        민간공원특례사업의 추진에 따른 사업특성에 관한 연구

        본 연구는 도시공원 일몰의 대응수단으로 추진 중인 전국의 민간공원특례사업을 대상으로 지자체 및 공원현황, 사업특성과 시행 등에 관련된 내용을 세부적으로 분류 후 비교·분석하여 제도시행 후 진행되어진 지자체별 사업을 점검하고, 그 가운데 제도의 의미와 보완점을 구축하고자 실시하였다. 분석결과로서 첫째, 전국에서 시행 중인 민간공원특례사업은 주로 인구 10만명 이상의 도시에서 시행되어 군 지역이나 지방소도시의 적용에는 한계성이 있었다. 이에 특례제도를 일괄적으로 적용하기보다 지자체의 특성과 규모를 고려한 제도 적용의 유연성이 필요할 것으로 판단되어졌다. 둘째, 공원조성 기부채납 방식에 의한 현재의 특례사업은 공동주택 위주의 단조로운 개발유형을 나타내고 있어, 이의 개선을 위해 공원부지만 매입하여 기부 채납하는 공원 보전형 방식 등을 도입하여 개발의 다양화를 도모할 필요가 있는 것으로 나타났다. 셋째, 공원의 유형과 면적이 한정되어 사업대상에 한계를 보이고 있어, 대도시 도심지내 이용도가 높고 접근성이 좋은 공원들까지 포함할 수 있도록 면적기준을 5만m<sup>2</sup> 이하까지 완화할 필요가 있는 것으로 나타났다. 넷째, 특례사업의 대상지가 대부분 산지형 공원으로 자연지형 및 스카이라인의 훼손 우려가 있어 공원별 입지특성을 고려한 건폐율과 용적률을 별도 조례를 설정하여 적용하는 것과 비공원시설 유형별 건축 가이드라인을 세부적으로 설정하여 공원과 공존할 수 있는 개발접근이 이루어져야 할 것이다. 향후 과제로는 첫째, 전국의 민간공원특례사업이 완료된 후, 각 사업별 수익률을 데이터화 하여 향후 유사사업의 적정수익률에 대한 기준을 설정하고, 초과이익분의 환수 등 제도적 기준을 마련하며, 둘째, 사업기간의 단축을 위해 지자체별 TF팀 구성, 통합심의 전환, 제안단계에서 환경성 검토 도입 등이 검토되어야 할 것이다. 셋째, 지자체는 민간협의체를 구성을 제도화하여 협치시스템을 통한 사업의 효율적 관리를 도모하고, 넷째, 특례공원의 기부채납 이후 유지관리에 대한 로드맵을 수립하여, 시민이 함께 하는 시민 참여형 공원 운영·관리방안 모델의 도입을 검토하여야 할 것으로 나타났다. This study was conducted to examine and analyze local governments, park status, project characteristics, and the implementation in detail for private park special projects across the country as a means of responding to the sunsetting of urban parks. As a result of the analysis, first, the private park special project, was found to be mainly implemented in cities with a population of more than 100,000, so there was a limit to the application on military installations or in local small cities. Therefore, rather than applying the special system collectively, it was judged that institutional flexibility, considering the characteristics and size of local government, was needed. Second, the current special projects by the park creation donation collection method shows monotonous development centered on apartment houses, so it is necessary to diversify the development by introducing a park preservation method that purchases and donates park sites. Third, it was found that the area standard needs to be eased to less than 50,000m<sup>2</sup> to include parks with high utilization and good accessibility in urban areas of large cities, as the type and area of parks are limited. Fourth, most special projects are mountain parks, which are feared to damage the natural terrain and skyline, so separate ordinances should be established and applied, and development approaches should be made to allow nature and parks to coexist with the setting of detailed building guidelines for each type of facility. The guidelines should include, first, after the nationwide private park special projects are completed, standards for appropriate returns for similar projects should be established, institutional standards such as the recovery of excess profits should be established, and environmental reviews should be conducted. Second, it was found that local governments should institutionalize the composition of private consultations to promote the efficient management of projects through a cooperative system, and third, a roadmap for maintenance after the donation of special parks should be established.

        서남해안 2.5GW 해상풍력단지 건설의 경제효과분석

        MOTIE(Ministry of Trade, Industry & Energy) aims to build a Southwest 2.5GW offshore wind farm. The job will require help from the government, electric operator and manufacturers. The domestic offshore wind farm market will boost global competitiveness up until 2019. This research analyzes the economic impact of the offshore wind farm project. The local acceptance in terms of production, employment and value added are expected to be maximized. According to the quantitative analysis using the extended 2010 input-output table, we calculated that the production inducement impact will reach up to 13.5 trillion won. 11.07 trillion won from the offshore wind farm industry and 2.4 trillion won from others. Furthermore the impact of increase in employment is expected to reach 22,662. 9,883 will be from the wind farm industry and 12,779 from other fields. The impact is expected to be greater especially during the middle of the jobless growth period, Lastly, the value added inducement impact is expected to be 4.24 trillion won. Regarding economic impacts, strategies required for increasing local acceptance are as follows. First, in order to diversify and sophisticate the primary industry into a secondary or tertiary one, we need to develop the nearby wind farm site into a wind farm thema park. Attracting the wind farm production, installing and maintaining/repairing firms and establishing an experience center for K-12 students by providing them an education center for offshore wind energy can be specific means of development. Also, during the operation and after the destruction of facilities, the government should lay out the sub-structure of the wind farm as a sea ranch. Thirdly, the level of local acceptance regarding the community ownership of the offshore wind farm should increase to those of Middelgrunden(Denmark) and Navarra(Spain). Considering the economic condition of Buan, Gochang and the Yeonggwang area, community ownership is one of best solutions for the increment of local tax revenue. At last, considering the supports system of areas adjacent to power plants and ``Partnership management with local community’, the offshore wind farm operator may need to provide assistant policies to nearby communities. The policies should be based on Corporate Social Responsibility(CSR) such as education scholarship projects, local economy cooperative projects, sports/culture projects.

