        항해사의 상황인식이 국내 연안의 선박 충돌사고에 미치는 영향

        Objective: The purpose of this study was to investigate the effect of situational awareness on ship collision accidents in Korea coast. Background: The lack of situational awareness of maritime officers is reported to be a major cause of marine accidents. Research on situational awareness in Korea was not active. Especially, situation awareness research through analysis of accident data is very rare. Method: Using archival data on ship collision accidents that happened in the costal sea of Korea from 2017 to 2019, it was analyzed what types of situation awareness errors were related to ships" collision. The differences in situation awareness errors were analyzed based on collision ship types and encounter situations. Results: The error in the situation awareness level 1 was 67%, while the error in the situation awareness level 2 and 3 was 33%. The most parts of level 1 error were due to the negligence of watch keeping until collision and the continuous monitoring neglect after recognizing the collided ship from far distance. The main errors in the situation awareness level 2 and 3 were the misjudgment of risk situation, the error in the judgment of safe course and speed, misunderstanding and wrong application of safety regulations and misjudgment of future action of the other ships. The ratios of these errors were different according to the type of collision ships and the encounter situation. Conclusion: Collision accidents in the domestic coast were mainly due to the negligence of watch keeping, including the continuous monitoring neglect after recognizing the collided ship from far distance. There is a need for measured to prevent the watch keeping neglect of navigators. Depending on the type of ship and the situation encountered, other appropriate collision prevention measures are needed. Application: The results of this research might help to design human interface of ship equipment and to train maritime officers.

        2020년 산업재해로 발생한 재해자의 특성요인 분석을 통한 산업재해저감방안 도출

        Objective: This study aims to provide foundation data to prevent industrial accidents by extracting insights from the analysis of the Characteristics of the victims of Industrial Accidents in 2020. Background: South Korea faced various industrial accident occurrences and the Korea Occupational Safety and Health Agency (KOSHA) conducts an industrial accident survey every year to produce statistical data related to various industrial accidents. However, since the report is mainly composed of descriptive statistical analysis and provided, it is difficult to conduct an in-depth analysis to prevent industrial accidents. In order to prevent industrial accidents, not only a basic analysis of industrial accidents but also a detailed analysis of the victims of the industrial accidents is required. Therefore, this study intends to provide basic data for the prevention of industrial accidents in the future by analyzing the characteristics of the victims of industrial accidents based on the 2020 Industrial Accident Report. Method: To analyze the data from the Industrial Accident Cause Investigation Report in 2020 of KOSHA, the cross-tabulation analysis by the Pearson's Chi-square Test was used between each factor, such as the industry type and the business size, the workers' age, the accident pattern, the work period and the accident year. And the results of the statistical significance and the relationship on each factor are interpreted and finally, the meaning of the analysis was described. Results: The results suggested that there are significant differences between the victims of industrial accidents and industry type, the size of business, the workers' age, the accident pattern, the work period, and the accident year. This study also discovered that there are significant differences in the disaster types and number of industrial victims. Conclusion: In this study, the relationship and meaning between victims of the industrial accident and various influence factors that can affect the accidents of the industrial accidents were analyzed. Application: The results can be used as basic data for ergonomics guidelines from various factors to reduce industrial accidents.

