정보소외계층을 위한 도서관의 문화복지 정책에 관한 연구

본 연구는 지난 5년간의 정보소외계층을 위한 도서관의 문화복지 정책을 분석하고 개선점을 제시하였다. 이를 위해 문화체육관광부 도서관정보정책기획단 조직의 업무와 도서관현장을 위한 정책을 조사하고 분석하였다. 첫째, 소외계층을 위한 도서관 서비스는 단기적인 사업성 위주의 프로젝트로 진행되고 있다. 둘째, 작은도서관, 장애인정보누리터, 다문화도서관 등의 시설 건립 중심과 비전문적인 순회사서로 유지되는 운영정책을 수립하고 있다. 셋째, 정보소외계층 정책의 분산화와 민간 장애인도서관의 공공의 지원정책 미비로 인하여 협력체계 구축이 어려운 실정이다. 넷째, 대체자료 양적 확산 위주의 장애인서비스 정책이 이루어져 있음을 밝혀내었다. 이에 본 연구는 정보소외계층을 위한 도서관서비스는 보다 전문적인 정책이 개입되어 각 영역별 통합조정과 전문성 개발정책이 필요함을 제시하였고 이를 위해서는 문화체육관광부 도서관정보정책위원회에 별도의 문화복지 도서관정책부서 신설과 그 활동을 제언하였다. This study analyzed the policy of culture welfare in libraries for the information alienated groups. This study suggested several improvements as a conclusion. Research analyzed organizational tasks and policies for Ministry of Culture, Sports and Tourism, Planning Group for Library and Information Policy and the policies for libraries. First, library service for alienated class was centered in short term period projects. Second, it is hardware oriented such as building small libraries, places for disabled person, multi-cultural libraries. Due to the decentralization of policies for the groups with alienated information, and lack of public supportive policies for private library for the disabled, developing cooperative system is difficult. Third, we revealed that policies for quantitative production of alternative material were achieved. So, this study suggested professional policy in integrative cooperation in accordance with each domain and creation of a separate welfare library policy department and its activity.

도서관통계에 나타난 정보취약계층의 지표 분석

The aim of this study was to investigate and analyze the changes in inputs and outputs for information-poor in public libraries to eliminate the digital divide. The survey and analysis was utilized indicators for the information-poor shown in library statistics. And through the analysis of statistical indicators, it examined the changing patterns of the elements that each library are inputted to eliminating the digital divide. As a result, it revealed problems such as regression of facilities for the aged and disabled, continuous decrease in the number of special materials for disabled person, and reduction of service users and budget for information-poor. In order to solve this problem and to achieve the desired performance for eliminating the digital divide. it’s required the budget increase and strong policies for information-poor. 본 연구는 정보격차해소를 위하여 공공도서관에서 정보취약계층에 대한 투입과 성과가 어떻게 변화하고 있는지 조사하여 분석하고자 하였다. 이 조사와 분석은 정보취약계층에 대한 투입과 성과의 양적인 상태를 가장 잘 알 수 있는 도서관 통계지표를 활용하고자 하였다. 도서관 통계지표의 분석을 통하여 정보격차해소를 위해 각 도서관이 투입하는 요소들의 변화양상을 살펴보고 문제점을 제시하였다. 그 결과 노인 및 장애인을 위한 시설의 퇴보, 장애인용 특수자료 수의 지속적인 감소, 정보취약계층 서비스 이용자수의 감소, 전체 도서관 예산에서 차지하는 정보취약계층을 위한 예산의 매우 적은 비율과 그 예산마저도 매년 감소하는 현상 등의 문제점이 밝혀졌다. 결론적으로 도서관통계에 나타난 정보취약계층을 위한 지표들과 그 추이는 각종 관련 정책들과 공모사업들의 추진이 지식정보격차해소에 긍정적인 성과를 가져오지 못함을 보여주고 있다. 즉 정보취약계층을 대상으로 하는 다양한 서비스의 제공노력은 지속적인 관심을 갖고 추진되고 있는 듯 보이나, 실질적인 예산의 투입이나 관련 정책의 추진은 이를 따라가지 못하고 있으므로 이에 대한 강력한 대책이 요구된다.

