        Design of High-Performance Intra Prediction Circuit for H.264 Video Decoder

        This paper proposes a high-performance architecture of the H.264 intra prediction circuit. The proposed architecture uses the 4-input and 2-input common computation units and common registers for fast and efficient prediction operations. It avoids excessive power consumption by the efficient control of the external and internal memories. The implemented circuit based on the proposed architecture can process more than 60 HD (1,920x1,088) image frames per second at the maximum operating frequency of 101 ㎒ by using 130 nm standard cell library.

      • An ankyrin repeat protein is involved in anthocyanin biosynthesis in <i>Arabidopsis</i>

        <P>The ankyrin domain is one of the most common protein motifs in eukaryotic proteins. Repeated ankyrin domains are ubiquitous and their mediation of protein–protein interactions is involved in a number of physiological and developmental responses such as the cell cycle, signal transduction and cell differentiation. A novel putative phytochrome‐interacting ankyrin repeat protein 2 (PIA2) containing three repeated ankyrin domains was identified in <I>Arabidopsis</I>. An in vitro pull‐down and phosphorylation assay revealed that PIA2 is phosphorylated and interacts directly with oat phytochrome A. The N‐terminal domain of PIA2 was specifically phosphorylated, whereas interactions between the domains of PIA2 and phytochrome A had no Pr/Pfr preference. PIA2 was ubiquitously expressed in most tissues and was localized in both the nucleus and the cytoplasm independent of treatment with light of specific wavelengths. Anthocyanin accumulation in seedlings grown under far‐red light, a typical phenotype of wild‐type plants, was reduced in a loss‐of‐function mutant of PIA2 (<I>pia2</I>), whereas anthocyanin accumulation was increased in an overexpressing plant (<I>PIA2‐OX</I>). The gene expression of UDP‐flavonoid‐3′‐glucosyl‐transferase (UF3GT), a major enzyme in the anthocyanin biosynthesis processes, was decreased in <I>pia2</I> knockout plants suggesting that decreased anthocyanin was because of the decreased expression of UF3GT. Our results suggest that PIA2 plays a role in the anthocyanin biosynthesis during seedling development as a novel phytochrome‐interacting protein.</P>

        Preparation and Characterization of Silica-coated Gold Nanoflowers (AuNFs) with Raman Dye Encoding

        Flower-like Au nanoparticles, so-called Au nanoflowers (AuNFs), were synthesized by simply adding ascorbic acid to a gold acid solution in the presence of a chitosan biopolymer. The chitosan-entangled AuNFs exhibited strong plasmon absorption in the near-infrared (NIR) wavelength due to the aggregation of primary Au nanoparticles. The chitosan-entangled AuNFs were preferentially adsorbed by Raman-active 2-chlorothiophenol (CTP) molecules, and the CTP-encoded AuNFs (AuNF-CTPs) were subsequently coated with a thin silica layer by a sol-gel reaction with Si alkoxides. The silica-coated AuNFs (AuNF-CTPs@silica) exhibited the distinct Raman signals of adsorbed CTP molecules, as a potential nanoprobe with surface-enhanced Raman scattering (SERS).