        고령운전자의 주요 교통사고 취약상황 및 인적요인 분석

        Unlike South Korea's overall declining trend of traffic accidents and related injuries, traffic accidents by elderly drivers are showing an increasing trend. Several studies suggest the changing of human factors due to aging, their effect on accidents, and accident prevention policies such as returning drivers’ license or posting elderly driver signs on vehicles. However, none of these have been effective in decreasing elderly drivers' traffic accidents. This study aimed to explore elderly drivers' typical traffic situations and their human errors related to accidents. We conducted traffic accidents analysis and through result analysis discovered significant differences in the degree of accidental severity and the mean number of fatalities between “early elderly drivers (65-74)” and “late elderly drivers (75+)”. Also, the characteristics and differences of older drivers' accidents were described by related accidental situations, vehicle types, and human errors. These results prove the need of age diversification on accident prevention policies for elderly drivers. The details of the results will be useful to train and educate elderly drivers to prevent traffic accidents and secure safe mobility. 우리나라의 전반적인 교통사고 피해 추세와는 달리 65세 이상 고령운전자들에 의한 교통사고 피해는 증가추세를 보이고 있어 해결이 시급한 사회문제로 떠오르고 있다. 그동안 고령자의 교통사고 예방을 위해 노화에 따른 인적요인의 변화 특성이나 교통사고 특성 등에 관한 연구 결과들과 운전면허 자진반납 유도나 고령운전자 표지 부착 등 다양한 고령운전자 교통사고 예방대책안이 제시되었으나 아직까지 눈에 띄는 성과를 보이지는 못하고 있다. 본 연구에서는 고령운전자들의 교통사고 기록을 인적요인과 사고상황, 사고관여 차종 및 용도 등 주요 변인들에 대해 교차분석을 실시하여 고령운전자들이 취약성을 느끼는 교통상황과 고령운전자 교통사고에 관여하는 인적요인의 특성을 고령자 연령집단별로 밝히고자 하였다. 분석 결과, 고령운전자들이 취약한 특정 사고상황 및 관련 인적요인과 주요 차종들이 도출되었다. 또 고령운전자 세부연령 집단 내에서도 연령의 증가에 따라 75세 이상의 후기 고령자 집단에서 사고 발생 시 상대적 위험도가 더 큰 것으로 나타났으며, 65세 이상 75세 미만 초기 고령자들과 75세 이상 후기 고령자들 사이에서는 사고 관여 차종 및 용도나 이들이 취약성을 드러내는 사고상황에서 차이를 보이는 것으로 확인되었다. 이와 같은 결과는 고령운전자들에 대한 안전대책 역시 연령 증가에 따라 다각화 되어야 할 필요성이 있음을 증명하고 있으며, 향후 고령운전자들의 교통사고 예방 및 안전한 이동성 확보를 위한 교육훈련의 기초자료로 활용될 수 있을 것이다.

        교통안전을 위한 고령자 운전면허 관리 방안

        우리나라의 전반적인 교통사고 피해 추세와는 달리 65세 이상 고령운전자들에 의한 교통사고 피해는 증가추세를 보이고 있어 해결이 시급한 사회문제로 떠오르고 있다. 그동안 고령자의 교통사고 예방을 위해 노화에 따른 인적요인의 변화 특성이나 교통사고 특성 등에 관한 연구 결과들과 운전면허 자진반납 유도나 고령운전자 표지 부착 등 다양한 고령운전자 교통사고 예방 대책이 제시되었으나 아직까지 눈에 띄는 성과를 보이지는 못하고 있다. 이에 고령운전자들에 대한 안전대책 역시 연령 증가에 따라 다각화 되어야 할 필요성이 증가되고 있다. 이 연구에서는 고령운전자 교통사고 예방을 위하여 면허관리와 교통안전교육의 강화, 조건부 면허제도 실질적 활용, 운전면허증 자진 반납 제도 활성화, 그리고 교통안전의 기본 인프라인 교통시스템 개선과 정보교육 제공을 제시하였다. 향후 고령운전자들의 교통사고 예방 및 안전한 운전능력 확보를 위한 운전면허 관리의 기초자료가 될 것이다.         가정 내 영유아 생활안전 실태 및 안전예방에 관한 연구 : 빅데이터 분석 및 설문조사를 이용한 생활안전 예방보험금 추정

