      • A Study on the Leisure Activation Policy Plan for Social Integration on Married Immigrant Women

        Purpose: Since 1990s, due to the internationally regularized globalization and transnationalism, the multiculturalism has been rapidly spread all over the world through the worldwide migration of physical goods, services, and human race. Because of those continuing situations, various cultures have flowed in Korean society which was comparatively homogenous, and the integration of multicultural society is strongly demanded as a social task. Meanwhile, recently the importance of leisure has been emphasized as a way to refreshing human life, and even the family leisure activities has been suggested as an essential factor for healthy homes in the ``Framework Act on Healthy Homes`` enacted in 2004. And the leisure helps the adaptation to a new life environment and culture as an easy way to learn and understand those. Thus, this study aimed to make the leisure activation policy plan on married immigrant women for social integration of multicultural families as a social problem. Method: As the study objects, this study selected total 30 professional experts who can suggest leisure activation policy plans on married immigrant women with Convenience Quota Sampling, and, they were 10 of chiefs and instructors who had run various adaptation programs to help married immigrant women in such as multicultural family support centers, 15 of professors who had got Ph. D. of social welfare and leisure and received credits for their specialty, and 5 of married immigrant women who had passed Test of Proficiency in Korean and been doing leisure activities. This study used Delphi method and surveyed 3 times with e-mail questionnaires as research instrument. To use Delphi method, this study had got prior consents of professional experts on 3 times survey by telephone call or conversation before sending the questionnaires. To secure the sincerity of answers, only the professional experts who showed active agreement were selected beforehand, and the selected objects had been surveyed in 3 times by e-mail. The suggestions of the study objects on the necessities and problems of married immigrant women`s leisure activities and leisure activation policy alternatives for social integration had been deducted by content analysis, descriptive statistics, and Analytic Hierarchical Process. In other words, the 1st survey used open questionnaires for descriptive answers, so the results were analyzed by content analysis to categorize the main factors of each stage, and the frequency of each factors were statistically calculated. The 3rd survey results were analyzed by AHP to deduct the importance priorities of each components of leisure activation policy plan. Result: The results of Delphi Survey and AHP analysis with Expert Choice 2000 program on alternatives to promote the leisure of domestic married immigrant women were as follows. First, among total 6 alternatives in top category of policy alternatives for promoting the leisure of domestic married immigrant women, ``policy direction making`` had the highest priority. ``Administrative · constitutional supports`` had second-high priority, and the others had priorities in order of ``recognition improvement``, ``program improvement``, ``management · facility improvement``, and ``participation inducement``. Second, among total 13 alternatives in medium category, ``systematic leisure policy making`` had the highest priority, and the others had priorities in order of ``administrative support``, ``leisure policy supplementation``, ``constitutional support``, and ``efficient management of program``. And local priorities of medium category alternatives of ``policy direction making`` which had the highest priority among top category were high in order of ``systematic leisure policy making`` and ``leisure policy supplementation``. In ``administrative · constitutional supports`` which had second-high priority of top category, local priorities at medium level were high in order of ``administrative support`` and ``institutional support``. Third, among total 37 alternatives in low category, ``intensification of pre-investigation for collecting demands`` to make systematic leisure policies had the highest priority. And the others had priorities in order of ``professionality · responsibility reinforcement of charge department`` for administrative supports and ``planning to secure policy budget`` for making systematic policies. In ``systematic leisure policy making`` which had highest priority of medium category, local priorities at low level were high in order of ``intensification of pre-investigation for collecting demands``, ``planning to secure policy budget``, and ``expansion of support institution and beneficiary``. Conclusion: Through considerations with above study results, it was analyzed that the best priority alternative to promote the leisure of domestic married immigrant women was making an overall policy direction by planning systematic leisure policies on the base of pre-investigation results on their demands. And the alternatives to secure leisure policy budget for expanding beneficiaries and support systems like the voucher system.         한국 여가정책의 정체성 확보를 위한 연구