        지식재산상품의 국제거래를 위한 권리소진원칙 적용방안에 관한 연구

        권리소진원칙은 특허권, 저작권 등 지식재산권을 보유한 권리자와 이를 상품화한 물건의 소유자 간의 권리범위를 획정하는 법리로서, 각각의 지식재산권 분야에서 별도로 논의되어 왔다. 또한 동 원칙은 국제조약상 각국에서 자유롭게 인정 또는 불인정할 수 있도록 되어 있어, 각 국가에서 저마다의 학설 및 판례를 통해 상이한 제도로 발전해 왔다. 상품의 거래라는 단일한 사실관계를 별도의 지식재산권 분야에서 각각 논의하는 것은, 한 가지 상품에 여러 권리가 혼재하는 경우 법적 관계가 복잡해질 수 있다는 점에서 문제가 될 수 있다. 또한 현대사회에서는 국제거래가 빈번하므로 국가별로 다른 제도는 원활한 거래에 장애가 될 수 있고, 온라인 거래의 경우 어느 나라에서 유통이 개시되고 재양도 되었는지 등이 모호하므로 어느 국가의 권리소진원칙을 적용해야 할지 판단하기 어렵다. 이로 인해 거래당사자가 자신의 권리범위를 명확히 알 수 없게 된다면 법적 안정성이 저하될 것이므로, 국제적으로 조화될 수 있는 권리소진원칙의 해석방안이 요구된다. 한편 권리소진원칙은 오랜 역사를 가진 만큼 안정적인 제도이기도 하지만, 현재의 기술을 예상하지 못하고 정립된 면도 있다. 특히 상품의 양수인이 구입한 상품 그대로를 이용하거나 양도하는 경우를 권리범위에서 제외하는 형식으로 제도가 설계되어 왔는데, 이로 인해 디지털 기술이나 유전자 기술의 발전과 정합성이 부족하다는 점이 지적될 수 있다. 이러한 새로운 기술로 인한 예측치 못한 상황을 위해, 해당 기술의 특징과 더불어 권리소진원칙의 근원적 의미와 역할을 고려하여 적용여부를 검토할 필요가 있다. The principle of exhaustion of rights is for defining the scope of rights between intellectual property right holders and the purchaser of intellectual property products. In that it can be freely granted or denied by countries under international treaties, each country has developed into a different system through its own doctrines and judicial precedents. These situations can be problematic in that the legal relationship may become complicated when several rights are mixed in one intellectual property product, or it is international transaction. Different systems may be obstacles to transactions, especially in online transactions, because it is ambiguous in which countries the distribution is started and resold. Therefore, internationally harmonized interpretation of the principle of exhaustion is required, so that the parties of the transaction of intellectual property products can understand clearly the scope of their rights. On the other hand, although the principle of exhaustion is well-established rule through long history, it could be pointed out that it is difficult to reflect the technology these days, such as digital or genetic technology. For the unexpected situation caused by these new technologies, it is necessary to determine whether the principle of exhaustion is applied considering the characteristics of the technology, the social significance and function of the principle of exhaustion of rights.

        Radiation-induced Myositis after Proton Beam Therapy to Huge Hepatocellular Carcinoma

        Proton beam therapy (PBT) is one of the advances in radiotherapy techniques, which enables dose escalation with lower probability of radiation-induced liver or gastrointestinal injuries. However, the chest wall proximal to the tumor can be affected by high dose irradiation. Here, we report on a 58-year-old male patient who presented with huge hepatocellular carcinoma, received treatment with transarterial chemoembolization and PBT, and developed severe chest wall pain due to radiation-induced myositis. The patient’s symptoms were controlled by oral steroids.

