The purpose of this study was to analyze empirically the welfare needs of the elder and to suggest some desirable policy directions for the elder`s welfare in the era of local autonomy. This paper will contribute to the theory building and the applicability of the welfare policy based on the theoretical review of Dolgoff`s Feldstein`s and Miura`s welfare policy paradigms. The model-building developed in this paper might be an useful instrument for the understanding of dynamics and need-status of the elder people in the policy processes of the welfare field. And particularly, with surveying the elder people in residence in P city on the welfare needs, this research paper diagnosed the senior citizen`s perceptions and needs in the local administration. Based upon those findings, this study critically outlined the decisions on social quota, social payments, and on welfare finances and delivery systems; First, the decisions should be made on the objects of welfare needs. Second, after that, the sorts and types of welfare payments be decided on the characteristics of the welfare dependents. And the quantity and quality of welfare be judged from those of welfare services. The quality of welfare services be carefully approached. And third, the service delivery and the financing decisions depend upon the delivery agent and on the financial revenue collection system. Thus, the level of service delivery should be decided upon some criteria, such as the effectiveness and efficiency of need-satisfactions and the welfare dependents` feel-free accessability to the welfare opportunities.
무선 인터넷 서비스를 위한 컨텐츠 기반의 응용 계층 라우팅 프로토콜

현재의 무선 인터넷 환경에서는 유선 환경에서의 다양한 컨텐츠 및 프로토콜을 무선 단말에 맞도록 전용 서비스 게이트웨이를 이용하여 변환 처리함으로써 사용자 증가에 따른 부하 집중과 이로 인한 서비스 질의 저하를 초래하고 있다. 이러한 문제를 해결하기 위하여 본 논문에서는 오버레이 네트워크 상에서 부하를 동적으로 분산 처리할 수 있는 컨텐츠 기반의 응용 계층 라우팅 프로토콜을 제안한다. 이 프로토콜은 단말기로부터의 기능(capability) 정보, 오버레이 노드로부터의 시스템 부하 및 네트워크 상태 정보, 응용으로부터의 컨텐츠 정보를 종합하여, 서버로부터 컨텐츠를 요구한 단말기까지 최적의 응용계층 경로를 선택한다. 컨텐츠는 서버로부터 단말까지 선택된 경로를 따라 전송되면서 하나 이상의 중간 노드에서 단말기의 기능에 맞도록 최적화된다. ns-2 네트워크 시뮬레이터로 프로토콜을 구현하고 성능을 측정한 결과, 전용 서비스 게이트웨이를 사용한 경우보다 더욱 많은 부하에서도 훨씬 짧은 서비스 반응 시간을 얻을 수 있었다. 향후, 본 논문에서 제안한 프레임워크 내에서 다양한 경로 선택 알고리즘에 대한 연구를 추진할 예정이다.
국내 프로축구 심판의 근골격계 통증에 관한 기초연구 -전수 조사-

The environment around working process of the referees during matches will burden him or her physically by doing specific actions frequently and give negative effects on musculoskeletal system. In order to find out musculoskeletal pain has occurred on specific muscles, surveys have been taken by 44 referees in K-league for this thesis. We evaluated the differences between referee and assistant referee. Fourteen (87.5%) referees and twenty-four (89.3%) assistant referees stated that they had one musculoskeletal pain. For referees, 43.8% had hamstring pains, 31.3% had calf muscle pains, and 25% had low back pains. For assistant referees, 39.3% felt knee pains, 32.1% had adductors pains, 28.5% felt calf muscle pains. Therefore, with the data analysis by dividing their roles, both groups had similar effect on hamstring and knee joint. For the question asking for the personal reasons of the pains were 61.4% of ‘Carelessness of physical fitness’, 47.7% of ‘repetition of certain actions’, and 43.2% of ‘lack of treatment after being damaged’. Also, in order to prevent pain, the referees answered that they train personally (40.9%), rest appropriately (20.5%), and go to hospital for treatment (18.2%). After receiving the result of this study, training programs and education are needed to prevent pain. Moreover, on the next study, fundamental causes of the pains should be found by using history taking, physical examination, medical and scientific machines in order to analyze the movements of the referees` human dynamics.
SPHC 강재로 제작된 개량형 슬릿댐퍼 시스템의 구조성능

본 연구에서는 국내기준의 최저 인장강도와 연신율을 만족하는 열간압연 연강판 SPHC 강재를 활용하여 강재슬릿댐퍼를 제작하고 일정진폭 반복가력실험을 수행하였다. 실험결과는 동일한 실험조건의 SS275 강재로 제작된 댐퍼 실험결과와 비교되었으며, 실험결과에 따른 보유강도, 변형능력, 피로성능 등의 주요 구조성능이 분석되었다. 분석결과에 따라 SPHC 강재로 제작된 댐퍼의 성능은 일반구조용강 SS275 강재로 제작된 댐퍼와 비교하여 보다 우수한 누적소성변형능력을 보였다.
석고 패널이 부착된 천장 시스템의 내진성능 평가를 위한 3축 진동실험

In this study, a full scale 3-axes shake table test for M-bar and T-bar type ceilings commonly used in the country was conducted. Through damage inspection during the test, seismic performance of ceilings according to variables, such as clearance between wall mold and ceiling as well as existence of facilities, was evaluated. A test frame consisted of square hollow section members was used for the shake table test. The experimental method was performed as a fragility test using required response spectrum described in ICC-ES AC156. In the case of architectural nonstructural component that contain ceilings, it mainly is evaluated the performance by post-test visual inspection. For the evaluation of seismic performance of ceilings, this study classified and defined damaged items for targeted ceiling system referring to illustrative damage according to nonstructural performance levels accordance with ASCE 41 and previous studies. And proposed illustrative damage items classification was utilized to compare the degree of the damage according to experimental variables. The experiment results confirmed that differences in boundary conditions due to the clearance at wall mold and the installation of facilities had a significant effect on the seismic performance of the ceiling.