        Today, Korea is changing to leisure society. With that stream, leisure becomes important policy area due to the roles of meeting desires for better quality of life, promoting social integration and industrial resource. But in case of Korean leisure policy, it still has no independent policy area because of unclear object and high relations with similar areas like culture, sport and social welfare. So, this study suggests arguments on identity of leisure policy, to confirm independent area of leisure policy for comprehensive policy making. First, in terms of policy purpose, precedent leisure policies and studies have suggested improvement of life quality as eventual purpose of leisure policy, mainly. But improvement of life quality is common goal of most public policy, so, that can’t confirm identity of leisure policy. On the other hand, in case of advanced countries and some independent leisure policies, they set getting leisure life or promoting of leisure culture as goals. Thus, to confirm identity of leisure policy and get independent policy area, it is needed to set leisure’s own policy goals as highest purpose under eventual goal for improvement of life quality, and try to practical application of that in actual fields. Second, in terms of policy instrument, precedent leisure policies and studies have tried to include the other policy area’s means having even small relations. But those attempts would confuse identity of leisure policy, because those policy means would treat leisure as instrument, but not goals, and change characteristics of leisure policy through that. Therefore, to confirm leisure policy’s identity, efforts to search leisure policy’s own goals and recognition changes to distinguish policy means treat leisure as instrument should be performed. Third, in terms of policy target, precedent leisure policies and studies have classified and set targets by metrics of social welfare, economical and social status. Thus, to confirm identity of leisure policy, from the perspective of social right of leisure, leisure policy targets should be set according to levels of leisure participation capability as leisure’s own standard.

        중앙정부와 지역사회의 여가정책 현황과 여가유형 비교 분석 연구

        The purpose of this study is to understand the current leisure policy that was executed during the Lee Myung-bak administration and its problems through a comparative analysis of the leisure policy and leisure types between metropolitan local governments and the central government. In order to achieve this aim, the study classified for analysis the major government projects of the Lee Myung-bak administration from 2009 to 2012 and the leisure policy that has been proposed in a white paper for administration of the four regions of Incheon, Daejeon, Busan, and Gwangju into five items of activity and into nine items of a group class. Then, with a view to discovering the number of policies of each classification by year and region, the study carried out a frequency analysis. The results appeared as follows. First, as leisure policy and leisure types in accordance with each metropolitan local government, policies for children and youths were executed actively in Incheon, while sports and tourism related policies were executed actively in Daejeon. Meanwhile, Busan was discovered to support youths, culture, and sports related policies evenly, whereas Gwangju was the only metropolitan region that made an effort in policy for multi-cultural families and the elderly. Second, both in 2009 and 2010, the highest number of leisure policies was found to be executed in Busan, while in 2011, Incheon was discovered to execute the highest number of leisure policies. Third, as a result of considering the frequency of leisure policy in accordance with class, policy only aimed at the entire citizens was found to be the highest. Fourth, in considering the frequency of leisure policy in accordance with activity type, culture and art related policies were revealed to be the highes. Finally, in taking a look into the leisure policy and leisure types of the central government and metropolitan local governments, the number of projects pursued regarding leisure by the central government was 11. Among them, four projects appeared not to be executed by each metropolitan local government.

