Organizational reforms that employees do not voluntary accept are likely to negatively affect organizational effectiveness in the long term. We conducted an empirical analysis with survey data by reviewing related studies on public service motivation (PSM) and acceptance of organizational changes, the goal being to verify the relationship between government employees’ PSMand their acceptance of public sector pension reform in Korea. Results show that public servants highly driven by PSM are willing to accept this pension reform even though it reduces their own benefits. This study is distinguished from existing literature of PSM and responses to organizational changes because it reduces the possibility of endogeneity problems.

A three-phase composite film with BaTiO3 and polypyrrole@polyimide (PPy@PI) core-shell nanoparticles embedded in a polyimide(PI) matrix was prepared by using a direct mixing and solution casting process. PPy@PI nanoparticles were used as the conductive filler which minimize the conducting path and provide space between each particle. Low loading level of PPy@PI nanoparticles in PI/BaTiO3 system enhanced the dielectric constant and suppressed the dielectric loss. The enhanced dielectric constant obtained for the three-phase composite film was found to be three times higher than that of the same system without PPy@PI. This is attributed to the synergistic enhancement of the ferroelectric ceramic filler (BaTiO3) and conductive filler (PPy) as well as the homogeneous dispersion. Such three-phase composite film is a potential material for embedded capacitors and can be fabricated easily into various shape due to its flexibility.

This paper challenges the existing studies on Japan’s Official Development Assistance (ODA) policy making, which have assumed that the Diet or Prime Minister is a key ODA decision-maker and argued that Japan’s motive in increasing foreign aid spending was subject to the politicians’ interests. Contrary to this position, the author argues that the primary ODA decision-making power in Japan has resided not with the politicians but with the bureaucracy. This study identifies the four primary decision makers (i.e., ministries) that exert influence on Japan’s ODA policy prior to 2000, all of whom operated from different ODA motives, and sees these actors as interest maximizers. The analysis focuses on the Ministry of Foreign Affairs, which is mainly concerned with security and Japan’s image in the eyes of other donors; the Ministry of International Trade and Industries, whose interests were commercial; the Ministry of Finance, which focuses on budget stringency; and the Economic Planning Agency which had more comprehensive and various interests. According to the author’s data analysis, the historical trend of Japan’s ODA expenditure pattern reflects the ups and downs of ministries in decision-making power (e.g., MITI’s diminishing power vs. MOFA’s increasing influence), which was caused by the inter-ministerial battle over the foreign aid policy.
텍스트 마이닝을 활용한 태권도 겨루기 심판판정에 대한 선수들의 인식 탐색

This study is a follow-up study by Kim (2023), and the purpose is to explore players' perceptions of taekwondo sparring referee decisions by applying text mining analysis techniques. In order to achieve the purpose of the study, 264 university and general department taekwondo players were surveyed on the perception of referee decisions, and 1,753 text data were collected. For data processing, descriptive statistics, co-occurrence matrix, and degree centrality analysis were performed using SPSS, KrKwic, and Netminer 4.0 programs. The conclusions of this study are as follows. 'Ambiguous game rules', 'contradiction', 'final situation', 'deduction', 'fist scoring', 'subjective', and 'partial' were calculated as key keywords, suggesting that taekwondo sparring players are not fair to the referee. The effect of victory points and fist scores on victory and defeat was 75.35% and 56.87%, respectively, and it was found that victory points and fist scores had a significant effect on victory and defeat. In addition, the confidence level for overall fairness was 39.98%, confirming that the referee's decision was not fair. The results of this study are a study that investigated the level and situation of referee judgment perceived by taekwondo players, and it is judged that it can be used as useful basic data for follow-up studies related to the fairness of judge judgment.
Z-소스 인버터와 울트라커패시터를 이용한 연료전지 시스템

When input parameters like gas volume or load of the fuel cell system is changed, the fuel cell system can generate transient voltage disturbances. In this paper, a fuel cell system with Z-source inverter and ultracapacitors for voltage disturbance compensation is proposed. The structure of Z-source inverter is simple. It has unique features that can boost/buck input voltage with a DC/DC converter using only a modified switching pattern. The characteristics of the proposed topologies for the fuel cell system with Z-source inverter and ultracapacitors are analyzed using simulation, and verified by experiments. The simulation and experimental results show that the proposed system is capable of operating with stable response to the system transient and voltage disturbances. 연료전지 시스템은 가스양 등 연료전지의 입력조건 변동 시, 또는 부하 변동 시와 같은 외부적인 영향에 의해서 과도상태 전압 왜란이 발생할 수 있다. 본 논문에서는 연료전지 출력전압의 왜란 보상을 위해 Z-소스 인버터와 울트라커패시터를 포함한 다양한 연료전지 시스템 회로방식을 제안하였다. Z-소스 인버터의 구조는 매우 간단하며 DC/DC 컨버터의 사용 없이 스위칭 패턴만을 제어하여 전압을 승/강압 할 수 있는 특징을 갖고 있다. Z-소스 인버터와 울트라커패시터를 포함하여 제안된 여러 가지 회로방식을 시뮬레이션을 통하여 특성을 분석하고 실험을 통하여 확인하였으며, 제안된 시스템이 전압 왜란에 대해 안정된 응답을 갖는 것을 확인하였다.
