공공건설사업 사업비 관련 정보 수집 및 활용 방안

국가 재정이 투입되는 공공건설사업의 사업비 관리는 국가경제의 중요한 관리 사항 중의 하나이나, 공공건설사업의 사업비 증감형태의 다양한 분석을 위한 사업비 관련 정보의 수집과 관리가 체계적으로 이루어지지 못하고 있는 실정이다. 이에 본 논문에서는 관련법을 통해 수집되고 있는 공공건설사업의 사업비 관련 정보를 바탕으로 분석을 실시하는 현행 방법을 탈피하여 공공건설사업의 사업비 관련 성과 분석과 관련하여 무엇을 어떻게 분석할 지를 먼저 설정한 후 이러한 분석을 위한 필요 사업비관련정보 도출과 활용방안을 제시하였다. 공공건설사업의 사업비 관련 정보의 체계적인 수집과 분석을 통해 사업비 투입 실태, 사업비 변동 및 주요 현안에 대한 분석이 가능하게 된다. 사업성격에 따른 사업비 성과 분석을 통해 관련 정책 및 제도개선의 효용성을 검증할 수 있을 것이며, 향후 매년 동일한 항목에 대해 조사 및 분석을 할 수 있는 여건을 마련함으로써 공공건설사업의 사업비의 지속적인 관리를 통하여 공공건설사업의 효율적인 사업비 관리가 가능할 것으로 판단된다. Due to amount of investment and economic impact, cost management of public construction project is one of the important roles of government. However, cost data of public construction projects have not been properly collected and analyzed due to improper data collection system. This paper introduced relatively new approach in collecting cost related data of public construction projects. Different to existing cost collection system, the proposed approach in this paper starts with figuring out what kinds of analysis need to be done to improve cost performance of public project of data, then determine the formula and data those should be collected for the analysis. This paper also suggested how to interpret the meaning of the result from various analyses. The proposed method will be able to analyze cost performance in various aspects for enhancing performance of public construction project in terms of cost. In addition, newly introduced project delivery method or contract method will be able to be examined through the result of various analyses which can be derived from proposed cost data collection system.

공공건설사업 건설성과 영향요인 가중치 개발

공공건설사업은 사람들의 복지 후생 향상과 국가 또는 공공단체 등이 공공자원을 사용하여 시행된다. 따라서 본 논문은 공공건설사업의 성과를 제고시키기 위해 건설성과에 영향을 주는 요인을 파악하였다. 그리고 전문가를 대상으로 AHP를 실시하여 영향요인 별 영향정도를 가중치로 제시하였다. 이를 위해 먼저 영향요인을 건설관련 제도, 프로젝트 관리노력, 프로젝트 환경을 구분하고 세부 영향요인 16개를 제시하였다. 그 결과 적정 예산확보, 합리적 사업시행 절차, 사전 기획 등의 순으로 가중치가 결정되었다. 이는 시공 이전단계의 업무에 해당되는 요인들로 시공이전단계의 관리업무의 중요성을 나타내고 있다. 반면, 자재조달, 작업난이도, 현장 조건 등 시공과 관련된 요인의 중요도는 상대적으로 낮은 것으로 나타났다. 본 연구 결과를 바탕으로 가중치가 높게 나타난 영향요인을 중점 관리하여 건설공사의 성공적인 수행이 가능 할 것이다. Public construction projects are implemented by government or public agencies using public resources to enhance the welfare of the people. Therefore, this paper investigates the impact factors for public construction performance. Then, the weights for impact factors are assigned using AHP. The impact factors are categorized into construction policies, project management efforts, and project environment. Further, 16 detail impact factors are listed in each category. The results show that weights are ordered in appropriate budget, reasonable project implementation process, and pre-project planning. These impact factors are related with pre-construction management activities. However, construction related impact like procurement, work difficulty, and construction environment show relatively low weights. The results can be useful to improve construction performance with managing impact factors showed high weights.

The study analyzes a series of decisions made by Building Construction Review Committee on public building construction project. Several government authorities are engaged on the review and required the building client authority to revise the design according to revise items suggested by the committee members ranging from Architectural Planning to other Building Engineering fields. The study delves the legal and design aspects of the review, the meaning of private, semi-public and public function of building, and the construction policy. Two Public building projects were analyzed in terms of revise items. We found some patterns of problem and the current review system works to promote technical aspect of the building and to keep public entity of the projects.

