        일부 지역자율방재단의 재난대응역량과 응급처치 지식수준

        This study attempted to understand the disaster response competency, educational experience and awareness of first aid, and the level of first aid knowledge of Citizen Corps Active In Disaster. This study collected data from June to December 2021 for residents working as Citizen Corps Active In Disaster in G Metropolitan City. The data were analyzed using descriptive statistics in the SPSS/26.0 program, in addition to an independent t-test, analysis of variance ANOVA. As a result of the study, it was recognized that the disaster management's expertise and response ability of Citizen Corps Active In Disaster were improving and it was confirmed that it was difficult to recognize and demonstrate individual roles in the event of a disaster. In addition, in the knowledge of first aid and CPR, it was found that there was a lack of knowledge about the exact order of CPR, the ratio of chest compression to breathing, and the location of the hand during chest compression. There was a difference in disaster response capabilities depending on the duration of activities in disaster prevention organizations and the degree of interest in disaster, and men had a high knowledge of first aid. Based on these findings, a standardized disaster response system was established to improve the disaster response capabilities of Citizen Corps Active In Disaster and to establish themselves as better disaster prevention organizations, as well as first aid and CPR along with training to improve their capabilities

        간호대학생의 재난인식과 보호동기 및 재난간호대응⋅대비역량

        목적 본 연구에서는 간호대학생의 재난인식, 보호동기 및 재난간호대응⋅대비역량을 확인하고, 재난간호대응⋅대비역량에 미치는 영향요인을 확인하였다. 방법 이를 위하여 G도와 D광역시 소재 3개 대학 4학년에 재학 중인 간호대학생 123명을 편의표집하여 구조화된 자가보고식 설문조사를 실시하였다. 자료분석은 SPSS Windows 21.0 프로그램을 활용하여 위계적 회귀분석을 실시하였다. 결과 연구대상자의 재난간호대응⋅대비역량은 재난인지, 보호동기와 유의한 양의 상관관계가 있는 것으로 나타났고, 재난 관련 교육, 재난인지, 보호동기가 대상자의 재난간호대응⋅대비역량을 54.5% 설명하였고, 재난인지가 가장 큰 영향력을 미치는 변수로 확인되었다. 결론 간호대학생의 재난간호대응역량 및 대비역량의 향상을 위해서는 학생들의 수준에 맞는 다양한 재난 관련 교육 프로그램 개발 뿐만 아니라 재난인지를 증진시키기 위한 다양한 중재 방안의 모색이 필요하다. Objectives This study aimed to identify the disaster awareness, protection motivation, and disaster nursing preparedness/response competency of nursing students as well as the influencing factors that affect disaster nursing preparedness/response competency. Methods A total of 123 senior nursing students from two universities participated in this study. The data was analyzed using Hierarchical regression with SPSS Windows 21.0 program. Results Significant correlations between disaster awareness, protection motivation, and disaster nursing preparedness/response competency were uncovered, and disaster-related education, protection motivation, and disaster awareness were identified as factors that affected the participants’ disaster nursing preparedness/response competency. Conclusions Therefore, further research on the development of disaster-related education programs to improve nursing students’ disaster awareness and disaster nursing preparedness/response competency is needed.

        재난의료지원팀 내 1급 응급구조사의 재난대비·대응역량에 관한 연구

        Purpose: This study aimed to investigate disaster preparedness competence and disaster response competence of paramedics working in emergency medical centers operating a disaster medical assistance teams. Methods: Data of 174 emergency medical technician(EMT)-paramedics were collected from July 15 to August 14, 2018 at regional and local emergency medical centers that operate disaster medical assistant team. Analysis of the data was carried out with IBM SPSS statistics 24.0 software (IBM, Armonk, NY, USA). Results: The mean disaster preparedness competence score was $3.57{\pm}0.63$ (out of five). Participants' disaster preparedness competence significantly differed according to type of emergency medical center (p<.000), disaster education experience (p<.000), and education frequency (p=.001). The mean disaster response competence score was $4.09{\pm}0.57$ (out of five). Participants' disaster response competence significantly differed according to disaster education experience (p<.000) and medical assistance experience (p=.045). Conclusion: Emergency medical technician-paramedics without disaster training should first be provided with this training. Further, it is important for EMT-paramedics to know their disaster preparedness and response capacities and strengthen their shortcomings. It is also important to develop education and training programs that properly equip EMT-paramedics with practical competencies.

