      • Project Management Standardization for R&D Quality Improvements in KINAC

        ISO 9001:2005 is the international standard for implementing a Quality Management System (QMS), which provides a framework and principles for managing an organization’s quality management. The aim is to ensure that the organization continuously provides products and services that satisfy regulatory requirements. The “process approach” in ISO 9001 is defined as a systematic method of achieving organizational goals by comprehending and managing the interconnected processes as a cohesive system. Recently, KINAC has decided to develop standard processes in the field of R&D and performance management based on the framework of the ISO 9001:2015 quality management system. The objective of this study is to establish standardized processes for conducting research and development, as well as managing the outputs and performance of R&D activities. It involves identifying, designing, implementing, monitoring, and continually improving processes to ensure consistency, efficiency, and effective management of KINAC R&D and its achievements. Firstly, R&D and the research performance management process were defined, and the processes were categorized by function according to the requirements of ISO 9001:2015. Second, the ISO 9001 requirements were compared to the institute’s existing regulations and documents in order to identify any additional processes and procedures needed to meet the quality management requirements. Finally, the lists of quality documentation were determined for the institute’s QMS. As a result, a total of 30 QMS documents were listed, including 1 manual, 12 quality processes and procedures, and 17 quality instructions. The documents can be categorized into four process groups: the management and planning process group, the R&D and achievements management process group, the analysis and improvement process group, and the support process group. All input and output information of each process are connected and interrelated. The implementation of quality management standards and procedures for R&D in KINAC could lead to improved research practices, more reliable data collection and analysis, and increased efficiency in conducting R&D activities. For further study, it is planned to create detailed, high-quality documents that adhere to standard requirements and guidelines.

        토털 아웃소싱 환경 하에서 IT서비스 수준관리(Service Level Management) 프로세스 성숙도가 정보시스템 성공에 미치는 영향에 관한 분석적 사례연구

        As the utilization of information technology and the turbulence of technological change increase in organizations, the adoption of IT outsourcing also grows to manage IT resource more effectively and efficiently. In this new way of IT management technique, service level management(SLM) process becomes critical to derive success from the outsourcing in the view of end users in organization. Even though much of the research on service level management or agreement have been done during last decades, the performance of the service level management process have not been evaluated in terms of final objectives of the management efforts or success from the view of end-users. This study explores the relationship between SLM maturity and IT outsourcing success from the users' point of view by a analytical case study in four client organizations under an IT outsourcing vendor, which is a member company of a major Korean conglomerate. For setting up a model for the analysis, previous researches on service level management process maturity and information systems success are reviewed. In particular, information systems success from users' point of view are reviewed based the DeLone and McLean's study, which is argued and accepted as a comprehensively tested model of information systems success currently. The model proposed in this study argues that SLM process maturity influences information systems success, which is evaluated in terms of information quality, systems quality, service quality, and net effect proposed by DeLone and McLean. SLM process maturity can be measured in planning process, implementation process and operation and evaluation process. Instruments for measuring the factors in the proposed constructs of information systems success and SL management process maturity were collected from previous researches and evaluated for securing reliability and validity, utilizing appropriate statistical methods and pilot tests before exploring the case study. Four cases from four different companies under one vendor company were utilized for the analysis . All of the cases had been contracted in SLA(Service Level Agreement) and had implemented ITIL(IT Infrastructure Library), Six Sigma and BSC(Balanced Scored Card) methods since last several years, which means that all the client organizations pursued concerted efforts to acquire quality services from IT outsourcing from the organization and users' point of view. For comparing the differences among the four organizations in IT outsourcing sucess, T-test and non-parametric analysis have been applied on the data set collected from the organization using survey instruments. The process maturities of planning and implementation phases of SLM are found not to influence on any dimensions of information systems success from users' point of view. It was found that the SLM maturity in the phase of operations and evaluation could influence systems quality only from users' view. This result seems to be quite against the arguments in IT outsourcing practices in the fields, which emphasize usually the importance of planning and implementation processes upfront in IT outsourcing projects. According to after-the-fact observation by an expert in an organization participating in the study, their needs and motivations for outsourcing contracts had been quite familiar already to the vendors as long-term partners under a same conglomerate, so that the maturity in the phases of planning and implementation seems not to be differentiating factors for the success of IT outsourcing. This study will be the foundation for the future research in the area of IT outsourcing management and success, in particular in the service level management.       • 지식경영환경과 조직구조특성이 지식경영프로세스에 미치는 영향에 관한 연구