Fuzzy AHP를 이용한 프로젝트 특성과 공공갈등 특성 간의 영향 관계 중요도 분석

국내에서 발생하는 공공갈등은 증가 추세이며, 갈등으로 인한 직·간접 피해가 크기 때문에 이를 줄이고자 다양한 연구가 진행되고 있다. 그러나, 기존 연구들은 갈등자체에 보다 중점을 두고 있어 갈등으로 인한 건설사업에 대한 영향에 대한 연구는 미흡한 실정이다. 또한, 대부분의 공공갈등은 대형 SOC 사업과정에서 발생하기에, 프로젝트 특성을 고려한 갈등연구가 필요하다. 따라서 본 연구에서는 프로젝트 특성과 공공갈등 특성 간 영향 관계의 중요도를 파악하였다. 문헌고찰과 전문가 자문을 통해 프로젝트와 공공갈등의 대표 특성을 4개씩 선정하였고, 두 집답의 특성 간 영향 관계 중요도를 Fuzzy AHP를 이용하여 분석하였다. 그 결과, 프로젝트 특성 중 SOC 건설사업 유형이 전반적 갈등특성에 가장 큰 영향을 미쳤다. 갈등특성 중 특히 갈등요인과 갈등단계가 건설사업 유형과의 영향 관계 중요도가 높게 나왔다. 본 연구결과를 통해, 프로젝트 특성에 따라 달라지는 갈등의 특성들을 고려한 갈등관리방안 수립할 수 있을 것으로 기대된다.

The construction project manager must clearly carry out the activities of each construction stage specified in the ‘Task Description’. In this study, ‘design change’ and ‘completion process’ were classified as core tasks in consideration of the frequency and importance of tasks. And, by analyzing the actual construction project, the task contents for the core work were standardized. This laid the foundation for the ordering office, construction project management technicians, and builders to clearly understand the business areas of construction project management and fulfill their responsibilities for their respective tasks.

공공건설사업의 성과평가를 통한 공사비 증가 원인 분석 및 증가 최소화 방안

공공건설사업을 효과적이고 체계적으로 관리하기 위해서 정부와 지방자치단체는 건설사업 관련 제도와 정책, 그리고 사업단계별로 다양한 사업관리 기법들을 활용하고 있으나 공사비의 증가는 계속 발생하고 있다. 이러한 문제를 해결하기 위하여 본 연구에서는 기존에 수행되었던 공공건설사업의 사례를 수집하여 실적 데이터를 분석하고 공사비의 증가 원인을 사례에 기반하여 도출하고자 하였다. 그리고 분석 결과를 토대로 공사비의 증가 원인을 예방하고 공사비 증가를 최소화하는 방안을 제안하고자 하였다. 분석 결과, 공사비 증가 원인은 민원 발생, 설계도서와 현장상태의 상이, 그리고 사업계획 변경 및 발주자의 요청이 주요 원인으로 도출되었고, 본 연구는 전문가와 발주자의 자문과 각각의 원인별 개선 방안을 제도적인 측면에서 제안하였다. 이 연구의 결과는 공rhd건설사업의 공사비 증가 문제점을 해결하기 위하여 기존 공공건설 프로세스를 개선하고, 주요 점검 단계별로 중점 점검 및 검토 사항을 제시하였다는 것에 의의가 있다. The government and local governments are utilizing regulations, policies, and various project management techniques at each projectstage to effectively and systematically manage public construction projects. However, the increase in construction costs continues tooccur. In order to solve these problems, this study attempted to collect cases of existing public construction projects and analyze historicaldata. And it would like to derive the impact factor of increased construction costs. Based on the results, a plan was proposed to preventthe causes of increase and minimize in construction costs. The main reasons for the increase in costs were the occurrence of civil petition,differences between design documents and site conditions, and changes due to requests from the owner and changes in the business plan. And to solve these problems, this study proposed improvement for each cause from an institutional perspective, along with interviewwith experts and project owners. The results of this study are significant in improving the process of existing public construction processand presenting key inspection and review items for each major inspection stage in order to solve problem resulting from the analysisof the performance of public construction projects.

공공건설사업의 계약변경 현황 분석에 관한 연구

공공건설공사의 특성상 공사 수행 중 계약변경 또는 설계변경이 불가피한 경우가 많다. 이러한 계약변경은 사업을 수행하는 과정에서 직접비뿐만 아니라, 예산확보의 문제 등에 의한 공기연장을 수반하여 간접비 증가의 문제를 야기한다. 따라서 본 연구에서는 계약변경이 공사비와 공사기간에 미치는 영향과 손실을 정량화하기 위한 7가지 지표를 도출하여, 예정가격 100억 이상의 공공ㆍ문화체육시설을 대상으로 시공단계에서 발생되는 계약금액 조정 및 공기연장 사유별 발생현황에 대한 실태조사 및 분석을 실시하였다. 그 결과, 계약금액 조정 사항 중 공사비는 1000억이상의 대형공사, 최저가방식, 계속비공사일 때 크게 상승하며, 건당 3.4회의 설계변경에 의해 평균 8.8%가 공사비가 상승하였다. 공사기간은 대형공사, 턴키방식, 장기계속공사로 진행될 때 크게 증가하여 건당 평균 25.3%의 공기가 연장됨을 알 수 있었다. 본 연구를 통해 시공단계에서의 계약변경은 설계품질, 발주기관의 기본계획 수립단계에서의 체계적인 검토, 낙찰방법 및 계약성질 등에 영향을 받음을 알 수 있었다. 이러한 다양한 원인들에 대한 면밀한 검토 및 추가 보완을 통해 향후 Cost Overrun Risk 식별 및 관리에 활용될 수 있을 것이라 판단된다. Because of the characteristics of public construction project, there are many cases of contract change or change orders during the construction. The contract change is accompanied by not only direct expenses but also time extension caused of budget securing problem, etc. during the project, so it increases problems such as the increase of indirect expenses, etc. Therefore, this study drew 7 indexes which can quantify effects and loss made by contract change on construction cost and construction period and inspected and inspected/analyzed adjustment of contract occurred at the stage of construction and occurrence situation by reasons of time extension for pubicㆍcultural sports facilities whose estimated expenses are more than 10 billion. As the result, among the adjustments of contract, construction expenses are greatly increased in case of huge construction, the lowest expenses method and continuous non-construction. And, construction expenses of average 8.8% were increased by change orders of three and four times per a case. The construction period was greatly increased in case of huge construction, turnkey method and long-term continuous construction, so time of average 25.3% per a case was expanded. In this study, contract change at the stage of construction is influenced by systematic inspection, successful bid, contract characteristics, etc. at the stage establishing designing quality and fundamental plan by orderer. Through the minute inspection and additional supplementation for the various reasons, this study will be applied to discriminate and manage Cost Overrun Risk in the future.