        This study aims to find out the current situation and the plan of safety accidents of infants and young children in the home on the background that social demand for safety issues in the home is steadily increasing. The results of this study are as follows. First, in case of accidents among children and infants at home, the accidents of boys are more frequent than girls, and the most accidents occur in summer. As children enter the infancy, accidents in the bathroom are frequent, so care must be taken to prevent accidents. Second, the online survey results for mothers of infants and toddlers (1,000 copies) showed that the most common types of accidents were crash or bump accidents, slippage and fall accidents. Careful attention should be given to the placement of furniture and appliances in the home and to building finishes (e.g. anti-skid). Third, assuming additional safety prevention facilities in the home, respondents were willing to pay about 50,000 won. This implies that most households in Korea are very passive in paying additional installations for their children"s home safety issues, which requires raising awareness about the safety of homes and active response by construction companies. Fourth, as a result of calculating the monthly average WTP for the provisional "safety prevention fee", it was found to be 28, 035 won per month. It is estimated that the formation of Korean safety prevention burden market of about 42 billion won per month and 512 billion won per year for infants and young children in the home, indicating this is important from a housing management and policy perspective.

        재난 현장 상황관리 업무를 위한 필수정보 도출에 관한 연구 : 건축물 붕괴사고를 중심으로

        This study aimed to enhance the effectiveness of the disaster site situation management following building collapse accidents. Thirteen collaborative functions were categorized into four groups: (1) situation general, (2) on-site response, (3) public support, and (4) resource support. Subsequently, essential information elements required for performing each function were identified. The tasks outlined in the crisis management manual relevant to disaster situation management were analyzed. Actual cases of building collapse accidents were examined, and data reported by response agencies were reviewed. Furthermore, considering the previously derived information elements and the unique characteristics of building collapse accidents, this paper proposed that collecting property damage information for buildings should be deemed a fundamental requirement for disaster site situation management. Given that this essential information provides detailed task-specific elements for managing disaster site situations related to building collapse accidents, expediting on-site disaster management can be achieved by prioritizing the collection of pertinent information during a disaster.

        사고 및 음주운전자들의 운전행동결정요인 특성이 위험행동 및 교통사고에 미치는 영향: 경로분석 연구

        Speeding and drunken driving make drivers fail to detect hazards and cope with various driving situations. These behaviors also raise the possibility of being involved in traffic accidents and tend to increase the number of fatalities. The authors compared the driving behavior determinants of a reckless drivers group, consisting of individuals who have committed traffic accidents or offended regulations through drunken driving, with a normal drivers group. In the results, the reckless drivers group showed high scores of 'speeding' and 'drunken driving', and they also stated that they had more experiences of speeding, drunken driving and traffic accidents. In the path analysis study, it was found that the impacts of the reckless drivers group's 'risk sensitivity' and 'situational adaptability' on traffic accidents were stronger than those of normal drivers. This means 'risk sensitivity' and 'situational adaptability' can explain the origins of traffic accidents better in the reckless drivers group than accidents of the normal drivers group. 과속과 음주운전 행동은 운전자로 하여금 교통상황에 잠재된 위험을 발견하고 적절하게 대처하지 못하도록 하여 교통사고 발생 확률을 높일 뿐만 아니라 사고 발생시 피해정도가 심하고 이 행동들에 내포하고 있는 위법성은 심각한 사회적 문제라고 할 수 있다. 사고 및 음주운전자 집단과 일반운전자들의 운전행동결정요인과 운전행동을 비교한 결과, 사고 및 음주운전자들의 ‘과속운전행동 점수와 ‘음주운전행동 점수가 일반운전자들보다 높았다. 또 사고 및 음주운전자들은 실제 운전행동에서도 일반운전자들보다 과속운전과 음주운전을 더욱 많이 하고 있었으며, 교통사고에서 가해자가 된 경험도 더 많았다. 경로모형 결과에서는 사고 및 음주운전자 집단의 위험감수성 부족 요인과 상황적응성 부족 요인, 과속운전행동 요인이 교통사고 가해경험에 미치는 영향이 일반운전자 집단에 비하여 더욱 크게 나타났고, 사고 및 음주운전자들의 운전행동결정요인들 가운데 위험감수성과 상황적응성의 수준이 교통사고 가해경험을 더 잘 설명하였다.