        기업의 지식경영에 구체적 도움을 주기 위해 지금까지 진행되어온 개념적 연구결과 들을 종합하고 지식경영환경 및 지식경영프로세스에 대한 이해를 높일 뿐 아니라 지식경영 프로세스에 대한 기존 실증적 연구들을 포괄 할 수 있는 지식경영 통합모형을 제시하였다. 본 연구에 따르면 지식경영을 통하여 경쟁우위를 실현하기 위해서는 지식경영환경요인의 기반 형성에 따라 각각의 지식경영프로세스 영향관계도 다르게 나타났다. 그리고 조직이 어떠한 특성을 가지고 있느냐에 따라 각각의 지식경영프로세스에 미치는 영향은 다르게 나타났다. 본 연구는 연구자 및 기업의 경영진들에게 시사하는 바가 크다. 연구자 입장에서 본 연구는 지식경영환경요소와 조직구조 특성, 그리고 지식경영프로세스와의 관계를 파악할 수 있는 실증연구 모형을 제안하였고 경영자의 입장에서 보면 지식경영 환경요소와 지식경영 프로세스와 경영성과간의 실증적 규명을 통해 기업의 경쟁우위를 확보하기 위해 지식경영 프로세스를 어떻게 발전시켜나가야 할 것인지에 대한 실마리를 제공하고 있다. This study proposed an empirical study model that helps us identify key environmental factors of knowledge management, in-house structural characteristics, knowledge management process from a comprehensive angle. From the standpoint of management staffs, this study also makes a positive examination into environmental factors of knowledge management, knowledge management process, so that it may give possible clues about how to develop knowledge management process to secure company"s competitive edges. Furthermore, this study indicates that it is possible to improve business performance through knowledge management. First, the results of verifying how much key environmental factors of knowledge management may have influences on knowledge management process showed that the factors affecting knowledge acquisition process included human resource management(HRM), IT application and in-house culture. In other words, creating and obtaining knowledges for knowledge management requires the clear definition of each staff"s authority and responsibility, harmonized mutual cooperation and in-house organization fit for job distribution and accomplishment. Secondly, as the result of verifying the influence of in-house structural characteristics on knowledge management process, it was found that the in-house structural factors having significant influence on the process of knowledge conversion were represented by in-house specialty, in-house formulation and open-minded feedbacks. The in-house structural factors having significant effects on knowledge application process included in- house specialty and open-minded feedbacks. And the in-house structural factors having significant impact on knowledge protection process were represented by in-house specialty and open-minded feedbacks. In more depth, in-house specialty had the most significant impact on the overall process of knowledge management, while open-minded feedbacks affected the process of knowledge conversion and protection significantly. Summing up, it is essential that the success of knowledge management should be based on in-house specialized works and each qualified staff should have specialized knowledges required for his works. Moreover, it is advisable that qualified staffs join critical decision-making processes for work promotion.

        건설 프로세스 경영의 경영효과 분석에 관한 연구

        The purpose of this study Management Effectiveness Analysis of Construction Process Management. This study is to analyze the effects that process management has in outcome has been done by setting 5 elements of process management system as independent variables, making hypothesis, surveying and analyzing. The results of this analysis showed that process management operation level can be measured effectively through the application of Business Process Management System, and process management strategy is found out to be contributed to improving strategy operation support, process management and IT connection technology. By seeing this research result, through optimally applying ‘process management’ in construction industry, process management can be used to improve the construction industry’s potential competitiveness by improving effectiveness in works in the fields of strategy operation, process management, IT connection etc. So, by practically verifying the effectiveness of ‘process management system’, the purpose of this research is to come up with the necessity and the development of ‘process management system' in construction industry.

