The purpose of this study is to rethink of the concepts of learning disabilities appropriate to South Korean situations. This study primarily focus on the situations of South Korea, and it has four parts: 1) Background of special education in South Korea,2) the legitimization of learning disabilities in South Korea, 3) critiques on the importation and applications of learning disabilities in South Korea, and 4) rethinking of the concepts of learning disabilities in South Korea. In this study, we found many South Korean scholars tend to apply learning disabilities in United States into that in South Korea. But we also found many scholars have been rethinking the concepts of learning disabilities and try to reconstruct the concepts of learning disabilities appropriate to South Korea. We suggest South Korean scholars should rethink and apply the concepts of learning disabilities appropriate to South Korean situations.

South Korea’s special education has radically developed in its quantitativeand qualitative aspects. However, South Korea seems not to pay a lot of attention to theoretical development of special education. This study aimed to understand students with disabilities through the lens of critical theory, one of theoretical approaches. We discussed how to overcome the unequal power relationship between non-disabled people and people with disabilities from the lens of critical theory, and tried to help understand South Korean students with disabilities from the unbalanced power relationship.

Bojungbangdocktang (BJBDT), a formula of eight Oriental herbs, is a modified herbal prescription of Bangdoktang and Bojungbangamtang. Recently, BJBDT was demonstrated to inhibit angiogenesis induced by vascular endothelial growth factor in human umbilical vein endothelial cells, enhance hematopoiesis and protect cisplatin-induced cytotoxicity in normal MCF-10A breast cells. Nevertheless, there is no safety study of BJBDT before clinical trial so far. Thus, in the current study, we investigated the toxicity about ethanol-extracted BJBDT. Male and female Spraque Dawley (SD) rats were given orally by BJBDT at 250, 500, and 1000 mg/kg for 4 weeks. Mortality, clinical signs and measured change of body weight, food consumption and water consumption were observed. In addition, we performed ophthalmologic, urinary, hematological, blood serum biochemical and histopathological examination. Any general toxicity was not found in BJBDT treated group. Also, there were no significant differences in the parameters such as body weight, food consumption and water consumption, a lot of urine and blood factor levels except HCT, MCHC, Ca, TG, Glucose and T-Bilirubin level compared with control group. Although HCT was elevated and TG was decreased in male rats, and MCHC, Glucose and T-Bilirubin were elevated and Ca and HCT were decreased in female rats, these were within normal ranges. Finally, we determined that maximum tolerated dose (MTD) was 1000 mg/kg and no observed adverse effect level (NOAEL) was 500 mg/kg. Taken together, these results demonstrated that BJBDT is very safe to SD rats.
학습장애 진단·평가에 대한 현장 반응 연구 : 특수교육지원센터 담당자를 대상으로 한 포커스 그룹 면담

Purpose: This study attempts to identify the reality, difficulties, and improvement of the diagnoses and evaluation of the students with learning disabilities. Method: This study conducted focus group interviews composed of five members responsible for the diagnoses and evaluation at a special education support center, office of education. Results: This results of this study are as follows. First, it shows that participants agreed with the current diagnoses and evaluation of learning disabilities in that it was not well conducted and that there were several difficulties in the practice of the model of response to intervention. Second, the participants commented that there needs to be the improvement of responses to intervention, annual reevaluation of learning disabilities, and administrative and financial supports in order to improve the diagnoses and evaluation of learning disabilities. Conclusion: Specific guidelines about the standards of diagnoses and evaluation of learning disabilities need to be formulated in order to improve and resolve difficulties in the diagnoses and evaluation of learning disabilities. Moreover, the guidelines need to receive administrative and financial support in order to be implemented in special education support centers and schools. 연구목적: 본 연구에서는 국내 학습장애 진단·평가의 현실, 어려움 그리고 개선 방안을 알아보기 위한 것이다. 연구방법: A시 교육청의 5개의 지역교육청에 소속된 특수교육지원센터 담당자 5명을 대상으로 포커스 그룹 면담을 실시하였다. 연구 결과: 첫째, 참여자들은 현재 실시되고 있는 학습장애 진단 평가가 잘 진행되지 못하고 있으며 특히 중재반응모델을 실시하는 것에 있어서는 여러 가지 어려움들이 있음을 알 수 있었다. 둘째, 학습장애 진단 평가개선 방안으로 중재반응모델에 있어서의 개선이 이루어질 필요가 있다고 생각하였으며, 학습장애에 대한 정기적인 재평가가 필요성, 행정적, 재정적 지원 문제의 해결이 필요함을 언급하였다. 결론: 국내 학습장애 진단 평가에서의 어려움들을 해결하고 개선하기 위해서는 관련 전문가들의 합의를 바탕으로 학습장애 진단·평가 기준에 대하여 보다 구체적이고 상세한 지침을 마련할 필요가 있다. 그리고 이러한 지침이 특수교육지원센터와 일선 학교 현장에서 적용될 수 있도록 행정적, 재정적 지원도 이루어져야 하겠다.