        빅데이터를 활용한 여가정책 개발

        Purpose : The purpose of this study is to develop a practical leisure policy based on Big Data. The research questions are as follows. First, what are the specific recreational policy tasks that you have seen over the past decade based on keywords from leisure-related big data analysis? Second, what are the importance and feasibility of the Big Data Based Leisure Policy? Methods : First, a total of 134 leisure related keywords were extracted through analysis of newspaper articles big data analysis. Second, Based on the extracted keywords, we conducted a third-round expert meeting and a second-round Delphi expert survey. Third, we analyzed the importance and feasibility of policy factors through IPA analysis. Conclusions : through this process, this study identified six policy categories ('Programs, 28', 'Facilities, 19', 'Industries, 14' 'Infrastructure, 8', 'Laws and Institutions, 8', ‘Human Resources Development 2') A total of 79 policy factors were developed. Finally, based on the conclusions derived from the IPA analysis method, this study suggested the following leisure policy development. First, leisure policy that is directly related to the people's life is required. Second, support for eco-friendly leisure programs and facilities is required. Third, it is necessary to develop a leisure program that uses ICT for the 4th Industrial Revolution era. Fourth, system maintenance policy for leisure activation is required. Fifth, integrated and convergent leisure content is required. Sixth, Customized support for recent leisure activities is required. Seventh, environment maintenance of existing leisure facilities is required. 연구목적 : 이 연구는 빅데이터를 기반으로 현실사회에서 요구하는 실질적인 여가정책을 개발하는 것을 그 목적으로 하였다. 이 같은 목적 달성을 위해 설정한 연구 문제는 첫째, 10년간의 여가관련 빅데이터 분석을 통한 키워드를 바탕으로 어떠한 여가 정책 세부 과제들이 나타나는가? 둘째, 빅데이터 기반 여가정책의 세부 과제에 대한 중요도와 시급성은 어떻게 나타나는가? 연구방법 : 연구의 목적 달성 위해서 이 연구는 첫째, ‘여가’와 ‘레저’를 키워드로 지난 10년간 신문기사 빅데이터 분석을 통해 총 134개의 여가 관련 주제어와 주제어군을 도출하였다. 둘째, 이렇게 추출한 키워드를 기반으로 3차에 걸친 전문가 회의와 2차에 걸친 델파이 전문가 조사를 실시하였다. 셋째, IPA 분석을 통해 정책 요인의 중요도와 실행가능도를 살펴보았다. 결론 : 이 같은 과정을 통해 이 연구에서는 6개(‘프로그램, 28’, ‘시설, 19’, ‘산업, 14’ ‘인프라, 8’,‘법과 제도, 8’, ‘인력개발, 2’의 정책 범주에 총 79개 정책요인을 개발하였다. 각 점책 범주별 특성을 살펴보면 다음과 같다. 첫째 프로그램 범주의 경우 사회문화적인 트렌드를 반영하는 프로그램이 많이 도출되었다. 둘째, 여가 정책 시설/인프라 요인에서는 대규모 건설을 지양하고 복합적, 소규모 리모델링 위주의 정책 사업이 주를 이루고 있다. 셋째, 여가 정책 법/제도 요인에서는 여가활성화를 방해하거나 저해하는 법령 또는 규제를 제한하는 방안이 도출되었다. 넷째, 여가 정책 산업/인력 요인에서는 국내 스포츠 및 여가 관련 사업체에 대한 지원에 대한 내용이 도출되었다. 마지막으로 IPA 분석 방법으로 도출된 결론을 바탕으로 이 연구는 다음과 같은 여가 정책 개발을 제언하였다. 첫째, 국민 삶과 직접적인 연관이 있는 여가 정책이 필요하다(Life-balanced). 둘째, 자연 기반 여가 프로그램과 시설에 대한 지원이 필요하다(Eco-based). 셋째, 4차산업혁명 시대에 맞는 ICT 활용 여가 프로그램의 개발이 필요하다(ICT-connected). 넷째, 여가 활성화를 위한 시스템 정비 정책이 필요하다. 다섯째, 통합적이고 융합적인 여가 콘텐츠가 필요하다(Convergence). 여섯째, 최근에 나타난 여가 활동을 맞춤형 지원해야 한다(Recent phenomenon). 일곱째, 기존 여가 시설에 대한 환경 정비가 필요하다(Environment).

