        Fiscal Decentralisation and Spatial Externalities in Vietnam Provincial Economic Growth

        This paper aims to investigate the impacts of fiscal decentralisation on the provincial economic development in 62 Vietnamese provinces from 2011-2018. We estimate a Spatial Durbin Model (SDM) based on a growth model with spatial externalities. The focus of the paper is on the spatial spillover effects of fiscal decentralisation on the provincial income levels. The results confirm the existence of spatial interdependency among Vietnamese provinces. The findings indicate that fiscal decentralisation and physical capital not only affects the income level within one province, but also contribute positively to the outputs of nearby provinces. The study does not find significant effects of human capital on provincial income. We also show that these effects vary across five main economic regions of Vietnam. There is also evidence that the total effects are stronger in high institutional quality levels, which points out to the “sand the wheels” effect. Policy implications are also discussed.

        Reduced graphene oxide–Nickel sulfide (NiS) composited on mechanical pencil lead as a versatile and cost-effective sensor for electrochemical measurements of bisphenol A and mercury (II)

        <P><B>Abstract</B></P> <P>NiS is a highly promising transition metal sulfide versatile for a sensor material owing to its superior conductivity and stability, and herein we report its first incorporation into an electrochemical sensor. Because exposure to electrolyte under electrochemical impact can easily deform NiS, thereby decreasing its electro-activity and measurement reproducibility, a strategy for optimally integrating NiS into sensors is critically necessary. For this purpose, NiS was initially firmly affixed to a mechanical pencil lead (MPL) by means of hydrothermal deposition (with the result designated as MPL-NiS). MPL, a commercially available carbon-based material with consistent quality, was adopted to make the sensor cost-effective and easily prepared. Then, to prevent direct exposure of NiS to samples during electrochemical measurement and to make the sensor surface more reactive for wide variety of analytes, reduced graphene oxide (rGO) was electrodeposited on the NiS surface to construct a final structure of MPL-NiS/rGO. In summary, NiS, a <I>p</I>-type semiconductor with positive charge, was effectively composited and sandwiched with negatively charged rGO and MPL by means of mutual electrostatic interaction. When the developed MPL-NiS/rGO sensor was used to separately measure bisphenol A (BPA) and mercury- Hg<SUP>2+</SUP>, the sensitivity and sensor-to-sensor reproducibility were comparable with or superior to those of previously reported sensors.</P> <P><B>Highlights</B></P> <P> <UL> <LI> NiS is a promising material for electrochemical sensing owing to its good conductivity and stability. </LI> <LI> NiS was integrated with MPL and rGO to build a versatile and cheap sensor. </LI> <LI> For fabrication, NiS was initially deposited on the MPL surface by a hydrothermal method. </LI> <LI> rGO was then electrodeposited on the NiS surface to form a complete MPL-NiS/rGO sensor. </LI> <LI> The sensor showed superior sensitivity and reproducibility in measurements of BPA and Hg (II). </LI> </UL> </P> <P><B>Graphical abstract</B></P> <P>[DISPLAY OMISSION]</P>

      • Some Results of Recent Investigation and Application of Rubber Blends in Vietnam

        We have investigated the change of tensile strength (TS) of Natural rubber/chloroprene rubber (NR/CR) blends during combination ageing, including heating and dynamic mechanical loading. Using model of statistical experiment, we built the equation describing the dependence of TS on four factors: temperature T, number of cyclic loadings N, contents of NR (C<sub>NR</sub>) and chloroprene (CCR). This equation allows predict the TS change of NR/CR blends after combination ageing with accepted inaccuracy – less than 10%. We also investigated the effect of nanofillers, such as nanoclay, SiO2, Fe<sub>3</sub>O4, on adhesion of some rubber blends to polyester and steel cords. It was found, in the case of EPDM/CIIR rubber blends, both nanoclay and SiO2 have no effect on adhesion to steel cords, while nano SiO2 may enhance adhesion to polyester cords. On other side, Fe<sub>3</sub>O4 may remarkably enhance adhesion of NR/CR blends to steel. Mentioned results are successfully applied in some practical rubber products working under fatigue conditions, such as rubber/steel antivibration pad for locomotive, heat resistant conveyor, water dam, underwater lift bag.

        Capital Structure and Trade-Off Theory: Evidence from Vietnam

        The capital structure is one of the hot financial topics among researchers and scholars. Its importance comes from the fact that capital structure is closely related to companies’ ability to meet different stakeholders’ needs. A suitable capital structure will boost the business and create a competitive advantage in the context of fierce competition. Many companies choose an optimal debt level based on the trade-off between interest and debt costs. This study aimed to test the existence of trade-off theory in capital structure, the case of Vietnam’s real estate companies, which are growing very fast recently. Instead of considering constant optimal leverage to test the trade-off model, we take advantage of the dynamic capital structure determined by growth opportunities, profitability, tax incentives, tangibility, liquidity, and firm size. The dynamic panel data regression was estimated by the system Generalized Method of Moment (Sys-GMM). The empirical evidence showed that real estate companies listed in the Vietnamese stock market might change their leverage toward a target capital structure determined by influential factors in a long-term perspective. In particular, the debt-to-asset ratio will change by approximately 14 percent, positively, in response to the difference between the current debt-to-asset ratio and the dynamic target debt-to-asset ratio.

