        유연근무제가 조직결과에 미치는 영향력에 관한 연구

        본 연구에서는 일과 삶의 균형(Work and Life Balance)정책의 한 부분으로서 실시되고 있는 유연근무제가 조직효과성에 어떠한 영향을 미치는지 살펴보고, 유연근무제와 조직효과성 간의 관계에서 조직 내 개혁가치가 조절요인으로써 작용하는가에 대해 알아보고자 하였다. 이에 선행변수로써 유연근무제의 참여여부와 유연근무제 만족도를, 조절변수로써 조직 내 개혁가치, 결과변수로써 직무만족과 이직의도를 선정하였으며, 이들 변수로 이루어진 연구 모형을 토대로 연구 가설을 도출하였다. 유연근무제의 참여여부에 따른 직무만족과 이직의도의 차이를 살펴보기 위한 f-test 및 가설검증을 위한 다중회귀분석과 위계적 회귀분석 그리고 로짓분석을 실시하였다. 분석결과, 조직 구성원들이 개인의 상황에 따라 적합하게 유연근무제를 이용할 경우, 유연근무제는 구성원들의 직무만족을 향상시키고 이직의도를 감소시킨다는 것을 확인 할 수 있었다. 이러한 유연근무제를 활성화시키기 위해서는 성과지향적이고 전략지향적인 개혁가치의 조성이 필요하다는 것을 확인하였다. 이는 구성원들이 조직의 목표와 비전에 대해 명확히 인지하고 있어야 하며, 목표 달성을 위해 필요한 것이 무엇이며, 자신이 맡고 있는 직무에 대한 책임감을 가지고 이를 수행해야 한다는 것을 의미한다. 또한, 이러한 직무수행하며, 성과에 대한 적절한 보상이 이루어져야 함을 의미한다. This study has attempted to investigate the effects of a flexible work schedule on organizational effectiveness, which has been adopted as a part of the Work-Life Balance (WLB) policies, as well as to reveal how reform values in public organizations come into play as moderating factors in relationship between the flexible work schedule and organizational effectiveness. For this, satisfaction with the flexible work schedule, reform values in organizations and job satisfaction and turnover intention have been chosen as antecedent, moderating and result variables respectively. Then, drawing upon a research framework comprised of these variables, as well as using hierarchical and logit regression models, we have developed a set of research hypotheses. The overall findings suggest that if a system of flexible work schedule is properly managed and applied to be more congruent with an employee`s personal attitudes and organizational cultures (i.e., reform values), we expect that it would provide meaningful impacts on job satisfaction and turnover intention. More interestingly, the findings imply that, while certain types of reform values do not significantly affect job satisfaction and turnover intention, we might anticipate that the relationships would be more positive when the flexible work schedules are actively implemented and well managed. Implications for research and practice in the public management (including WLB, alternative work schedule, and telework issues) context are provided in the concluding section as well as the limitations and recommendations for future research.

        공공기관의 공정채용 정책과 채용 공정성 인식에 관한 연구

        공공기관의 공정한, 투명한 운영에 대한 국민의 기대치는 다른 분야에 비해 높음에도 불구하고 크고 작게 지속적으로 공공기관의 채용비리가 발생하고 있다. 최근 정부는 공공기관의 공정채용을 강조하면서 비리 근절을 위해 정책을 도입하였고, 실제적으로 적발되는 비위건수의 감소가 나타났다. 본 연구는 정부의 공정채용 정책이 공공기관의 종사자나 취업 준비생의 채용 공정성에 대한 인식에 어떻게 영향을 미치는 지 확인하였다. 공정채용 정책이 도입되고, 해당 정책에 대한 인지도가 높을수록 채용 공정성에 대한 인식도 양의 상관관계를 나타냈으며, 특히 채용과정에 외부위원을 선정기준을 강화함으로써 절차의 투명성을 확보한다고 인지할수록 채용과정이 공정하다고 인식하였다는 것을 밝혔다. 그 밖에도 채용에 관한 정보 등록, 채용비리 연루자의 엄중처벌, 친인척 채용인원의 공개 등의 제도를 인지할수록 국민들의 공공기관 채용의 공정성을 확보하였다고 생각한다는 점을 확인하였다. 이에 따라, 본 연구를 통해 공공기관에 대한 신뢰를 회복하기 위해 공정채용 정책의 투명성 확보와 절차의 공개 방침이 지속적으로 필요하다는 시사점을 제공한다. People have higher expectations on fairness and transparency in the management of public institutions than any other field. However, corruptions are frequently revealed in the recruitment process after special inspections over public institutions. Recently, government provided policies for corruption eradication in public institutions’ recruitment and the results come out with decreased corruptions. This study finds the positive relationship between awareness of fair recruitment policies and fairness of recruitment process. In particular, the enforced standards of external members in recruitment committee help people have higher awareness of fair recruitment process. In addition, information regarding recruitment process, punishment of corrupt members, and disclosure of relatives’ recruitment are also effective to improve awareness of fairness in recruitment. Finally, this study suggests that transparency and information disclosure of recruitment process to secure trust in public institutions.