        여가정책의 중요성 인식에 대한 연구: 지역규모를 중심으로

        이 연구의 목적은 지역규모가 여가정책의 중요성 인식에 미치는 영향을 분석하는 것이다. 이를 위해 이 연구는 현재 실시되고 있는 여가정책에 대한 기존 논의를 살펴보 고, 2022년 국민여가활동조사를 활용하여 지역규모가 여가정책 중요성 인식에 미치 는 영향을 분석하였다. 여가정책은 크게 여가여건에 대한 지원, 특정 집단의 여가에 대 한 지원 그리고 여가와 관련된 법적 제도에 대한 지원으로 나누어 살펴보았다. 주요한 분석결과를 요약하면 다음과 같다. 첫째, 여가정책의 중요성에 대한 인식이 높은 정책 분야는 여가여건에 대한 지원으로 나타났으며, 특히 여가여건 중 여가시설의 다양성에 대해 가장 중요하게 평가했다. 또한 정책분야를 막론하고 지역규모가 커질수록 여가정 책을 중요하게 여기는 것으로 나타났다. 둘째, 여가여건과 관련된 정책에서는 대도시 가 읍면지역에 비해 여가시설, 여가프로그램, 여가 전문인력에 대해 중요하게 평가했 다. 이는 도시의 여가여건이 우수하더라도 정부의 역할 증대를 기대하는 것으로 해석할 수 있다. 셋째, 특정 집단에 대한 정책의 경우 소외계층 여가생활 지원에 대해서는 대도 시일수록 중요성에 대한 인식이 강화되고 있지만, 동호회 육성 및 지원에 대해서는 지 역규모가 중요성 인식에 영향을 미치지 않는 것으로 나타났다. 마지막으로 법적 제도에 대한 정책에 대해서는 지역규모가 커질수록 여가 관련 법규 및 제도와 공휴일 및 휴가 의 법적 보장에 대해 더욱 중요하게 평가했다. 이러한 분석결과를 바탕으로 지역규모에 따라 여가정책 중요성 인식이 다르게 나타나는 것을 밝히고 정책적 시사점을 제시했다. This study analyzes and identifies the effect of regional scale on the importance of leisure policy. This study reviews existing discussions on leisure policies that are currently being implemented and analyzes the national leisure activity survey in 2022 to examine the effect of regional size on the importance of leisure policies. The main analysis results are presented as follows. First, the leisure policy area recognized as the most important was support for leisure conditions, and in particular, the importance of the diversity of leisure facilities was found to be the highest. In addition, regardless of the policy area, as the size of the region grows, the importance of leisure policy is greatly recognized. Second, in the policy on leisure conditions, large cities recognized the importance of leisure facilities, leisure programs, and leisure professionals compared to towns and villages. This can be interpreted as expecting an increase in the role of the government even if the urban leisure conditions are excellent. Third, as for the relationship between regional size and policies for specific groups, in the case of leisure life support for the underprivileged, the importance was higher in large cities, and in the case of club development and support, regional size did not af fect the perception of importance. Lastly, regarding the policy on legal systems, the larger the regional scale, the stronger the importance of leisure-related laws and systems and the legal guarantee of public holidays and vacations. Various policy implications derived from these analysis results were presented herein.

