신자유주의의 비교학설사적 고찰 : 보편성 기준의 충족여부를 중심으로

시장근본주의, 또는 신자유주의의 학설사적 계보를 확인하고 그 사상적 특징을 다른 자유주의 사조와 비교 고찰하였다. 신자유주의는 시장자유주의와 경제학적 내용에 있어서는 유사하나 일종의 ① 전통적인 경제영역에서 시장을 즉각적·무조건적·무제한적으로 확대·강화하고 ② 비경제적인 영역까지 포함하여 인간생활 전반을 시장원리로 작동시키고자하는 정책이념이며 따라서 ③ 시장에 전인격을 포획하고자 하는 기획임을 확인하였다. 사상적 보편성이 내재하는지를 검토한 결과 신자유주의는 고전자유주의, 시장자유주의와는 달리 금융자본에 편파적인 이념이라는 결론을 얻었다. The genealogy of market fundamentalism is made clear and then the characteristics of this strand was examined in comparison with other variants of liberalism. It was found that neoliberalism, although seemingly similar to market liberalism and not much different from the latter in terms of the contents of economic policies upheld and of the underlying ethos, is a new version of liberalism in that first it pursues an immediate/unconditional/unconstrained application of the policies to economic arena; second it attempts to organise according to market principle all the aspects of non-economic life; lastly, it is a project to imprison the whole person in the market. It is further argued and justified that neoliberalism fails the test of universality; it is found notoriously biased in favour of the interests of finance capital, the form of capital which is inherently mobile and liquid but has acquired an independence from the industrial base due to the implementation of neoliberal policies.

정치경제학의 동학적 시장이론을 구축하여 신고전파에서처럼 시장이 외부성을 제거하는 것이 아니라 사회적 비용을 필연적 체계적으로 자본 바깥으로 외부화함을 보이고자 했다. 동시에 동학적 시장이론은 반대로 시장의 작용에 관한 포괄적 이해, 즉 생산력 증대와 사회적 비용의 외부화의 내적 연관에 관한 일반이론을 제공한다. 아울러 이 개념은, 사회적비용이 시장바깥으로 배출되므로 시장가격으로는 반영되지 않는 일종의 암흑물질처럼 존재한다는 점도 보임으로서 자본주의 비판의 개념적 기초가 된다. 마지막으로 다양한 형태의 자본 바깥으로 외부화된 비용을 다시 내부화하려는 가족, 지역사회, 국가, 국제기구의 다양한 움직임을 이해하는 기초를 제공한다. In this paper a dynamic theory of the market is constructed to show that, contrary to the neoclassical consensus, the market necessarily and systematically externalize the social cost outside capital. At the same time this theory offers a comprehensive understanding, that is, a general framework for showing the internal relationship between the productivity increase via capital accumulation and externalization of the social cost. Furthermore, a theoretical reference is provided for a critique of capitalism by showing , like dark matter, the social costs are not reflected in the market prices since they disappear from the market. Lastly, various measures attempted at respective dimensions such as family, local community, national state, and international community to correct economic and social anomalies by internalizing the social cost could be understood and evaluated through the construct.

공적연금 개혁의 방향: 연금본질론과 인구분석에 기초한 접근

본고는 연금의 본질과 그 작동원리상 올바른 모델은 부과식 또는 사회연대모델임을 밝힌다. 또한 직접 다양한 출산율 가정 하에서 100년 이상의 인구를 추계하고 을 실제 계산에서 확인한 다음 노인 및 유소년 부양률로 표현되는 부양률의 안정화가 공적연금 설계에 갖는 함의를 도출한다. 그리고 이를 이용하여 공적연금 개혁에 몇 가지 주요한 정책적 결론을 도출한다. 첫째로, 기초노령연금 제도를 재설계하여 노인부양을 충실화해야 한다. 둘째, 보편적 복지를 강화하여 출산, 보육, 교육, 주거를 안정화시킴으로써 여성의 일과 가정의 양립, 생활의 안정을 통해 출산율을 끌어올려야 하고 연금기금도 일정정도 사회투자에 할당되어야 한다. 신규 적립금의 약 10%를 사회투자로 할당하는 가이드라인의 이론적 근거를 밝힌다. In this article, we present a theoretical discussion on the principles of public pension, deriving some policy implications for the Korean public pensions. We expose in the form of ideal types four models embedded in research and policy debates on public pension, which are familial solidarity model, market simulation model, accumulation model, and pay-as-you-go model. Based on this discussion, we argue that the pay-as-you-go or social solidarity model is the correct model that fits the spirit of public pension and can work properly in the long run. We conduct population projections with various fertility assumptions, confirm ‘stable population theory’, and draw implications of population stabilization for pension reforms. We conclude that the public pension should function to build social solidarity or intergenerational and intragenerational solidarity. We also present a couple of policy suggestions based on our theoretical discussion and demographic analyses.

Any mechanical system has a natural oscillation which can be excited, and the earth is no exception. The earth can oscillate in an indefinite number of normal modes of oscillation, rather like a giant bell. The various free modes are generally sparated into two categoridal modes and toroidal modes. Clearly the toroidal modes will produce no perturvation of the gravity field and no vertical acceleration on the surface of the earth. Hence only spheroidal modes can be detected with a gravimeter. EarthTide gravimeter was installed at AIMST in order to observe free modes of the earth. Eight major earthquakes including chinese earthquake (magnitude 7.3) with free oscillations of the earth are observed during one year (1998. 8. 1∼1999.7.31). And then the earth tides components were eilminated from earthquake records using a numerical Butterworth highpass filter. Spectral analysis of gravity readings repersent that 48 observations of shheroidal modes. The relationships between instrumental observations and theoretical predictions based on the Gutenberg earth model agree well those resulting from free oscillation in Korea.
