유지비용을 반영한 혼잡비용 부과에 따른 사회적 후생에 관한 연구

우리나라는 국가경제발전의 중요한 부분을 담당하고 있는 고속국도의 신속한 정비를 위한 투자제원의 안정적 조달을 위해 1963년 ‘유료도로법’을 제정 · 공표함으로써 ‘수익자 부담 원칙’에 의거하여 통행요금을 징수하는 방식을 최초로 적용하기 시작하였으며, 이에 근거하여 1968년 12월에 경부고속도로가 개통됨으로써 본격적인 고속도로 시대가 도래하였다. 경부고속도로가 개통된 이후 고속도로의 노후화와 길이의 연장에 따라 도로의 유지비용이 증가하고 있다. 뿐만 아니라 국도와 고속도로의 합리적인 통행배분이 이루어지지 못해 사회적 손실 또한 야기하고 있다. 시설확충과 유지 · 보수를 위한 지속적인 투자비용이 이용자들의 통행료 수입 뿐 아니라 국민의 세금에 의한 정부의 지원금으로 충당하고 있다. 하지만, 고속도로 시설의 공공재적 성격으로 인해 사용자들은 정부 규제와 보조를 통한 저렴한 이용료을 당연시 하여 1693년 ‘유료도로법’의 기본 취지인 수익자 수담에도 부합하지 못하고 있다. 또한, 민자도로의 유치를 위한 사업성 분석 시, 교통량이 과대 추정되어 그를 토대로 한 통행요금 산출로 인해 계획보다 적은 통행료 수입이 회수되고 실시협약의 실질수익률 보장을 위해 정부의 지원금은 계획보다 더 많이 지급되고 있고 있다. 이러한 상황에서 통행요금에 혼잡비를 부가하는 경제적 수단을 통해 교통량을 조절하여 사회적 후생의 증진을 수 있으며, 통행요금의 현실화를 통한 고속도로 운영에서의 ‘사용자부담원칙’에 따른 고속도로 운영을 할 수 있도록 하는 연구의 필요성이 대두되고 있다.

메라컴퓨팅 시스템은 분산된 컴퓨팅 자원들과 가시화 장비들을 통합하여 사용자가 편리하고 신속하게 작업을 처리할 수 있게 해 주는 환경이다. 본연구에서는 전산유체역학(CFD: Computational Fluid Dynamics) 프로그램 개발자들을 위한 메타컴퓨팅 시스템을 개발하였다. 본 시스템에서 사요어자는 프로그램을 컴퓨팅 자원에 분산시키고 분산환경에서 컴파일 할 수 있으며 프로그램구조에 적합한 컴퓨팅 자원에서 그 결과를 동영상을 통하여 얻을 수 있다. 본 연구에서는 다음과 가티 두 가지 연구를 수행하였다. 전산유체역화 프로그램의 구조를 이용한 자원선정에 대한 연구, 요소시스템 통합연구, 컴퓨팅 자원 선정을 위해 전산유체역학 프로그램의 구조적인 특징을 이용하였고 실시간 가시화를 위하여 기존의 가시화 도구를 수정하여 통합하였다. Metacomputing system is the environment. which helps the users easily and promptly deal with their iobs, with integration of the distributed computing resources and visualization device. In this research. we have developed a prototype of a special-purpose metacomputing system for simulation in CFD(Computational Fluid Dynamics) field. This system supports the automatic remote compilation. transparent data distribution. the selection of appropriate computing resource, and the realtime visualization. This research can be summarized as following: a study on selecting resource and the integration of component systems. In the research of selecting computing resource, we use the property of CFD algorithm. In the research of realtime visualization. we modify a popular visualizer.

Why Do Customers Purchase from a Website?Activity-based Web Presence Readiness Model

This study proposes a web presence readiness model based on pre-payment service functions and a post-payment service function both of which embrace the major concerns of customers in the online purchasing context. Based on the concept of customer utility from the product itself and instrumental utility, the research model suggests four antecedents including, Perceived Economic Benefits, Product Search Support Quality, e-Shopping Method Diversity, and Post-Payment Support Quality. We empirically examined a proposed research model using data collected from online rating company websites. Among the four antecedents, post payment support quality is found to be the most influential determinant of customer evaluation on e-commerce websites. Based on the empirical results, the current study proposes an alternate model of web presence readiness. The findings of this study may provide an insight to field practitioners designing commercial websites. The implications and future research directions are further discussed.

Development of a Bicycle Level of Service Model from the User's Perspective

South Korea is seeking a solution to the problems of traffic congestion and environmental issues by increasing bicycle use. However, many people feel that using bicycles is inconvenient. Therefore, a bicycle level of service model from the user's perspective was developed so that the existing bicycle roads can be evaluated and improved. The purpose of this paper is to develop a bicycle Level of Service (LOS) model by considering the user’s level of satisfaction and multiple factors that affect the bicycle LOS. Bicycle LOS criteria are estimated by applying an ordered probit model, which is suitable for research relating to choice. The results with the marginal effect show that the bicycle LOS is largely determined by the width of the road on which the bicycle is ridden. Other factors are also statistically significant in the bicycle LOS, including the road type, the total number of lanes on the approach to the intersection, and the number of encounters (travelers and bicyclists moving in the opposite direction).
