The human relations movement in industry began with the research of Elton Mayo in a series of studies carried out at the Hawthorne Plant of the Western Electric company beween 1927 and 1932. The background of the Hawthorne experiments provides an interesting picture of the transition front scientific management to the early human relations movement, Employees had been considered as mechanistic elements in the productive system. Industrial engineers and psychologists made many investigations of the relationship of work environment to productivity. Mayo, Roethlisberger, and other early human relationists were by no only behavioral scientists who contributed to the new developments in personnel management. One of the most profound and insightful treatises on personnel management was written by C.I. Barnard. Barnard can be called a transitionalist betwen traditional management theory and the evolving behavioral concepts. He stressed the psychosocial aspects of organization and management rather than economic and technical aspects. Many other behavioral scientists made significant contributions during the 1950 and 1960s. There has been a growing interest on the part of behavioral scientists in studying personnel management. The Ford Foundation, among others, provided substantial support to stimulate interdisciplinary approaches in business schools. In what areas are the behavioral sciences relevant to personnel management ? Behavioral scientists have worked on human problems in organizations since the turn of the century. But the nature of the problems studied has evolved from individually oriented industrial psychology focused on problems of recruitment, selection, and testing, to organizational psychology and sociology focused on managerial style, how groups and team work, intergroup collaboration and competition, and total systems analysis of organizational and managerial effectiveness. In Korea, personnel management in business operation has not been considered so important that the knowledge of behavioral sciences has not been used widely in business circle. But I think it is time to consider the whole body of knowlegde developed in the behavioral sciences in studying personnel management in Korea.

Objective: The purpose of this study was conducted to investigate indoor air quality in submarine. Method: For the indoor air quality testing in submarine, we investigated nine submarines. Measurement for 1st period was from Jun, 2012 to Jul, 2012 and 2nd period was from Apr, 2013 to May, 2013 and 3rd period was from Jun, 2013 to Jul, 2013 and 4th period was Oct, 2013. Six type 209 submarines and three type 214 submarines were involved. Results: The mean indoor air carbon dioxide(CO2), carbon monoxide(CO), and nitrogen dioxide(NO2) levels of 1st period in submarine were 1932.25 ppm, 21.57 ppm, 0.053 ppm for each other. The result was found to be exceed that recommended in the air quality standards by Ministry of Environment Republic of Korea(KMOE). The mean indoor air CO2, NO2 levels of 2nd and 3rd period were found to be exceed that recommended standards by KMOE. There was CO2 which indoor air quality level exceeds that standards by KMOE for 4th period. Conclusion: It seems that current administration for indoor air quality in submarine is not poor. Persistent concern will be needed.