        망중립성의 의미와 인터넷 접속서비스 제공자의 트래픽 관리범위에 관한 소고

        단대단 원칙에 따라 구축된 인터넷 망과 통신프로토콜은 모든 이용자들이 차별 없이 정보에 자유롭게 접근하고 의사를 표현할 수 있는 현재의 인터넷 문화를 형성하는데 기여해 왔다. 인터넷 공간은 정치, 경제, 산업, 문화 등 현대인의 모든 활동에서 기반이 되는 공적 자원으로서, 이용자가 콘텐츠, 기기, 서비스에 상관없이 동등하게 트래픽을 이용할 수 있도록 하는 망중립성 원칙은 인터넷 망의 공공성을 담보하는 기능을 수행해 왔다. 그러나 트래픽의 폭증에 따른 인터넷 망의 혼잡이 가중되고 망에 위해를 끼치는 행위들이 늘어남에 따라 인터넷 망을 안전하고 효율적으로 이용할 방안이 필요하게 되었고, 그 일환으로서 일정한 기준에 따라 인터넷 접속제공자에게 트래픽을 관리할 수 있도록 하는 방안이 망중립성 정책의 일부로 포함되었다. 우리나라도 방송통신위원회와 미래창조과학부가 2011년과 2013년에 각각 트래픽 관리에 관한 지침을 발표한 바 있다. 그러나 구체적인 법규를 통해 실효성 있는 망중립성 정책을 펴고 있는 미국이나 유럽에 비해 상대적으로 우리나라의 망중립성 정책은 추상적인 제도에 지나지 않는다는 비판이 있다. 이러한 상황에서 인터넷 접속제공자가 트래픽을 차단 또는 제한할 수 있도록 허용하는 것은 망중립성의 이념과 배치되거나 이용자의 권리를 침해하는 등의 부작용을 야기할 수 있다. 또한 이를 인터넷 접속제공자가 망을 관리할 권한이 확대된 것으로 본다면, 그에 상응하여 인터넷상 발생하는 문제에 대한 인터넷 접속제공자의 책임범위 등에 영향을 받을 소지도 있다. 그러나 이러한 문제에 관련된 논의는 충분치 않아 보인다. 이 글은 이러한 배경에 문제의식을 가지고 미국 및 유럽연합의 망중립성 정책 동향을 소개한 후 우리나라의 트래픽 관리기준이 가질 수 있는 문제점을 지적하고 대응방안에 대해 논하고자 한다. Open architecture of internet network and communication protocols based on end-to end principle have been made the internet culture that everyone can freely access to information and express their opinion without any discrimination of internet traffic. Internet network is considered as public resources for people's political, economic, and cultural activities. Network neutrality principle has been supported by lots of people to protect the public nature of internet network, and now it became one of the most important internet policies in many countries. As internet traffic increased dramatically, however, internet network became more and more congested, and there is a need to find the way to manage and use the internet network effectively. Therefore, the way that allowing internet access service provider to manage traffic under certain standards was adopted into the network neutrality policy, and Korean government also announced the guidelines about managing internet traffic. In that net neutrality policy in Korea has been criticized that it was not supported by concrete and direct statutes, allowing internet access service provider to manage traffic could be against the ideology of net neutrality policy. And it is also worried about side effects such as infringement of user's right or expansion of responsibility of internet access service provider. But it doesn't seem that there are enough discussions about those issues. In this respect, this article introduces current net neutrality policy of U.S. and E.U., and points out the problems on the guidelines of traffic management in Korea. It also suggests some countermeasures considering spirit of net neutrality principle.

        Effect of Increasing Tobacco Prices on Stages of Smoking Cessation: A Korean Nationwide Data Analysis

        Background: In 2015, tobacco prices significantly increased in Korea as part of the government’s smoking cessation policy. This study examined the changes in the stages of smoking cessation among Korean male smokers before and after the implementation of the tobacco price policy, and identified the predictors of such changes. Methods: The study population comprised 3,533 male current smokers (age ≥19 years) who participated in the Korea National Health and Nutrition Survey in 2012, 2013, 2015, and 2016. Current smokers were defined as persons who had smoked ≥100 cigarettes during their lifetime and are continuing to smoke. In accordance with the transtheoretical model, smokers were classified into the precontemplation stage (no plan to quit), contemplation stage, and preparation stage (planning to quit within 6 months). We examined the changes in the smoking cessation stages before and after the implementation of the policy. Multivariate logistic regression analysis was conducted to identify factors related to the likelihood of continuing smoking, after adjustments for potential confounders. Results: Immediately after the policy implementation, the percentage of smokers in the precontemplation stage decreased from 65.6% to 60.8% (P=0.014). However, this effect was temporary. Significant risk factors for remaining in the precontemplation stage were older age (odds ratio [OR], 1.010; 95% confidence interval [CI], 1.002–1.018; P=0.004), being in the lowest income quartile (OR, 1.226; 95% CI, 1.001–1.502; P=0.049), and manual worker or unemployed status (OR, 1.256; 95% CI, 1.036–1523; P=0.020). Conclusion: Increasing tobacco prices only temporarily change the stage of smoking cessation among Korean male smokers.

      • DSigDB: drug signatures database for gene set analysis

        <P><B>Summary:</B> We report the creation of Drug Signatures Database (DSigDB), a new gene set resource that relates drugs/compounds and their target genes, for gene set enrichment analysis (GSEA). DSigDB currently holds 22 527 gene sets, consists of 17 389 unique compounds covering 19 531 genes. We also developed an online DSigDB resource that allows users to search, view and download drugs/compounds and gene sets.