        Factors Affecting Savings Deposit Decision of Individual Customers: Empirical Evidence from Vietnamese Commercial Banks

        Capital mobilization is a traditional business of commercial banks and is one of the core foundations for the development of a bank. Capital mobilization is the main input in the operation of a bank, and this is also the basis for generating output for credit activities as well as other banking activities. This study aims to determine the main factors that affect the decisions of individual customers to put savings deposit in Vietnamese commercial banks. Survey data collected from 403 individual customers were analyzed to provide evidence. The results from the multiple regression analysis by using SPSS software revealed that all scales in this study were reliable, and there were six components impacting the savings deposit decision of individual customers from the strongest to the weakest in the following order: the form of promotion, bank brand, service quality, interest rate policy, and employee knowledge and attitude. Besides, the finding showed customers who have high income tend to have a stronger decision on savings deposits in commercial banks. The main findings of this article provide some empirical implications for marketers in banks and serve as a suggestion to improve these factors in order to retain and attract individual customers' savings deposit decisions.

        An Empirical Assessment of Organizational Commitment and Job Performance: Vietnam Small and Medium-Sized Enterprises

        Research on employee commitment to the organization is necessary for human resource management, and the result is applied in practice to improve organizational effectiveness. The aim of the present study is to explore factors affecting organizational commitment at the small and medium-sized enterprises (SMEs) in Vietnam. Besides, the relationship between organizational commitment and job performance is examined as well. The research was conducted on a sample consisting of 67 white-collar workers and 260 blue-collar workers at SMEs. A total of 327 valid complete questionnaires were input into SPSS 20 database for processing to provide evidence. The research model and hypotheses were tested using the technique of the hierarchical multiple regression analysis. The research resultsrevealed that income, reward and welfare, direct manager, working environment, coworker, and promotion opportunity tended to associate positively with organizational commitment. Besides, the finding also showed that, when the employee has a high organizational commitment, it would lead to high job performance. The main findings of this study provided some managerial implications for SMEs, in general, and managers, in particular. It implies that Vietnam's small and medium-sized enterprises should improve these six factors to retain employees as well as enhance their job performance.

        Clinical characterization of 3-month-old pigs infected with African swine fever virus from Vietnam

        African swine fever (ASF) is a fatal viral disease in pigs, with a short incubation period and causing immediate death. Few studies exist on the Asian epidemic ASF virus (ASFV) challenge in older pigs, including growing and fattening pigs and sows. We aimed to investigate clinical outcomes, patho-morphological lesions, and viral distribution in organs of 3-month-old growing pigs that were inocu-lated with the ASFV isolated in Vietnam. The clinical outcomes were recorded daily, and the dead or euthanized pigs immediately underwent necropsy. Viral loads were determined in 10 major organs using quantitative polymerase chain reaction. The average incubation period in growing pigs was more delayed (5.2±0.9 dpi) than that in weaned pigs, and the clinical signs were milder in growing pigs than in weaned pigs. The digestive and respiratory clinical signs in growing pigs showed at the end period of life, but these were observed at an early stage of infection in weaned pigs. The patho-morphological features were severe and nonspecific with hemorrhagic lesions in various organs. The viral loads in organs from growing pigs were higher than those from piglets, and the number of viral copies was related to gross lesions in the tonsil and intestine. In the absence of vaccines against ASF, early clinical detection is important for preventing the spread of the virus. Our findings elucidated that the clinical signs and gross lesions in growing pigs differed from those in weaned pigs, which provide valuable information for diagnosis of pigs with suspected ASF infection.

        Age-dependent immune response in pigs against foot-and-mouth disease virus in vitro

        Foot-and-mouth disease, one of the most contagious diseases in cloven-hoofed animals, causes significant economic losses. The pathogenesis of foot-and-mouth disease virus (FMDV) infection is known to differ with age of the animals. In this study, we aimed to reveal the difference in immunological response in the initial stage of FMDV infection between piglets and adult pigs. Peripheral blood mononuclear cells (PBMCs) were isolated from 3 piglets (8 weeks old) and 3 pigs (35 weeks old) that were not vaccinated against FMDV. O-type FMDV (2 × 10<sup>2</sup> median tissue culture infectious dose) was inoculated into porcine PBMCs and the cells were incubated at 37.0℃ under 5% CO<sub>2</sub> for various time periods (0, 1, 3, 6, 12, 24, and 48 h). The total RNA was obtained from the FMDV-inoculated PBMCs after each time point, and the virus titer was investigated in these RNA samples. Furthermore, dynamics of mRNA expression of the six tested cytokines (interferon [IFN]-α, IFN-γ, interleukin [IL]-6, IL-8, IL-10, and tumor necrosis factor [TNF]-α) in FMDV-inoculated porcine PBMCs were evaluated by time-series analysis to determine the differences, if any, based on the age of the pigs. The PBMCs of piglets contained the highest quantity of FMDV mRNA at 6 hours post-inoculation (hpi), and the PBMCs of pigs had the highest quantity of FMDV mRNA at 3 hpi. The mean cycle threshold-value in the PBMCs steadily decreased after the peak time point in the piglets and pigs (6 and 3 hpi, respectively). The dynamics of mRNA expression of all cytokines except TNF-α showed age-dependent differences in FMDV-inoculated PBMCs. The mRNA expression of most cytokines was more pronounced in the piglets than in the pigs, implying that the immune response against FMDV showed an age-dependent difference in pigs. In conclusion, within 48 hpi, the 8-week-old piglets responded more rapidly and were more sensitive to FMDV infection than the 35-week-old pigs, which could be associated with the difference in the pathogenesis of FMDV infection among the pigs. These results provide valuable insights into the mechanisms underlying the age-dependent differences in immune response in pigs against FMDV infection.
