Because of the chronic congestion caused by a rapid growth of traffic demand, a enormous social losses have increased day by day. To alleviate these traffic problems, ITS(Intelligent Transport Systems) was suggested, which is to promote efficiency of existing traffic facilities and to bring improvement effects in traffic conditions in a short time with a small-scale resources, and many studies on the ITS are in progress lively all of the world. Our government also is proceeding many studies on the ITS actively, in cooperative joint projects with many research institutes. Among various fields of internal ITS, FTMS(Freeway Traffic Management Systems) is the representative system. FTMS controls traffic flow using ramp-metering and provide traffic information through VMS (Variable Message Sign) and so on. In many strategies to control highway traffic flows effectively, incident management strategy is very important. Because when a incident is occurred on a highway, if the incident could be treated quickly and appropriately, the delay caused by the incident can be reduced. Also because incident management strategy is the comprehensive strategy merging other FTMS strategies. But studies on the incident management strategies are very insufficient, and although government have invested an enormous expense to build FTMS, that is not being used effectively. This study built the architecture of traffic diversion system which can optimize the traffic flow and minimize total travel cost within a given network. To build this architecture, this study suggested several modules-travel time estimation module, incident detection/verification module, diversion-decision module, delay estimation module, finding available route module, calculation optimal diversion flow module-Also this study developed prototype traffic diversion system and evaluated the efficiency of this system with result of simulation. The result of simulation shows that total travel cost within given network is reduced when the flow which come from traffic diversion system is diverted to alternative routes. But this means that the flow is controlled by definite control techniques. so studies on control technique should be performed at the same time.

For the purpose of precise analysis to the current traffic situation, the planner has to obtain the specific travel behavior data of people who live in the study area. The mistakes of travel behavior analysis can bring about misforecast of travel demand and establishment of improper transportation policies. So, It is important to perform the survey of data that enables us to estimate travel behavior accurately. Generally, Household travel questionnaire -a method of data collection- is performed with sampling because the sampling survey can save cost and time. But, home visiting interview - a method of household travel questionnaire - needs cost too much. And mail-back questionnaire and telephone interview are hard to be performed, because the household travel questionnaire has the large number of items and the difficulty of answer to each question. Student travel questionnaire, that can solve these problems somewhat, may have some bias. This study analyzes the problems of current approach and suggests a more effective way. That is to collect data using administrative structure. But, For the good result, we must consider some problems. First is that responsers have to answer the questionnaire without assistance of another. It can be solved by using telephone assistants and making questionnaire forms easy. Second problem is that we can't perform the simple random sampling because it is hard to make sampling frame due to cost. So, After determining sample size of each Tong (the lowest unit of hierarchy of administration), We use convenience sampling that agents of Tong can choose the households. The appraisal of this method was taken in two ways. First, we focused on the degree of bias of age-range between sample and population. After the statistical Kolmogorov-smirnov test, we concluded that sampling is proper when compared with population. Second, when we analyzed rate of withdrawal and useful data. we approved that this method is more available than another. It has been shown that sampling process using Korean administrative structure composed of 'Dong, Tong, Ban' can reduce the sampling bias and increase the reliability of sampled data, because of the responsibility of administration organizations. When considering that the transportation planning is performed by administration organizations and that the transportation survey is the essential step for solving transportation problems, the household travel questionnaire using administration system can obtain more precise data and increase the number of questions with small cost. Moreover, The household travel questionnaire proposed in this study can increase the efficiency when offering a reward and using telephone assistants are performed together.

Despite of being the criteria to choose the efficient and reasonable alternatives in actual planning process, the measure of accessibility rarely has applied to practices because each model has unexplicit concept of it and limitations in itself. Accessibility implies transportation system which offers opportunity of movement to overcome spatial separation and, simultaneously, land--use system which represents the location of each activity. Therefore, measures of accessibility have to represent the attractiveness of locations and the interactions of activities, that is, land--use and transportation, with an index. Considering that urban activity is based on the economic efficiency, costs and benefits, accessibility means the economic efficiency of the location of activity and the travel in view of land-use and transport repectively. Combined models that measure accessibility with considering land-use and tranportation simultaneously depend on reasonable concepts, but it is too simple for them to explain the accessibility which resulted from complex interaction of urban activities. Combined urban activity model developed by Kim(1983) and Rho(1989) explains the characteristics of activities in each region and urban structure in economic general equilibrium states in the long term of urban system. This model measures a regional accessibility with a dual variable which means the location surplus. This is a more systematic and comprehensive model for calculating the regional accessibility because it considers the interaction of each activity in urban system. It needs efforts to apply the accessibility index as a criterion in actual planning process through finding and quantitification of other explanatory variables to measure it in combined urban activity model.