        평가제도 수용성, 기관장 리더십, 조직학습이 평가활용에 미치는 영향에 관한 연구

        본 연구는 책임운영기관 종합평가를 받는 과정에서 책임운영기관 구성원에게 긍정적인 변화가 나타나가를 탐색하고 검증함으로써, 책임운영기관 종합평가의 개선방안 마련을 위해 진행되었다. 분석 결과, 평가결과 수용성, 평가지표 수용성, 조직학습이 평가활용에 긍정적인 영향을 미치고 있음을 확인하였다. 평가결과가 공정하게 산출되고 있으며, 평가결과에 대한 예상이 일치하는 경우나 평가지표가 업무 내용을 잘 고려하고 기관의 비전과 목표가 잘 반영되었다고 생각할수록 평가활용 수준이 높다는 것을 의미한다. 또한, 조직학습이 활성화될수록 평가를 받는 과정에서 얻는 정보와 경험이 조직 차원에서 원활하게 공유됨으로써 평가활용 수준도 높아지게 되는 것으로 볼 수 있다. The purpose of this study is to find ways to improve evaluation system of the executive agency by exploring and verifying positive changes in the members of executive agencies during performance evaluation. As a result, it is confirmed that acceptance of evaluation results, acceptance of evaluation indicators, and organizational learning have a positive effect on evaluation utilization. This means that the higher the level of evaluation utilization, the more likely it is that the outcome of the assessment is fair or that the institution"s vision and goals are well reflected. In addition, as organizational learning becomes more active, information and experience gained during the evaluation process are shared smoothly at the organizational level.

        한국 NGO의 조직문화의 유형과 개인-조직 적합성, 조직 효과성 간의 구조적 관계 연구

        조직문화는 공공 및 민간 부문의 구분과 관계없이 조직 경쟁력과 효율성을 증진시키는 주요 요인으로써 조직의 성과에 지대한 영향을 주는 동시에 조직 구성원의 행태나 태도에도 상당한 영향을 미친다. 따라서 조직 구성원들의 공유된 가치, 규범 등을 토대로 적극적으로 변화하는 환경에 대응하기 위해서는 조직문화에 대한 연구가 선행되어야 할 것이다. 하지만 한국 NGO의 조직 경쟁력을 대표할 수 있는 고유한 조직문화에 대한 연구가 많이 이루어지지 못한 실정이다. 이에 본 연구에서는 한국 NGO의 조직문화가 어떠한 인과관계를 통해 조직 효과성(동기와 책임성)에 영향을 주는지를 검증하였다. 분석결과를 살펴보면 다음과 같다. 첫째, 한국 NGO의 조직문화유형은 집단문화 성향이 가장 강하게 나타나는 것을 확인하였다. 둘째, 집단문화와 발전문화 유형이 개인-조직 적합성과 조직 구성원들의 책임성에 긍정적 영향을 미치는 것으로 나타났다. 마지막으로 개인-조직 적합성이 집단문화 유형과 책임성 간의 관계를 매개하는 것으로 확인되었다. Organizational cultures play significant roles not only in fostering organizational competitiveness and effectiveness but also in cultivating employees’ certain behaviors and attitudes. Specifically, in order to actively and promptly respond to the turbulent conditions and dynamics, it is very necessary to scrutinize the roles and impacts of organizational cultures which derives from the shared values and norms with organizational members. However, we are convinced that little empirical research has zoomed in on probing organizational cultures in Korean NGOs that is recognized as one of the important factors that leads to organizational competitiveness. Hence, this research is to mainly address the issues of the relationships between organizational culture and organizational effectiveness variables (i.e., public service motivation (PSM), and accountability) and to answer the relevant research questions. Overall, the empirical results indicate that the group culture is a single dominant and influential feature of the organizational cultures in Korean NGOs. Second, the group and developmental cultures have been positively associated with person-organizational fit and accountability. Finally, the significant mediating roles of person-organizational fit in developing the relationship between group culture and accountability is also confirmed.

