주파수는 경제적 관점에서 접근하면 희소자원에 해당된다. 합리적인 주파수 가격을 책정하고 비효율적인 수요자의 시장진입을 규제하는 등 주파수의 효율적 이용도모가 증대되고 있다. 주파수를 사용하기 위해서는 공유자원 관리를 위한 기술적 규제문제와 함께 주파수 대역의 용도를 지정하는 분배의 문제 그리고 이용권을 부여하는 할당의 문제 등이 제기된다. 이러한 문제의식에 기초하여, 본 연구는 이동통신 서비스시장 및 주파수 할당분석, 주파수 재배치 계획 등을 토대로 이동통신용 주파수 활용의 구조적 분석을 실시하였다. 특히, 주파수가치 산정을 위한 다양한 분석법을 모색하여 최적의 분석법으로서 미시적 수익접근법에 착안하 였다. 본 산정방법론을 적용한 분석에 있어 가입자 수, 가입자당 매출액 등의 변수조합을 통해 800Mhz 주파수대역에 대한 경제적 가치를 산출하였다. 본 연구는 이러한 분석결과를 토대로 산출된 주파수의 경제적가치에 대한 정책적 의의를 도출하는데 그 목적을 두고 있다. Frequency is scarce resources in terms of economy. The need for efficient uses of frequency is currently increased by policy-mix of reasonable pricing policy on frequency and regulations on market entry by inefficient users. In order to use frequency, we ought to bring forward some critical issues such as distribution according to the purpose of frequency band usage coupled with technical regulations on the management of shared resources, and allotment for the right to use. This study carried out structural analysis on the frequency uses of mobile communication based upon studies for mobile communication market, frequency allocation, and frequency relocation plan. After a variety of observations, reached a conclusion to use a Microscopic approach as the best methodology for frequency valuation. In this estimation process, calculated the economic value of 800Mhz frequency band by applying combinations of variables such as subscribers, and revenue per subscriber. This study aimed at deriving some policy implications for the economic value of frequency based on analytical results.

This Paper aims to introduce an equity on the Cost Benefit analysis for public evaluation and to discuss some points in the benefit analysis approach. This paper reviews the contents of the theory of efficiency and equity based social welfare as an alternative approach to the public policy. And then this paper point of three parts. Firstly, To define the policy system to consider an equity and efficiency at the public policy. Secondly, To develop the policy system to apply an equity at the evaluation of public project and SOC project. Thirdly, To examine the approach and methods to apply an equity at the cost-benefit analysis of public project. This study to gain a broad understanding of the social welfare and economic effect of public policy.

In the paper, a hybrid control approach for the swing-up control of a rotary type inverted pendulum is treated using one-chip microcomputer. The control for swing up control and the linear state feedback control to achieve the disired inverted-state of the pendulum. The one-chip microcomputer with 3096 cpu as the digital controller incorporating the above mentioned control approach.

이 글은 함석헌의 철학개념을 해명하는 것을 목표로 삼는다. 함석헌이 지금까지 철학자로서 인정받지 못했으나 점점 더 많은 직업적 철학자들 사이에서 철학적 관심의 대상이 되는 까닭은 그의 철학 개념이 가진 고유성 때문이다. 그 고유성은 한편에서는 오랜 것이고 다른 한편 새로운 것이기도 한데, 그 낡음과 새로움의 공존이 한편에서는 그의 철학을 철학이 아닌 것으로 치부하게 했지만 동시에 점점 더 증대되는 철학적 관심을 불러 일으키는 까닭이다. 구체적으로 말하자면 그에게 철학과 종교 정치는 구별되지 않는다. 이 셋이 모두 전체 또는 절대자와 만나고 이를 역사 속에서 실현하는 길이라 보았기 때문이다. 그는 서양철학의 방법론을 존중하면서도 이 점에서의 동양철학의 전통을 따른다. 그에 따르면 철학은 단순한 이성의 일이 아니라 믿음의 일이기도 하며, 일면적인 이론이 아니라 실천이기도 하다. 이처럼 철학과 종교 정치의 공속이야 말로 함석헌 철학의 독보적인 고유성을 이루는 바, 또한 이 교유성이 그의 철학에 대한 무시와 관심을 같이 설명해주는 것이다. In this paper I will give an answer to the question which sense Ham Seokheon was a philosopher. Until now the thought of Ham was not appreciated as a genuine philosophy by the most of the university philosophers in Korea, But we can find the increasing interest for his thought among the philosophers in Korea recently. I will show that both the interest and the disinterest for the thought of Ham can be explainedthrough the novelty of his philosophy. Concretely speaking, he tried to unite philosophy, religion and politics in his thinking. Through it he tried to overcome the separation of the reason and the belief as well, as of the theory and praxis.