독서프로그램이 소외계층 아동에게 미치는 효과와 의미 - 도서관과 함께 책읽기프로그램을 중심으로 -

이 연구에서는 독서프로그램이 소외계층 아동에게 마치는 효과와 의미를 고찰하였다. 이를 위해, 국립어린이청소년도서관이 운영하는 '2011년 도서관과 함께 책읽기 사업'에 참여한 소외계층 아동 1,643명을 대상으로 조사하였다. 특히, 독서프로그램의 효과와 의미를 다각적으로 고찰하고자 독서프로그램에 대한 관찰, 아동을 대상으로 하는 설문조사, 사업 수행과 관련된 사서, 강사, 기관 담당자와의 면담과 설문조사를 실시하였다. 연구결과, 독서프로그램 참여 후 소외계층 아동의 독서에 대한 관심과 태도가 긍정적으로 변화하였으며 아동의 정서적인 면에서도 긍정적인 변화가 일어났다. 또한, 도서관에 대한 아동의 경험과 관심이 증가한 것으로 나타났다. 전반적으로 독서프로그램에 대한 아동의 평가는 긍정적이었으며 프로그램에 대한 기대와 요구가 매우 높은 것으로 조사되었다. This study analyzed the effect and meaning of reading program for alienated children. To accomplish this, this study collected its data through surveys and observations with 1,643 children that participated in the reading program by Library of National Library for Children and Young Adults and through surveys and interviews with librarians, instructors and representatives of agencies that related to the program. The results show that there were improvements in children's reading interests, reading attitude and affect in the program. And children's experiences and interests in libraries were increased after the program. Children evaluated affirmatively the program and children's demand for the program was increased.

초기 문해력 교육을 위한 작은도서관의 사회적 역할 제고 방안 연구

이 연구는 정신적 ‧ 문화적 측면에서의 복지를 지원하는 대표적인 기관인 도서관, 그 중에서도 작은도서관이 초기 문해력 교육에서 담당해야 할 역할에 대해 살펴보았다. 공공도서관과 다르게 지역 주민들의 생활 동선에 위치하는 작은도서관은, 도서관 서비스에 대한 접근성과 편의성을 높여 독서복지를 강화할 수 있는 대안이다. 이동 거리나 접근의 편의성이 도서관 서비스 이용에 영향을 미치는 중요한 변인이라는 점에서 작은도서관은 공공도서관의 한계를 메울수 있다. 또한 작은도서관은 지역사회 공동체에 밀착되어 있기 때문에 가정에서의 문해 환경의 격차를 줄이면서 모든 아동들에게 유의미한 문해 활동의 기회를 제공할 수 있다. 이 연구는 이를 전제로 작은도서관이 운영하고 있는 독서 지원프로그램 중 초기 문해력 발달을 지원할 수 있는 프로그램을 찾아보았다. 북스타트와 책 읽어주기가, 학령기 이전과 초기의 학습자가 문해력의 토대를 쌓고 읽기에 대해 긍정적인 태도를 기르도록 하는 대표적이면서도 보편적인 프로그램이었다. 이러한 프로그램이 소외계층 아동의 초기 문해력 교육에 실질적인 도움이 되도록 하려면 작은도서관의 독서 지원 프로그램을 다양화하고 더 많은 아동들이 작은도서관을 이용할 수 있도록 유도하는 방안을 마련할 필요가 있다. Libraries are representative institutions that support welfare in terms of mental and cultural aspects. This study examined the role small libraries should play in early literacy education. Unlike public libraries, small libraries located in the life movement of local residents can increase accessibility and convenience to library services. Small libraries can fill the limitations of public libraries, in that travel distance and convenience of access are important variables that affect the use of library services. Further, as small libraries are closely aligned with local communities, they can provide meaningful opportunities for literacy activities to all children while reducing the gap in the literacy environment at home. Based on these facts, this study explored programs that can support early literacy development among reading support programs operated by small libraries. “Bookstarts” and reading books were representative and universal programs for preschool and early learners, designed to build their foundations regarding literacy and develop positive attitudes toward reading. For these programs to be practically significant in the early literacy education of children belonging to the socially disadvantaged, it is necessary to diversify the reading support programs of small libraries and devise a plan to induce more children to use small libraries.