        HELLP 증후군 16례의 임상적 경험

        Objective: Our purpose was to describe the clinical progress and the maternal and fetal outcome in 16 pregnancies complicated by the HELLP(hemolysis, elevated liver enzymes, low platelet). Material: We reviewed the maternal and neonatal charts from 16 consecutive pregnancies complicated by the HELLP syndrome among 302 pregnancies complicated by preeclamsia and eclamsia managed at our hospital during the period of 4 years from June 1994 through June 1998. The HELLP syndrome was defined by previously published laboratory criteria. We assessed the time of onset, presenting symptom, laboratory finding, mode of delivery, fetal and maternal complication in each case. We also reviewed the clinical finding in detail in the case resulted in maternal death. Results: In regards to the time of onset, 15 cases (93.7%) occurred at antepartum period and only 1 case (6.2%) occurred at postpartum period. Among the 15 cases occurred at antepartum period, 13 cases (81.25%) developed at 27 to 36 weeks gestation and 2 cases (12.5%) developed at near term. In regards to the presenting symptom, twelve patients (75%) complained of right upper quardrant or epigastric pain. Of 16 patients, 12 patients (75%) experienced headache and 10 patients (62.5%) complained of nausea, or vomiting and 5 patients (31.2%) had visual disturbance. The laboratory finding of all 16 cases were as follow; the mean level of platelet: 68700/mm3 (range: 48000 to 91700), the mean level of serum asparate aminotransferase: 335 IU/L (range: 62 to 135), the mean level of lactic dehydrogenase: 910 IU/L (range: 558 to 5794), and the mean level of total bilirubin: 2.6 mg/dl (range: 0.7 to 10.4). To review the mode of delivery, cesarean sections were done on 10 patients (62.5%) including 7(43.7%) emergency and 3(18.7%) elective operations. However, 6 patients (37.5%) delivered vaginally. Maternal complications were as follow; abruptio placenta in 1 case (6.2%), DIC in 2 cases (12.5%), pulmonary edema in 3 cases (18.7%), pleural effusion in 4 cases (25%), renal failure in 4 cases (25%), and 1 case of death. Fetal and neonatal outcome was assessed; 9 cases of intrauterine growth retardation (56.2%), meconium stained in 3 cases (18.7%), 2 stillbirth (12.5%), and 2 neonatal death (12.5%). Conclusion: HELLP syndrome is associated with serious maternal and fetal morbidity and mortality.

        After test the blood samples donated by 33,838 Koreans with Lucky HCD, 3rd generation Hepatitis C diagnostic reagent, using ELISA method, We selected the samples found positive and retest them with Lucky HCD confirm, which is the diagnostic reagent confirming Hepatitis C in Immunoblot method and achieved the following results. 1. Among blood doner 33,838, 133 which is equivalent to 0.39 % of the total were found anti-CV positive. Among the male, 31,023(92 %), 126 which is equivalent to 0.41 % were found positive. Among the female 2.815(8 %), 7 which is equivalent to 0.25 % were found positive. 2. When tested 133 which were found positive by ELISA method with Lucky HCD confirm in order to confirm the test results, 40(30 %) were found positive, 93(70 %) were false positive, 17(3 %) were indeterminate, and 76(57 %) were negative. Summarizing from the total blood donors, 0.12 % were anti-HCV and the false positive percentage except indeterminate were 0.22 %. 3. The ALT value of 32,159(95 %) of the total blood donors were less then 45IU/L(normal). When 32,159 were tested with HCD3.0, 109(0.34 %) were found anti-HCV. When 109 were rested with Lucky confirm, 24(0.07 %) were found positive. 771(2.3 %) of the total blood donors were having ALT value from 46 to 59 IU/L. When 771 were tested with HCD3.0, 8 were found positive. When 8 were retested with Lucky confirm, 3(0.39 %) were found positive. 908(2.7 %) of the total donors were having ALT value above 60IU/L. When 908 were tested with HCD 3.0, 16(1.76 %) were found positive. 16 were retested with Lucky confirm, and 13(1.43 %) were found positive. These statistics show that the potential percentage of HCV positive grows in the proportion of the ALT value. As shown above, the substantial quantity of the blood donated are presently decided false positive by the Hepatitis C Antibody test using 3rd generation ELISA method in the Red Cross Blood Center and destroyed. By noticing such results to the blood donors having goodwill, The Red Cross might lose it`s faith for testing the blood and it will eventually affect the controlling the blood donors To supplement the current testing system, we consider that we need to have final confirm test at the end of the test procedure before release the test results.