        가속도계를 이용한 재료의 영계수 측정방법

        For the description of the elastic properties of linear objects a convenient parameter is the ratio of the stress to the strain, a parameter called the Young's modulus of the material. Young's modulus can be used to predict the elongation or compression of an object as long as the stress is less than the yield strength of the material. Conventional method for estimating Young's modulus measured the ratio of stress to corresponding strain below the proportional limit of a material using a tensile testing machine. But the method needs precision specimens and expensive equipment. In this paper, we proposed method for estimating Young's modulus using accelerometer. The basic idea comes from that the wave velocity is different as the Young's modulus. To obtain Young's modulus, a group velocity is obtained. It is difficult to measure group velocity. This is because plate medium has a dispersive characteristics which has different wave speed as frequency. In this paper, we used Wigner-Ville distribution to measure group velocity. To verify the proposed method, steel and acryl plate experiments have been performed. Experimental results show that the proposed method is powerful for estimating Young's modulus.

      • 자유단의 운동이 제한된 외팔보의 진동에 관한 연구

        In this study, the vibration of a harmonically excited cantilever beam with motion-limiting stops at the free end is studied. The responses of the beam are calculated by numerical analysis with Galerkin's mode summation method. The modal displacement and velocity of the beam are obtained for various forcing amplitudes and clearances of the stops. The resuluts of the numerical analysis are compared with the results of the experiments. The number of the rebounds is increased with (i) the increase of the magnitude of the force and (ii) the decrease of the clearance of the stops. And the effects of the higher modes become significant as the magnitude of the farce is increased and the clearance of the stops is decreased.

        The finite element method is applied to the stability analysis of columns subjected to compressive force with constant direction parallel to the undeformed axis of the column and to a follower force which remains tangential to the column. With unconstrained variational principle, the eigenvalue matrix equation is obtained for the column. The stability of column is evaluated by the study of the eigenvalues of the problem. This stability analysis is applied to elastic columns with various end conditions and the result are compared with the exact solutions.

        The objective of this study is to analyze the peristaltic transport phenomena by using the perturbation method. For the study, enough small amplitude to wavelength ratio and small Reynold number flow was considered. In this study the travelling wavy wall displacement of (?) was analyzed and compared with the Fung's displacement formula results.By analyzing the peristaltic transport of the above displacement case, the following results are obtained: i) Back flow does not occur. ii) Velocity distribution becomes the classical Poiseuille flow solution. iii) The magnitude of the velocity is higher than that of the Fung's case.

        本 硏究에서는 軸對稱의 帶壓을 받는 圓型 시린더의 彈一塑性問題를 應力一變形率의 增分개념을 利用한 有限要素法을 使用하여 解析하였다. von Mises의 降伏理論과 Prandtl-Reuss의 흐름理論에 따르는 彈性-完全塑性材料로 이루어진 圓型 시린더에 軸對稱의 內帶壓과 外帶壓이 作用하는 경우 帶壓의 幅의 變化에 따르는 彈一塑성의 거동을 解析하였다. For solving the problems of elastic-plastic behavior of circular cylinders subjected to a localized axisymmetric band pressure, a finite element method of the incremental stress-strain relation is presented. For the analysis, elastic-perfectly-plastic material obeying the von Mises yield criterion and the P randtl-Reuss flow theory was used. Results were analyzed for the internal and external axisymmetric band pressure with various widths.

        In accordance with the rapid advance of computer technologies, industries as well as the academic world become to apply the computer to various fields in engineering. Therefore, more realistic and effective computer educations should be provided in engineering colleges. This study proposes some schemes to elevate currently offered computer- related educations in engineering colleges. For this study, 10 major domestic and foreign engineering colleges were surveyed in the aspects of computer- related courses and computer systems offered by the colleges.

        In order to improve the performance of the suspension system for mass transport vehicle with prescribed dynamic behavior, a synthesis procedure of eliminating "Hunting" was studied to yield resonant velocities outside the range of most frequent operation. Effect of changing in the spring stiffnesses on the resonant velocities of the system was considered. The effects of damping on the suspension system was analyzed through the Root Locus Analysis. And Root Contours Method was used to obtain the optimal damping values. Hunting is controlled by using a proper damping into the secondary suspension.

      • 社會文化 變動에 따른 都市住居의 空間構造 變容에 관한 硏究 : 광주광역시 광산구 우산동 주공 연립주택을 중심으로 Centering on the tenement house supplied by korea national housing corporation in Woosan-dong

        This study is to identify the remodeling types urban housing pertaining to the sociocultural change. The variable determining remodeling of housing were measured in sample area of woosan-dong through an investigation of residential floor plan types. The total residential remodeling rate of area was over 90% in last 17 years, which showed an average remodeling rate of 40% in every 10 years. The main remodeling type revealed 69% of expansion addition type in sample area. In data analysis, it revealed that the six variables, such as, number of family members, number of households, total income, education, number of rooms, and designated living space per family affected residential remodeling types significantly. These six variables could largely be divided into three, family life cycle, standard of living, and residential space. Thus it seems that interaction among these variables may affect the residential remodeling type significantly.