공공도서관의 평생교육 프로그램 활성화 방안에 관한 연구 -화성시 공공도서관을 중심으로-

본 연구는 공공도서관의 평생교육 프로그램 활성화 방안을 제시하여, 지역주민이 지속적으로 자기주도학습을 할 수 있는 기반을 마련하고, 사회적 변화에 적극적으로 대처하는 지역사회 평생교육기관으로서 역할을 강화시키는 데 목적을 두었다. 연구결과, 첫째, 공공도서관의 평생교육 담당자를 위한 재교육 및 담당자 간 협력구축이 필요하다. 둘째, 유능한 강사확보를 위해 강사은행제도를 마련하여, 활발한 평생교육 프로그램의 개발로 이어질 수 있어야 한다. 셋째, 지역 사회 내 타 기관 간의 협력 체계 구축이 필요하다. 넷째, 문화소외계층을 위한 프로그램 개발이 필요하다. 미래의 공공도서관은 지역사회의 주민들이 쉽게 이용할 수 있도록 보완, 개선하고, 다양한 이유로 이용하지 못하는 잠재적 이용자들에게도 도서관과 쉽게 친해질 수 있도록 서비스 하여, 모든 지역 주민의 자아실현의 가능성을 실현시키고, 배움력을 길러줄 수 있도록 해야 할 것이다. 아울러, 공공도서관이 지역특성에 부합하는 서비스 개발 및 기능 확대에 관한 지속적인 관심과 연구표본의 규모를 확대한 후속 연구가 필요할 것이다. This study proposes various ways to foster LE programs in public libraries, which would provide supports for community residents’ self-directed learning, and aims to promote public libraries to a community LE institution that helps their members actively adapt to the societal change. The present study set the following research questions to achieve the goal. The results, First, re-training of staff involved in LE programs and collaboration among the staff are needed. Second, an instructor database system is required to obtain qualified instructors, which would support active and efficient development of LE programs. Third, systematic cooperation across different institutions within the community is needed. Fourth, programs designed and developed for culturally underprivileged individuals are demanded. Future public libraries should be more accessible to the community residents and afford convenient service to potential users who do not use the library for various reasons. This will help all the community members achieve their self-realization and build learning skills. Lastly, a continuing interest in the development of library service and the expansion of its functions designed to meet the regional characteristics is required in addition to follow-up research using a larger sample size.

공공도서관에서의 책 읽어주기 활성화 방안

책 읽어주기는 영유아만 아니라 정보소외계층을 포함하여 전 연령층을 대상으로 공공도서관에서 실시할 수 있는 대표적인 프로그램이다. 안성시립도서관에서는 도서관 사서와 자원봉사자를 통하여 도서관 내에서 사서가 진행하는 책 읽어주기, 자원봉사자와 외부강사를 활용한 정보소외계층 책 읽어주기를 프로그램을 진행하였다. 독서진흥의 주체로 공공도서관의 강점인 풍부한 자료를 활용하고 사서가 책 읽어주기의 주체가 되어 지역사회의 인적 네트워크를 활용하여 책 읽어주기 문화를 확산하여야 할 것이다. Reading-aloud books for others is a representative program which can be implemented in public libraries for people of all ages, including the information minority group as well as kids and infants. Anseong Municipal Library implemented Reading-aloud by Librarians and Reading-aloud by Volunteers and Outside Instructors Programs in the library. Public libraries, the leader to promote reading-aloud, need to expand the reading-aloud culture using human networking in a community as the librarians take the initiatives in reading books using abundant data the advantage of public libraries..

