        Genetic researchers in South Korea have been critical of the nation’s Personal Information Protection Act since its inception, concerned that it would interfere with valuable research. Personal information on health conditions and medical care is required for genetic research. However Article 18 of the Personal Information Protection Act severely limits the ability of genetic researchers to carry out their work. This article argues on the basis of the public benefits derived from genetic research that there should be exceptions for the purpose of genetic research to Article 18 of the Personal Information Protection Act.

        전기량 Q인 하전입자가 거리 R 떨어진 곳에 만드는 전기장의 세기는 ◁수식 삽입▷(원분을 참조하세요)로 주어진다. 이 전기장이 형성하는 에너지 밀도는 ◁수식 삽입▷(원분을 참조하세요)로 주어지며 이를 전공간에 대해 적분하면 :그 전기장이 형성한 전 에너지가 될 것이며 이는 그 하전입자의 질량이 갖고 있는 총 에너지 MC^(2)과 같다고 볼 수 있다. 이렇게 놓으면 우리는 전자의 반경 .Ro(electron)= 1.42×10^(-16)m 와 양성자의 반경R_(o)(proton) = 7.87×10^(-19)m를 구할 수 있다. The electric field of a charge Q is given by ◁수식 삽입▷(원분을 참조하세요) and the energy density is ◁수식 삽입▷(원분을 참조하세요) in vacuum. Hence, the total electric energy in the entire space is given by integrating over the whole space. And the total energy of the charged particle with mass M is equal to Mc^(2). Equating these two we have obtained the size of the electron and of proton. Namely, (electron)= 1.42×10^(-16)m and Ro(proton) = 7.87×10^(-19)m.

      • 의료윤리의 '자율성 존중의 원칙'에 대한 연구

        The principle of respect for autonomy has been introduced in lots of medical ethics references explaining Kant's conception of autonomy. "Autonomy in medical ethics” is different from autonomy in Kant." The former is almost the same as principle of freedom. I examine the meaning of autonomy through the review of Beauchamp and Childress' analysis and Miller's, Which do not reach Kant's conception. I also try to propose some practical suggestion after this examination. Autonomy is different from freedom in that autonomy should include moral reflection. The aspect of moral reflection in autonomy may reflect cultural and/or relational consideration beyond individualistic conception of autonomy. This may contribute to establish a new conception of autonomy. Even a new conception of auton-omy is still different from Kant's in that the principle of autonomy is one of principles whereas Kant' s autonomy is one to produce moral norms. Thus principle of autonomy in medical ethics can not be considered to be the supreme one to resolve medical ethical issues. Autonomy may not be respected when respecting one autonomy does harm to others or violates the principle of justice. In this respect, autonomy as a value may conflict other values such as life or justice. Which value is preserved is still a difficult question when we are faced with conflicts of values.

      • 口眼渦斜 患者의 Gadolinium-DPTA enhanced MRI 所見에 대한 臨床的 考察

        This study is designed to evaluate the clinical implications of Gd-DPTA (Gadolinium-diethyl - enetriamine pentacetic acid) enhanced MRI(Magnetic resonance imaging) in Bell's palsy and find it's usefulness in Oriental Medicine In this study, 25 outpatients with Bell's palsy were studied that MRI was performed. To evaluate degree of facial palsy, H-B(House-Brackmann) Grade was used. In Oriental Medical therapy, Acupuncture and Herbal medicine were treated. Subjective causes was divided into exposure to chill, fatigue, stress, mixed cases. Enhanced site was compared with symptoms which were disorder of eye, hearing, taste, and facial muscle palsy. Also, Relation between time which was performed MRI and enhancement was analyzed. The enhanced lesion in MRI was divided into five segments; Internal auditory canal, Labyrinthine segment, Geniculate ganglion, Tympanic segment, Mastoid segment. In Bell's palsy, 20 of 25 patients(80%) had abnormal contrast enhancement of the facial nerve. The H-B grade and interval performed MRI from onset were directly proportionate to enhancement. That is to say, Severe facial palsy short interval show high possibility of enhancement. There was no relation between subjective causes and enhanced site of facial nerve in MRI. Also Clinical symptoms didn't coincide with MRI findings.

      • 유전 알고리즘을 이용한 거리 정보의 추출

        In this paper, a genetic algorithm-based optimization technique for stereo matching is proposed. Stereo matching is the essential process to recover three-dimensional structure of objects. The geometrical difference of left and right images called as disparity is constructed as two-dimensional chromosomes with fitness values inversely proportional to their costs. The cost function is composed of the intensity-difference between two images and smoothness of disparity. The crossover and mutation operators in the two-dimensional chromosomes is described. The operations are affected by the disparities of neighbor pixels. The knowledge-augmented operators is shown to result in rapid convergence and stable result. The genetic algorithm for stereo matching is tested on synthetic and natural images. Experimental results for various images show that the proposed algorithm has good performance even if the image has the unfavorable conditions.

