일본 공공도서관의 대활자본 현황 조사 - 야마가타현을 중심으로 -

초고령사회 일본의 공공도서관에서는 고령자서비스의 일환으로 대활자본에 대해 어떤 서비스가 이루어지고 있는지 그 실태와 현황을 파악하였다. 야마가타현의 공공도서관을 대상으로 한 결과 80%에 가까운 도서관이 대활자본을 소장하고 있음을 파악하였으나 이를 활용한 특별한 서비스도 실시되고 있지 않고 대출율도 저조하여 도서의 홍보에도 소극적임을 확인하였다. 이에 본 연구에서는 고령자층을 고려한 대활자본의 독서환경에 대한 재정비 방안을 제시하였다. This study examines the actual conditions and present state of using large print books as a part of the senior services in the japanese public library as the super-aged society. The examination shows that nearly 80% of the public libraries in Yamagata Prefecture has large print books however there are few specialized services and book-lending rate is also low. This study also shows that there is no announcement about using large print books in the public libraries. Therefore, this study will present the redevelopment plan of the reading environment about large print books for the senior.

접속부의 강성완화를 위한 Approach zone의 매개분석

When vehicles pass the connection between the bridge and earthwork, the difference of both sections" stiffness produces an increasing wheelload. As a consequence, it results in the excessive vibration of vehicles and the damage of bearing system. In general, steel plate girder railway bridges without ballast track have larger stiffness than the bridge with ballast, and produces larger impulse on the bridge superstructure. Thus, it is necessary to reduce the differences of both stiffness. This study presents parametric studies on the behavior of plate girder bridges and their tracks by means of various stiffnesses and the length of approach zone. The results of numerical study showed that the smaller the stiffness of both sides and the longer the length of approach zone, the variation of wheelload becomes smaller. Hence, it gives less burden into the plate girder bridges and their tracks. It is expected that the results of parametric study can be used as a preliminary data for the determination of economical length on the approach zone and the stiffness of both sides.

영화제와 관객과의 소통을 중심으로 한 부산국제영화제 어플리케이션 "BIFF花" 제안

부산국제영화제의 정체성은 아시아를 대표하는 영화제를 목표로 아시아의 재능 있는 신인감독 발굴에 있다. 2007년 12회 때 신설된 ACF(Asian Cinema Fund)는 새로운 영화를 제작하려는 아시아 독립영화계에 힘을 실어주며 부산국제영화제 대표 프로그램으로 자리 잡았다. 하지만 ACF는 영화제 측과 마켓을 중심으로 폐쇄적인 방식으로 운영되었고, 부산국제영화제를 찾는 일반관객들과 만나는 접점은 없어 왔다. 영화제는 새로운 영화를 발견하고 응원하고 영화를 사랑하는 사람들이 모이는 코뮌의 장이다. 현재까지 부산국제영화제는 영화제 자체적으로 새로운 영화를 발견하고 응원하고 있지만 일반관객들이 새로운 영화를 발견하고 응원할 수 있는 자리는 없어 왔다. 또한 관객과 영화제의 원활한 의사소통을 위해 2012년 부산국제영화제 어플리케이션 BIFF APP을 런칭했지만 웹페이지와 차별성 없는 기능과 디자인으로 사람들의 관심을 많이 받지 못하고 2014년 사라졌다. 본 논문에서는 일차적으로 부산국제영화제와 관객과의 소통을 위해 크라우드펀딩을 활용하고 이차적으로 부산국제영화제를 찾는 관객과 관객과의 소통을 위해 SNS와 동영상 스트리밍 서비스를 활용한 부산국제영화제 어플리케이션 "BIFF花"를 제안한다. "BIFF花" 제안에 앞서, 현재 부산국제영화제가 관객과 소통하는데 있어 드러나는 문제점을 짚어내고, 크라우드펀딩과 영화제가 효과적으로 어우러져 관객과 영화제의 소통을 이뤄낸 선댄스영화제 현황과 선댄스영화제에 출품되고 수상한 크라우드 펀딩 성공 영화사례들을 살펴볼 것이다. 또한 "BIFF花"에서 SNS와 동영상 서비스를 도입하는 당위성을 설명하기 위해 현재 크라우드펀딩 사이트로 대표되는 킥스타터와 인디고고 어플리케이션 구조와 운영구조를 살펴볼 것이다. 어플리케이션은 직접 개발되고 상용화되었을 때 효과를 볼 수 있다는 점에서, 부산국제영화제 크라우드펀딩 어플리케이션 "BIFF花"를 기획하고 제안한 본 논문의 후속연구는 UI디자인과 프로토타입 개발, 사용자 테스트가 될 것이다. Busan International Film Festival is trying to find talented new directors in Asia. ACF(Asia Cinema Fund) was situated an important program having intention point of Busan International Film Festival. However ACF has a closed-exclusive system which was centered festival operators and film marketers. Busan International Film Festival doesn"t have a connection between film festival and festival audiences. Therefore we suggest a Busan International Film festival application "BIFF花" which utilizes Crowdfunding, SNS and Video streaming service. "BIFF花" will focus on the communication of film festival with festival audiences, and audiences will change cinema culture. Moreover, "BIFF花" will also be the window for interaction among the audiences, and it will broad and deepen the era of independent film for Asia.

