맞춤형 제도 구축, 경력단절여성의 사회서비스 일자리 확대를 제안하였고, 국제교류 및 교육을 위한 핵심사업으로 세계시민교육 활성화, 지역산업 연계 특성화고 활성화를 제시하였다. 마지막으로 균형발전을 위한 자족적 다핵구조 재생을 위한 핵심사업으로 Korea American Town 조성 및 활성화, 타운매니지먼트를 통한 지역문화 활성화, 구도심 전통시장 활성화, 지역수요에 대응하는 역세권 생활권 구축, 구도심 난개발 방지 및 계획적 성장관리, 미군과 지역주민 간 완충지대로서 카페거리 조성 등을 도출하였다. 이러한 분야별 분석 내용을 바탕으로 평택시 내 분야별로 핵심사업이 어느 지역에 분포하는 것이 효율적인지에 대해 도출하였다. 도시·자연 생태계 연계를 위한 핵심사업은 농촌지역과 오성강변 인근인 오성면, 진위천 부분에 적용해야 하며, 군사지역의 상쟁적 도시구조 재조직을 위한 핵심사업은 미군부대 K-6과 K-55 지역 인근에 적용해야 할 것이다. 미래성장동력 창출을 위한 핵심사업은 주요 농업지역인 안중읍·오성면 지역, 노후산업단지 밀집지역인 세교동 인근 지역에서 진행할 수 있으며, 지역사회 복지 발전과 국제교류를 위한 핵심사업은 평택시 전역에서 고르게 진행되어야 한다. 균형발전을 위한 다핵구조 재생을 위한 핵심사업은 국제교류를 위한 신장동, 역세권 생활권 구축을 위한 세교동, 카페거리 조성을 위한 안성천 인근 등에 적용되어야 할 것이다. 평택시 내 구도심 중 주요 권역별로 어떠한 주요 발전전략이 수립되어야 하는지 지역별 특징에 맞춰 전략을 도출하였다. 총 4개 권역으로 나누어 현황, 지역특징, 핵심사업 등을 모두 종합하여 제안하였다. 1권역인 미군부대 K-55 주변 신장동 인근은 ‘주민이 만들어가는 KOA TOWN 조성’, 2권역인 미군부대 K-6 주변 팽성읍 인근과 오성강변은 ‘살고 싶은 생태적 주거환경 조성’, 3권역인 세교동과 서정리 인근의 경우 ‘즐겁게 일하는 근로환경 조성’, 4권역인 오성면과 안정읍 인근은 ‘농업 체험 및 교육거점 조성’을 각 권역별 중점발전전략으로 제시하였다. The city of Pyeongtaek is experiencing a conflict between the new city and the old city due to the sudden large-scale urban development project and the voice for the balanced development is increasing. In particular, with the completion of the project to relocate the U.S. military base in Korea starting in 2006, it is necessary to consider the demand for expanding urban infrastructure and amenities for U.S. soldiers, family members and engineers living in Pyeongtaek. The purpose of this study is to analyze key issues and spatial problems based on the analysis of the previous plans and the current situations of old city area in Pyeongtaek in order to derive a strategy for urban regeneration. In addition, the relocation of U.S. military is the critical analysis point to propose regional and spatial strategies by estimating housing conditions and essential. Therefore, in this study, the general status of population, housings, land use, conditions of buildings and industry were investigated in order to understand the current situations of Pyeongtaek City and also the previous plans, the urban environment and development project of Pyeongtaek City were examined. Major issues and problems were identified through the various analysis on media keywords and plans of higher hierarchy, and the expected number of people related to the U.S. troops was estimated as a result of the relocation of the U.S. military base. After that, key projects were suggested in primary sectors divided into natural environment, industrial, welfare, international exchange, education, and urban regeneration as the coexistence with american military base. As a whole, Based on the analysis and suggestions by area, the regional strategy were proposed by 4 core region of old town area to put together the entire information of regional characteristics, definitive features and core projects.