        아웃레저스포츠 이벤트 활성화를 위한 정책요인의 우선순위 산정

        본 연구는 개인적 기능과 국가·산업적 측면에서 긍정적인 효과가 있는 아웃레저스포츠 이벤트 활성화를 위해 도출된 정책 요인에 대해서 AHP를 통해 가중치를 도출해 보고 향후 우선적으로 시행되어야 할 정책에 대해서 제언하는데 그 목적이 있다. 이를 위하여 김민규, 박병권 및 박수정(2015)이 연구한 정책 요인들을 활용하여 우선순위 산정을 실시하였다. 이에 따른 분석결과는 다음과 같다. 첫째, 계층 1은 정책요인이, 둘째, 계층 2의 하위계층은 정책개발 관련 요인이, 셋째, 계층 2의 인프라 요인 하위계층은 선수지원 관련 요인이, 넷째, 계층 2의 운영 요인 하위계층은 홍보 관련 요인이, 다섯째, 계층 2의 정책 요인 하위계층은 정책개발 관련요인이, 여섯째, 계층 3의 시설 관련 요인별 우선순위 산정은 전문코스 구축이, 일곱째, 계층 3의 선수지원 관련 요인별 우선순위 산정은 전문지도자 양성이, 여덟째, 계층 3의 기획 관련 요인별 우선순위 산정은 각급 대상별 대회유치 방안이, 아홉째, 계층 3의 진행 관련 요인별 우선순위 산정은 행정기관 간 협조체계 구축이, 열 번째, 계층 3의 홍보 관련 요인별 우선순위 산정은 관련 정보전달 체계 구축이, 열한 번째, 계층 3의 정책개발 관련 요인별 우선순위 산정은 지자체의 대회운영 협조 지원 정책개발이, 열두 번째, 계층 3의 전문인력 양성 개발 관련 요인별 우선순위 산정은 정책 관련 전문인력 양성이 최우선 고려되어야 하는 것으로 분석되었다. 본 연구의 결과는 정책기조 개발 및 정책개발, 정책사업 개발, 학문의 유기적 결합 및 영역의 확장에 도움이 될 것이다. This study aims to deduce weighted value of policy factors drawn through AHP for revitalization of out-leisure sports event which has a positive effect on personal function and national industry aspect and then, to suggest a policy to be preferentially implemented in the future. For this, determination of priority was conducted using policy factors researched by Kim, Min-Kyu, Park, Byung-Kwon and Park, Soo-Jung(2015). Analysis result is as follows. It is required to preferentially consider following; first, the class 1 was policy factor; second, sub-class of the class 2 was policy development-related factor; third, infra factor sub-class of the class 2 was player support-related factor; fourth, operation factor sub-class of the class 2 was PR-related factor; fifth, policy factor sub-class of the class 2 was policy development-related factor; sixth, determination of priority as per facility-related factor in the class 3 was establishment of professional course; seventh, determination of priority as per player support-related factor in the class 3 was to foster professional leaders; eighth, determination of priority as per planning-related factor in the class 3 was contest attraction plan as per respective object; ninth, determination of priority as per processing-related factor in the class 3 was establishment of collaboration system between administrative agencies; tenth, determination of priority as per processing-related factor in the class 3 was establishment of relevant information transmission system; eleventh, determination of priority as per policy development-related factor in the class 3 was support policy development of contest operation by local governments; twelfth, determination of priority as per professional leader fostering and development-related factor in the class 3 was to foster policy-related professional leaders. Result of this study will give a help to development of policy keynote, development of policy, development of policy project, organic combination of study, and expansion of its realm.

        사회체육정책 전개에 따른 사회체육 대중화 요소 변화 고찰

        In this study, go through sport and leisure policy to government of MB`s culture vision 2008-2012, it can be contemplate practical organization, facility, current state of instructor. Also, sport and leisure can be review of sport and leisure public element according to 25 years of policy. The main point is, it can be provide the basic materials to development of sport and leisure. As you can see, we can get the results of below. First, sport and leisure policy is seem to practically propeled and propeled but incomplete. Erstwhile sport and leisure policy has been supply-side. Hence, future sport and leisure policy should focus on not suppliers, but demanders. Second, in the sport and leisure public element organization ca n be supply policy more than lead policy. That`s why it can take more participation. In case of facility, it can be setting with commercial exercise facility and public exercise facility to enjoy anyone. In case of instructor, it demand first, second grade`s balanced growth. In addition, it demands for re-education or utilize of original leader`s complete policy. Third, coming sport and leisure policy is concentrate on invest ment of growth quality, vice versa this is the season to suggest basic policy direction and quality improvement. In conclusion, sport and leisure policy participating rate will increase only if it developes the citizen ceremony of structure, constructs the real infra of public element and developes in both quantity and quality under the goal of citizen`s life development.

        공공 여가시설 만족과 여가정책 만족도의 영향 관계에 관한 여가인식의 조절효과 : 국민여가활동조사(2018)를 중심으로

        This study aims to empirically analyze the effects of satisfaction with public leisure facilities on satisfaction with leisure policy among Koreans. In particular, this is an effort to examine whether there exists any moderating effect of leisure recognition in that the satisfaction with public leisure facilities influences the satisfaction with leisure policy. To conduct this research, we referred to “The National Survey on Leisure Activities (2018)” by Ministry of Culture, Sports and Tourism, as well as engaging with 2,973 participants who had experienced accessing public leisure facilities. The result was follows; satisfaction with public leisure facilities had positive effects on satisfaction with leisure policy, and leisure recognition was a moderator variable which determined to what extent public leisure facility satisfaction was directly linked to leisure policy satisfaction. In the group of 60 years and over, however, there was no moderating effect.

