From the perspective of citizens, their information is subscribed to bycompanies, governments, or other institutions. However, no institution pays asubscription fee for this and uses personal information without permission. Informationutilization institutions must pay individuals a data subscription fee, which can be definedas a reverse subscription economy, so-called “data (information) pension,” in which theyallow them to use their information from the perspective of information providers andinstead receive a subscription fee. Therefore, when information-using institutions such ascompanies, public institutions, or governments use personal information, they must paythe price of information use to individuals like monthly pensions. This will be the rightway to use personal information (data), the crude oil of the 4th industrial society, onlythen will it become a society of sovereign citizens and protect individual datasovereignty. By receiving the price of personal information use from information-usinginstitutions, the expected digital gap and social conflict can be reduced in the future,and the theoretical validity of various government-funded support, including disastersupport funds, can be secured. This study aims to establish a reverse subscriptioneconomy in which Korea protects the true democracy and value of personal informationthrough the realization of “data sovereignty” in the era of digital transformation,preventing local extinction and young people from living in peace.

Perception Analysis for the Welfare Policy Building Using the Welfare Panel Data

The social welfare problems have been discussed in the developed countries including Korea and the developing countries. Especially the polity parties meet some difficulties in guiding the choice of universal welfare and selective one because there are no clear guidelines in policy choices. This study intends to provide with the guidelines for drawing the social consensus on the selection of welfare policy selection through the analysis of Welfare Panel Data (2010 and 2013). This study implements the panel data analysis considering that these welfare data are composed of the ordered category. Analysis results note that the people prefer the selective welfare in general but they choose the universal welfare in some specific responses. These results guide the welfare policy orientations in Korea. This paper provides with theoretical bases on the welfare policy debates and notes the panel data analysis method using the ordered categorical panel data in the methodological aspect.
농지연금 도입에 따른 지역별 농지가격의 변동형태 분석: 경기도와 경상북도 지역을 대상으로

This paper aims at analysing Regional Patterns of Farmland Price Changes for the Farmland Reverse Mortgage System. Farmland Reverse Mortgage(FRM) is a system in which the aged farmers in the rural areas receive certain amount of money monthly through the liquidation of their own farmlands for the life time. Farmland price affects the farmland annuity considerably. In the future, if the farmland price goes down than the price when the borrower joined FRM, the borrower can get profits from the pension. Based on the results, the farmland price of Kyeonggi-do is strongly related to economic growth rates(index of industrial product). while that of Gyeongsangbuk-do is weakly related to economic variables including economic growth rates. Therefore, the expectation of farmland value rising rate will be higher in Kyeonggi-do than in Gyeongsangbuk-do. Thus the number of borrowers who want to join FRM in Gyeongsangbuk-do will be more than those in Kyeonggi-do.
한국의 경제성장과 지속 가능한 개발 - 울산 광역시를 중심으로 -

1960년대 이후 한국은 세계에서 그 유례를 찾아볼 수 없을 만큼 빠른 경제성장을 이루어 왔으며, 이와 같은 성장의 결과로 절대빈곤국가에서 선진국의 문턱에 진입하게 되었다. 그러나 성장위주의 경제정책은 사회적, 경제적 문제뿐만 아니라 심각한 환경문제를 야기 하였다. 특히 우리나라의 공업화와 도시화를 상징하는 울산시의 경우는 중화학공업의 집중적인 육성을 통하여 한국의 경제성장을 주도하여왔으며 이로 인해 대기, 수질. 토양 등 심각한 도시환경문제에 직면하게 되었다. 따라서 심각한 환경문제를 해결하기 위해 정부, 민간, 특히 지방정부와 시민들의 적극적인 노력으로 환경문제가 악화일로에서 벗어나서 상당히 개선되는 쪽으로 방향이 전환되었으며, 환경적으로 지속 가능한 개발모델을 정립하려고 노력하고 있다. 이와 같은 한국의 경험, 특히 울산의 경험은 최근 빠른 속도로 경제성장을 이룩하고 있는 중국, 인도네시아 등 동남아 국가들에게 경제성장을 이룩하면서 어떻게 환경을 보전하고 개선할 것인가에 대한 중요한 시사점을 제시할 것이다. 본 연구는 첫째, 한국의 경제성장의 주요 원인인 산업화와 도시화 정책을 분석하고, 둘째, 울산광역시의 중공업단지 개발정책과 환경정책을 분석하여, 셋째, 한국의 발전모델을 배우려고 하는 동남아 국가들에게 환경적으로 지속 가능한 경제개발정책을 제시하는 데 그 목적이 있다.
환경지리정보시스템을 이용한 환경기초시설의 입지 결정요인 평가

The purpose of this research is to select an appropriate location of water pollution prevention facilities(WPPF) through evaluating location decision factor using environmental geographic information system. To do that, this research reviewed the current location policies of WPPFs and its related researches. And this paper builds water pollutant statistical databases, integrated them with the geographic information system of the administrative areas where water pollutants are generated, and gears it with statistical programs such as correlation and regression analysis in order to figure out the pollution factors which influence on the location decision of WPPF on the real time base. The volume of discharge of industrial wastewater is one of the most important water pollutants on the location decision of WPPF. And the number of industrial facilities also was the most important location decision factor in constructing the WPPFs. In addition, this paper noted that the number of population in each area makes a role to restraint the construction of WPPF. It identified that the disposal facility in Nackdong river upper-middle watersheds was insufficient in treating the livestock pollutants. Therefore, Gyeongbuk should concentrate on the construction of disposal facilities of livestock pollutant in these areas. The results of this research will contribute to decide what kinds of WPPF should be constructed on which watershed in Nackdong River, and to forecast the future water quality of each watershed.

The goal of this study is to build the environmental and geographic information system according to the administrative territory in Gyeongbuk province in order to resolve the mismatch between the environment attribute information and geographic information system. In order to do that, this study reviews the characteristics of local geographic information system and environmental attribute information. After that, this paper tries to figure out the way of integration between geographic and environmental informations using the administrative unit code. The result of this study can provide the basic database for building the environmental policy and improve the reality of policy analysis because this method can provide the environmental attribute database with the administrative territory information. And it will contribute to improve the environmental management system and to build the other attribute databases for the local government.