타자와의 만남을 사유하는 것이 이 글의 기본주제이다. 서양철학이 타자를 배제해왔다는 것은 현대에 들어 여러 방면에서 제기되는 비판이다. 그러나 과연 서양철학이 타자를 배제해왔다는 것은 어떤 의미에서 이해되어야 하는가? 이글은 우선 이 물음에 대해 명확히 대답하려 한다. 먼저 이 글은 서양정신이 타자를 배제하고 동일성을 추구한 것의 뿌리를 그리스 정신이 추구했던 정치적자유의 이상에서 찾는다. 자유는 존재론적으로 표현하자면 스스로 있음을 의미한다. 근대적 주제의 형이상학이 추구했던 가장 근원적인 이상 역시 스스로 있음이었다. 그러나 주체의 존재방식이 절대적 의미에서 스스로 있음이 되어버리면, 타자의 존재는 무의미한 것이 되고 만다. 현대 서양철학은 이것을 깨닫고 타자의 존재를 주체의 존재와 매개하려 한다. 그러나 그것은 주체의 자유와 능동성이 어떻게 타자의 존재와 양립할 수 있는지 여전히 알지 못한다. 이 글은 그렇게 타자를 긍정할 수 일는 서양적 주체개념을 극복할 수 있는 단초를 타자에 의한 침탈로 점철된 우리 역사에 대한 반성으로부터 이끌어내려는 모색이다.

지방공항산업에 의한 지역경제영향분석 연구: 산업연관분석을 중심으로

본 논문은 지방공항이라고 하는 지역 공공서비스 및 사회적 인프라시설로 인한 지역경제의 생산과 부가가치가 효과가 어느 정도인가를 파악하기 위해 산업관련분석방법을 이용, 그 효과를 추정하고 있다. 구체적 연구 및 분석방법은 공항산업 및 관련서비스산업을 대상으로 한 실증적 조사를 통해 산업연관형 분석표를 작성하여 지역별렌袁兌?경제파급효과를 분석하고 있다. 특히 공항산업과 지역경제와의 연관구조분석에 중점을 두기 위해 산업연관분석효과를 분석하고 있다. 특히 공항산업과 지역경제와의 연관구조분석에 중점을 두기 위해 산업연관분석의 기본 틀을 「지역내 비경쟁이입형」에 의거, 분석을 실시하였다. 분석결과는 지역별분석(Flow)형과 산업연관형 분석으로 구분하여 산정하였다. 본 연구는 일본 오오사카 공항의 전면페지 및 기능전화에 앞서 지방정부와 중앙정보부와의 이해관계 조정 및 협상 등을 위해 수행한 기초적 연구이다.

국가R&D사업 政策決定과정에 있어서 정부부처간 葛藤조정에 관한 연구

The purpose of this paper are to investigate the policy conflicts and settlement of National Research and Development project. Information Technology has been united with several technology for example, Nano-technology, Bio-technology and so on. In the korea, National research and development projects has been more complex than ever before. The goal of this paper is to investigate how we deal with this kinds of problems. And then this paper point of forth parts. Firstly, in the decision of R&D policy, why do many conflicts happen among government department. Secondly, in the process of policy conflict among the government department, what kind of strategy are used by them. Thirdly, when the conflict happens, which main action are taken by the government to solve the conflict. Finally, the result of the conflict settlement made by government is effective? This study to gain a broad understanding of the coordinating process and main actions for the resolving of R&D policy conflict.
