다이아몬드 엔빌 셀을 이용한 Donor doped Pb(Zr<sub>0.52</sub>Ti<sub>0.48</sub>)O<sub>3</sub> 세라믹스의 상전이 압력 연구

Investigations of crystal structure and phase transition of $Pb(Zr_{0.52}Ti_{0.48})O_3$ ceramics doped with A-site substitution impurity (La, Nd) or B-site substitution impurity (Sb, Nb) at 2 mol% concentration were carried out. X-ray diffraction patterns of impurities doped $Pb(Zr_{0.52}Ti_{0.48})O_3$ ceramics have been measured at pressures up to ~5 GPa with diamond anvil cell and synchrotron radiation. The patterns were obtained at room temperature using methanol-ethanol mixture as pressure-transmitting media. In order to refine the crystal structure, Rietveld analysis has been performed. The structures of impurities doped $Pb(Zr_{0.52}Ti_{0.48})O_3$ ceramics are tetragonal in space group P4mm at ambient pressure and are transformed into a cubic phase in space group Pm$\bar{3}$m as the pressure increases. In this study, when A-site substitution donor $La^{3+}$ or $Nd^{3+}$ ion was added to $Pb(Zr_{0.52}Ti_{0.48})O_3$ ceramics, the phase transition phenomena showed up at the pressure of 2.5~4.6 GPa, but when B-site substitution donor $Nb^{5+}$ or $Sb^{5+}$ ion was added to it, the phase transition appeared at relatively lower pressure of 1.7~2.6 GPa.

본 글은 개원 이후 3년간에 걸친 기초지방의회에 대한 성과를 주민대표성과 입법 전문성으로 나누어 평가해 보고 향후 실질적 지방자치 시대에 대비하는 하나의 정책적인 방향을 제시하는 것을 목적으로 한다. 본 연구는 전체 260개 기초의회의 입법전문성과 주민대표성을 측정할 수 있는 기존 자료를 수집하여 교차분석, 상관분석, 순위분석 등을 통하여 각 기초의회의 성과를 시·군·구 의회 단위별로 나누어 평가 설명하였다. 아울러 지역 언론사에서 기초의회를 직접 취재하고 있는 기자들에게 기초의회의 활동 및 운영에 관한 설문을 하여 그 결과를 빈도분석과 순위분석 등을 사용하여 논의하였다. 전체적인 결과에 따르면 아직 우리나라 기초의회의 주민대표성과 입법전문성은 매우 열악한 수준에 머물고 있는 것으로 나타났으며, 시나 구의회에 비하여 군의회가 더욱 그 정도가 심한 것으로 나타났다. 몇몇 연구를 제외하고는 기초의회에 대한 평가연구가 부족함을 절실히 느끼면서, 본 연구를 통하여 향후의 발전적인 기초의회의 운영과 활동에 있어서 하나의 기폭제가 될 것으로 기대한다.

With the increased focus on teamwork, employment development. and innovation in the public personnel management, the emphasis has shifted to employee feedback from the full circle of sources of evaluation. This multiple-input approach to performance feedback becomes very popular in many Korean public organizations. This paper discusses the contributions and drawbacks of "360-degree assessment" or "multirater feedback" system of Korean central government organizations. In spite of the benefits of 360-degree assessment, it is not a panacea since it has various potential risks(e.g., ineffective program administration, hierarchical organizational structures, and cronyism). This paper suggests that the risks are further reduced if 360-degree assessment is properly designed and implemented from the start. People in the government perceives the multirating system' s limits would be minimal with proper management. and design from the first stage of development. They also perceive that the effectiveness of superior-only feedback has been continuously reduced and the alternative system should be invented to increase the credibility and acceptability of assessment results. This paper proposed the job-based 360-degree assessment and group-based system as alternatives to the pure individual assessment system.

이 연구는 여성과학기술인의 참여 수준이 매우 낮은 것으로 보고되고 있는 공학 분야 여성과학기술인력의 참여 실태와 현황을 분석하여 이들의 참여 확대 및 활용 극대화 방안을 정책적으로 제시하였다. 본 연구는 공학 분야 여성인재 참여 및 활용 활성화를 위한 제도 및 환경 조성, 인식제고, 여론 강화 등의 실천 방안을 제시할 목적으로 분석되었으며, 공학 분야 여성인력의 양적 유치 확대라는 가시적인 과제 이상으로 질적 수준의 고도화를 달성하기 위한 다각도의 접근이 이루어졌다. 본 연구에서는 공학 분야 여성 활용 활성화 정책을 고교 교육 정책, 공과대학 차원에서의 정책, 공학 분야 여성 취업 정책 등 크게 세 가지 관점에서 제시하였다. The GGG Report of 2012 (WEF) showed Korea ranked 108th out of 128 countries surveyed. Under-representation of women in Science and Engineering Field is not a Korea-specific problem, but the imbalance problem will continue to prevail in Korea because of strong gender stereotypes that underestimate women`s professional capabilities and management competencies and overestimates men`s. This paper purports to investigate the current status of glass ceiling effect on women engineers by analyzing perceptions from college women engineering professors and undergraduate students to female high school students intend to go on to colleges to become scientists and engineers and high school science teachers. The paper proposed effective government`s efforts to promote utilization of women in engineering fields in various ways including education, employment, role modeling and government policy.

Drawing upon a multi-dimensional view of employee commitment and gender comparisons, this study evaluates performance of the offices of women policy housed in five ministries in Korean Gentral government since 1998. We argue that the ultimate goal of operating these offices is to enhance the level of commitment to women policies and that it is especially meaningful to look into gender differences in their perceptions. Our findings show that females were higher on their commitment to women policies than were male. This means female employees were more longing for and sensitive to gender equality issues than were male employees. Furthermore, it turned out that commitment to women policies were the strongest factor explaining both innovative and extra-role behaviors among employees, which are important premises for evaluating productivity potentials for an organization. In addition, antecedents of commitment to women policies were different from male to female employees. This also suggests that managers use different types of motivational strategies to increase the level of the commitment. Specific findings and policy implications are discussed.