        응급구조학과와 간호학과 학생들의 자아탄력성과 재난에 대한 경험 및 재난대처핵심역량 비교

        This study was attempted to provide fundamental data in a disaster response education program by comparing the differences between students of the paramedic and nursing in ego-resilience, disaster-experience and core competencies of disaster response. The data is collected from March 2 to April 2, 2019, on a total of 358 students (196 paramedic students and 162 nursing students) based in Jeolla Province. The structured questionnaire were used as research tools and the collected data were analyzed by using the SPSS program as frequency, percentage, t-test, ANOVA and Pearson’s correlation coefficient. The average score of total ego-resilience among the subjects was 86.97 out of 125 points. The number of paramedic students who experienced or witnessed the disaster situation in person was 11.2%, and the number of nursing students was 11.7%. The core competence of disaster response was 3.21% in paramedic students and 3.16% in nursing students. The ego-resilience of the paramedic and nursing students according to their general characteristics is statistically significant differences (t=2.797, p<.005) and the paramedic students has an average score of 3.52 points, which is higher than the nursing students (3.42 points). General characteristics and experience in disasters are statistically significant differences (t=2.797, p<.005), paramedic students had more disaster experiences (3.11 points) than nursing students (2.67 points). It indicated the static correlation relationship between ego-resilience, disaster experience and core competences of disaster response (p<.000). Through this study, the paramedic students were found to be more ego-resilience, more disaster experience and more critical capacity for disaster treatment than nursing students.

        응급구조학과 학생들의 재난대처핵심역량과 재난대처방법에 대한 인식

        Purpose: To investigate the perception of paramedic students about core competence and methods of disaster response. Methods: A self-reported questionnaire was completed by 210 paramedic students in Jeollado from March 2 to April 2, 2018. It comprised 57 questions on topics such as general characteristics (6), related experience (11), cognition of core competence (15), and knowledge of disaster response methods (25). Data were analyzed by means of a frequency analysis, a t-test, an ANOVA, and the Pearson's correlation coefficient using SPSS WIN 21.0. Results: The average score of the participants on disaster response core competence was 3.21. The statement "In case of a disaster, I know the duties of medical staff" scored the second highest, at 3.58, and "In the case of disaster, I can conduct the basic treatment" scored the highest ar 3.59. The average score for the disaster response methods was 3.31. Within the section, the statement "I know what I need to do in the case of burn patients" scored 3.59 and "I know what I need to do in the case of a cardiac arrest patient" scored the highest at 3.93. Conclusion: It is necessary to develop a training module considering the diverse types of disasters and a standardized education program for simulation similar to real-life situations.

        재난관리 역량 강화를 위한 조직 내 커뮤니케이션의 역할

        Purpose: As fire fighting officers`` disaster response situations are riddled with extreme anxiety and danger, rapid behavior responses and exact judgment have a vast effect on the individual``s outcome related to disaster management competence and disaster response. However, if there is a problem in the organization``s culture in terms of communication, which is based on the behavior and the judgment of the member of the organization, this could pose a negative effect on disaster management competence, and in the long term cause the member to leave the organization. Methods: As such, this study examines how the role of organizational communication effects the individual``s disaster maintenance competence. This study also examines the causal relationship of organizational communication and a fire fighting officer``s disaster management competence, based on the premise that the organizational commitment is a result of organizational communication. Conclusion: The analysis of this study, in short the relationship between organizational communication, organizational commitment, and disaster maintenance competence, is as follows. First, organizational communication had a statistically significant effect on the organizational commitment of fire fighting officers. Second, organizational communication had a statistically significant effect on the disaster management competence. Third, the organizational commitment of a fire fighting officer has a statistically significant effect on their disaster management competence. As such, the importance of organizational communication and organizational commitment was emphasized. In addition, in order to strengthen the disaster management competence of the fire fighting officers, it was proposed that an appropriate evaluation system and reward system by instituted. In the same light, it was proposed that training programs to strengthen competence in communication be instituted.