      • 蜂毒藥鍼刺戟이 腦幹 神經細胞와 Serotonin性 神經細胞의 活性變化에 미치는 영향

        This study was designed to evaluate the effect of the bee venom(BV) aqua-acupuncture on the neuronal activities of serotonergic(5-HT) system in the brainstem. After the BV aqua-acupuncture was applied on Chok-Samni(ST36) and the gluteal part(Blank locus) in rats, the number of Fos immunoreactive neurons was counted by using computerized image analyzing system. Also, the number of colocalization between 5-HT containing neurons Fos immunoreactive neurons were analyzed by using the double immunohistochemical technique. The results of the experiments were summarized as follows : 1.In almost every neucli, the Chok-Samni group and Blank locus group showed more increase in the number of Fos immunoreactive neurons than the control group. Especially, in Arc, DR, LC, RMg, Gi, PAG Rost and PAG LV, the Chok-Samni group showed more significant increase than the control group. Also, in PAG LV Mid and Arc, Chock-Samni group showed more significant increase than the Blank locus group. 2.In DR and PAG LV Mid, Chok-Samni group and the Blank locus group showed more significant increase in the number of colocalization between 5-HT containing neurons and Fos immunoreactive neurons than the control group after the BV aqua- acupuncture. Also, the Chok-Samni group showed more significant increase than the Blank locus group. Consequently, the BV aqua-aqupuncture increased more potent the number of Fos immunoreactive neurons and the activity of serotonergic neurons. Furthermore, the BV aqua-acupuncture was more effective on Chok-Samni than Blank locus group. These results indicate that the BV aqua-acupuncture is very effective therapy to control pain. The therapeutic effect of BV aqua-acupunture may associated with the endogenous modulatory system such as serotonin Those data from the study can be applied to establish the effective treatment of the BV for pain control in the clinical field.

      • 생분해성 PLA를 이용한 안경테의 적용 및 그의 물성 연구

        Poly (lactic acid) (PLA) is well known as a biodegradable thermoplastic polyester with good physical properties. In recent year, environmental deterioration caused by synthetic plastic is serious. So, PLA is a one way to solve the problem. This study investigated the optimum conditions of injection moulding and the properties of the biodegradable eyeglass frame, such as tensile strength, elongation, mould shrink-age, dyeability and elastic deformation. Biodegradable eyeglass frame (temple) can be made with injection moulding machine in the optimum conditions. Materials were used PLA only and plasticizer modified PLA, respectively. Tensile strength and elongation of PLA was around 600kgf/cm' and 6 10% respectively. Those of plasticizer modified PLA was 560kgf/cm' and 25% respectively. PLA temple has brittle characteristics not flexibility. But the property was not significant with respect to the various injection moulding conditions. And tensile strength decreased and elongation increased with addition of the plasicizer. Dyeability was excellent for all sam-ples. After high deformation, the frame can not recover completely. Elastic recovery of plasticizer modified PLA was better than that of PLA only.

        The Working Group on the revision of Clinical Research Methodology for Acupuncture met in Seoul, Republic of Korea from 24 to 26 August 2005. The main objectives of the meeting were to review the regional publication guidelines for Clinical Research on Acupuncture, to make necessary revisions in the guidelines, to make recommendations on further collaboration and activities in the field of research on acupuncture, and to discuss scientific evidence-based approaches in the clinical research on acupuncture. Fourteen members from the eight Member States, one secretariat staff from the WHO Regional Office for the Western Pacific and ten observers from the Republic of Korea attended the meeting. The members presented their papers to review the current status of clinical research on acupuncture. The drafts of proposed revision to the previous guidelines for clinical research methodology on acupuncture were discussed extensively. The issues covered during the discussion included: the definition of the new terms; reorganization of clinical research design; revision and update of contents (e.g., control group); introduction of Institutional Review Board (IRB) on the section of ethical approval; additional outcomes including health-related quality of life (HRQOL), qualitative measures, etc. In the course of these discussions, the working group developed the revised guidelines for clinical research on acupuncture and made recommendations for promoting the dissemination of the revised guidelines.

      • 디지털 항측 카메라의 활용 현황과 전망

        Up to date, photogrammetry is the most standard technology for the topographic mapping. The applicability of photogrammetry is drastically increasing with the progress of photogrammetry instruments and the development of processing software. Some remarkable advancements of the photogrammetry are summarized as follows ; GPS Navigation, Pinpoint Photographing, Direct Georeferencing and Automation of Survey Flight Mission. In addition, the era of a real digital photogrammetry is near at hand with the advent of high precise aerial digital cameras which enable us to acquire digital images as soon as the photographing. In this paper, the status of photographing and camera development related to the mapping process and technology has been inquired. This research is mainly focused on the investigation of the flight system calibration methods and their characteristic which give a great effect on the determination of interior orientation parameters.