        사고유형 분석에 의한 승강기 및 에스컬레이터 재해예방

        The elevator is an essential part of the transportation means in modern society. It has become the convenient movement means of vertical and horizontal mobilities for vulnerable citizens including the disabled or elderly in skyscrapers and the multi-purposes facilities. After the 1990s, the number of newly installed elevators have increased because of the establishment of large scale public houses which need an increase of means of transportation. Thus, the safety accident in the elevator has been currently in an increasing trend as years passed by because that the elevator is always exposed to the risk of accident. Most of the elevator accidents occur in the escalator and moving walkway. This study investigated the current usage situations of users at multi-purpose shopping spaces, the sub way, and the airport about the escalator including moving walkway. Moreover the accident types were analyzed for the escalator based on 10 years of statistics. And the methods for the accident prevention were proposed on the equipment, management and user side.

        인공지능 기반의 자율형 교통정보 응용에 대한 연구

        This study aims to prevent secondary traffic accidents with high severity by overcoming the limitations of existing traffic information collection systems through analysis of traffic information collection detectors and various algorithms used to detect unexpected situations. In other words, this study is meaningful present that analyzing the 'unexpected situation that causes secondary traffic accidents' and 'Existing traffic information collection system' accordingly presenting a solution that can preemptively prevent secondary traffic accidents, intelligent traffic information collection system that enables accurate information collection on all sections of the road. As a result of the experiment, the reliability of data transmission reached 97% based on 95%, the data transmission speed averaged 209ms based on 1000ms, and the network failover time achieved targets of 50sec based on 120sec. 본 연구는 교통정보를 수집하기 위한 검지기 와 돌발 상황 검지에 사용되는 다양한 알고리즘들의 분석을 통해 기존 교통정보 수집체계의 한계를 극복하여 심각도가 높은 2차 교통사고를 예방하고자 한다. 즉 본 연구는 2차 교통사고를 유발하는 돌발 상황과 기존 교통정보 수집체계를 분석하고 그에 알맞은 2차 교통사고의 선제적 예방이 가능한 솔루션 및 도로 전 구간에 대한 정확한 정보수집이 가능한 지능화된 새로운 교통정보 수집 및 전달체계를 제시한다. 실험결과 데이터 전송 신뢰도는 95% 기준 97%를, 데이터 전송 속도는 1000ms 기준 평균 209ms, 네트워크 장애복구 시간은 120sec 기준 50sec의 목표치를 달성하였다.

        Design of ICT-based Agricultural Safety Monitoring System Models

        Objective: This study carried out base research to build an agricultural safety monitoring system through ICT convergence to reduce safety accidents and enhance welfare in life in the agricultural field. Background: The functions and values of rural villages as the space of living are recognized anew, but occupational accident rate due to farm work accidents is on the rise each year. Therefore, the seriousness of such a problem emerges. The convergence technology combining ICT is recently applied to industries overall, and therefore better services are offered. However, studies on ICT convergence has not yet been applied to the agricultural safety field. Method: This study identified ICT convergence service technology trends and representative serious accident types mainly occurring in agricultural activities. This study defined the major factors of farm work accidents and ICT to solve those accident factors including the sensor technology, wired/wireless communication technology and location information service, and applied them to prototype PCB for the development of an agricultural safety monitoring system. Results: This study proposed an emergency monitoring system for farmers and a harmful environment monitoring system. The ICT technology to prevent farm work accidents can be summarized as sensing technology, ICT and network technology and user interface technology. This study also designed PCB module configuration and situation judgment algorithm as basic research for proposed monitoring system development. Conclusion: The ICT-based agricultural safety monitoring research proposed in this study is expected to become the basis to build a future real time monitoring system, and also is expected to contribute to social safety and welfare service improvement for farmers. Application: The ICT convergence farmer accident prevention system will make contributions to the prevention of serious farm work accidents.