      • Sensitivity Analysis of Waste Properties by Performance Change in Unit Process of Radionuclide Management Process

        Korea Atomic Energy Research Institute is developing a radionuclide management processes as a conditioning technology to reduce the burden of spent fuel disposal. The radionuclide management process refers to a process managing radionuclides with similar properties by introducing various technology options that can separate and recover radionuclides from spent fuels. In particular, it is a process aimed at increasing disposal efficiency by managing high-heat, high-mobility, and high-toxic radionuclides that can greatly affect the performance of the disposal system. Since the radionuclide management process seeks to consider various technology options for each unit process, it may have several process flows rather than have a single process flow. Describing the various process flows as a single flow network model is called the superstructure model. In this study, we intend to develop a superstructure model for the radionuclide management process and use it as a model to select the optimal process flow. To find the optimal process flow, an objective function must be defined, and at the fuel cycle system level multiple objectives such as effectiveness (disposal area), safety (explosure dose), and economics (cost) can be considered. Before performing the system-level optimization, it is necessary to select candidates of process flow in consideration of waste properties and process efficiency at the process level. In this study, a sensitivity analysis is conducted to analyze changes in waste properties such as decay heat and radioactivity when the separation ratio varies due to the performance change for each unit process of the radionuclide management process. Through this analysis, it is possible to derive a performance range that can have waste properties suitable for following waste treatment, especially waste form manufacturing. It is also possible to analyze the effect of waste properties that vary according to the performance change on waste storage and management approaches.

      • Effect of Performance Change in Unit Process of Radionuclide Management Process on Waste Management Strategy

        The radionuclide management process is a conditioning technology to reduce the burden of spent fuel management, and refers to a process that can separate and recover radionuclides having similar properties from spent fuels. In particular, through the radionuclide management process, high heat- emitting, high mobility, and high toxicity radionuclides, which have a significant impact on the performance of disposal system, are separated and managed. The performance of disposal system is closely related to properties (decay heat and radioactivity) of radioactive wastes from the radionuclide management process, and the properties are directly linked to the radionuclide separation ratio that determines the composition of radionuclides in waste flow. The Korea Atomic Energy Research Institute have derived process flow diagrams for six candidates for the radionuclide management process, weighing on feasibility among various process options that can be considered. In addition, the GoldSim model has been established to calculate the mass and properties of waste from each unit process of the radionuclides management process and to observe their time variations. In this study, the candidates for the radionuclide management process are evaluated based on the waste mass and properties by using the GoldSim model, and sensitivity analysis changing the separation ratio are performed. And the effect of changes in the separation ratio for highly sensitive radionuclides on waste management strategy is analyzed. In particular, the separation ratio for high heat-emitting radionuclides determines the period of long-term decay storage.

      • An Approach of Process Development for the Project Management of Nuclear Power Plant Decommissioning

        The establishment of processes for the decommissioning a Nuclear Power Plant (NPP) is one of the objects that must be prepared in carrying out the decommissioning project. In particular, in the domestic situation, where there is no experience of decommissioning commercial NPPs, it is necessary to organize the tasks and contents well in advance for the successful initiation of the project. Therefore, this study intends to present a guide-level approach to develop management for domestic decommissioning projects. As a documented template for recognizing a process, there may be a process map and description, and information such as the work structure and the relations between the activities should be indicated. In reality, activities will be managed through a set of computer system, so it would be better if the work content, activity flow, relation, management target information, computerization contents, etc. were materialized in the process. What is important here is to define the management areas and activities and draw the activity flow. Domestically, it has rich experience in construction of NPPs and has a track record of exporting NPPs to the UAE. From these experiences, we have established a framework for standardized work in construction management and construction processes, and are performing them through a computerized system. Since the work of decommissioning has a similar nature to that of construction, we will be able to benchmark the procedure for the decommissioning from the construction management procedures. Typically, in the case of schedule management, the concept and structure of the construction process will be applicable to the decommissioning. Meanwhile, the licensee of domestic decommissioning is the same as the licensee that performs the operation, and the members who will perform the decommissioning also have experience working in the operation period. Therefore, the decommissioning works are an extension of the task during operation. Representatively, there are some processes that can be applied as it is even when decommissioning, such as dismantling work and the safety management process of the radiation zone. Therefore, in carrying out the decommissioning of NPPs in Korea, processes and activities of the management area should be established from the construction processes with abundant experience and the processes during operation. Rather than making a completely new work process, this approach that properly reflects the existing work flow is expected to be an appropriate way to avoid the repulsion of employees and maladjustment to the new environment.

