Nutrition Policies in the Republic of Korea : Expert Opinions and Recommendations

Considering the increasing global burden of disease attributable to nutrition, the demand for national nutrition policies is growing stronger and stronger. The Republic of Korea is beginning to respond to this growing demand and there have been numerous recent achievements in the area of nutrition. The purpose of this paper is two fold. In the first part of the paper, an overview is provided about existing nutrition action in Korea. In the second part, information is elicited from Korean experts in the field of public health and nutrition. A structured questionnaire was sent directly to renowned Korean experts and was disseminated through the list serve of the Korean Nutrition Society. It asked about existing nutrition related policies, obstacles to nutrition policies in Korea, which professions are 'responsible' for the prevention of nutrition-related diseases and for example about existing nutrition programs within settings. Twenty-two questionnaires were returned. Based on the results, the following actions were considered crucial to develop and implement a nutrition policy in Korea: having a clear advocacy strategy for nutrition to raise awareness about the importance of nutrition, increase transparency of nutrition-related action and make the information easily accessible for all stakeholders, ensure the enforcement of regulations regarding misleading and incorrect food advertisements, strengthening the (public health) nutrition workforce, strengthen the settings-based approach and build and maintain partnerships, and last not least: educate and empower the citizens and ensure that healthy choices are 'easy choices'! Acknowledging the past and ongoing efforts in Korea, it is pivotal that the nutrition workforce grows stronger and the voice of nutritionists even louder, in order to promote and ensure the health and quality of life of the country's citizens. There is increasing worldwide interest in transforming building fire safety design from a prescriptive to a performance-basedenvironment. This interest is driven by the need to provide more cost effective fire protection, to provide greater flexibility infire safety design for complex and unusual buildings, and to provide tools to mitigate fire related hazards that folow otherextreme events, including earthquakes and terrorist atacks. Steel buildings are a class of structure that pose significanthehigh thermal conductivity of steel combined with the loss of stifness and strength of steel at elevated temperatures. This paperprovides a general discussion on the importance of improved structural-fire protection design for stel buildings. Recent majorfire events in steel buildings are reviewed, and key aspects of performance-based structural fire engineering are discussed.Building fire safety in general and structural fire safety in particular, provide good opportunities for implementing new sensorsensing and monitoring the overall thermal environment in a building and the temperature of steel building elements duringa fire.
Constitutive Model for ASTM A992 Steel at Elevated Temperature

It is essential to know the mechanical properties of structural steel at elevated temperatures, for analysis of structural response to fire or other high temperature extremes. One of the key elements for such analyses is the availability of a constitutive model for material stress-strain response. This paper provides recommended engineering stress-strain equations for ASTM A992 steel for temperatures up to 1000oC, based on an extensive series of tests. These recommended stress-strain equations are compared with experimental data and with stress-strain equations recommended by Eurocode 3 (EC3) and by the US National Institute of Standards and Technology (NIST).
Pre-yielding Effects of ASTM A992 Steel at Elevated Temperatures

This paper presents the results of a test program where samples of ASTM A992 steel were first subjected to pre-yieldingat room temperature, and subsequently tested at elevated temperature. Elevated temperature properties of previously yieldedsteel may be of interest for structures that experienced a fire following another extreme event that caused pre-yielding, suchas an earthquake, terrorist attack and normal fabrication practices such as a straightening or cambering of members. The preyieldingwas simulated with two categories for both 0.5% and 8% as minor and major pre-yielding respectively, to reflectpossible scenarios as practical industrial issues. The minor pre-yielding is used to mimic the potential pre-yielding introducedby normal fabrication practices of steel and the major pre-yielding is used to reflect the large strain deformations induced froma seismic event or enormous deformation due to an unexpected accident. A testing program was undertaken by the authors tomeasure the mechanical properties of ASTM A992 steel at elevated temperature after pre-yielding. This paper will presentresults and provide data on the effect of pre-yielding and heating process on key mechanical properties, including yield strength,tensile strength, elastic modulus and elongation.