비대면 시대의 지식정보취약계층 일상생활 정보요구와 도서관 이용 경험에 관한 연구

Based on the Everyday Information Seeking Behavior Theory, this study investigates information activities and library experience of 66 elderly or people with disabilities in Autonomous District A. In addition, this study analyzes contextual circumstances of daily information activities through in-depth interviews with a subset of 11 people. Although community welfare centers provide basic welfare, the elderly and people with disabilities seek to learn and socialize in cultural welfare centers, particularly in libraries. This study shows that libraries can fulfill their top three of Maslow’s hierarchy of needs: Self-Actualization, Esteem, and Love and Belonging. Specifically, digital literacy education has been identified to be highly demanded. They seek to distinguish correct online information and to socialize using digital technologies in this contactless society. This study proposes a detailed plan for public libraries to offer cultural and information welfare in order to reduce the information gap within the local communities. 본 연구는 일상생활정보 이론을 기반으로 A자치구 66명의 장애인과 노인의 정보활동과 도서관 이용 경험에 대하여 조사하였다. 계량적 분석과 더불어 11명의 심층인터뷰를 통해 이들이 경험하는 일상생활 정보활동에 대한 맥락적 상황을 분석하였다. 연구 결과 장애인과 노인은 신체적, 심리적인 고립감이 비대면 시기에 심화되고 있고, 도와줄 인적 자원이 없으며, 온라인 정보기술의 활용과 정보 판단의 어려움을 겪고 있음이 나타났다. 이들의 정보 습득 경로는 가족이나 지인 등을 통해 얻기 보다는 지역 복지관을 주로 이용하는 것으로 나타났다. 반면에 새로운 것을 배우고, 다양한 문화적 활동을 체험하며, 책을 통해 마음의 위로를 받기 위해서 도서관을 이용하고자 하였다. 도서관을 이용해 본 경험이 있는 장애인과 노인의 경우 도서관 서비스에 대한 만족도가 매우 높았으며 삶의 활력, 시간의 유용성, 배움의 기회, 미래에 대한 긍정성을 갖게 되었다. 비대면 시기에 폭증하는 온라인 정보의 옳고 그름을 판단하는 능력과 사람들과 교류할 수 있는 디지털 기술의 활용 등 디지털리터러시 위한 교육은 절실함이 나타났다. 본 연구는 지식정보취약계층이 디지털 시대의 사회 참여자로서 문화적 향유를 누리며 삶에서 새로운 가치를 주체적으로 만들어 내기 위해서 정보격차 불평등을 완화시키는 것이 필수적이며 그 중심에 도서관이 있음을 제시하였다. 매슬로우의 5단계 욕구 중 생리적 욕구, 안전 욕구의 기초복지를 기반으로 사회 참여, 존중, 자아실현의 욕구 등 문화복지, 정보복지 영역으로 확장해야 한다고 제언하였다. 이를 구현하기 위해서 지역사회 공공도서관이 특수도서관, 유형별 복지관, 행정 기관 등과 유기체적으로 협력하여 아웃리치 서비스, 인적 리에종 서비스 강화, 협력 장서 개발, 문화복지 프로그램 개발이 필요함을 제시하였으며, 가장 중요한 요소로 이들을 진심으로 이해하고 다가가는 인적 서비스임을 강조하였다.