        패러다임 전환에 의한 기업 측면의 IoT 경영 프로세스 구축방안 연구

        This study examined the concepts of the Internet of Things(IoT), the major issue and IoT trend in the domestic and international market. also reviewed the advent of IoT era which caused a ‘Paradigm Shift’. This study proposed a solution for the appropriate corresponding strategy in terms of Enterprise. Global competition began in the IoT market. So, Businesses to be competitive and responsive, the government's efforts, as well as the efforts of companies themselves is needed. In particular, in order to cope with the dynamic environment appropriately, faster and more efficient strategy is required. In other words, proposed a management strategy that can respond the IoT competitive era on tipping point through the vision of paradigm shift. We forecasted and proposed the emergence of paradigm shift through a comparative analysis of past management paradigm and IoT management paradigm as follow; Ⅰ) Knowledge & learning oriented management, Ⅱ) Technology & innovation oriented management, Ⅲ) Demand driven management, Ⅳ) Global collaboration management. The Knowledge & learning oriented management paradigm is expected to be a new management paradigm due to the development of IT technology development and information processing technology. In addition to the rapid development such as IT infrastructure and processing of data, storage, knowledge sharing and learning has become more important. Currently Hardware-oriented management paradigm will be changed to the software-oriented paradigm. In particular, the software and platform market is a key component of the IoT ecosystem, has been estimated to be led by Technology & innovation oriented management. In 2011, Gartner announced the concept of "Demand-Driven Value Networks(DDVN)", DDVN emphasizes value of the whole of the network. Therefore, Demand driven management paradigm is creating demand for advanced process, not the process corresponding to the demand simply. Global collaboration management paradigm create the value creation through the fusion between technology, between countries, between industries. In particular, cooperation between enterprises that has financial resources and brand power and venture companies with creative ideas and technical will generate positive synergies. Through this, The large enterprises and small companies that can be win-win environment would be built. Cope with the a paradigm shift and to establish a management strategy of Enterprise process, this study utilized the ‘RTE cyclone model’ which proposed by Gartner. RTE concept consists of three stages, Lead, Operate, Manage. The Lead stage is utilizing capital to strengthen the business competitiveness. This IoT-RTE Cyclone Model can be used as an effective response s... 본 연구는 최근 가장 큰 이슈로 떠오르는 “사물인터넷(IoT: Internet of Things)”의 개념과 국내·외 IoT 시장에 대한 현황을 고찰하였으며, IoT 시대의 도래로 인해 유발되는 패러다임 전환 발생에 따른 기업측면의 적절한 대응방안에 대한 해결책을 도출하였다. 따라서 본 연구는 티핑포인트(Tipping point)에 있는 IoT 경쟁 시대에 적절하게 대응하기 위한 기업의 경영전략을 ‘패러다임 전환(paradigm shift)’이라는 시각을 통해 대응 방안을 제시하였다. 특히, 과거의 경영 패러다임과 IoT 시대의 경영 패러다임을 비교·분석하여 ⅰ)지식 및 학습 주도 경영, ⅱ)기술 및 혁신 중심 경영, ⅲ)수요 창출 경영, ⅳ)글로벌 협업 경영으로 새롭게 패러다임 전환(Paradigm Shift)이 발생할 것으로 예측 및 제안하였고, 이러한 패러다임의 전환에 대응하기 위한 기업측면의 경영전략 프로세스 모델을 구축하기 위해 Gartner가 제시한 ‘RTE Cyclone model’을 활용하였다. ‘실시간 기업(RTE)’ 이라는 개념은 급변하는 IoT 시대에 기업측면의 경영 전략 프로세스로 활용가치가 있다고 판단되며, 본 연구에서 적절히 응용하여 ‘IoT-RTE Cyclone model’을 제안하였다. 특히, 제안한 모델은 기업의 민첩성을 강조하고 IT 및 IoT 기술을 통한 실시간 모니터링, 분석, 실행을 기본으로 하며, 기업의 경영 프로세스 각 부문을 통합시켜 기업의 전반적인 서비스를 지원하기 때문에 빠르게 변화하는 IoT 시대에서 영위하는 기업측면에서의 효과적인 대응전략으로 활용할 수 있다.