        장애대학생의 열등감과 대학생활부적응이 사회불안에 미치는 영향

        본 연구는 장애대학생의 사회불안, 열등감, 대학생활부적응의 수준을 파악하고 배경변인에 따른 차이를 알아보고, 열등감과 대학생활부적응이 사회불안에 미치는 영향요인이 무엇인지를 밝혀 사회불안을 줄이는데 필요한 기초자료를 파악하는데 그 목적이 있다. 연구대상은 D시와 C시 소재 2개 대학교 재학 중인 장애학생 130명과 대조군 201명으로 사회불안 척도, 열등감 척도 그리고 대학생활 부적응 척도를 활용한 조사연구를 진행하였다. 장애대학생과 대조군의 사회불안 수준과 열등감 수준, 대학생활 부적응 수준의 차이를 알아보고, 장애대학생의 사회불안에 영향을 미치는 요인을 알아보고자 공변량분석(ANCOVA)과 다중회귀분석을 활용하였다. 연구결과는 다음과 같다. 첫째, 장애대학생은 대조군에 비해 사회불안과 열등감이 전반적으로 높고, 대학생활부적응에서는 비슷한 수준이었다. 둘째, 장애대학생의 인구 사회적 변인과 장애관련 변인에 따라 대부분의 변인은 차이가 없었고, 성별에서 여자가 남자보다 더 많은 열등감을 느끼고 있었다. 셋째, 장애대학생의 사회불안에 영향을 미치는 변인은 가정열등감과 학업열등감, 개인-정서적응도로 나타났다. 이에 장애대학생은 대조군에 비해 전반적으로 학업이나 사회, 대학환경적 적응보다 개인정서적 적응의 문제를 가지고 있음을 시사하는데, 장애대학생의 개인 정서적 측면의 문제를 해결 할 수 있는 프로그램을 개발하고 보급하는 심리 지원 서비스를 확대 할 필요성이 대두된다. The purpose of this study was to provide the base data for reducing social anxiety by investigating the level of social anxiety, college life maladjustment, inferiority feeling and difference the conform to background variable of university students with disabilities and inquiring into the factors that affect on social anxiety. The questionnaires were responded by the 331 university students with disabilities residing in Daegu and Cheonan. Learn the difference between social anxiety and inferiority feeling, college life maladjustment level of disabilities college students and control group. To investigate the factors influencing the social anxiety disabilities college students were used as covariates in the analysis and multiple regression analysis. The main results of this study are as follows. First, the students with disabilities showed higher social anxiety, inferiority feeling as compared to the control group, university life was a similar lever of maladjustment. The social anxiety of the students with disabilities was overall high, especially in interaction situation out of the other sub-factors. Second, had most of the variables are in accordance with the college``s disability and disability-related variables demographic variables differ, women feel more inferiority feeling than men in gender. Third, factors affecting social anxiety of disabilities college students were appeared assumed inferiority and inferiority study, individual-emotion adjustment. In short, social anxiety of the students with disabilities was relatively high. active style affect on social anxiety of the students with disabilities. The results revealed that the crucial factors that affect on social anxiety were domestic inferiority feeling, study inferiority feeling, and individual-emotion adjustment. Students with disabilities suggests that compared with the control group, school or society as a whole has a problem of emotional adjustment than private universities and environmental adaptation. Students with disabilities is need to increase the psychological support services to develop and promote a program that can solve the problem of personal and emotional aspects of the disorder arises college.

      • Importance of SolubilizingGroup andBackbone Planarity in Low Band Gap Polymers for High Performance Ambipolarfield-effect Transistors

        <P>We investigated the performance of ambipolar field-effecttransistors based on a seriesof alternating low band gap polymers of oligothiophene and diketopyrrolopyrrole(DPP). The polymers contain oligothiophene units of terthiophene [T3]and thiophene-thienothiophene-thiophene [T2TT] and DPP units carryingbranched alkyl chains of 2-hexyldecyl [HD] or 2-octyldodecyl [OD].The structural variation allows us to do a systematic study on therelationship between the interchain stacking/ordering of semiconductingpolymers and their resulting device performance. On the basis of synchrotronX-ray diffraction and atomic force microscopy measurements on polymerfilms, we found that longer branched alkyl side chains, i.e., OD,and longer and more planar oligothiophene, i.e., T2TT, generate themore crystalline structures. Upon thermal annealing, the crystallinityof the polymers was largely improved, and polymers containing a longerbranched alkyl chain responded faster because longer alkyl chainshave larger cohesive forces than shorter chains. For all the polymers,excellent ambipolar behavior was observed with a maximum hole andelectron mobility of 2.2 and 0.2 cm<SUP>2</SUP> V<SUP>–1</SUP> s<SUP>–1</SUP>, respectively.</P><P>We investigated the performance of ambipolarfield-effecttransistors based on a series of alternating low band gap polymersof oligothiophene and diketopyrrolopyrrole (pDPPT3-HD, pDPPT3-OD,pDPPT2TT-HD, and pDPPT2TT-OD).