넷플릭스 오리지널 영화는 극장 개봉 없이 온라인으로만 상영되며 관람자가 개인용 기기를 이용해 영화를 관람한다는 측면에서 기존의 영화와는 차별화된 특성을 가진다. 넷플릭스 플랫폼의 촉각적 특성을 재매개 관점에서 분석함으로써 클릭 또는 터치를 수반하는 넷플릭스 하이퍼매개 촉각성이 비매개 촉각성으로 확장해 나가는 방식과 특성을 살펴보며, 넷플릭스 오리지널 영화 〈레베카〉(2020)와 필름 영화 〈레베카〉(1940)의 촉각 표현 방식 차이점을 비교 분석한다. 이를 통해 넷플릭스 매체 특성인 클릭 또는 터치를 필요로 하는 손의 감각과 넷플릭스 오리지널 영화 〈레베카〉의 손의 촉각 묘사의 연관성을 짚어낸다. 개인용 기기의 개별 인터페이스를 조정해야만 영화 관람이 가능해진 시대로 변모해감에 따라 영화 관람에서 손의 지위가 중요해지면서 영화 관람의 시작과 중간, 끝 모든 과정에서 손은 필수적인 역할을 담당한다. 따라서 넷플릭스 오리지널 영화 〈레베카〉의 손의 촉각적 특성을 중심으로 살펴본 본 연구는 기존 연구에서 다루지 않았던 OTT 오리지널 영화의 특성을 연구했다는 점과 OTT 관람 방식에 손의 촉각성이 중요하게 작용된다는 점을 밝힌다는 점에서 의의를 가진다. Netflix Original movies have distinctive characteristics in that it is screened online only and viewers have to watch movies using their personal devices. By analyzing the haptic characteristics of Netflix platform from remediation perspective, we examine how Netflix hypermediacy haptic characteristics associated with clicking or touching expand to immediacy haptic characteristics, and compare the differences between Netflix original movie 〈Rebecca〉(2020) and film movie 〈Rebecca〉(1940). Through this, it points out the connection between the sense of the hand that requires clicking or touching and the description of the hand in Netflix original movie 〈Rebecca〉. As the individual interface of the personal device has been adjusted to make it possible to watch movies, the position of the hand becomes important in watching movies, and the hand plays an essential role in the beginning, middle, and end of the movie. Therefore, this study, which focuses on the haptic characteristics of Netflix original movie 〈Rebecca〉, is meaningful in that it studied the characteristics of the OTT original movie that was not previously covered and that the haptic characteristic plays an important role in the way of watching OTT contents.

본 연구는 신공공관리 개념을 통해, 한국 사회복지환경을 둘러싼 변화를 살펴보았다. 이를 위해 신공공관리의 일반적 개념과 등장배경, 외국 사례의 비교, 마지막으로 한국의 사회복지환경 변화를 정리하였다. 결과 신공공관리의 모습이 한국에서도 일정정도 나타나고 있는 것으로 확인되었으며, 이러한 내용을 대상체계, 급여체계, 전달체계, 재원체계, 평가체계라는 구분을 통해 정리하면 다음과 같다. 먼저 대상체계에서 근로연계복지의 강조, 신빈곤층의 등장, 대상자의 사회복지조직의 인식변화(대상자→고객)을 확인할 수 있었다. 다음으로 급여체계에서는 현물급여에 비해 대상자의 선택권을 높일 수 있는 바우처 제도의 도입, 이를 위한 민간 영리기관들의 도입이라는 현실을 확인하였으며, 전달체계에서는 작은 정부를 지향하는 공공기관의 변화를 확인할 수 있었다. 재원에서는 분권교부세와 민간영역의 등장이라는 현실을, 마지막으로 실증적인 효과성과 효율성을 강조하는 신공공관리 개념이 가장 잘 드러나는 평가체계의 모습을 확인할 수 있었다. 이를 토대로 관련한 논의 및 제언을 시도하였다. This study confirmed the social welfare environmental change of Korea by the concept of New Public Management. For this purpose, general concept of new public management research, emerged background, foreign practices, Korea’s social welfare environmental change are summarized. As a result, the new public management has been identified in Korea. This information can be summarized as follows. First, in allocation system, the Welfare to Work, highlighting the emergence of the new poor, the subject of the recognition of the change in social welfare organizations (client → customer) was confirmed. In benefit system, the introduction of the voucher system and introduction of private-profit organizations were identified. In delivery system, the public agencies small government was changed to. In finance system, the grant tax decentralization, private sector, emphasis has been confirmed. Finally, the efficiency emphasizes the look of the evaluation system was confirmed. In conclusion, this study have signifacance and implications are discussed.