        동양사회사상과 ‘여가’ 개념의 쟁점들 - 현대성, 문화, 정책 및 철학적 기초를 중심으로

        For the last ten years up to 2010 this year, alongside of increased inter-disciplinary interests in the topic of leisure, considerable are research outcomes in leisure studies in terms of its quantitative increase. Most of them are, however, likely concentrated upon the analytical evaluation of leisure activities from generations, social stratifications, gender and family types. By the way, highly limited are theoretical approaches which are necessary for the fundamental evaluation of policy discourses, whereas the introduction and establishment of leisure-related institutions and the discourse on leisure policy are increased. It is necessary to identify current problems of leisure discourses in order to develop leisure studies as the field in which human conditions and their characteristics are discussed and the alternative proposals are suggested and more easily practically realized. The purpose of this paper is to unveil these problems more visibly, by way of classifying typologically issues around the conceptualization of 'leisure'. For the last five years, the researchers in the East Asian thoughts have contributed themselves to recognize these problems and to think the alternatives to them. Based on this kind of evaluation, major issues are classified as follows: first, the limitation of the historical formation of the concept of leisure, second, the interpretative relationship between cultural plurality and the concept of leisure, third, the confusion of leisure as policy terminology, and fourth, the philosophical tension in setting the normative direction of leisure policy. Through this classification, the merits of the conception of leisure as theoretical resources for modernity are partly suggested. 2010년 현재에 이르기까지 지난 십여 년 동안, 여가에 대한 학제적 관심이 증가해왔다. 더불어 여가학 분야의 연구성과가 양적으로 확대되어 왔다. 그럼에도 불구하고 대부분의 연구성과가 세대별, 계층별, 사회적 단위별 여가활동에 대한 분석적 평가에 집중되고 있는 경향이 짙다. 한편, 여가기구의 제도적 설치 및 여가정책 담론의 증가에도 불구하고, 정책담론의 심층적 평가를 위한 이론적 접근이 부족하다. 사회과학의 응용분야로서 삶의 편리성을 증가시키는 여가학이 아니라, 인간 삶의 본질적 특징들이 논의되고, 그 방향성에 대한 제언 생산과 실천이 가능한 여가학이 되기 위해서는 여가 담론의 현재적 문제점들을 확인하는 작업이 필수적이다. 이 글의 목적은 ‘여가’ 개념을 둘러싼 쟁점들을 유형적으로 분류함으로서, 이러한 문제점들을 보다 가시적으로 노출시키는 것이다. 동양사회사상학계의 지난 5년 동안의 여가연구 성과들은 이러한 문제점들의 파악과 대안구상에 대한 긍정적 기여를 해왔다. 이러한 평가를 바탕으로 첫째, 여가 개념의 역사적 형성의 한계, 둘째, 문화적 다양성과 여가 개념의 해석 관계, 셋째, 정책 용어로서 여가의 혼란, 넷째, 여가정책의 규범적 방향에 대한 철학적 긴장 등으로 쟁점을 분류하고자 한다. 이러한 분류를 통하여 현대성의 이론적 자원으로 여가개념이 갖는 특징들을 가시화시킨다.

        창조경제와 여가산업 정책: 사회적 가치 전환 시대의 논리

        This article attempted to search new directions of leisure policy and rationals in order to assist the government`s goal. In this article, we first overview social, cultural, and economic backgrounds of leisure environment based on the policy reports and research findings on leisure policy and leisure industry. We also provided new paradigm for a policy proposal of leisure industry and directions of leisure industry policy. Asa result, first, significantly and relatively long work-time, illusion of $20,000-GDP, and polarization of citizen`s leisure activities caused as barriers of the development of leisure industry. Second, as directions for new leisure industry policy that seeks creative economy, we proposed 1) pan-national social movement for the development of leisure culture, 2) changing paradigm into a sound economic environment, 3) life-cycle and leisure trend based political support, and 4) preventing leisure activity polarization. Lastly, we highlighted building a holistic governance system by establishing a control tower that supports all the leisure policies.