공공건설사업의 계약변경 원인 분석을 통한 공사비 상승리스크 식별 및 분석

본 연구는 공공건설사업 시공단계에서의 공사비 상승리스크 식별 및 분석을 위하여 계약변경 원인 분석을 통한 공사비 상승요인을 파악하여 62개의 세부 리스크 요인을 식별하고 FMEA기법으로 리스크를 분석하였다. 그 결과, RPN 분석에서는 공기가 공사비 측면보다 1.3% 큰 것으로 평가되었으며, 공사비 상승 및 공기지연에 대한 위험도 상관관계 분석결과, 순위 상관 계수가 0.892로 강한 상관관계가 있는 것으로 나타났다. 또한, 리스크 항목별 중요도 분석에서는 프로젝트 특성(PC), 설계품질 관련(DQ) 항목이 중요도가 높았으며, RPNC, RPNT 값이 평균이상인 핵심 리스크 요인은 24개로 나타났다. 본 연구의 공사비 상승리스크 식별 및 분석결과를 바탕으로 시공단계에서의 효율적인 공사비 상승리스크 관리시스템을 마련 할 수 있을 것으로 기대된다.

공공부문 건설공사의 입찰담합 유발요인 및 조달정책의 개선방향

입찰담합은 경쟁에 의하여 결정되어야 할 낙찰자와 낙찰가격 등을 입찰참가자들이 사전에 결정하는 행위이다. 입찰담합은 다른 참여자의 경쟁참여를 사실상 배제하여 기회의 공정성과 경쟁원리를 훼손함으로써 생산의 효율성을 저해한다는 점에서 문제이다. 본 논문은 공공부문의 건설조달에 있어서 입찰담합이 발생하는 요인을 고찰하고 입찰담합을 예방하기 위한 정부조달 정책의 개선방향을 제시하는 것을 목적으로 한다. 건설분야 정부조달에 있어서의 입찰담합을 방지하기 위한 주요한 개선방향은 다음과 같다. 첫째, 정부조달 과정의 투명성과 공정성에 관한 기준을 재설정하여야 한다. 둘째, 진입제한 장벽이 있는 일부 건설시장의 참여자를 확대하여야 한다. 셋째, 불공정하도급에 대한 규제를 강화하여야 한다. 넷째, 건설보증을 강화하여 시장의 부적격업체에 대한 필터링 기능을 활성화하여야 한다. 다섯째, 담합에 대한 제재의 실효성을 강화하여야 한다. This research aims to identify major factors that generate bid rigging in public construction projects in Korea by examining regulatory and institutional features of the government’s procurement contracts, characteristics of the Korean construction industry and forms of bid-rigging practices. It explores how bid rigging in the construction industry, in practice, hinders other competitors from participating in contract competition in public construction projects, while demonstrating the ways in which this type of prearranged business agreement impairs the principle of equal opportunity and competition and therefore decreases efficiency and productivity. The research also endeavors to find better policy measures for government construction procurement in order to prevent illegal bid rigging in public construction projects. The following policy implications related to the prevention of bid rigging in public construction projects are presented as a result of the empirical investigation: (1) the degree of transparency and fairness in the standards and procedures of government procurement needs to be reconsidered; (2) existing entry barriers in some areas of construction markets, such as the turn-key sector, should be lifted in order to enlarge the number of competitors vying for public construction projects; (3) legal regulation against the violation of fair trade laws through illegal bid rigging must be enhanced; (4) the monitoring function of the market against unqualified companies needs to be activated through the consolidation of the construction guarantee system; and (5) penalties against illegal bid-rigging practices need to be practical in order to increase the level of legal enforcement.