공공도서관 어린이 독서프로그램의 효과 측정 영역 개발에 관한 연구

The purposes of this study are to analyze the effectiveness of public library reading programs for children in qualitative way and to apply the outcomes to identify areas to measure the success of library reading programs. Interviews were conducted with children who participated in ‘2013 Reading Books with Libraries’ program and adults who were in charge of managing the program. Observations on the program were also conducted. The findings indicate that children who participated in ‘2013 Reading Books with Libraries’ program positively changed in various aspects. Selected areas to measure the success of library reading programs include: reading behavior; attitude to books; awareness of libraries and librarians; participation of library reading programs; the ability to read aloud; the ability to comprehend stories by listening; aggression; the ability to express one’s own feelings; speech ability; concentration power; and undiscovered potential. The elements that affect the success or failure of library reading programs include: librarian’s enthusiasm on running the reading program; environmental condition of the community child care center; age differences between child participants; running style of the instructor’s program; selection of books; child participants’ reading abilities and interests in reading; available time for free voluntary reading. 본 연구의 목적은 공공도서관에서 이루어지고 있는 어린이 대상 독서프로그램의 효과를 정성적으로 분석하고 이를 바탕으로 독서프로그램의 성과 측정 영역을 개발하는 것이다. 이를 위해 ‘2013 도서관과 함께 책읽기’ 사업에 참여하는 도서관의 독서프로그램어린이들, 프로그램 담당자들과 면담 및 관찰을 하였고 독서프로그램의 효과를 분석하였다. 연구 결과 ‘도서관과 함께 책읽기’ 프로그램에 참가한 어린이들은 대체로 긍정적인 변화를 보였으며 독서프로그램의 효과 측정 영역이 책 읽기와 책에 대한 태도, 도서관과 사서에 대한 인식, 독서프로그램의 참여도, 소리 내어 읽는 능력, 이야기를 듣고 이해하는 능력, 공격성, 자신의 감정 표현 능력, 발표력, 집중력, 잠재력으로 나타났다. 또한 독서프로그램의 효과에 영향을 주는 요소로 사서의 적극적인 노력, 지역아동센터의 환경, 학년 구성, 강사의 수업 구성 방식, 독서프로그램에서 사용하는 책의 선정, 독서프로그램 참가 어린이의 독서능력 및 독서에 대한 관심, 자유시간의 제공 여부를 들 수 있었다.

어린이 독서캠프의 효과적 운영 방안에 대한 연구 - 국립어린이청소년도서관의 "도서관과 함께 책읽기" 사업을 중심으로 -

본 연구에서는 국립어린이청소년도서관에서 소외된 어린이를 위한 '도서관과 함께 책읽기' 사업과 연계한 프로그램으로 운영되었던 독서캠프 사례를 통하여 문제점 및 개선점을 조사하고 효과적인 독서캠프 프로그램으로 운영되기 위한 방안을 제안하였다. 이를 위하여 전국 6권역에서 개최된 독서캠프의 운영 사례를 조사하였다. 또한, 독서캠프에 참가한 어린이와 사서에게 독서캠프에 대한 의견을 설문지로 조사하여 독서캠프 운영상의 문제점을 파악하였다. 이러한 결과를 바탕으로 효과적인 독서캠프 프로그램의 운영 방안을 제시하고 개선방안을 도출하였다. This research intends to identity problem and to suggest improvement through examples of the children for Reading Camp connected on Reading with Library Program for Children of Alienation in the National Library for Children and Young Adult and to investigate the way of effective the reading camp. The study investigated the operational practices of reading camp programs in 6 areas in the country. Further, it conducted a survey with children and librarians participated in the reading camp program. Based on the results, effective reading camp operation has been suggested and some suggestions have been made to improve administration strategies for reading camp.

부산광역시 독서소외계층 독서문화진흥 현황 및 발전 방안에 관한 연구

이 연구의 목적은 부산지역 독서소외계층의 독서문화진흥 운영 실태를 조사 분석하여 독서문화진흥 발전방안을 수립하고자 함이다. 부산지역의 공공서관을 비롯하여 독서소외계층시설을 대상으로 독서문화진흥 사업의 현황을 조사 분석하였다. 이를 통해 독서소외계층을 위한 독서문화진흥사업 발전 방안을 도출하고, 부산광역시의 독서문화진흥 발전방안으로 공공도서관과 유관기관 간의 상호협력 모델을 제시하였다. The purpose of this study was to identify ways in which to improve assistance of reading culture promotion for reading disables in Busan Metropolitan City. The research conducted a survey on reading culture promotion works which were conducted through related public institutions, private organizations and facilities for disadvantaged class, including public libraries. This study analyzed the situations in Busan. The Results indicated promotional strategies are needed in reading culture for the handicapped. This study suggest ways in which to improve assistance through analytical research which are models of mutual cooperation for reading culture promotion in Busan.