        재난관리자의 즉흥성(improvisation)과 ICT 활용이 재난대응 역량에 미치는 영향 : 자기효능감의 조절효과를 중심으로

        불확실성이 높은 재난현장에서 일선 공무원들의 역량 수준에 따라 재난대응의 성패는 달라질 수 있다. 본 연구는 지역 재난관리 공무원 대상 인식조사를 활용하여 재난관리자의 즉흥성(improvisation)과 정보통신기술(ICT) 활용이 재난대응 역량에 미치는 영향을 분석하고, 재난대응 역량에 대해 즉흥성과 ICT 활용의 이원조절효과 및 즉흥성, ICT 활용, 자기효능감의 삼원조절효과를 탐색하였다. 위계적 다중회귀분석을 실시한 결과, 즉흥성과 ICT 활용은 재난대응 역량을 높이는 것으로 나타났다. ICT 활용은 즉흥성이 재난대응 역량을 높이는 효과를 강화하지는 않았다. 그러나 자기효능감이 높을 때 ICT 활용은 즉흥성이 재난대응 역량을 높이는 효과를 더욱 강화하였다. 통계분석 결과를 토대로, 1) 지역 재난관리자 대상 시나리오를 활용한 체험교육 확대, 2) 지방정부의 경직된 관료제적 조직 구조에서 유연한 조직구조로 전환, 3) 지역 재난안전 정보화사업에 대한 투자 확대, 4) 재난관리자 대상 ICT 교육 강화, 5) 지역 재난관리자의 자율성 및 적극행정에 따른 면책 확대 등의 시사점을 도출하였다. This study examines the effects of emergency managers’ improvisation and ICT utilization on disaster response competencies(DRC). Using survey data collected from Korean local emergency managers(LEMs), the author tests key hypotheses based on a hierarchical multiple regression analysis. The results indicate that improvisation and ICT utilization are positively associated with DRC. There is no pattern of moderating effects of ICT utilization between improvisation and DRC. However, a three-way interaction of improvisation, ICT utilization, and self-efficacy was positively related to DRC. The findings suggest that central and local governments are required to promote a scenario-based participatory learning for capacity-building on LEMs and to create agile emergency management organizations. This study also emphasizes investments in local information service projects related to emergency management, ICT skills trainings for LEMs, and expansion of autonomy and exemption from proactive public administration for LEMs.

        대학생들의 재난준비도, 재난대응역량 및 재난대응 참여의지에 대한 연구

        Purpose: We aimed to identify disaster preparedness, disaster response competency, and willingness to participate in disaster response among university students. Methods: Data were collected from the paramedic students after consent to this study through online. The period of data collection was from June 13 to August 3, 2023 and 207 questionnaires were analyzed using SPSS 27.0 program. Results: The subject's disaster preparedness was 7.67±3.10 out of 15, disaster response competency was 2.79±0.69 out of 5, and willingness to participate in disaster response was 6.06±4.59 out of 15. There was a significant difference in disaster preparedness depending on the disaster education experience (p<.001), in disaster response competency depending on the number of courses completed (p<.05), in willingness to participate in disaster response in cases of disaster experience (p<.05) and number of times disaster education was completed (F=3.146, p=.047). In particular, if the number of disaster training courses completed was three or more, disaster response competency and willingness to participate in disaster response were significantly high. There was a significant positive correlation between the subjects' disaster preparedness and disaster response competency (r=.655, p<.001).

        재난대응 업무성과에 미치는 영향요인에 관한 실증연구

        Purpose: In order to satisfy the public demand for safety, the government and relevant organizations establish policies on disaster management annually. However, the continuous occurrences of safety accidents, including the Sewol ferry disaster, show the need to overhaul the current disaster management system. Methods: This study aims to demonstrate the importance of the disaster management system by carrying out an evaluation of fire fighting officers, one of the main units in the current disaster management system, and analyzing the causal relationship of factors that influence the disaster management performance, which is the final objective of disaster management. Results: First, the establishment of disaster management plans, systematic situation management, and efficient resource management have a statistically significant influence on competencies in disaster management. Second, the establishment of a disaster management plan has a statistically significant influence on disaster management performance. Third, competencies in disaster management have a statistically significant influence on disaster management performance. Fourth, the mediating effect of competencies in disaster management on the relationship among the establishment of disaster management plan, efficient disaster management, and disaster management performance is statistically significant. Competencies in disaster management are mediated to produce a significant influence on disaster management performance. Conclusion: In order to improve the disaster response performance, this study emphasizes the need for an overhaul of the disaster management system based on what the results of this study indicate.

        구급대원의 재난대응역량에 관한 연구

        Purpose: This study was conducted to investigate the disaster response competencies of 119 emergency medical technicians (EMTs). Methods: The subjects of this study were 226 119 EMT’s at the fire station located in G province. The questionnaire consisted of 5 sub-factors and 29 items for measuring disaster response competencies and the collected data were analyzed using SPSS program. Results: Disaster response competency comprising immediate response, patient triage, patient treatment, patient transport, and collaboration support were 3.48, 3.64, 3.52, 3.64, and 3.16, respectively. Advanced EMTs scored significantly higher in patient triage (p<.001), treatment (p<.001), and transport (p=.022) competency than basic EMTs. Conclusion: In order to improve disaster response competency, it is necessary not only to enhance individual ability but also to continue disaster management training with related organizations.
