초경공구(WC-Co)의 성능 향상을 목적으로 고경도, 높은 열전도도의 특성 등을 가진 다이아몬드 막을 코팅하고 있으나 WC-Co 기판표면의 특성상 문제점으로 인하여 코팅의 어려움이 있다. 이 문제의 해결을 위하여 WC-Co기판위에 중간층을 도입한 후 다이아몬드 막을 증착시키는 새로운 방법을 고려하였으며 중간층의 제조에 무전해 Ni-P도금법을 사용하였다. 무전해도금을 위한 WC-Co기판의 전처리, 무전해도금 및 열처리, 다이아몬드 막 증착의 공정에 대하여 조사하였다. 형성되는 계면의 구조와 성분, 계면간의 밀착력 등을 Scratch Tester, Roughness Tester, SEM/EDS, XRD, Raman Spectroscopy를 사용하여 분석하였다. 무전해도금의 전처리로서 산에 의한 방법과 다이아몬드 분말에 의한 방법을 사용하였으며 두 경우에 모두 WC-Co기판의 표면조도의 감소, 표면 Co성분의 감소, 그리고 밀착력 저하가 관찰되었다. 무전해도금층의 열처리시 영향을 조사하였으며 온도 증가에 따라 Ni 결정이 형성되며 이로 인하여 도금의 밀착력이 증가되며 Ni 결정이 성장함을 관찰하였다. 또한 열처리된 Ni-P도금 위에서 다이아몬드막 증착 실험을 실시하였으며 증착온도를 증가시킴에 따라 다이아몬드 형성이 증가되어 800℃일때 양호한 다이아몬드 막을 얻을 수 있었다. 본 연구의 방법 및 실험조건은 WC-Co를 비롯하여 다이아몬드 막 형성이 어려운 소재들의 코팅에 효과적으로 이용될 수 있다. Diamond films which have high hardness and thermal conductivity can be used to improve the performance of WC-Co as a cutting tool material. However, it is difficult to get such coatings of good uniformity and adhesiveness due to the surface characteristics of WC-Co. To get better coatings, some techniques, such as the surface treatment of substrate or the formation of interlayer between substrate and diamond film, have been tried. In the present work, the nickel interlayer is formed onto WC-Co by electroless Ni-P plating, which is introduced as a new method, and then diamond film is deposited on the interlayer. Formation and uniformity of three layers, i.e., substrate, electroless plate, and diamond film, and the adhesiveness of interlayers were studied. To investigate the effects of pretreatment on electroless plating, two different methods such as acid treatment and diamond powder treatment were used. The effects of heat treatment of the electroless plated surface on adhesiveness between the substrate and the interlayerwere examined. It was found that as the temperature increases, the Ni crystalsgrow and then result in improved adhesiveness. Diamond film coatings of pure diamond phase were obtained at 800℃. It is concluded that the heat treated electroless Ni-P plating can be effectively used as a interlayer between WC-Co substrate and diamond film.

지방자치단체의 환경영향평가 제도 운영현황 및 개선방안 - 서울, 제주, 부산, 대전 등 8개 지자체를 중심으로 -

본 연구는 그동안 지자체에서 시행해오던 환경영향평가 제도 현황 및 운영실태에 대한 분석을 통해 지자체 환경영향평가 운영체계의 성과와 한계를 파악하고 이를 개선하기 위한 정책 방안을 제시하는 것을 목적으로 한다. 연구 과제 수행 방법으로는 행정분권화에 따른 지자체 환경영향평가의 긍정적·부정적 영향에 대한 선행 연구 고찰을 바탕으로 서울시, 제주도, 부산시, 대전시 등 주요 지자체들의 환경영향평가 조례 현황을 분석하고 해당 지자체 담당 공무원들과의 심층 인터뷰를 통해 협의 및 운영실태, 그리고 제반 문제점들을 파악하고자 하였다. 분석 결과, 지자체 환경영향평가제도 시행의 주요 성과는 지역 특성에 부합하는 평가대상 및 항목의 선정과 지속적 평가관리가 가능하고, 자체적인 사후조사 관리 등을 통해 평가 협의 후 지자체의 모니터링 및 관리 감독 기능이 강화될 수 있다는 것이었다. 주요 문제점으로는 지자체의 장이 사업 승인권과 환경영향평가 협의권을 동시에 갖게 됨으로써 발생하는 의사결정과정의 문제, 환경평가 부서와 타 부서와의 업무협력 시스템이 유기적으로 작동하지 못하는 문제, 평가담당 부서의 조직과 인력의 열악함, 그리고 심의위원 전문인력 풀 확보의 어려움과 비효율적 운영시스템 등이 도출되었다. 또한, 평가 대상사업 및 범위의 조율 과정에서 중복규제 가능성의 문제가 빈번하게 제기된다는 것도 지자체 환경영향평가 제도 이행상의 주요 문제로 제기되었다. The purpose of this study is to identify the accomplishments and limits of the local governments' environmental impact assessment operation system and to propose a policy plan to improve it through an analysis of the current status of the operations by local governments. As the research method, based on an understanding of the basic purpose and concept of the local government's environmental impact assessment, the current status of environmental impact assessment by major local governments such as Seoul, Jeju, Busan, Daejeon, etc. is analyzed and in-depth interviews with public officials in charge are conducted. Through the extensive discussions, the current situation and the problems are identified. The accomplishments of the local governments' operation of environmental impact assessment are: it is possible, first, to select evaluation targets and items in accordance with regional characteristics; second, to continuously strengthen the management and monitoring the evaluation result after through its own follow-up control. The limits revealed are; first, internal organization problems, which are largely due to the fact that the project approvers and the environmental impact assessment consultants are the same; second, poor cooperation system between the department of environmental impact assessment and other departments; third, lack of professionalism in the working forces; and forth, a limited pool of the skilled judges; and last, it was found that there could be frequent problems of overlapping regulation during coordinating target projects and evaluation contents.