        농림부의 통합성과 관리시스템에 관한 사례연구

        본 연구는 농림부를 전제로 성과관리제도의 사례를 분석하고 정부기관의 통합성과관리시스템의 개발과 운영, 개선과정, 도입효과 등을 검토하였다. 연구방법은 문헌연구를 통해 모형개발에 필요한 이론적 배경을 규명하였으며, 사례연구를 통해 통합성과관리시스템의 도입절차, 실행상의 문제점과 해결과정, 도입효과를 도출하였다. 연구결과에 따르면, 첫재, 농림부는 균형성과표, 공공가치표, 유럽형품질관리 등에 기초하여 정부조직에 맞는 성과관리의 로직(투입ㆍ활동ㆍ산출과 연계하여 측정)모형을 개발하고 이를 토대로 통합성과관리시스템을 개발하였다. 둘째, 통합성과관리시스템은 전략관리, 정책프로세스관리, 개인성과관리의 하부시스템으로 구성되었고 서로 유기적으로 기능하도록 설계되었다. 셋째, 전략관리시스템은 균형성과표의 모형에 맞추어 농림부의 미션, 비전, 전략목표, 핵심성공요인, 주요성과지표를 전사, 실ㆍ국ㆍ과단위로 하부 전개하여 전략의 일체화가 실현되도록 구성하였다. 넷째, 정책프로세스관리시스템은 정책과제의 프로세스를 계획ㆍ집행ㆍ홍보ㆍ성과로 구분하고 실시간 모니터링 하여 조직성과와 개인성과를 관리하고 있다. 다섯째, 개인성과관리시스템은 성과계약평가와 주요과제평가, 혁신성과평가, 다면평가로 구성되며, 개인의 지무성과를 네가지 관점에서 평가하여 통합적으로 관리한다. 요컨대 농림부의 통합성과관리시스템은 전략과 프로세스, 개인성과에 초점을 둔 통합모형이며, 개인성과에 결과와 과정을 반영하는 특징을 갖고 있다. The Ministry of Agriculture and Forestry(MAF) was facing significant external forces for change from WTO, DDA and FTA, needs of the central government's innovations, increasing agricultural industry supporting budget, and needs more efficient and effective policy implement by public. Especially, more clear and performance oriented assessment system and more goal oriented strategy planning system were needed by the central government. These forces make adopt new strategic performance management systems as like Balanced Scorecard(BSC) to MAF. The purpose of this study is to introduce the total performance management system of MAF based on BSC, logic model and to describe functions of evaluation during the process of building an total performance management system. Data were gathered via document review, archival records, direct observation, and interviews conducted at the performance management office of MAF during three months(June to August) 2007; data analysis was ongoing during the duration of the data collection and the final writing. Major findings were: (1) the MAF's performance management system was developed on the basis of BSC, public value scorecard, logic model and European Foundation for Quality Management. (2) the performance management system has two parts; the one is organizational performance management and the other is personal performance management. Organizational performance management system consists of strategy management system and policy process management system. Personal performance management system consists of personal's task performance evaluation, part's or team;s performance evaluation and multi-evaluation. (3) The task force team for MAF's performance management develop strategy management system with sufficient support of top manager. Strategy management system has efficient communication channel to link goals, strategies and targets effectively. It has strategy map and manual of performance management. (4) Policy process management system is business process management which evaluate activity and process as well as results. It decreases errors of policy implementation, improves business process more efficiently, and shares information of process. They develop 12 patterns of process evaluation manuals. (5) Personal performance management system has an unique indicator: the rate of organization contribution. The rate of organization contribution adjusts the degree of difficulty and amount among parts and teams. Recommendations include maintaining a grant approach for performance improvement that is not reward based(rank), focusing on strategy oriented decision-making: and increasing MAF's ability and creativeness of implementation.

        전시사업관리를 적용한 제작프로세스 체계 구성에 관한 연구

        Currently, it is the fact that the construction management and the exhibition anagement is implemented in concurrent basis however, the system and method of management of both industries is differs from each other in many areas. This comprises a limitation to repeat a lot of trial & error as well as related disputes in the process of exhibition project implementation, thus it appears to be necessary to have an expert group for exhibition industry to take the role to mediate dispute by positioning in-between the ordering party and the subject party of each stage of project. However, in the case of exhibition management, no system has been set up as yet based on project implementation know-how due to its initial stage of industry, as such in this study of theoretical review, it has been examined the role, purpose of exhibition management and the composition element of production & installation each stage of project. Above all, this study aims to provide the basic materials for the exhibition management to be implemented in the future through establishment of exhibition management process for the efficiency of exhibition management industry. With this study, the necessity of exhibition project management could be recognized and through process of convergence stage of exhibition management process it could be understood the process of exhibition management. This is the 2nd stage of study to implement the exhibition management and through which it is expected to increase the efficiency of convergence management stage in the process of exhibition management.