Expectation for improvement of creativity and problem-solving capability has increased the creative robotics classes in the form of after-school activity in more than half of total elementary schools. While Ministry of Education, Science and Technology has promoted ‘Green IT Guidelines’ as a part of ‘Eco-friendly Green School Development Project’, the Green issues have not been considered enough in those creative robotics classes. In this paper, we would like to address the Green issues, especially in the r-Learning services based on UCR (User Created Robots). First. trend of green IT education, r-Learning services and UCR are reviewed. And the current status of eco-related operations and teachers’ perception in the robotics classes of elementary schools is investigated. Examples of Green UCR are also searched and green programs based on the three kinds of UCR. UC-TR. UC-AR. UC-CR. are explored Finally, we propose action plans to promote the UCR-based r-Learning service reflecting green issues.

Using the CGE model with endogenous technology progress, this study investigates economic impacts and differences of subsidy and taxation for stimulating the supply of renewable energy. Both subsidy for R&D investment on developing renewable energy and taxation on conventional energy increase the supply of renewable energy with even different extension. However, the policy of subsidy induces the lower price level and the higher economic growth, while the taxation results in the higher price level and the lower economic growth. Therefore, subsidy could be preferable for developing renewable energy without economic depression. In order to maintain a sustainable economic development, however, it is critical issue to determine the optimal amount of subsidy because R&D investment can be crowding out the physical investment, in which induces an economic lose in the long run.

민간경비원의 경호무도 효용성에 관한 질적 접근

본 연구에서는 민간경비원의 경호무도 효용성을 살펴보기 위하여 현장에서 활동하는 민간경비원들과의 면담을 진행하였다. 그 결과, 위해상황에 직면할 가능성이 희박하고 사건ㆍ사고의 사전 예방차원에서는 불필요하며, 과잉진압에 따른 손해배상 가능성과 법적보호 장치 미비라는 측면에서 경호무도에 대한 일부 부정적인 시각이 나타났다. 그러나 민간경비원들은 대부분 위해상황에 직면 시 위해자 제압과 스스로의 자기방어, 사건ㆍ사고의 방지라는 업무수행의 책임을 다하기 위해서 사법 권한 부재에도 불구하고 경호무도를 통한 적극적인 대처의 중요성을 인지하고 있었다. 그동안 민간경비원에게 있어서 경호무도는 막연하게 도움을 주거나 기본적으로 갖추고 있는 자질처럼 여겨졌지만, 민간경비 업무 중에 실질적인 필요 및 효과 부분이 구체화되지 못하여 그 가치가 폄하된 경향이 적지 않았다. 경호무도는 서비스를 받는 고객들은 물론이고, 민간경비 업체 및 민간경비원 스스로를 위해서도 겸비되어야 하는 전문적인 능력으로서 그 효용성의 가치를 재고해야 한다. The purpose of this study is to reconsider about usefulness of security martial arts for private security guards. Especially, the study focuses on necessity and effectiveness of security martial arts. To achieve the goal, private security guards of private security service companies in Cheonan and Daejeon have been chosen for interviewees. Security guards generally responded to positively usefulness of security martial arts, but this study found also some negative cognition. On analysis of interview results need to reconsider the usefulness about security martial arts. Private security guards need security martial arts because they are likely to face dangerous situation in duty bound to offer security service. Security guards have limited measures of pressure to deal with criminals, because they have no statutory authority to arrest and detain opponents. Security martial arts is a practicable way of being used in accidental situation for additional dangers while waiting for police assist, and private security guards’ own self defense.
